The economic impact of broadband manifests itself through several types of effects.
The first effect results from the construction of broadband networks. In a way similar to
any infrastructure project, the deployment of broadband networks creates jobs and acts
over the economy by means of multipliers.
The second effect results from the spill-over externalities, which impact both enterprises
and consumers.
The adoption of broadband within firms leads to a multifactor productivity gain, which in
turn contributes to growth of GDP.

Beyond these direct benefits (which contribute to GDP growth), residential users
receive a benefit in terms of consumer surplus, defined as the difference between
what they would be willing to pay for broadband service and its price. This last
parameter, while not being captured in the GDP statistics, can be significant in
terms of enhanced access to information, entertainment and public services.

On the one hand, a region that increases its broadband penetration can attract employment
displaced from other regions by leveraging the ability to relocate functions remotely.
On the other hand, by increasing broadband penetration, the same region can lose jobs by
virtue of the outsourcing effect. While we are gaining a better understanding of these
combined network effects, the research is still at its initial stages of quantifying the
combined impact.

First and foremost, the evidence is fairly conclusive about the contribution
of broadband to GDP growth.
Secondly, broadband has been found to have an impact on the productivity
at the firm level.
Thirdly, broadband does contribute to employment growth, both as a result
of network construction programmes and following spill-over impacts on
the rest of the economy.
In the last few years, spurred by the economic crisis, many governments around the
world have implemented programmes and strategies aimed at deploying broadband
in order to stimulate employment.

More jobs are lost in developed countries and more jobs are gained in
developing countries (due to broadband access and work on distance)
