CASE SUMMARY
National Book Company
Delia de los Reyes was the founder and president of a publishing company
specializing in collegiate textbooks. Because of her personal ability, expertise and
effective marketing promotion, the company grew rapidly and its sales of 10,000 in the
first year reached P10 million five years later. The publication, production and sales force
also increased.
However, the company was faced with a serious problem. New and old
employees were making conflicting decisions. One of the De Los Reyes partners
suggested that the company needed planning and clear-cut policies and programs to guide
decision-making, but the president was not impressed. She maintains that if she
concentrates in formulating plans and policies today, she might not have a company
tomorrow. She believes it is best to solve problems as they happen.

Delia de los Reyes does not believe in the advantages that planning brings upon a
companys progress.

A. Delphi Technique
Strengths:
There are people who can help her discern what is right, wrong or necessary
in decision-making and establishing policies and programs for the company
Delia will understand the importance and impact of planning in business
With a specialist in planning, their service have a great possibility of
improving
Weaknesses:
Theres a possibility that Delia might not favor the consultants suggestions
Theres a tendency for Delia to become too dependent on the consultant
Opportunities:
Better service can attract more partners, investors and franchisers
With better service, they can engage more consumers
Through the consultant, who works for various companies, Delias company
can develop good ties with other companies through the consultants
recommendations
Threats:
Theres a possibility of identical strategies with other companies due to single
consultant
If the consultant dies and theres no other available specialist, the solution
may backfire
B. Division of Planning work

Strengths:
The appointed management can help Delia in formulating procedures that can
help future conflicts within and outside the company
More people doing the planning equals to more ideas generated that can ignite
refinement of the company and its services
The management appointed to do the planning can lead their subordinates to
better performance
Weaknesses:
Only those under the tactical management can experience using and applying
planning tools
Lack of knowledge about planning may hinder the making of plans
Opportunities:
With the planning tools applied and plans formulated, solving of problems
will be effective so the publication, production and sales force will increase
along with the growth of the company so they can attract more investors
Threats:
Lack of raw materials is a possible threat that cannot be easily resolved by
mere planning since this phenomena depends on their supplier

ALTERNATIVE COURSES OF ACTION

Delia may use the Delphi technique which is to hire a consultant so that she
can rely on someone to make decisions about the plans that are to be made for
the improvement of the company
Delia can divide the task of planning with trusted managers. Appointing the
Tactical Management for the Functional Area Plans so that she can focus on
the marketing promotions for the company

Based from the decision matrix which is the comparison between the two alternative
courses of action, the Delphi technique is more beneficial for the whole company.
This is because the specialist that will be hired may possibly suggest the use of
dividing the planning of different types of plans such as functional plan, plans with
time horizon and plans with varied frequency of use.
