Technical Proposal
BACKGROUND
A baseline survey is envisaged to understand citizens knowledge, attitude and practice regarding
voting behaviour. The study is being conducted in all districts and this proposal pertains to Jadavpur
Assembly Constituency (AC)and Metiaburuz Assembly Constituency(AC) in South 24 Pargana . The
importance of the survey lies in devising strategies for the WBLA elections 2016.

OBJECTIVE OF THE STUDY


A. To look unto the reasons, broadly of
Low Turn out
Low enrolment in relation to gender and 18-19 age electors
B. To identify pockets of areas having still left out people and section of community , if anay, who
are still outside electoral registration and participation
C. To pre-test the efficacy of the campaign materials
D. To analyse the role of delivery system : contributing factors and handicaps
a. Electors experience towards a smooth and hassle free registration
b. Voters experience at the polling station
E. To examine the extent of participation of PWDs (person with disabilities) in the election processes
including electoral registration and
F. To provide suggestion on improving peoples participation through enrolment and turn out

TARGET GROUP
The KAP survey will be administered broadly to registered voters in the age group of 18-60
years .However, special focus is attributed to

Field and Analysis Support: GfK MODE has one of the largest contingents of highly experienced field control
personnel in the industry today. It operates on a multi-tiered field control system in all territories and is subject
to stringent audit. The Field Division rests on 4 General Managers who directly report to the Vice President,
Field and Tabulation Organization. It has over 55 permanent Executives, 218 Supervisors and more than
2200 trained Investigators based across the country. GfK MODE has a systematized control system, followed
at each stage of briefing and data collection. Quality assurance by rigorous checks is mandatory in GfK
MODE set up. It is the first company to initiate a system of field controls. GfK MODE field staff has long years
of experience. They also have experience of working in an ISO certified environment. GfK MODE has its
independent data processing unit, staffed by specialists in information technology, software, survey data
analysis, and statistics. They are fully conversant with intricacies of data entry, data scrutiny, data validation
and data analysis. Apart from full time staff, in-house advisors specialized in bio-statistics, demography, and
advanced statistics, provide technical support for detailed and inferential analysis. MODE uses custom made
software in Fortran, as well as SPSS, Merlin and Quantum (specialized software packages from Merlinco, UK
and SPSS plc respectively, designed for survey work). We are accustomed to work in software like C Pro and
Strata.

Management Competence
Quality Assurance Systems
Research Design & Tools Development: The questionnaires once developed are reviewed in the internal team
to check the content, flow, instruction to investigators, filters and skips. We resort to back translation as a norm
for large scale studies. Expert advice is sought from specialists while developing the research design and
research tools.
Data Collection: Empanelled and experienced investigators and supervisors having successfully completed
projects for Gfk Mode are recruited. Quality practices followed are a) back-check of 20 percent of the data
on daily basis by supervisors, b) scrutiny of the filled-in data and 5% back check by the field executives of

GfK Mode and c) researchers to go for mandatory field visits, observe and scrutinize the filled-in data,
review quality of data collection, survey procedures and provide necessary clarifications. Training receives
our utmost emphasis. The tenure of training depends on the size and number of tools and also as per clients
requirements. Training is conducted through class room teaching, mock interviews and field practice. The filledin schedules are scrutinized carefully to identify gaps at this stage. The teams are briefed on the gaps and
resent to the field to fill-in a few more questionnaires. We have a practice to get all the data of the first
week of survey to the headquarters. Data received is carefully scrutinized before it is up loaded for data
entry. The analysis helps to understand the quality of data collected by different persons. .GfK Mode collects
data as per the data collection norms of ISO 2000.This ensures adherence to international norms and
standards vis--vis training and briefing, interviewing quality, back checks, scrutiny etc. Moderators and in
depth interviewers are selected through a rigorous quality procedure. The recruitment of respondents is as per
criteria and selection of venue is as per specifics laid down. The interviews are digitally recorded and
marked.

Data Entry and Analysis: The custom made data entry software is developed or it is entered in SPSS.
Ten percent of the questionnaires, randomly selected are physically verified for data entry errors. A
system exists for conducting data entry twice and inconsistencies are identified and rectified. The data
is also checked for all out of range entries and if identified rectified on the computerized data sheet.
Analysis plan is prepared and approved by the client and data analysis is done as per the plan.
Experienced Coders are deployed for coding the open ended questions. Content analysis is done
for qualitative FGDs/interviews.

Ethical Consideration GfK Mode follows standard protocols for seeking consent, ensuring
confidentiality, and minimizing risk to the respondent. Enumerators are trained to conduct the interview
and speak in a manner that does not hurt the respondents feelings. Proposal are approved by
Institutional Review Board(IRB- IRB Number:IRB00006230) for appropriateness of the
methodology with secure informed consent, rights and welfare of respondents and potential benefits
of the projects GfK MODE is a member of the European Society for Opinion and Marketing Research
(ESOMAR) and has international binding for adhering to their ethical research norms.

Reporting & Interaction with Clients: Progress reports are collected from each region and report prepared
and shared with the client weekly by the concerned researchers. The inception report, draft report and the
final reports are internally reviewed by experts and feedbacks are properly incorporated.
The client interaction is key to existing processes. Our systems ensure that approval is sought at different
stages of the project, such as approval of study tools, analysis and report. Apart from these stages, we
encourage Clients participation in training of investigators and while field work is taking place as well as
during the analysis. We appreciate feedback from the client and take necessary and prompt action as
advised by the client.
