GENERAL INFORMATION
1.

SCOPE

1.1
This specification provides the procedure for Qualification Approval and
Acceptance of standard 1 electronic component. This should be read in conjunction with
relevant component specifications. This specification is divided into the following three
sections:
Section 1 - General Information
Section 2 - Procedure for the Qualification Approval of components including
approval of test laboratories
Section 3 - Procedure for Batch Acceptance.

Sampling plan and procedure

For approval and acceptance of non-standard electronic components refer to JSS


50105- Procedure for the approval and acceptance of non-standard electronic
components.

Reference to a document, in any tender or contract for supply of a component
means the edition for the document current on the date of such tender or contract.
However, in the case of BS 6001, the issue quoted above shall apply unless otherwise
stated

3.

DEFINATIONS

3.0

The following definition shall apply.

3.1
Approval authority- Reference to the Approval authority for electronic components
shall mean the Electronic components Standardisation Organisation (L C S O) on behalf of
Electronics Standardisation Sub-committee (L S S C).
3.2
Batch Acceptance Tests- Tests to be applied to approved standard components
before they con be accepted against a contract or order
3.3
Capacity assessment -Examination of the declarations of the manufacturer and
his facilities to asses that he has to manufacturing facilities and quality assurance
organisation essential to produce components in bulk with the quality required by the
relevant joint services specifications
3.4

Manufacture- an organisation situated at a given location, which carries out such


stages in the manufacture of electronic components enabling it to accept
responsibility for the quality of components, produced.

3.5

Qualification Approval (QA)- The status given to a manufacturer recognizing


their capability to produce the component(s) covered by the Qualification
Approval Certificate conforming to the requirements of the appropriate style(s) of
the relevant Joint Services Specification. The format for Qualification Approval
Certificate is given at Appendix A

3.6

Limited Approval- The format the Limited Approval Certificate is given at


AppendixB. This covers
either or both of the following two cases:
a) Limited Performance Approval- The status to a manufacturer recognizing their
capability to produce the component(s), which meets the services, need although
it does not satisfy all the requirements(s)of the appropriate style(s) of the relevant
Joint Services Specification.
b) Limited Test Approval- The status given to a manufacturer recognizing their
capability
to
produce
the
component(s), which meet the services, need although certain tests could to be
conducted due to lack of test facilities.

3.7

Test Laboratory- The test laboratory which is approved to conduct Qualification


Approval tests on
Behalf of LCSO

3.8

requirements specified
In the relevant Joint services specifications for components. This list is published
in JSG 50102

PROCEDURE FOR THE QULIFICATION APROVAL OF
COMPNENTS INCLUDING APPROVAL OF TEST LABORATORIES
4.

INTRODUCTION

4.1

This section includes the conditions and procedures for


a) Qualification Approval of Components.
b) Approval of test laboratories.

4.2

Qualification Approval activities may sometime result in the grant of Limited


Approval. Hence the
Procedure for qualification Approval given in this document applies to Limited
Approval also

5.
5.1

QUALIFICATION APPROVAL OF COMPONENTS


Qualification Approval of component comprises the following two main
activities: a) Evaluating the performance of the components as per the relevant Joint
Services Specification in
a test laboratory
b) Assessing the capacity of the component manufacturer to produce the
component of the required
quality

5.2
5.2.1

Conditions for According Qualification Approval


The tests for Qualification Approval and Maintenance of Qualification
Approval shall be free of
Charge. The sample required for the tests shall also be supplied free of cost.

5.2.2
Only such components which apparently conform to styles covered in the
relevant JSS will be taken
up for Qualification Approval testing.
5.2.3

The tests conducted in a test laboratory, on sample(s) forwarded through LCSO


only, shall be
considered for grant of Qualification Approval

5.2.4

The concerned LCSO shall be satisfied with the performance evaluation of the
component
and
the
capacity assessment of the manufacturer.

5.2.5

The approval accorded is valid only for a period of three year. For maintenance of
Qualification on Approval (MQA) the procedure for Qualification Approval has
to be repeated. Such approval shall
be from the data of expiry of previous approval, provided the samples for MQA
are submitted well in advance

5.2.6

Qualification Approval is accorded in respect of components manufactured at the


same premises, by the same process, using the same raw material as the sample
submitted for tests. The manufacturer is required to obtain written consent from
LCSO before making any changes or modification in design
material, processes or finish of any approved component. He shall also supply
adequate evidence to confirm that the modifications do not reduce the quality of
the component below the specification requirements. The drawings for the
modified item or the changes necessary in the earlier drawing shall be provided.
The concerned LCSO panel will examine the question whether fresh tests are
necessary or the approval granted earlier is still to be treated as valid.

5.2.7 The manufacturer shall intimate to LCSO at least six months in advance if the
production of the approved
Component was likely to be discontinued for certain valid reasons.
5.3

Procedure for the grant of Qualification Approval

5.3.1

Whenever a manufacturer desires grant of Qualification Approval they shall send


the application form as
given at Appendix C along with relevant detailed drawings and samples for
testing, to LCSO.

5.3.2

After the receipt of the application and the samples, LCSO shall check these for
physical conformance to the
Relevant JSS standard. If the samples are found satisfactory, action shall be
initiated for the capacity assessment (See 5.3.3). The specimens shall be
forwarded to the test laboratory, either while the capacity assessment is in
progress or after obtaining satisfactory capacity assessment report, at the
discretion of the
Approval authority (See 5.3.5).

5.3.3

Capacity Assessment- The Secretary of the concerned LCSO panel shall forward
to the manufacturer the

Capacity Report Part 1 as per Appendix D. The completed form shall be
submitted by the manufacturer to
LCSO and to nay agency nominated by LCSO. On receipt of this completed form
the manufacturer, LCSO or the agency shall nominate an officer who shall visit
the firm to verify the following:
5.3.3.1 The correctness of the statement made in the capacity report form submitted by
the manufacturer.
5.3.3.2 The major stages of production processes.
5.3.3.3 The reason for not replacing the imported piece parts and materials by equivalent
indigenous items, wherever available
5.3.3.4 The production facilities including:
a) Method of inward goods inspection.
b) Facilities to maintain the tolerances.
c) Ability to control critical processes of production, which would affect the
quality of the product.
5.3.3.5 Adequacies of the inspection facilities including:
a) Availability of test instruments and equipment to conduct the tests for stage
inspection and final
Inspection in the production process.
b) Arrangements to calibrate test instruments and equipment.
c) Necessary infrastructure to carry out the required tests and provide feed-back
information for quality
control.
5.3.4

Based on the information contained in Part I of the capacity assessment report,


LCSO shall issue a
Suitable questionnaire as part II of the report to the officer nominated for the
assessment, to obtain his comments on the aspects mentioned at Para 5.3.3
above, as relevant fir each type of components. During
The currency of Qualification Approval a component, LCSO shall nominate an
officer to make assessment of the manufacturer once every year. For such
assessment, the questionnaire issued as part II of the capacity report shall be
updated as and when additional information is required to be obtained. As long

as the validity of the Qualification Approval is maintained without break, it shall
not be necessary for the manufacturer to submit the details in part I of the
capacity assessment report.
5.3.5

Component Testing- Tests are to be conducted on samples forwarded by the


manufacturer as per
para 5.3.2 in the approved test laboratory as would be decided by the
Chairman/Secretary of the concerned
LCSO panel. The test laboratory shall be request to conduct the tests as per the
relevant JSS and intimate the
tentative time schedule of tests and date of completion(PDC) of the tests. The
Secretary shall keep the
chairman of the concerned panel informed of the commencement and progress
of the tests being conducted.
5.3.5.1

The panel Secretary and/ or the chairman of the panel shall periodically visit
the test laboratory to check the
conduct of and progress on the tests.

5.3.5.2
The test laboratory shall consult the Secretary of the concerned LCSO panel in
case failures are observed
during testing testing in order to decide on either suspension of the total tests
or call for replacement of
samples (if the failure are not major) to continue the tests. When testing is
suspended, the samples shall
be collected form test laboratory and the firm advised to collect the failed
samples form LCSO, for
analysis of the defects and submission of improved samples, along with
details of failure analysis done
and improvements affected.
5.3.5.3

The test laboratory shall submit the test results to LCSO in the format as given
at Appendix E. The test
Results are required to be submitted, even if the testing is discontinued before
completion. All test reports shall be classified confidential and the results shall
be intimated to the concerned manufacturer only through
LCSO. The Secretary of LCSO panel shall scrutinize the test results and inform
the manufacturer the details
of failure, if any. In case, the test results have been found satisfactory, he shall
inform that the approval certificate will be issued after the test results and the
capacity report are considered by the LCSO panel.

5.3.5.4 The Secretary of the concerned LCSO panel shall intimate the test results and
capacity report to the panel

panel for consideration either by circulation or during the panel meeting. The
LCSO panel shall examine if the capacity report is satisfactory and consider the
test report to decide whether the component:
a) Has met the complete requirements of JSS and Qualification Approval
could be granted: or
b) Has not met the complete requirements of JSS and/ or certain tests could
not be conducted due to the lack of test facilities and Limited Approval
(See 3.6) could be granted: or
c) Has failed to meet the requirements of JSS.
No Limited Approval shall be granted if the limitation is on a
NOTE
primary characteristic of the
Component. For example, leakage in a hermetically sealed meter.
5.3.5.5

The LCSO shall grant qualification Approval or Limited Approval based on


the decision of the panel
Pending the issue of the certificate, the decision of the panel regarding grant
of approval or otherwise
shall be convey to the manufacturer by LCSO
5.3.5.6

The LCSO shall prepare the required certificate (See3.5) and after obtaining
the necessary signatures
LCSO shall dispatch the certificate to the manufacturer.

NOTE - While preparing the certificate of Qualification approval or


Limited Performance and Test
Approval the following points shall be addressed to:
i)

The address of the manufacturer given in the certificate shall be


that of the place of
manufacture.

ii)

At serial 7, in the certificate special features shall mean the


distinguishing features of the
Component as reference to them will be made during subsequent
acceptance tests. These features are colour, finish, material or any
other special physical characteristics not indicated
in the JSS or in the manufacturer drawing.

5.4

Withdrawal of Qualification Approval

5.4.1

Withdrawal of qualification Approval will be based o the decision of the


LCSO panel and shall be
Published in JSG 50102 with separate intimation to the manufacturer. The
details to be considered by the panel for withdrawal of approval shall be the
following:
a) The components supplied under a contract do not pass the Batch
acceptance tests
b) The manufacturer requests that approval be withdrawn
c) The manufacturer has discontinued the manufacture of the components
d) The manufacturer does not respond to a tender enquiry/supply order
e) Failure of the manufacturer to notify LCSO of any changes in the
design, processes and place of manufacture (see5.2.6).

6.

POST QUALIFICATION APPROVAL ACTIVITIES

6.1

A product for which Qualification approval has been accorded should


have a high demand so as to
Increase its quantity requirement for economic production and maximum
user confidence for reliability in its application. The post approval
activities are aimed dot meet the above objective during the currency of
the approval certificate. Though these are interrelated, for the sake of
convenience, they are being listed under separate heading.

6.2

ACTION by LCSO

6.2.1

Publish the List of approve components-JSG 50102 every five years and
issue amendments
periodically.

6.2.2

Given wide publicity for approve components.

6.2.3

Intimate the Chief Controller of import and Exports through DGTD/DOE


of the relevant details of components with valid approval indicting
possible equivalent foreign standards.

6.2.4

Keep in touch with users of components to monitor:


a) The performance of approved components in the acceptance tests and
in use
b) Components having requirement in bulk and which should be considered for
standardisation/Qualification
Approval testing.
c) Requirements of non-standard components which are being used after tests a
per JSS 50105

6.2.5

Discuss in the concerned LCSO panel, the failures reported on approved


components and results on
their investigation in respect of the factors mentioned at a para 5.4 to consider
a) Withdrawal of the approvals accorded
b) Necessity of amending the specification.

6.2.6

In case, where the validity period of qualification Approval has expired, but the
tests for maintenance of
Qualification Approval are not completed, then the validity period shall be
extended by the Secretary of the LCSO panel with the concurrence of the panel
Chairmain.In such cases care shall be exercised to ascertain that the samples
under test have reasonable chances of satisfactory performance. However, the
extension accorded shall not exceed twelve months under any circumstances.
Such extension shall be intimated by LCSO to the major Defence electronic
equipment manufactures

6.3

Action by Manufacturer

6.3.1

Inform LCSO, the following details in respect of each order they received for
approve components:
a) Address of indentor.
b) Details of indent number, date, nomenclatures quantity etc.
c) Proposed date (S) of supply.

NOTE - This information will enable LCSO to asses the user requirements of an
approved component. Obtain
The user opinion on the maintenance of quality and co-ordinate the
effects for failure analysis. It
May be appreciated that non-submision of the required information by
component manufacturer
Would lead LCSO to presume that the item for which Qualification
Approval was accorded, is not
Required consider further approval.
6.3.2

Take prompt action to investigate and intimate the LCSO the reasons for any
rejection of his components
Reported either by the indentor or by LCSO.Such investigation should identify
the defects in one or more of the following:
a) The quality of raw materials
b) The variables in the production process
c) Calibration of test instruments used
d) The worng implementation of the laid down inspection procedure

6.3.3

In components specification, if certain special parameters and their tests have not
been adequately covered,
Bring such cases to the notice of LCSO with relevant details. This will enable
LCSO to examine the feasibility of incorporating in the specification such
parameter and the required methods of testing.

6.3.4

Inform theLCSO, whenever he makes any changes in the place of production or


design of the product or raw
materials used or the processes of production or decides to discontinue the
manufacture. This will enable LCSO panel to decide whether such changes
warrant either the withdrawal, continuance of existing approval or part/full reevaluation of the component.

6.3.5

Make efforts to improve the product in respect of the parameters for which
limitation, if any was observed.
this will avoid recurrence of the same limitation during the maintenance of
Qualification Approval.

6.3.6

Submit the required number of samples as per relevant JSS at least one year
before the date of expiry

indicated in the earlier approval certificate. Test results obtained against payment
testing or tests for which sample have been given through LCSO shall not be
considered against Qualification Approval tests.
6.4

Action by User

6.4.1

Before placement of supply orders, examine JSS 50102 to check if the


manufacturer on whom the order being
place has a valid approval and ensure that the supply order quot the relevant style
reference and JSS number.

6.4.2

Users must conduct the Batch Acceptance tests and approval by LCSO does NOT
eliminate the need for the
same. The procedure of these tests are given in Section 3 of this document and the
tests are in the relevant JSS
for each typeof component.

6.4.3

The advantages of Standardisation and Qualification Approval can be gained only


with the co-operation and
proper understanding of the same by component users name designers,
manufacturers and users of electronic
equipment. A constructive outlook in this respect is reflected in making designs
using approve components and building in reliability by use of the same in bulk
production of equipment.

6.4.4

To enable LCSO to monitor and the manufacturers to maintain the quality of


approved components the
users shall provide the feedback information based o their experience in the
component and equipment utilization forms for reporting failures are given in
Appendix F.

6.4.5

Information form the users, on requirements of component to be standardized or


amendments to be issue to
JSS would help LCSO to be of greater utility.

7.

APPROVAL OF TEST LABORATORY

7.1

The decision of LCSO panel to grant the qualification Approval and the
failure report by LCSO to
the manufacturer are based on the test results given by the approved test
laboratories. Hence the accuracy of the result from the test laboratories have to be
ensured by frequents surveillance of facilities and their methods of conducting

test. The test laboratories shall make efforts to update the test facilities required for
testing of components covered by new JSS prepared after the date of the test
laboratory approval. The issue of test laboratory approval certificate and its
withdrawal shall be published in JSG 50102
7.2
Condition of Approval - The approval of test laboratory shall be accorded under
the following conditions.
7.2.1

Expect for the test laboratories in the Defence establishments, the approval shall
be valid only for a period
of five years. Extension of approval beyond this period shall be considered on
specific application for further approval. To maintain the continuity of approval,
application shall be submitted at least one year before the expiry of earlier
approval.

7.2.2

The types of components a test laboratory is authorised to test, shall be as


mentioned in the Test Laboratory
Approval Certificate.

7.2.3

The Qualification Approval tests shall be conducted only on samples


forwarded by the LCSO.
Manufacturers approaching approved test laboratories directly for testing
components to JSS shall
be advised to submit samples through LCSO only. This will enable
LCSO to coordinate the selection of samples, initial checks on these
samples for their conformance to JSS standards and decide on allocation
of test laboratory.

7.2.4

Tests on samples forwarded by LCSO shall be carried out free of charge.

7.2.5

The test laboratories shall not issue any certificate indicating


conformance of a component to JSS.
However test reports may be provided whenever tests are required to be
conducted by any manufacture.

7.2.6

The test laboratories shall have the organizational adequacies to


maintain its competence by proper
Upkeep of test equipment their periodic calibration and have trained
manpower of the conduct of tests.

7.2.8

Test laboratory shall arrange to conduct the complete tests as required by
JSS. Where test facilities
are either not available or inadequate/ LCSO shall arrange the conduct of
such tests in outer laboratories.

7.2.9
All tests results shall be treated as confidential and all communication on
matters pertaining to testing
shall be to the LCSO only. Special care shall be taken to avoid divulging
of test results on components
of one manufacturer to any other. They shall also not have any discussion
or communication with the
manufacturer on the product forwarded by LCSO for testing.
7.2.9

On completion of tests, the laboratory shall return all the samples to


LCSO. The component
Manufacturer can collect the same from LCSO for failure analysis.
However they shall not be delivered as a part of any order. One or two
samples may be retained as pattern.

7.2.10

Procedure for Approval of Test laboratory- To obtain approval, the test


laboratory shall submit to
LCSO details of facilities available in triplicate as per form at Appendix
G. A team of officers detailed by the officers in-charge, LCSO will
visit the test laboratory to confirm the declared test facilities. The details
given by the test laboratory and the report of LCSO team will be
considered by the General Requirements Panel of LCSO. The
recommendations of this panel shall be forwarded to LSSC for their
decision. The approval shall be intimated to LSSC for their decision.
The approval shall be intimated to the test laboratory by a letter and the
formal certificate will be issued subsequently as per form at Appendix
H.

7.3

Withdrawal of Test Laboratory Approval The approval certificate shall


be withdrawn under the
following conditions.

7.4.2

Continued inability to adhere to schedule of tests.

7.4.3

Inadequacy of serviceable equipment or non-availability of competent


personnel or inability to
maintain/calibrate test instruments.

7.4.4

Non-adherence to laid down test methods or any irregularities noticed.

7.4.5

Non-compliance of any conditions listed at para7.2 above.

SECTION 3
PROCEDURE FOR BATCH ACCEPTANCE
8.

INTRODUCTION

8.1

This section specified the conditions and procedure for acceptance of approved
components. This should be
Read in conjunction with relevant component specification, which specifies the
tests to be carried out, inspection levels and AQL/LTPD.

9.

TERMS OF CONTRACT

9.1

The contract for the supply of a component shall indicate the applicable
specification, the style Reference(s), the inspection agency who will conduct the
tests on behalf of the indentor, and the place (mutually agreed to between
indentor and the supplier) where such inspection is to be conducted.

NOTE - LCSO is in no way connected with the terms of contract. However,


following normal practices
Relating to inspection are listed so that they could be clearly detailed
in the terms of contract:
a) Cost of inspection will be borne by the indentor for the quantity
ordered ad resubmitted lots if any:
b) Rejected specimens from an inspected lot will be replaced free of
cost by the supplier or debited
c) When a complete lot is rejected after the inspection by sampling
tests, no payment will be made even though the lot may contain
some good components
d) The cost of the items subjected to destructive tests will not be
debited to the supplier in case the batch is accepted
e) The supplier will not be responsible for any damage subsequent to
acceptance

f) The indentor shall cancel the order if the Qualification approval for
the component was not current at the time of the supplies against
the contract.
10.

BATCH ACCEPTANCE TESTS

10.1

These tests are also included in the relevant Joint Services specification.
All the tests specified for
Qualification Approval are not required for Batch Acceptance.

10.2

These tests are complementary to the qualification approval tests. Hence


to provide a meaningful result
The inspection agency should confirm validity of the approval before the
commencement of the tests.

10.3

When greater assurance of quality is desired for large orders, all the tests
specified under Qualification
Approval may be repeated. When the duration of storage had an adverse
effect on the characteristics of a component, for example, electrolytic
capacitors, crystal units, switches etc. such components, if proposed to be
used after a considerable period of storage shall be subjected to minimum
tests of critical parameters at the discretion of the Inspection Authority
before using them in the equipment.

10.4

The Batch Acceptance tests shall consist of 100 percent Acceptance tests
and Sampling tests.

10.4.1

100 Percent Acceptance Tests - These are conducted on all the


components of the batch/lot supplied and
would be as per the tests specified in relevant specification. These consist
of simple physical and
electrical tests to confirm the essential performance capabilities of the
component. Defectives found
during the tests shall be rejected. Unless otherwise specified, if the
quantity rejected exceeds 10 percent
of the batch, the whole batch shall be rejected.
10.4.2

Sampling Tests- These are to be conducted on samples selected from the


batch/lot which has passed the 100 percent Acceptance tests. These tests
are classified into two groups namely Group A and Group
'B'.

(a) Group A tests - These are non-destructive tests to check the basic
physical and electrical
parameters of the component. For
example, in case of connectors, measurements to ensure
physical Interchangeability, contact resistance insulation resistance etc.
(b) Group 'B' Tests - These consist of tests of destructive or special nature
and include life and environmental tests. These tests are so chosen as to
enable dompletion of this group of tests
within 15 days.
All Groups A and Group 'B'Acceptance sampling test resultes shall be recorded
and maintained by the
inspection agency. The sample size and acceptance
criteria shall be seen from the tables given in BS: 6001
and shall depend on the following details.
(a)

Acceptable Quality Level (AQL) or L T P D.

NOTE - The A Q L values may be assigned to each test individually or to a


sequence of tests, within a subgroup, collectively. In the absence of any other
evidence. Inspection Level II and A Q L of `Percent defective may be specified
for Group 'tests. Similarly, for
Group 'B'tests Inspection Level S3 and A Q
L
of 4 percent defectives may be specified. Where the sample size cannot be large
due to cost consideration, the Inspection Level for Group 'B'tests can however be
relaxed at the discretion of the Inspection Authority based on their experience
with the previous supplies, if any.
10.4.2.1 Waiving of Group 'B' Tests - The Inspection Authority may waive off
the conduct of Group 'B' test:
under the following circumstances
(a) If the lot consists of not more than 100 components;
(b) If evidence is tests conducted within three months prior to the
present testing, at the discretion of the Inspection Authority.
10.5

Activities Consequent to Tests - After the Acceptance tests the


indentor/inspection agency shall take the
following actions:

(a) In case of lot rejection failures observed in the Acceptance tests shall be
intimated to LCSO in Part 1
of Appendix 'F'.
(b) The inspection records shall be maintained for at least five years.
(c) Components which have subjected to destructive tests of Group 'B' or
have failed in Batch
Acceptance tests shall under no circumstance be included in the
accepted batch.
