Through the dissemination of the agencys program and services to its


partner barangays, the client walked- in to the agency to apply for the
course Shielded Metal Arc Welding ( SMAW ).
IV.

Problem Presented
Adrian is an out- of- school youth. He just finished grade 1 and never
went back to school. The low economic status of the family is the main
reason why they didnt send him to school.

V.

Historical Background
A. Client
The client is the third child of the six children of Marcelino Jr. and
Norma. He is short, but strong body built. He stands 51 and light brown
complexion. He is quiet all the time even if you talk to him he just nod or
shake his head unless you please him to talk. He doesnt talk much
because of shyness and the thought that what he may say is incorrect.
Even at free time or lunch break he prefers to be alone and watches his
co- trainees play basketball and make fun to each other. During classes it
is good that his batch were aware of his education so they always share
their knowledge and guide him in any activities. In this way he established
friendship to each and every one that had a great help to continue his
training in the agency.
B. Family
The family lives in their own house build with light materials and G.I
sheets, bungalow type, with 2 rooms; but they were squatter in that place.
Adrians father is a taxi driver but he doesnt have a permanent one to
drive. The main source of their living is the job of his mother as a
vegetable vendor. Adrian used to help his mother when he didnt come in
the agency. So with his older siblings, they help vending at Baguio market
as an ambulant vendor so there is no assurance that they can market
their product because of strict policy at the market. It was the main reason
of the parent why they didnt invest on their childrens education because
they have to work mainly for their living needs.
C. Community
Taloy barangay is generally located at the highway going to lowlands.
Majority of the people are farmers and gardeners. But due to the terrain of
their lands they cannot produce a large amount of their products. They
have just limited space for planting. Education is not accessible to them
because of the far distance to school. Some elders are afraid of sending
their child to school because they are afraid of the path. It was the road as
their way going to school so they are afraid for their children. The issue is
that there are no sidewalks for pedestrians. Good for some who can fetch

their children from and to the school but in the case of our clients they
dont have a time to do such.
D. Problem

Adrian will be stabilize in his status as uneducated for as long as he will


just stays with his mother as helper of her. He should have skill so as to
work independently with his own initiative. The intervention of proper
authority is needed for him to be empowered and trained to be effective
and self-sufficient individual.
Diagnostic Assessment
It is the educational attainment of Adrian that concerns him. He
doesnt have self-decision because he doesnt know where to start when
he wanted to live independent. As young he was, he just follows whatever
his elders told him. Even the starts that he wanted to come here in the
agency, his elders dont want him to be involved. Some parents are forced
to abandon their childrens education in order to work and provide support
for the family. The development of Adrian is based on the way his parent
trained or treated him, resulting into low intellectual capability and low
social development.
Lack of support from the parent is one form of irresponsible parenting
wherein Adrians right on education was deprived. Take note that
vulnerability of children has very wide range of topics wherein a child will
surely be at risk when he will not be educated. His knowledge might be
limited and cannot flow or compete with others who were educated.
Education is usually thought of in terms of what schools are aiming to
provide. Yet how successful a child is within this more formal setting
depends almost entirely on how successful his informal learning has been
in the preceding years. Learning begins at birthevery change from the
new-born baby to the toddler and young infant, is due to learning.
Maturation plays an essential part but it is of little avail without
environmental opportunity. For example, if a baby remains confined in a
cot he will not learn to walk, and unless he hears human speech he will
not learn to talk, even though he is in all other ways ready to do so.
Neither opportunity for learning nor maturational readiness is,
however, sufficient by itself. To these two ingredients a third must be
added: motivation or a willingness to learn. This desire to learn is the
essential driving force which has its spring in the quality of relationships
available to the child. Fortunate is the child who is loved unconditionally
by his parents, who set before him standards of behavior and
achievement which are reasonable in the light of his age and ability; and
who provide an environment which is culturally and educationally
stimulating.

Intervention/Service Provided
Adrians psychological test is too low both the non- verbal and verbal
examination. But this is not the hindrance to continue his training. With the
joint help and effort of the staffs, Adrians capability and understanding
was improved. He satisfactorily learned basic math which is needed in their
course and his confidence was boosted. With the workshop and seminars
he undergone, he acquired knowledge that is essential in his life. He is very
willing to take the vocational learning that is provided by the agency.

IX.

Recommendation
It is recommended that the clients will continue his training in the
agency. Individual counseling should be done regularly so as to empower
and inspire him. After their classes or free time he should be given tutorials
to cope up with his co- trainees.
