AN ORDINANCE DECLARING EVERY FIRST WEEK OF OCTOBER, AND EVERY
YEAR THEREAFTE~ AS "ELDERLY WEEK" IN THE CITY OF ILOILO AND FOR
OTHER PURPOSES

WHEREAS, Republic Act 9257, otheiwise known as the Expanded Senior Citizen's Act of 2003
has been enacted in line with the declared policy of the state to give due recognition to the significant role
of the elderly sector in the Philippine society as a whole;
WHEREAS, furtherance of this policy, Presidential Proclamation No. 470 declares the period from
October 1 to 7 every year as ~LINGGO NG KATANDAANG PILIPINO" or the "ELDERLY FILIPINO WEEK";
WHEREAS, in declartng every first week of October of every year as the Elderly Week in the City
of lloilo, our society affirms and perpetuates the virtues of love, respect and gratitude, thereby giving our
elderly the feelings of fulfillment and self-esteem;
NOVV THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of lloilo, that
SECTION 1. TITLE. - This ordinance shall be known as "AN ORDINANCE DECLARING EVERY
FIRST WEEK OF OCTOBER, AND EVERY YEAR THEREAFER AS "ELDERLY WEEK" IN THE CITY
OF ILOILO AND FOR OTHER PURPOSES"

SECTION 2. DECLARATION OF POLICY. - It is provided in the constitution of the Republic of the

Philippines, and a declared policy of the state to give due recognition to the valuable roles of the elderly
sector, recognized their rights, to motivate and encourage the Senior Citizens of their vital role in the nation
building.
SECTION 3. DEFINITION OF TERMS. a) Senior Citizen or Elderly - refers to any citizen of the Philippines not less than 60 years of age.
b) Elderly Week - refers to every first week of October of every year, this event is highlighted by
series of Socio-Cultural and spiritual activities to be participate by all senior citizens under the auspices of
the Federation of Senior Citizens Association of the Philippines (FSCAP), lloilo City Chapter, in
coordination and with the assistance of the lloilo City Government OSCA, CSWDO, lloilo City Senior
~ /Citizens and PWD Council, and other instrumentalities of the government geared towards the upliftment of

the welfare and will-being of the elderly.

SECTION 4. POLICY - In line with the declared policy of the state to give honor and due
recognition to the vital role of the elderly sector, all depatrnents, agencies, public schools, including all

instrumentalities under the local government unit of lloilo City are enjoined to place, hang or post signages
in conspicuous places or areas in said public buildings or edifice in the observance of the one week
celebration.
SECTION 5. POSTING OF SIGNAGES - Signages with a size of at least 4 feet vertically, 5 feet
horizontally or vice versa must be hung, posted or placed overhead at the conspicuous place at said public
buildings or edifices during the duration of the "Elderly Week".
SECTION 6. IMPLEMENTING RULES - In implementing the intents of this ordinance, the Chief
Executive thru the lloilo City Senior Citizens and PWD Council shall spearhead, undertake necessary
measures and monitor the effeCtive implementation of this ordinance.
For advance information and guidance, copies of the ordinance shall be furnished to all
departments, agencies, public schools, including all instrumentalities under the local government of lloilo
City to enjoined compliance.
SECTION 7. SEPARABILITY CLAUSE - In the event that any provision of this ordinance is
declared invalid, the other provision thereby shall remain in full force and effect.
SECTION 8. REPEALING CLAUSE - All local laws, rules, and regulations which are inconsistent
with this ordinance are hereby repealed or modified accordingly.

EFFECTIVITY CLAUSE - This ordinance shall take effect immediately upon
