10 Economic Problem in Bulihan, Silang, Cavite


1. Biased Treatment and Unequal Distribution of Barangay Services
Statement
Bias is an inclination or outlook to present or hold a partial perspective, often
accompanied by a refusal to consider the possible merits of alternative points of
view. It is happening here in Bulihan, Silang, Cavite where the projects and services
are given on the selected and more popular or more favorable barangay there is 11
zones of Bulihan sometimes the approved projects are given only on the selected
are where the higher official came from. Example of this is the fixing the path walk
or having a covered court. Some of the zone leaders are requesting for assistance
and backup on a project but then the Barangay hall just ignored it on put it on
queue.
Reaction
If the higher official dont give attention to the people whos in need and just focus
on the favored zoned there will be no progression and improvement on the other.
The ignored party will be jealous and will criticize the governance of the Barangay
hall which is not good in term of socioeconomic facts of Bulihan, Silang, Cavite.
Solution
To have a fair distribution of service on the Barangay they must have equality so
that they can serve its constituents fairly and effectively. The people in the
community must have satisfaction about the service from the governance of the
Barangay. The chairman should look upon his barangay officials and employees, if
they do their duty honestly. He should prioritize employing those who really deserve
the position and no to those allies or relatives. He should be open enough to hear
the voice of his constituents, mend the corrupt system of his governance and
should be guided by discernment and not by the tide of opinions.

2. Colorum Tricycles on Bulihan, Silang, Cavite


Statement
Bulihan has a total population of 21,453 the main public transportation around the
area is by tricycles from labasan to looban. There is a franchise of public
transportation group there which is the MAGMABULPOTODA and FRANSTODA and
approximately a 300 registered members of it. And the problem is that there more
than 500 tricycle that is roaming around Bulihan, some of them are not a registered
to be public transportation vehicle and is a colorum. Some of the members of the
TODA is having a hard time to get a passenger because of them, the earning for
living is getting low unlike when the time that only a qualified and fully registered
tricycle can be used for transporting passengers from labasan to looban.
Reaction
Colorum tricycles dont have licenses or permits. If theres an accident, the
operators cannot provide insurance to their drivers nor to their passengers,
commuters should look for the business tax plate or the business permit of the
tricycle drivers and those who dont have them should be avoided. Legallyoperating tricycles have stickers and easily identifiable control numbers for the
protection of their passengers in case they unknowingly left their belongings, which
the colorum ones do not have. Passengers riding on colorum tricycles are practically
at their own risk as the owners of the same do not have any legal responsibility
whatsoever to their riders.
Solution
The municipality government must empower the traffic enforcer to have
checkpoints on Metro- Bulihan, they will apprehend the colorum tricycles so that the
commuters will be safe. The caught offenders will be offered to be a part of the
TODA and be a registered public transport vehicle to be fair. The registration fee for
the TODA shall be lended by the help of the governance of the municipality.

3. Barangay Livelihood Center For Mothers

Statement
Unemployment is one of the major concerns of Bulihan local government. Over the
years, the fast rising increased in population have created poverty everywhere,
some of the people who is unemployed are the mothers who wants do something to

increase their livelihood. Some of them are doing nothing on their houses and doing
useless things because of boredom. However, they can do only so much in solving
the problem due to their own limitations and the people who only take advantage of
what they can get simply but not for long term gain.
Reaction
The Barangay livelihood center for mother is established to operate and maintain to
serve as solution to the communitys economic and social need or problem. If the
participants take this seriously and work hard for it, they will increase their income
and be a productive person.
Solution
With the new program of the City Government of Silang or upon implementation of
Barangay Livelihood Center for Mother, the government will do the function as
facilitator and coordinator. The initiated livelihood programs/projects will be funded
by capitalists who equally share with the role of other lead agencies to begin with
group organizing, training, funding, marketing and management. The government
will bring the job to the needed and will make a better future.
4. Floods Caused By Clogged Spillways And Busted Canals
Statement
The flood control in Bulihan is not in a good condition many path walks are flooded
in heavy rain, it will be a hustle to walk on in when you are going to work to make a
living. Some of the drainage are blocked and doesnt work well in long time, our own
flood mitigation and water management infrastructure projects are not good.
Reaction
Every time I walk on some part of our community I can see some drainage flood
control is broken it is uncovered and the water is spilling from it even it is not
raining so when the heavy rain comes it causes floods that affect the pathway, so
people are going to find another route to go to their desired destination.
Solution
The community must clean and clear the clogged spillways, they must remove all
the garbage and excavate it. There should be an oplan linis on the community. The
busted drainage must be fixed the fund for that project must be requested to the
government or maybe get funds from the affected citizens and fixed it with
bayanihan.
5. Dark path walks and roads

When it is night some part of Bulihan doesnt have a lighting it is so dark, it is scary
to walk on it especially when you need to go home in late night. The dark side of the
way is where some bad people is hiding, you wont feel safe when you are walking a
lot of bad thoughts is running through your mind.
Reaction
The lighting of the street is important in economic aspects as it gives a good sight
of your way while walking. It will keep you safe.
Solution
The government must have lighting on each Meralco posts and in the dark path
walks, the project must be funded by the government. The community must be
voluntary put a light on their houses to lighten the outside of the path walk, there
should be an initiative and unison with the people on this matter.
6. Garbage Disposal
Statement
One of the critical issues is with regard to the mismanagement of garbage and
wastes in Bulihan which causes other types disasters and sickness. Some of the
garbage are just thrown away on the river and spillways, some people are getting
livelihood on collecting garbages and just throwing it anywhere and it add as an
headache to other people and for the garbage collector too.
Reaction
Mismanagement of waste has serious environmental consequences: ground and
surface water contamination, local flooding, air pollution, exposure to toxins, and
spread of disease. Many of the disposal sites contain infectious material, thus
threatening sanitation workers and waste pickers.
Solution
The creation of new laws and policies intended to strengthen proper waste
management practices in Bulihan in fact, just recently, some lawmakers have
already filed a bill which requires Local Government Units (LGUs) to make use of
garbage trucks with onboard compactor for the proper transportation and
collection of solid waste said Kapitan Junmar Talatala. Most of all the people must
have their discipline in garbage segregation and management.
7. Computer Shop without business permit

In our area there are a lot of computer shops, some of them are illegitimate
business because they only have barangay permit and doesnt have DTI permit and
dont pay the right taxes. Some of the big computer shops that is operating with a
complete papers and documents are having a hard time to compete with those who
doesnt their rate of PC rental are cheaper. Some of the renters are going to them.

Reaction
The rate for the computer shop with permit is 12 pesos and for without is only 10
pesos many of the customers are patronizing them. The legal business is going
down and having less income because of the business that operates without
permits and dont pay their taxes.
Solution
The computer shops owner from Bulihan must have a group and construct and
agreement that the rates must be fixed to 12 pesos so that they will have a fair
competition. Regarding for the unregistered computer shop they must contact the
authority to inspect the business and make a temporary disclosure if they dont
meet the requirements to operate.
8. Foul Smell created by the Wet Market
Statement
The wet market in Bulihan is near on the residential are, most of the rotten goods
and unwanted meats or fish parts are just being thrown and stack on any place.
Some children are not having a good health and having cough and cold. Some
people passing by are covering their nose, on this case the vendor from the market
must be controlled and be taught on having a clean environment.
Reaction
Wet markets were traditionally places that sold live animals out in the open. This
includes poultry, fish, reptiles, and pigs, though live fish, shellfish, and frogs are
widely available. markets also sell exotic animals. Fresh fruits and vegetables are
also available. Wet markets also generally include butcher shops with fresh meat.
The fresh meat and fish sections are separate from the fruit and vegetable stalls.
Many markets also have stalls that sell dried goods.

They must clean their posts and area after leaving and they must sanitize the area
they are on. The barangay captain must have a project and give knowledge on the
effect of having dirty environment; there should be no pollution on the community.
9. Space for Local Farmer Vendors
Statement
In the busy morning of Bulihan you will see a lot of local farmers vending beside the
road, they sell their newly harvested crop from their farm lands. The products are
pineapple, cassava, bananas, papayas, peanuts, corns, etc. They are vending their
crops with a piece of clothing and you can see that they are the one who harvested
it on how they look. The prices are fair enough, but sometimes the space owner on
the market is getting rid of them because they dont have space.

Reaction
Most of the farmers are poor they cant afford to have a rented space to sell their
crops; the only thing they need is to sold their products for their living.
Solution
The community must give space for those poor farmers and with the help of the
Municipal government to improve their way of living. The people must patronize the
local farmers.

10.

Bulihan Ambiance

Statement
Traffic and congestion heighten noise level and with emissions from vehicles, urban
air quality is affected. These situations degrade the urban ambiance of an area
making it unfit for people, resulting to illness. In addition, the unsanitary condition
along the streets and market alleys contribute to overall environmental degradation
of urban living.
Reaction
The noise road is so noisy every morning especially when a motorcycle is on harurot
mode with an open pipe the noise is heard from labasan to looban even though it is
a kilometer away.

The LTFRB must have a check point on the road and apprehend all the noisy
vehicles so that the noise pollution will be lesson especially at night when the
people are sleeping and having a rest. The ambiance must be good for the health of
the community.
