GUIDELINES
IndianCouncilofSocialScienceResearch(ICSSR),providesgranttoscholarstoconductresearchinvariousfieldsofSocialScienceswhichhaveatheoretical,
conceptual,andmethodologicalorpolicyorientationonthesubjectoftheirchoice.Thescholarswillberequestedtoindicateunderwhichfield/disciplinestheir
proposalsfall.
1.EligibilityfortheGrant
1.1ProfessionalsocialscientistswhoareregularlyemployedasfacultyinUGCrecognizedUniversity/collegeorapubliclyfundedResearchInstitute,oranICSSR
funded/recognizedResearchInstitutehavingaPh.Ddegreeandresearchpublicationstotheircreditareeligibleforthisgrant.
1.2Someothercategoriesofscholarssuchasretiredacademics,civilservants,journalists,socialworkers,etc.knownfortheiracademicinterestshavingaPh.D
degree,andastrongacademicbackground,includingrecordofpublications,canalsoapplyunderthescheme.
1.3Allapplicationformshavetobesubmittedinsoftcopythroughemail(asintimatedintheapplicationform),followedbysubmissionofahardcopy.Aresearch
proposalmaybesubmittedintheprescribedformat(AnnexureI)byanindividualscholarorateamofscholarsthroughhis/heremployeralongwithBiodatain
theprescribedformat(AnnexureII).
1.4.Thisgrantinaidwouldnormallybeavailableforscholarsbelowtheageof70years.
1.5.SeparateallocationofProjectGrantshallbemadefortheSC/STcandidatesasperallocationsmadeintheICSSRPlanGrant.
2.DurationandValue
Thedurationofaprojectisordinarilysixtotwentyfourmonths.ThemaximumbudgetpermissibleinthiscategorywillbeRupeesfivelakhsforaminorprojectand
Rupeesfifteenlakhsforamajorproject.Thebudgetestimatesfortheseproposalsaretobepreparedonthebasisoftheguidelinesformat(AnnexureIII).
3.ProcedureofSelection
3.1.ResearchprojectproposalsareevaluatedbyaCommitteeofSubjectExperts.
3.2.TheCommitteeswillordinarilymeettwiceayeartoshortlisttheproposals.
3.3.Proposalswhicharerejectedattheshortlistingstagewillnotbetakenupforfurtherconsideration.
3.4.ExceptforthoseshortlistedproposalswhichdonotrequirerevisionandareconsideredbytheCommitteesasoutstanding,allothershortlistedapplicantswillbe
calledforinteractionwithdesignatedsubjectcommitteesatICSSRRegionalCentresorICSSRheadoffice.Theshortlistedapplicantswhoareinvitedfor
interaction,notmorethanoneperproject/programme,willbereimbursedfortravel,asperICSSRnorms.
3.5.Afterinteraction,thecandidatesmaybeaskedtorevisetheirproposals,and/orbudgets,whereverconsiderednecessary.
3.6.Thecommitteeswillgradetheshortlistedproposalsasfollows:

BVeryGood
CSatisfactory
DUnsatisfactory(Deemedtoberejected)
3.7.TheResearchProjectsDivisionwilldrawupatableofproposalsalongwithbudgetandplacethembeforetheResearchCommittee(RC)alongwithtotalbudget
allocation.ThelistofprojectstobesanctionedwillbeplacedbeforetheResearchCommitteeforapproval.
3.8.Ifadditionalfundsareavailable,theRCmayconsiderwaitlistedprojectsandapprovethesame.
3.9.Otherthingsbeingthesame,theRCmaygivepreferencetoprojectssubmittedbywomen,personswithdisability,andresearchersfromeducationallybackward
areas.
3.10.SimilarlyproposalsfromScheduledCastesandScheduledTribeswillbegivenpreferenceaspertheGovernmentofIndiasdirectives.
3.11.Projectproposals,submittedinanyfinancialgivenyearwillnotbetakenforwardtothenextfinancialyearforconsideration.ProjectDirector(s)mayrevise
andresubmitapplicationsinanysubsequentperiod.
4.SubmissionofProposals
4.1.ResearchProposalswillbeinvitedthroughanadvertisementinsomenationaldailies,andorjournals,UniversityNews,etc.ordinarily,twiceayearin
April/MayandSeptember/Octoberofeachyear.DetailedinformationwillbeavailableattheICSSRWebsite.Deadlinesforproposalsubmissionwillbeadvertised
andwillnormallybeJune30,andNovember30ofeveryyear.
4.2TheaffiliatinginstitutionshouldbepubliclyfundedUniversitiesorResearchInstitutions/Central,DeemedandPrivateUniversities/ICSSRrecognizedorfunded
institutes.
4.3ThecompletedapplicationsshouldincludethefollowingdocumentstotheICSSRasperdeadlinesindicatedinthecall.

SummaryofResearchProposalin500Words(FiveCopies)SeeAnnexureVforFormat)

N.B.Theresearchproposalsalongwiththeabovedocumentsistobesubmittedto:ResearchProjectsDivision,ICSSR,ArunaAsafAliMarg,JNUInstitutional
Area,NewDelhi110067.Ifapplicantisemployed,theproposalshouldberoutedthroughproperchannel.
5.Affiliation
5.1Theforwardinginstitution(s),wheretheproposedresearchprojectistobelocatedandadministeredhastoprovide,intheprescribedformatcontainedinthe
ApplicationForm,anundertakingtoadministerandmanagetheICSSRgrantandprovidelogisticalsupportforthestudy.
5.2Suchinstitution(s)willbeunderobligationtoensuresubmissionofthefinalreportandauditedstatementofaccounts.

TheSanctionedgrantisnormallyreleasedtotheinstitute/universityinthreeinstallments,dependinguponthedurationoftheproject.Thefirstinstallment(which
canbeupto40%ofthegrant)isreleasedaftertheapprovaloftheProjectandreceiptofacceptancefromtheProjectDirector,alongwithatentativebreakupof
expenditureforthefirstphaseoftheproject.Subsequentgrantsarereleasedonthebasisofthereceiptofprogressreports,includingfinancialstatementoftheuseof
thegrant.Twentypercentofthegrant(including7.5%oftheoverheadchargespayabletotheaffiliatinginstitute)iswithheldandisreleasedonlyafterthe
submissionoftheFinalReportoftheprojectandauditedStatementofAccountsincludingUtilizationCertificateinGFR19AFormat(SeeAnnexureVI)
andtheirapprovalbytheCouncil.
7.ProgressReport
TheProjectDirectorisexpectedtosubmittothequarterly/SixMonthlyProgressReportoftheprojectalongwithacertifiedstatementofexpenditureactually
incurredandananticipatedexpenditureforthenextquarter/sixmonthsintheprescribedform(SeeAnnexureVII).Thereleaseofsubsequentinstallmentofgrant
issubjecttosatisfactoryprogressofthework.
8.FinalReport
TheProjectDirectorisrequiredtosubmitthreecopies(twohardcopiesandasoftcopy)oftheProjectReporttotheCounciloncompletionoftheproject.The
Council,afterevaluationofthereportbyanexpert,mayrequesttheProjectDirectortorevise,ifnecessary,beforereleasingfinalinstalment.TheProjectDirectoris
alsorequiredtosubmitaSummaryofthereportinaround2500words.
9.PreservationofData
TheProjectDirectorshallmakesuitablearrangementsforpreservationofdatasuchasfilledinschedules,tabulationsheets,manuscripts,reportetc.,relatingtothe
project.TheICSSRreservestherighttodemandrawdataorsuchpartofitasmaybespecifiedtobetransferredtotheICSSR.
