CRISTINA GONZLEZ MARBELLA
CARMEN SUREZ
The endless battle against illegality
They wanted me to
go instead
At 74 years of age, Carmen Surez
continues to cling onto her memories of half a century living in the
same street, Llano de San Ramn,
where her children were born and
grew up and where she shared her
life with her late husband. Neither
her age nor her ailments, some the
result of her fight against a ten
storey Goliath, have forced her to
retreat from the frontline. Her battle began in the days of the uncontrolled urban planning of the GIL
councils, who planted a concrete
giant, known as the Belmonsa
building, right next to her two
storey home, just where there was
supposed to be, and should still be,
a public park and townhouses.
She stood up against the
builders, the developer and even
the police. What she did achieve
was a reduction in the size of the
balcony on the first floor of the
building whose residents could
almost step across onto her terrace.
What I really want is some compensation. They have convicted
Sierra, Roca and company but they
still havent compensated me for
what they did, she explains looking up at her giant neighbour.
The new changes to the Marbella PGOU have found in her favour,
at least partly. Well aware now that
shes not likely to see her towering
neighbour pulled down, what she
could not conceive was that the initial version of the plan, which has
now been modified following her
objection, had re-zoned the land her
home stands on for parks and gardens. They were making mine illegal and the other one, on a green
zone, was going to be legalised.
Instead of knocking the other one
down they wanted to throw me
out, she explains. After the modifications her home is out of danger.
Nevertheless her roof terrace is
still of little use to her now. She goes
up to hang out the washing, but
even then she claims that the huge
shadow cast by the tower block
means her clothes dont dry like

Resident of Banana Beach
The D word
This was the case of her parents
who left Gerona ten years ago to
return to her fathers home town.
When people started to talk about
demolition, I told them not to worry. The idea of that happening
when no one, not even the notary
or the property registry had mentioned that the flats were illegal was
just surreal, he explains.
The Junta should have thought
about the people, the families,
behind the problems, not just the
paperwork, he remarks going back
to the years of uncertainty and
fear that now seem to have come
to an end. On the other hand he has
nothing but words praise for the
Mayor, ngeles Muoz.
MERCEDES MORENO
In the shadow of Jardines del Prncipe
la will not permit this type of outrage, she adds. It was some 34
years ago when Mercedes and her
husband set their sights on a plot
of land with a wonderful view on
the outskirts of Marbella. One day,
nine years ago, the bulldozers
moved in. At first they feared no
more than what was permitted in
the PGOU: a few townhouses and
gardens.
But things started to grow higher and higher. They began their
protests but now theyve been left
with two empty buildings standing
behind the tape the interim committee had put up when it ordered
work to stop. My property is now
totally screened off; I have lost
hours of sunshine and have even
considered selling, she confesses.
Now she is preparing for another
episode of what is turning out to be
a long epic battle.
I was fooled
Back then I was fooled by everyone. By the registry, the notary, the
State, the Junta, the Town Hall, the
developer, the estate agency.
Nobody informed me that there
were problems with the property,
he explains. The headaches started a year later, when the courts
annulled the building permit and
left the blocks in planning limbo
with demolition threatening.
The news over recent months
has not been good. The initial
PGOU, drawn up by the Junta,
ruled out the legalisation of the
properties. After the changes and
last weeks approval the situation
has not improved. Banana Beach
is one of the three remaining
block spots, of an initial 14, with
no place in the Marbella of the
future. I trust the local authorities wont leave us stranded, he
says from his fifth floor balcony.
I cant see the bulldozers coming yet because there are other
options to resort to first.

New Vlez Mayor
Salom Arroyo is now officially the new Mayor of Vlez-Mlaga after the vote of no confidence in Francisco Delgado was
successful on Saturday. Thirteen councillors ,nine from the
PSOE, two from the Torre del

of Arroyo as the new Mayor,
while the ten PP councillors voted against, as did the one representative of the Partido

The

Arroyo explained that the
change in Vlez Town Hall is
not only a political renovation
in response to demands but also
a change in attitude. She added
that the way forward from now

efficiency and honesty. More
than 200 people turned up on

QUESTION
I am member of an Andalusian housing cooperative and
I should like to know how I

what procedures are involved,
the repercussions of doing so

ANSWER
You may leave a cooperative
in the following ways: voluntary resignation justified or
otherwise; separation from
the company; or by exclusion
as a member.
A member may voluntarily
resign at any time by serving
the notice period established
in the Articles of Association

that the acceptance of a members resignation is subject to
a new member being introduced by the resigning
member.
Voluntary resignation may
be considered as justified or

Articles. If for example, the
Articles established a minimum term of membership
(maximum 10 years), the resignation would be considered
to be unjustified, unless it had

BILINGUISM. The bilingual plan was initiated in Andaluca in 2005 and now 80 schools in the province of Malaga form part of it. / SUR
Mara Dolores Zamora, co-ordinator of the Education Delegations bilingual plan, assures us
that the pupils who form part of
the plan do so voluntarily, and to
enter the plan, they are required
to pass a language test equivalent
to or higher than the third course
in the Official Language School.
There are currently 3,000 teachers involved in the programme,
and another 900 who have been
trained in the Linguistic Adaptation Courses given by the Official
School, most of these younger
teachers. This is the case of Gregorio Gutirrez, a computer technology teacher in the Sierra Blanca secondary school in Marbella.
He is doing this course for the second time this year.
New this year is the incorporation of some native speakers in
Knowledge of the Environment
classes in primary schools. Most,
however, are teachers who have
had to do quick refresher courses in a foreign language.

Bilingual Education
Plan since it was
introduced in 2005
There are currently
three thousand

schools, some classes in a subject
are given in Spanish and some in
a foreign language. This is a complaint made by Inmaculada Garca. She asked that her child be
put into a bilingual class in the
Doctor Fleming secondary school,
but since demand outstripped
supply, the school held a lottery
to decide who was in and who
was out of the programme. Her
son lost. It is unjust, she says.
If there is bilinguism in a school,
it should be for all who want it.
Zamora tells us that in all schools
in the province in which more
parents wanted their children to
join the programme than did not,
the teaching of the foreign language in question was extended
to all levels.
Another minor problem is the
name of the programme. The
term bilinguism is too long, says
the headmaster of the Juan
Ramn Jimnez secondary
school. But he defends the values
and benefits of the programme.
The children learn oral comprehension, even if they cannot converse freely in the language now
used in the classroom.

Ones first view of the town is
of a collection of buildings tumbling down from the parish
church, with its beautiful bell-tower. This 56-metre tower is the
image the visitor to the town

The bell-tower is square, with seven bells beneath an octagonalshaped stone dome situated to the

church. The stairway leading to
the top has an interesting spiral

Balconies in the town displayed

streets . Representatives of the
other three countries involved
in the fighting, Great Britain,
Portugal and France were present and the national anthems
of all four countries were sung

the parade through the streets.

ROUND-UP OF NEWS
Cadiz
The Ministry of Public Works
is considering a modification
to the design of the second
bridge across the Bay, which
would mean that instead of
having a lifting section to
allow the passage of ships, the
section in question would be
dismantled and replaced each
time. As the bridge is so high
- 69 metres - it will only be
opened on rare occasions, and
the Ministry believes it will
be simpler and cheaper to
have a removable section
instead of a lifting mechanism. The 140 metre-long
stretch of bridge would be lifted by marine cranes onto a
pontoon at sea level while a
ship passed, and then put
back into position afterwards.
Engineers believe it would
take one day for each part of
the manoeuvre. As well as
improving the appearance of
the bridge, this modification
would also reduce the cost
which is expected to total 300
million euros.
Three more districts of the
city are to be equipped with
free wifi access: San Antonio,
the new square in Loreto,
which is beside the Astart
building, and the Cinco Continentes park by the Plaza del
Amante. Last year similar
facilities were set up in Ingeniero La Cierva, Catedral,
Mina and Palillero and the
council intends to create more
in the future.
El Puerto
A judge has decided to proceed with the case of illegal
building in the Pinar de Coig,
and a date will be set for the
first court hearing within the
next few weeks. Among those
accused of building properties on protected land below
the Sierra de San Cristbal
are former mayor Hernn
Daz, former Town Planning
councillors Juan Carlos
Rodrguez and Pedro Alamillos, the original owner of the
land, Jos Pinto, and the
intermediary in the sale of
the plots, Rafael Pacheco
Descalzo. The engineer who
drew up the project to provide
electricity to the houses, Fosco Valimaa, will not be summoned because the judge has
decided that there is no evidence to show that he was
involved in the case, despite
claims by Hernn Daz and
Juan Carlos Rodrguez's
lawyers.
Residents of El Puerto will
be paying on average 4.5%
more for their water bills next
year. The Apemsa water company has just approved this
latest increase, which is the
highest since 2004. In that
year there was a rise of 5.5%.
Last year water costs for local
people increased by 2.5%.
Chiclana
Residents of Pago Melilla are
complaining about the unpleasant smell they have had to put
up with for more than ten days,
because of sewage in a stream
which runs through the area.
The Cao Romeral residents
association has denounced the
problem to the local court, saying the smell is unbearable.
The Guardia Civils environmental squad, Seprona, has
also been informed and is carrying out an investigation into
the matter.
Chipiona
Part of the old C-441, which is
now the Avenida de Andaluca
and the main access to the
town, is to be converted into an
urban highway. The works will
affect a 500 metre stretch
between kilometre 0 on the A480 and Avenida de Andaluca.
Each side of the road will have
parking spaces and a cycle lane
will be created on the left hand
side, heading towards the town.
The works will cost 530,726
euros.
The Guardia Civil seized
1,200 kilos of hashish from a
vehicle on the Trebujena road
recently, but the occupants of
the car had already fled and
nobody was arrested. The incident occurred after the maritime vigilance system identified a boat travelling without
lights towards the shore on Saturday night. When the Guardia
Civil officers arrived on the
scene the drugs had been
already been loaded on board
the vehicle, which had been
abandoned when its occupants
spotted the officers arriving.

The Prncipe Ataulfo residents
association of La Dehesilla has
built a doggy loo in the Paseo

designated especially for dogs
to carry out their necessities,
and the move has been
applauded by the local council,
the Ecologistas en Accin environmental
group,
the
Guadalquivir federation of residents' associations and animal
protection societies.
Conil
The Torre de Guzmn, which
recently underwent major
restoration works, will now be
converted into an information
centre and museum. This latest phase of the project will cost
approximately 180,000 euros.
The idea is to equip the towers
upper storeys with electronic
and audio visual equipment
and the ground floor reception
area will house a 50" high definition plasma screen which
will show images of the town.
The Torre de Guzmn is one of
Conils most emblematic
monuments.
The access into Conil from
the N-340 highway by the Casa
de Postas is to be improved to
ease traffic flow to the nearby
urbanisations and reduce the
number of vehicles which pass
through the town centre. The
new road will be 800 metres
long and will pass through
Dehesa de las Villas, Pocito
Blanco, La Zorrera and Cruz
de nimas. The works will take
eight months to complete.
Arcos
Ecologistas en Accin have
lodged a formal complaint with
the Andalucan water authority over the decision to supply
recycled water from the Arcos
treatment plant to the proposed
development at Aguadulce.
The environmentalists argue
that there is not sufficient
water produced by the plant in
the summer months to meet
the needs of the existing golf
course let alone the planned
one. It points out that the
Aguadulce is requesting a
water supply of 70 litres per second. However during dry period only 50 litres are produced
which means that the golf
courses would have to use
drinking water. In addition this
would mean that all the recycled water would be allocated
to the golf courses and would
not be available to other users.

El Gastor
The councillor for town planning at El Gastor town hall,
Jos Luis Menacho, has
expressed his pleasure that
work has started on laying a
new power line to the village.
He stated that this was a project that the municipality had
been working on for nine
years. Residents should soon
see an improvement in their
electricity supply with a reduction in the number of power
cuts. Over 800,000 euros are
being invested in the scheme.
Jerez
Air Berlin is one ray of light
in the dark cloud hovering
over Jerez's airport. Not only
is it maintaining its winter
service to Las Palmas but is
running a weekly service to
Berlin and Dusseldorf in 2009.
The flights will operate on Fridays, will be direct with the
Dusseldorf route being a new
addition. Palma is Air Berlin's
hub in Spain, allowing people
to fly from Jerez via that airport to many locations in Germany and Austria.
La Lnea
Once again La Lnea owes a
large amount of money to the
Cadiz fire consortium and faces
expulsion. The town hall has
not paid any of its dues since
July and its debt is over 600,000
euros. In June only 70 per cent
of the fees were paid. The consortium has a policy of
expelling town halls that are
more than two months behind
in their payments. At the present time only La Lnea is said
to have exceeded that payment
Jimena
The Guardia Civil and local
police in Jimena are to check
on all late night bars and discos
in Jimena, Castellar and Guadiaro to ensure that they comply with both the health and
safety laws. Meanwhile the
Junta Local de Seguridad has
ordered the closure of the calle
Salvador Corbacho, that runs
alongside the avenida de
Deportes, to traffic late at night.
Far more vehicles have been
congregating in the street than
those belonging to residents.
The area has become popular
with young people for late night
'botelln' drinking parties and
for car discos. The local police
and Guardia Civil have acted
after complaints from residents.
Los Barrios
The post office authority for
western Andaluca has stated
that it considers that Los Barrios has sufficient staff to offer
a quality service. There are 12
staff to cover the various zones
of the municipality including
outlying areas but the workers'
union says this number is inadequate. Staff recently held a
protest demonstration outside
the entrance of the post office,
and more protests are possible.

Demystifying chemotherapy
HEMOTHERAPY
is
hailed as a life-saving
drug, but the thought of
the side effects it brings, from
nausea to hair loss, strikes fear
into most cancer sufferers.
In the past decade though,
vast improvements in the
treatment mean that many
side effects have been minimised and it has less of a lifealtering impact.
There are more than 200
types of cancer and 50 different chemotherapy drugs used
to treat the disease, which
work by rapidly destroying
cancer cells.
Breast cancer, highlighted
by Breast Cancer Care in
October with Breast Cancer
Awareness Month, is one of
the cancers which has most
benefited
from
chemotherapy.
As with any form of cancer,
treatment depends on the
individual and not everyone
diagnosed with breast cancer
will receive chemotherapy,
but it is most often used after
surgery to stop cancerous
cells from reproducing and
spreading.
In the UK around 44,600
people are diagnosed with
breast cancer each year, and
just over a quarter of those
will die, but survival rates are
improving thanks in part to
improvements in treatments
available.
Oncology nurse Maria
Leadbetter has been helping
breast cancer sufferers since
the early 1980s and has seen
many changes over the years
in the way chemotherapy is
given.
One of the biggest changes
is the different combinations
in drugs we now have for
breast cancer, which has
impacted on the survival of
breast cancer treatment, she
says.
And with the advances in
anti-nausea drugs, theres
now a lot more that can be
done to reduce the symptoms
chemotherapy produces.
If you had chemotherapy
back in the 80s, the chances
were youd have had to stay in

hospital over several days,
whereas now people will have
the treatment as an outpatient, which is better as people
prefer to be at home around
their family and get some normality in their lives.
Most people get through
chemotherapy
reasonably
well, but its still quite a serious treatment, Leadbetter
continues.
Because of the side effects,
I think chemo will always
strike a degree of fear into
people, but its amazing how
many people can cope with
the treatment and the side
effects.

be easier to eat.
Other patients have reported a metallic taste which alters
the flavour of food, so stronger
foods like curry are good to
counteract it.
People may put on weight
during chemo, so Leadbetter
recommends sticking to a normal healthy diet to maintain
body weight and being as
active as you can.
Once the course of treatment is over, the immediate
side effects, such as vomiting,
will reduce in a few days, but it
can take a few months for hair
to grow back and fatigue, one
of the biggest side effects, may
linger.
Coping with
chemotherapy
Wendy Peake, 55, was diagnosed with breast cancer last
January and had a lump
removed. When her body didnt respond to hormone therapy, her doctor suggested she
have a course of chemotherapy
to make sure the cancer didnt
return.
I refused, says Wendy. I
thought to myself oh well its
gone, so why do I need to have
chemo? I didnt want to lose
my hair, I didnt want all the
side effects.
Even when her doctor
explained that it would
improve her 10-year survival
rate by eight per cent, she was
still reluctant.
It didnt sound a lot for
everything I would have to go
through, but the doctor said
most people would bite his
hand off for a two per cent
improvement.
Wendys doctor booked her
in for a chemotherapy appointment in a couple of weeks time
and told her to go away and
think about it.
Over the next 10 days,
Wendy did as much research
as she could about the treatment, which lead her to Breast
Cancer Cares HeadStrong service, offering practical and
emotional support for those
with cancer.
I had a scarf tying appointment with them and the initial
shock was when you put the
scarf on, you look as if you
havent got any hair. Then
they put a little fringe on and I
thought my goodness, I look
normal. I thought I could
actually do this and not look
sick.
Having decided to go ahead
with chemotherapy, Wendy
met the oncology nurse to talk

me the confidence not to put

Wendy admits her experience
of chemotherapy wasnt as bad
as she had feared, but she was
also lucky to avoid some of the
more severe side effects.
For those who are facing
chemotherapy, she says: Find

it starts, use all the facilities

Malaga only
manage draw
in Kings Cup
On Wednesday hopes were
high for a Malaga win against
Mallorca in their first Kings
Cup match, based on the four
recent league wins. The blue
and whites only managed a
draw though despite having
three good opportunities to
seal the match after the visitors made it 1-1 in the first
minute of the second half.

Last Sunday a dominant Marbella side recovered from an early setback only to be denied yet again
in the final minutes. An 87th
minute Puertollano penalty denied
Marbella a deserved victory which
saw them drop another two points
in the final minutes of a game.
A tight first half saw Marbella
have the first chance of the game
in the 5th minute, Pedro shot
from inside the area only to see
his effort go just wide of the post.
The home side kept trying but
couldnt find the breakthrough.
In the 25th minute Puertollano
had a rare attack that ended in a
goal from Valds who hit a good
shot past vila. It was a blow to
Marbella who had been dominating the match, but they kept
pushing and looking dangerous,
especially from set pieces.
Marbella had some good efforts
in the first half but went in at
half time trailing by a solitary
goal.
The second half saw Montes,
the Marbella coach, taking off
An 87th minute
penalty denied
Marbella the three
points they deserved

Gastronomy
A taste of autumn
This is a typical dish from the Malaga area using the sweet wine
from the Axarqua district which is produced in such towns as
Cmpeta and Moclinejo. The sweetness of the wine along with
local raisins and almonds combine to create a real taste of Malaga. Wine, raisins and almonds are the three elements that, in the
19th century, contributed to Malagas industrial development,
and made the province famous as its produce was traded across
the world.

Marinate the raisins in the sweet wine for 2 hours. Clean the
pork fillet and season. Seal in a pan with olive oil until golden
brown. Cook in the oven for the appropriate time.
Pour 300g of water into a saucepan with 100g of sugar and reduce
until it becomes a caramel, then, stop it cooking by adding a
splash of vinegar. Next add 500g of the sweet wine (with the
raisins) and reduce again by half. Add a little Salsa Espaola
(Spanish beef gravy).
Cook the almonds in water, crush them with a little of the water
and the olive oil to make an emulsion and season to taste.
Pour the sauce over the cooked meat and serve with the puree.
