1.FUNCTIONSANDSTRUCTUREOFTHEORGANISATION

The Ministry of Road Transport & Highways , an apex organisation under the Central
Government,isentrustedwiththetaskofformulatingandadministeringinconsultationwithother
Central Ministries/Departments, State Governments/UT Administrations, organizations and
individuals, polices for Road Transport, National Highways and Transport Research with a view to
increasingthemobilityandefficiencyoftheroadtransportsysteminthecountry.

2.
ORGNISATIONALSETUP

The Ministry of Road Transport & Highways is headed by Honble Minister (RT&H). He is
assisted by two Honble Ministers of State, Secretary (RT&H) and other senior officers namely
Director General (Roads Development) & Special Secretary, Joint Secretaries and Adviser
(Transport Research) and other officers of the level of Directors/Deputy Secretaries, Under
SecretariesandotherSecretariat/TechnicalOfficers.

Secretary (RT&H) is also assisted by an Additional Secretary & Financial Adviser (AS&FA) in
formulatingandprocessingallpoliciesandotherproposalshavingfinancialimplications.

TheMinistryhasfivemainWings:TransportWing,HighwaysWing,Toll&CoordinationWing,
LandAcquisitionWing,RoadsWingeachentrustedwiththespecificfunctionsandresponsibilities.
TherearealsosupportwingsvizAdministrationWing,InternationalCooperationWing,Parliament
Wing,FinanceWing&TransportResearchWing.TheWingsarenormallyheadedbyofficersofthe
levelofJointSecretaries&equivalent.Director/DeputySecretariesandequivalentlevelsfunctions
asDivisionalheads.TheDivisionsaredividedintoSections/GroupofSections.

In theRoadswing,apartfromthe DG(RD)&SS,there arethreeAdditionalDirectors General


(ADGs) and technical officers of the level of Chief Engineers, Superintending Engineers and other
Engineering/Technical staff. The work of Roads Wing has been divided into seventeen
zones(includingW&A),eachheadedbyaChiefEngineer.Thereareprojectzones(presently7)each
headed by Chief Engineer generally for two or three states, which look after the work of
developmentandmaintenanceofNationalHighwaysandothercentrallysponsoredroadworks.In
addition,thereareZonescoveringWorksinNERegion(SARDPNE),Planning,Monitoring,Standard
Research & Technology(Bridges & Bridge Design) Standard Research & Technology(Roads),
Externally Aided Projects(including World Bank aided projects), Road Projects in Left Wing
Extremism Affected Areas, National Highway Development Project(Phase IV), Mechanical , Works
and Accounts matters each headed by a Chief Engineer. Section level units render secretarial
assistanceintheZones.

Research Wing, National informatics Centre, Library, Record Room, Canteen, Recreation Club,

1.0 Road Transport is considered to be one of the most cost effective and preferred mode of
transport,bothforfreightandpassengers,keepinginviewitslevelofpenetrationintopopulated
areas. Thus, it is vital for economic development and social integration of the country. Road
Transport has emerged as the dominant segment in Indias transportation sector with a share of
4.5%inIndiasGDPin200506.Theroadtransportsectoraccountsforabout87%ofpassenger
traffic and 60% of freight traffic movement in the country. Easy availability, adaptability to
individualneedsandthecostsavingsaresomeofthefactorswhichgoinfavourofroadtransport.
Roadtransportalsoactsasafeederservicetorailway,shippingandairtraffic.

1.1 Road Transport Wing of the Ministry is concerned with the formulation of broad policies
relatingtoregulationofroadtransportinthecountry,besidesmakingarrangementsformovement
of vehicular traffic with the neighbouring countries. Improving the road safety scenario in the
countryisoneofthemostimportantandchallengingactivitiesoftheRoadTransportWing.

2.0 This Ministry formulates policies for road safety so as to minimise road accidents. The
importantschemesformulatedandmanagedbytheRoadSafetyDivision/Sectionincludepublicity
programmes, National Highways Accident Relief Service Scheme (NHARSS), refresher training to
heavy vehicledrivers inunorganized sector, providing roadsafety equipments to States/UTs etc.
TheMinistryformedfiveseparateworkinggroupsonfourEsofRoadSafetyviz.(i)Education(ii)
Enforcement(iii)Engineering(roadsaswellasvehicles)and(iv)emergencycaretodeliberatein
detail and submit their recommendations on short term and long term measures for immediate
implementationsoastocurbroadaccidentsinthecountry.

3.0 Acts/RulesbeingadministeredinRTWing

The following Acts / Rules, which embody the policy relating to motor vehicles and State Road
Transport Corporations (SRTCs), are being administered by the Road Transport Wing of the
Ministry:

4.0 SchemesinRoadTransportSector

Besides formulating policies for the road transport sector, the Wing is also responsible for
administering certain Central Sector Schemes to improve Road Safety scenario in the country,
DevelopmentofNationalDatabasenetwork,strengtheningpublictransportsystem,settingupof
inspection & Maintenance Centres, Model driving training schools etc.. These schemes relate to
HumanResourcesDevelopmentinvolvingtrainingprogrammesfortheStateTransportDepartment
personnel, refresher training to drivers of heavy commercial vehicles in the unorganized sector,
publicity measures and awareness campaigns on road safety, providing road safety and pollution
testing equipments to the States / Union Territories, National Highway Accident Relief Service
Scheme, National Database / Computerisation in road transport sector, Strengthening of public
transportsystem,SettingupofInspection&CertificationCentres,modelDrivingTrainingSchools,
cashlesstreatmentofroadaccidentvictims,settingupoftransporthubs,CreationofNationalRoad
SafetyandTrafficManagementBoard.
4.1 SettingupofModelDrivingTrainingSchool:

Thirteen model Driver Training Schools were set up in the country in the Tenth Five Year Plan.
During the 11th Five Year Plan, it was proposed to set up ten Institutes of Driving & Research
(IDTRs).SanctionwereaccordedbytheMinistryforsettingupIDTRinHimachalPradesh,Madhya
Pradesh,Rajasthan,Maharashtra,Gujarat,Haryana,TamilNadu,BiharandTripura.
4.2

NationalHighwayAccidentReliefServiceScheme(NHARSS)

The scheme entails providing cranes and ambulances to States/ UTs/NGOs for relief and rescue
measures in the aftermath of accidents by way of evacuating road accident victims to nearest
medical aid centre and for clearing the accident site. So far, 347 ten ton cranes and 106
small/mediumsizecraneshavebeenprovidedunderthescheme.
4.2.1579ambulanceshavebeensanctionedtoStates/UTs/NGOsunderthescheme.140advanced
lifesupportambulancesto140identifiedhospitalsaretobeprovidedundertheMinistryofHealth
andFamilyWelfaresSchemeestablishmentofanintegratednetworkofTraumaCentresalongthe
GoldenQuadrilateral,NorthSouthandEastWestCorridorsoftheNationalHighwaysbyupgrading
the trauma care facilities in 140 identified State Government hospitals. 509 ambulances have
alreadybeenprovidedtoStates/UTs/NGOsunderthescheme.

4.3 HighSecurityRegistrationPlates(HSRP)

TheschemerelatingtofitmentofHSRPinallcategoriesofmotorvehicleswasintroducedin2001.
ThematterrelatingtoHSRPhasbeenunderconsiderationofHonbleSupremeCourtandvarious
HighCourts.TheSupremeCourtgavefreshdirectionsforimplementationofHSRPinatimebound
manner. The scheme is now being implemented by the States /UTs in the light of directions of
HonbleSupremeCourt.

4.3.1ThisMinistrydecidedtoconsidertheinstallationofRFIDtechnologyasaseparatefeature.
This Ministry published a Resolution No.H25011/4/2011P&P(Toll) Vol.II dated September. 28,
2011 notifying thestandards and specifications forunited Electronic Toll collectionsystemacross
thecountryforalltollplazasonnationalHighways.

4.3.2Separately,MORTHisprocessingaproposalforfitmentofRFIDtagincertaincategoriesof
vehiclesatOEMstagebymandatingitunderCentralMotorVehiclesRule1989.Adraftnotification

proposingfitmentofRFIDtagsoncertaincategoriesofvehicleshasbeenissuedbythisMinistry
therebyinvitingobjections/suggestionsfromthePublic.Objections/suggestionsreceivedthereon
buy this Ministry are being duly considered. From time to time, the Apex Court itself kept on
reviewingtheprogressofimplementationandsettingthetargetdatesfortheStatesinthisregard.

4.4 NewNationalPermitSystemforgoodsvehicles

In order to facilitate long distance interState movement of goods vehicles, this Ministry has
introduced a new national permit system w.e.f. 8th May 2010. As per the new arrangement
national permit can be granted by the home State on payment of Rs.1000/ as home State
authorisationfeeandRs.16,500/perannumpertrucktowardsconsolidatedfeeauthorizingthe
permit holder to operate throughout the country. As per the new arrangement, the National
Permit fee is being collected by the Central Government through State Bank of India and being
distributed among States/UTs through RBI. Government has also taken necessary steps to
implement the new national permit system electronically through a web portal developed by
National Informatics Centre (NIC) w.e.f. 15.9.2010. The new national permit system has been
developedafterdetailedconsultationwiththeStates.

4.4.1 The new system has been welcomed both by the States and the transporters at large and
viewed as a significant step forward in the direction of ensuring seamless movement of vehicles
acrossthecountry

4.5 StrengtheningofPublicTransportSystem

4.5.1 ThisMinistryhasdevelopedaschemetoprovidefinancialassistancetotheStates/UTsfor
implementation of IT projects such as introduction of GPS/GSM based vehicle tracking system,
computerized reservation system, electronic ticket vending machines etc. The scheme has been
madeeffectivefrom15.3.2010.

4.5.2Underthescheme,Ministryisprovidingonetimecentralassistancetotheextentof50%of
the project cost for IT related projects such as introduction of GPS/GSM based vehicle tracking
system,computerizedreservationsystem,electronicticketvendingmachinesetc.toStates/State
RoadTransportUndertakings(SRTUs)forstrengtheningtheirpublictransportsystem.Thescheme
has been made effective from 15.3.2010. This scheme was made effective from 15.03.2010 and
implementedduringtheyear201011and201112.

4.5.3Aspertheabovescheme,onetimecentralassistancetoStates/UTsforbringinglatestIT
relatedfeaturesintheirroadtransportservicescoveringrural/mofussilareaswasprocessedand
central assistance amounting to Rs. 71.405 crore to 14 States covering 16 SRTCs / Organization
weresanctionedduring201011and201112.

5.0IntroductionofInformationTechnologyinRoadTransportSector

5.1.1 VAHAN & SARATHI: In order to introduce Information Technology in the Road Transport
Sector and to ensure uniformity and interoperability throughout the country, the Ministry had
madeprovisionsintheCentralMotorVehiclesRules,1989forissuanceofSmartCardbasedDriving
Licence and Registration Certificates. The Ministry developed standardized software (VAHAN for
Registration Certificates and SARATHI for Driving Licences) in consultation with NIC and made it
availabletoalltheStatesfreeofcost.

5.1.2 The VAHAN and SARTHI covers both backend automation of R.T.Os and frontend
computerisation to enable issuance of documents, such as Driving Licence and Registration
Certificates in a Smart Card mode. Out of 993 RTOs, 992 RTOs have been computerized.
Customization of standard software as per requirements of the State is complete for all 35
States/UTsandthesoftwareisrunningatleastatpilotsiteineachState/UT.100%connectivityhas
been achieved in 32 States/UTs and 966 RTOs are connected. Vehicles on the Vahan register
crossedthe100millionmarkonthe5thNovember,2012.

5.2CreationofNationalandStateRegistersofDrivingLicencesandRegistrationCertificates:

5.2.1RoadTransportWinginassociationwithNICistakingupaprojectforcreationofStateand
National Register of Driving Licence and Registration Certificates as one of the Mission Mode
ProjectundertheNationaleGovernanceProgramme.ThetotalprojectcostisRs.148crores.The
projectaimsatcomputerizationofRTOs/STAsandsubsequentlinkingthemtotheNational/State
Register(s)ofDrivingLicencesandRegistrationCertificates.Theprojectisatanadvancedstageof
execution. Out of 997 RTOs, 996 RTOs have been computerized. Customization of standard
software as per requirements of the State is complete for all 35 States/UTs and the software is
running at least at pilot site in each State/UT. 100% connectivity has been achieved in 32
States/UTs and 966 RTOs are connected. Vehicles on the Vahan register crossed the 100 million
markonthe5thNovember,2012.

5.2.2OncetheNationalandStateRegistersareinplace,datawouldbeavailableonportalwith
secured access. This would enable the authorities to provide a number of online services to the
public as well as to verify the genuineness of Driving Licences, payment of taxes etc. Other
stakeholders such as law enforcement agencies, NCRB (National Crime Record Bureau), SCRB
(State Crime Record Bureau), Insurance companies, etc. would also be benefited from such
electronic database. The Ministry launched National Register and State Registers of Driving
LicencesandRegistrationCertificatesofmotorvehicleson20.7.2011.

5.3 SettingupModelInspectionandCertificationCentresforVehicles

5.3.1Section59ofCentralMotorVehiclesAct,1988empowerstheCentralGovernmenttofixthe
ageofvehicles.ThelifeoftransportvehiclesandtouristvehiclehasbeenfixedbyCMVRs.Thelife
ofpersonalvehicleshasnotbeenfixed.Policydecisioninthisregardhastobetakenkeepingin
viewofthesocioeconomicconditionsofourcountry.Generally,thevehicleshouldbeallowedto
plyonroadaslongasitmeetssafetyandemissionnorms.Thesafetyandemissionrequirements
canbeachievedifthevehiclesgothroughafitnesstestafterregularintervals.
5.3.2Inordertohaveaneffectivesystem,forinspectionandcertificationofmotorvehiclesfrom
safety and emission angles, the Ministry intended to put in place a suitably designed system
throughoutthecountryforrigorousinspectionofmotorvehiclesandtoremovethedefectsbefore
theyareallowedtoplyonroad.
5.3.3Accordingly,amodelofautomatedInspection&Certification(I&C)Centrewasdesignedand
aschemeforsettingupofonesuchCentrein10StatesoneeachintheStatesofAndhraPradesh,
Karnataka,Gujarat,Maharashtra,Rajasthan,HimachalPradesh,MadhyaPradesh,U.P.andDelhion
a pilot basis. These centres will serve as technical centres for testing the roadworthiness of
transport vehicles after evaluation of various identified parameters in a scientific manner.
Proposals in respect of Government of Andhra Pradesh, Karnataka, Maharashtra, Gujarat,
Rajasthan,Haryana,HimachalPradesh,DelhiandMadhyaPradeshhasbeenapproved.Theseare
under various stages of implementation. The Government of Uttar Pradesh is in the process of

identifying a suitable piece of land. In the 12th Plan, the Ministry intends to set up one such
automatedcentreinalltheStates/UTswhocouldreplicatethemodelcentresinotherpartsofthe
States/UTs.
5.4 CashlessTreatmentforRoadAccidentVictim

TheMinistryenvisagedlaunchingapilotprojectforensuringthecashlesstreatmentofvictimsof
road accidents on the highways. The system will ensure the speedy transportation of accident
victims to hospitals and also ensure that they are not denied treatment for the want of paying
capacity.

5.5.SettingupofTransportHub

The Government is setting up a transport hub at Railmagra, Rajasthan on a pilot basis so as to


create an area dedicated to the development of various commercial activities related to the

place e.g. servicing and repair of vehicles; issue/renewal of driving licenses; payment of taxes;
renewalofpermits;waysideamenitiesfordrivers;eyesightexaminationofdrivers;inspectionand
refresher training of drivers; facilities for purchase, registration and insurance of vehicles;
inspection and certification of vehicles; booking, loading and unloading of freight. Based on
experience from this plot, the facility is to be replicated throughout the country with a view to
facilitatetransportationactivitieswhicharethebackboneoftheeconomy.

6.0 EmissionNormsforMotorvehicles

The emission norms for various categories of motor vehicles are progressively tightened by this
Ministry.BharatStageIVemissionnormshavebeenmadeeffectivefrom01.04.2010inrespectof
4wheeledvehiclesin11megacities,namely,NationalCapitalRegion,Mumbai,Kolkata,Chennai,
Hyderabad/Secunderabad,Ahmedabad,Kanpur,Pune,Agra,Bangalore,Suratandw.e.f.01.06.2010
in Lucknow and Sholapur. Bharat StageIII emission norms have been made effective from
01.10.2010inrestofthecountry.Theemissionnormsformotorvehiclesaredecidedonthebasis
oftherecommendationsoftheStandingCommitteeonEmissionandguidedbythefuelpolicyof
MinistryofPetroleumandNaturalGas.

7.0 BusBodyCode

7.1 As per the present practice, a number of OE (Original Equipment) vehicle manufacturers sell
their products in the form of drive away chassis also on which body design/building is done by
body builders/fabricators (road side garages) who mostly lack resources and technical knowhow
for design and quality. There is no uniformity in body building and there are no norms regarding
minimumacceptablelevelofpassengersafetyandcomfort.Theresultisthatinourcountry,buses
may have cramped designs and passengers may suffer extreme heat, vibration, noise and poor
protectionintheeventofaccidents.Combustiblematerialslikewoodarealsousedonalargescale.
ThecodeofpracticeforBusBodyDesignandApprovalswasnotifiedon16092005toremedythis
situation.ThedateofimplementationofBusBodycodeistobenotifiedunderCMVRs.

7.2 To facilitate implementation of Bus Body Code , revised procedure for Accreditation of Bus
Bodybuildershasbeennotifiedandthatwouldcomeintoforcew.e.f.1.4.2013.

8.1 TransportDevelopmentCouncil(TDC)

8.1.1 The Transport Development Council (TDC) is the apex body in the country to advise the
Governmentonissuesconcerningroadtransportsectorfortakingpolicydecisions.TDCprovidesa
platformfordeliberationofcomplexissuessuchasinterstateoperationofmotorvehicles,taxation
onmotorvehiclesetc.totakeadecisiononmutualconsensus.TDCcomprisesoftheMinisterin
chargeofTransportofallStates/UTs,Lt.Governors/ChiefCommissionersofUTs,UnionMinisters
forCommerce,Industry,RailwaysandMember(Transport),PlanningCommission.HonbleMinister
(RT&H)istheChairmanoftheCouncilandSecretary(RT&H)beingtheSecretarytotheCouncil.As
pertheconvention,TDCistomeet,atleast,onceinayear.

8.1.2ThelastmeetingofTDC(34th)washeldinFebruary,2012atNewDelhi.Variousimportant
issuesincludingrationalizationofmotorvehicletaxesandenhancementofnationalpermitannual
feewerediscussedinthatmeeting.Therewasaninprincipleconsensusonbringingoffloorrate
of motor vehicle taxes in respect of two wheelers and cars/LMVs at 6% life time tax using sale
priceasthebaseratewithmajorityoftheStateswhichparticipatedinthediscussions.

8.1.3Asperthedecisionstakeninthe34thTDCmeeting,anEmpoweredGroupofStateTransport
Ministershasbeenconstitutedtorecommendforrationalizationofmotorvehicletaxesacrossthe
country.AcommitteeconsistingofofficersfromTransportDepartmentofvariousStates/UTshas
also been constituted to assist the EGoM. The Committee has held various meetings with
States/UTsinordertoformaconsensusontheissueofrationalizationofmotorvehicletaxes.

8.2NationalRoadSafetyCouncil(NRSC)

8.2.1TheMotorVehiclesAct,1988providesforsettingupofNationalRoadSafetyCouncil(NRSC).
NRSC deliberates on important issues concerning road safety to frame comprehensive policy and
subsequent administration by the States / UTs and all concerned stake holders to improve road
safety scenario in the country. The Central Government has constituted the NRSC under the
Chairmanship of Honble Minister of Road Transport and Highways. Honble MoS (RT&H) is the
ViceChairmanoftheCouncil.TheNRSCcomprisesofbothofficial andnonofficialmembers.The
officialmembersarepermanentmembersoftheCouncil.MinistersinchargeofRoadTransportof
States/UTs, DG Police of all States and representatives from the Ministries/Departments such as
Home Affairs, Human Resource Development, Railways, Industry, Petroleum & Natural Gas,
Environment & Forests, Health & Family Welfare Planning Commission, Secretary (RT&H) and
Chairman,NHAIetc.areofficialmembers.Thereare25nonofficialmembers.Thecompositionof
nonofficialmembersisrevisedbiannually.

8.2.2. As per the deliberations in the 12th meeting of the National Road Safety Council, held on
25thMarch2011theMinistryformedfiveseparateworkinggroupsonfourEsofRoadSafetyviz.
(i)Education(ii)Enforcement(iii)Engineering(roadsaswellasvehicles)and(iv)emergencycare
todeliberateindetailandsubmittheirrecommendationsonshorttermandlongtermmeasures
forimmediateimplementationsoastocurbroadaccidentinthecountry.NRSCinits13thmeeting
heldon29thFebruary2012,deliberatedontherecommendationsofallthefiveworkinggroups.A
synthesis report containing all the major recommendations of five Working Groups has been
uploadedontheMinistryswebsiteforactionbyvariousstakeholders.

8.2.3Section215oftheMotorVehiclesActalsoprovidessettingupofStateRoadSafetyCouncils
and District Road Safety Committees. The Ministry has requested all State Governments/UTs on
18.02.2010 for setting up of State Road Safety Council and District Road Safety Committees and

holdregularmeetingsinthisregard.MostoftheactionforRoadSafetyliesattheStatelevelwhere
enforcement, traffic engineering, rescue and relief measures have to be directed purposefully
towardsachievingtargetedroadsafetygoals.

8.2.4 The meeting of the National Road Safety Council (NRSC) was held at New Delhi on
29.2.2012.

8.3 CreationofNationalRoadSafetyandTrafficManagementBoard

8.3.1Inordertohaveadedicatedbodyonroadsafetyandtrafficmanagement,thisMinistryhad
introduced a Bill in the Parliament on 04.05.2010 to set up the National Road Safety and Traffic
ManagementBoard.AspertheBill,theBoardwasproposedtobeentrustedwiththeresponsibility
of recommending standards for design, construction and maintenance of highways, safety
standardsformotorvehicles,issueguidelinesforvariousaspectsconcerningroadsafety,promote
capacity building in road safety, streamline data collection and analysis system etc. The Bill also
sought to create a National Road Safety and Traffic Management Fund for providing an
independentsourcefortheBoardtocarryoutitsroadsafetyactivities.

8.3.2 The Bill was referred to Parliamentary Standing Committee. The Committee submitted its
recommendations on 21.7.2010. The Government examined the recommendations of the
Committee and initiated necessary process to incorporate certain amendments in the bill in line
withtherecommendationsoftheCommitteeforconsiderationoftheParliament.

India. The Government of India has launched major initiatives to upgrade and strengthen

FunctionsandActivitiesofTransportResearchWing

TransportResearchWing(TRW)wasestablishedin1963.TRWisinvolvedincollection,
compilationdisseminationandanalysisofdataonRoads,RoadTransport,RoadAccidents,cargo
trafficthroughwaterbornetransportmode,Shipping,ShipBuildingandShipRepairingandinland
Water Transport I.e. subjects which pertain to the Ministry of Shipping and Ministry of Road
Transport&Highways.Besidesitisresponsibleforrenderingnecessaryresearchanddatasupport
tothevariouswingsoftheMinistryofShippingandMinistryofRoadTransport&Highwaysfor
policyplanningintransportsector.

RoadandRoadTransportSectors

Transport Research Wing collects data on the road and road transport sectors including road
accidentsfromnearly280sourceagenciesspreadacrossStatesandUnionTerritories(UTs).

Road Sector: This involves collection of data on type and road length from a large number of
sourceagencies.SomeoftheimportantsourceagenciesincludeNationalHighwaysAuthorityof
India. State department of Urban Development/Municipalities. Military Engineering Services
Head quarters, Regional heads of Railway zones; Major port Trusts; State Maritime Boards;
State Departments of Forests, State Irrigation Departments, State Electricity Boards, Sugarcane
Authorities; Coal PSUs; Steel Authority of India; State department of Panchayats/Rural
DevelopmentDepartmentofRuralDevelopment(GovernmentofIndia).

Road Transport: This involves collection compilation and analysis of data on motor vehicles,
structureandratesofmotorvehicletaxesfromvarioussourceagenciesspreadacrossStatesand
UnionTerritories(UTs).TheinformationisbeingcollectedfromStateTransportCommissioners
Office/State Transport Department; State departments of Ffinance (for Passenger Tax/Goods
Tax); Planning commission (for plan outlays and expenditure); Society for India Automobile
Manufacturers (SIAM); Director General/Inspector General of Police of States/UTs and
SuperintendentofPoliceofmajorcities(fordataonroadaccidents);Besidesdataiscollectedon
physical and financial performance from 47 State Road Transport Undertakings. The data is
disseminatedtotheusersthroughthefollowingpublications:

1.BasicRoadStatisticsofIndia(Annual)ItcontainsStatewisedataonroadlengthfor
variouscategoryofroadnationalhighways,statehighways,otherPWDroads,urbanroads,
ruralroadsandprojectroadsgivingdetailsoftypeofsurfaceandwidth/laningofsuchroads,
whereveravailable.

2. Road Transport Year Book earlier known as Motor Transport Statistics of India
(Annual) it is the primary source of information/data on number of registered motor
vehicles,applicableratesofmotorVehiclestaxespassengerandgoodstransportrevenue
realized from Motor Vehicles Tax, fines commercial vehicle fees, physical and financial
performanceofStateRoadTransportUndertaking(SRTUs),roadaccidents,nationalpermits
forgoodsvehiclesdriversandconductorslicencesissuedstatewiseandatadisaggregated
level;planoutlaysandexpenditureontheroadtransportsectorannualproductionandsales
ofmotorvehicles.

3. Review of physical and Financial Performance of State Road Transport Undertaking


(QuarterandAnnual)Thispublicationprovidesinformationonbothphysicalandfinancial
performanceofindividualSRTUsintermsofvariousfinancial,operationalandproductivity
parameters like net profit/loss, revenue per km/ cost per km, breakup of operating and
nonoperating costs, fuel efficiency staff productivity, vehicle productivity, staffbus ratio,
fleetutilizationratioetc.

4. Road Accidents in India (Annual) It contains statewise and select citywise data on
various facets of road accidents in India including number of fatal accidents, number of
personskilledandinjured,majorcausesofroadaccidentsinIndia,internationalcomparison
ofroadtrafficinjuriesanddeathsroadsafetyinitiativesofGovernmentofIndia.

Committee/subCommittee set up by the M/o Road Transport & Highways TRW is closely
involved with important policy matters in the road transport sector. A SubCommittee under
Adviser(TR)wassetupbytheMinistryofRoadTransport&HighwaystoformulatedraftRules
undertheCarriagebyRoadAct2007.TheSubCommitteewasservicedbyTRW,framingminutes
ofvariousmeetings;officersofTRWwereinvolvedindeliberationanddiscussionswiththestake
holders.TheReportoftheSubCommitteeundertheChairmanshipAdviser(TR)toframeRules
underCarriagebyRoadAct,2007wassubmittedinOctober2008.TRWwasactivelyinvolvedin
work related to streamlining the National permit system in the country under the
Committee/Core Group set up respectively under Secretary (RT&H) and Principal
Secretary(Transport), Government of Uttar Pradesh. Carriage by Road Rules have since been
framed.NationalPermitSystemisalsobeingimplemented.

OtherMajorActivitiesofTransportResearchWing:

(i)Preparationoftechnicalandanalyticalpapers/notes,asandwhenrequiredfortheuseof
theMinistryofRoadTransport&highwaysinvariousexpertCommitteesandCommissions.

(ii) Assist in selection of research studies, funded by the Ministry of Road Transport &
Highways,providinganalysisandfeedbackonthereportsofassignedstudies.

(iii) Coordination and supply of data to Central Statistical Organisation(CSO) and other
Central/StateGovernmentorganisationsinrespectofRoadandRoadTransportSectors.
(iv)TRW is also actively involved in various WorkingGroups/SubGroups constitutedby the
Planning Commission in respect of Five Year Plans, National Transport Development Policy
Committee,etc.
