Having been awarded Design Engineering Services Al Dhakhira Transfer Pumping Station and
Associated Pipelines, Hyders scope, is to design a sewage treatment facility, providing advanced
wastewater treatment, using Sequencing Batch Reactor technology and tertiary filtration, with a
design capacity of 56,200 cubic meter per day average daily flow.

Introduction

Al Khor and Al Dhakhira are established and growing residential towns located on the north
eastern coast of Qatar and are situated approximately 50 km to the north of Doha. The area is
the location of residential housing and industrial facilities providing support for the buoyant and
growing oil and gas industries within the region.

Qatari Diar Real Estate Investment Company (QDREIC) has proposed to construct a significant
residential and commercial development (Urjuan, which was previously known as Al Khor Beach
Development) adjacent to the existing Al Dhakhira STP.

The existing Al Khor Industrial Area is planned to be relocated to a new location away from
existing residential centres. The existing Al Khor Industrial Area will then be converted to
residential and green areas.

In addition to the Town of Al Khor, the Town of Al Dhakhira, the proposed Urjuan Development
and the New Al Khor Industrial Area, the project service area (catchment) includes Al Khor
General Hospital (and its housing accommodation) and Al Khor Community Housing.

The area is currently served by two public sewage treatment facilities: Al Khor Sewage Treatment
Plant (STP) and Al Dhakhira STP. Al Khor Community Housing area is served by a private
treatment facility (Al Dhakhira Package Treatment Plant with a capacity of 2,500 m3/day). Due to
the high levels of growth within the area, these treatment facilities have reached, or are quickly
reaching, their design capacity.

The existing Al Dhakhira STP (an extended aeration package treatment plant) was commissioned
in 1999 and designed to treat an average flow of 1,800 m3/day. Latest available operational
records (September 2011) indicate that the facility had an average daily flow of 2,584 m3/day ay
or 144% of its treatment capacity. During the same month (September 2011) the facility received
a maximum flow of 2,705 m3/day or 150% of its treatment capacity.

The existing Al Khor STP is a Sequencing Batch Reactor treatment facility which was
commissioned in 2009 to treat sewage from the Town of Al Khor. The STP has a current treatment
capacity of 4,860 m3/day. Latest available operational records (September 2011) indicate that
the Works received 3,566 m3/day (73% of its total capacity) of incoming wastewater in addition
to Works return. During the same month (September 2011) the facility received a maximum flow
of 4,035 m3/day or 83% of its treatment capacity.

The existing STPs are not suitable for extending and it was determined that a new Sewage
Treatment Works (STW) would be constructed on land allocated to PWA Infrastructure Affairs.

As the existing STPs are already receiving flows exceeding their design capacities, PWA is
currently upgrading both STPs as a temporary measure to allow them to receive additional flows

until the proposed Works is constructed and commissioned. The existing Al Dhakhira and Al Khor
STPs would then be decommissioned.

The new STW (Al Dhakhira STW) will be sized to serve a population of 205,000 people, which is
the estimated population for the year 2036.

Sewage flows received in the existing Al Dhakhira STP will have to be diverted to the new Works.
A Sewage Transfer Pumping Station (TPS) is proposed to accomplish this task by pumping flows
received at the existing Al Dhakhira STP to the New Works. Similarly, existing/future flows
received at Pumping Station K, located in the Town of Al Khor, will be modified to enable the
station to pump received flows within the Town of Al Khor to the New Works.

Treated Sewage Effluent generated by the new Works will have to be transmitted to demand
areas within the Town of Al Khor, Town of Al Dhakhira and other areas. This will be accomplished
by the proposed TSE pumping station that will be built within the new Works site which will pump
TSE to demand areas.

Scope
The Project comprises the design, engineering, supply, procurement, construction, testing,
commissioning, operation and maintenance for ten (10) years of the works as described in Clause
1 of Section C Part 2- Project Design Brief. The Main Contract has two distinct parts which are:

In line with Hyders scope of services which is confined to within Al Dhakira Sewage Treatment
Works (STW) boundary, this document does not extend to works outside the boundary of the
STW namely Pumping Station K, Transfer Pumping Station, Irrigation Networks (including Fibre
Optic Cables) and Al Khor Public Gardens.

Purpose of This Report

This document contains common minimum design criteria and relevant standards and guidance
for the electrical works for this project. The aim of this document is to achieve consistency in
design and provide the general design criteria for the electrical works for this project.

In general the minimum design criteria and relevant standards will be in compliance with the
Contract Documents, Public Works Authority (ASHGHAL) requirements, QCS 2010 and where
required, internationally recognised standards such as IEC, BSI, ISA, etc.

Design Conditions
As per QCS 2010 section 21 part-1, all apparatus and equipment to be designed and constructed
to operate satisfactorily and for prolonged and continuous periods in the following ambient
temperature condition

Altitude to be taken as sea level

Maximum sun radiation temperature in summer - 84 C

Maximum ambient temperature in summer - 50 C

Average max. ambient temperature in summer - 45 C

Minimum ambient temperature in winter - 0 C

Degree of Protection for Electrical Equipment

Degree of protection for all electrical equipment shall be as follows:

Due to site highly corrosive atmosphere, it shall be a fundamental requirement that all equipment
supplied and installed at site shall be of well protected and / or corrosion resistant materials or
shall be coated with suitable corrosion resistant materials to the harsh environment.

STW Power System Distribution Arrangement

Based on the proposed SLDs ( tender stage) three 11kV feeders mains from KAHRAMAA primary
substation will supply the required power as per STW power demand , the feeders will be
interfaced at KAHRAMAA 11kv Switchgear room ( part of substation -1 building).

11kV switchgear shall be with three sections and two bus section tie CB, each section will be fed
with one incomer from KAHRAMAA 11kV network

Substation -1 comprise of five stepdown transformers (1600KVA .11/0.433Kv)

Substation-2 comprise of three step down transformers (1600KVA, 11/0.433Kv)

section tie CB, and required number of outgoing feeders

6.3

Power Transformer
Power transformers shall be outdoor type, oil immersed, (ONAN) 3 phase, 50 Hertz, 80/85 with
delta connected primary and wye connected secondary winding, solidly neutral grounded and
with four 2.5% full capacity taps, two above and two below rated primary voltages

Transformers shall be self-cooled and generally shall have IEC standard impedance, except in
some cases impedance may be added to limit short circuit current to within the standard ratings
of manufactured equipment. Transformer shall be supply as per Kahramma specification EP-MSP4/S4-015

11kV switchgear shall be utilized in air-conditioned substations for controlling and distributing of
11kV network within the STW boundary. The panels shall be installed indoors. The switchgear
shall be of the metal clad type, consisting of individual free standing vertical dead front steel
sections sharing a common horizontal main bus and a common ground bus.

The panels shall be rated for minimum symmetrical fault level of 25kA (3-sec)

Low voltage circuit breakers shall be of air break electrically operated with stored energy type
operators. Trip units shall be the solid state type with selective characteristics.

Low voltage switchgear shall be connected to power transformers by means of cable. Switchgear
bus and cables shall have a continuous current rating not less than rating of the associated power
transformer.

LV Switchgear, unless otherwise in the specifications or data sheets, shall be complied with Form
4b, as per IEC60439-1.

Motors

All motors shall be high efficiency, squirrel-cage induction motors. Motors shall be suitable to
start and accelerate the load with 80% voltage at its terminals.

Low Voltage Motor Control Centre (LV MCC)

In general, starters for control of 415 volt motors shall be magnetically operated and air-break
type.

3-Phase motors up to and including 11KW may be started direct on line (D.O.L.). The motors
above 11KW and up to 37KW shall be provided with Star-Delta starter. The motors above 37KW
shall starting method shall be based on application and operation requirement

Starters shall be combination type, embodying a thermal magnetic instantaneous circuit breaker
to provide short circuit protection and disconnecting means, and a magnetic contactor to provide
overload protection

Motor starters shall be grouped in metal-enclosed, free standing 'Front only' motor control centers

Motor Control Centers (MCCs), unless otherwise in the specifications or data sheets, shall be
complied with Form 4 type 7 / Form 4b, as per IEC60439-1

Motor starters and circuit breakers type of fixing (withdrawable type / fixed type) shall be based
on the starter / breaker type and size and maintenance requirement.

Variable Frequency Drives (VFD)

Variable frequency drives shall be used to control low voltage, three phase, 50Hz squirrel cage
induction motors, where variable speed output is required

The drive unit shall be installed indoors near the motor control center, or installed as an integral
part of the motor control center line up

An emergency stop switch shall be provided for each motor controlled by a magnetic starter or
electrically-operated circuit breaker. Emergency stop switches shall be the heavy duty type and
shall have enclosures suitable for the design conditions and area classification requirements.
For the HVAC motor control, a start-stop control switch shall be provided as part of the package.

Mechanical Equipment Control


All equipment shall be able to be operated in either of two modes, selectable from a two position
(Local/Remote) switch mounted on the MCC (based on vendor requirement), except otherwise
noted.

Storage Batteries and Charger


Storage battery and charger shall be provided as back-up power source for control,
instrumentation, alarm and monitoring equipment required for MV switchgear. MCC as 24VDC
supply

Battery and battery charger shall be provided for the tripping units operation A storage battery
system installed in the cubicle(s), the Nickel Cadmium sealed batteries, with DC distribution panel
and necessary disconnect switches to provide 30 V DC .battery

Battery ampere hour capacity shall be 20AH as minimum

Uninterruptible Power Supply (UPS) System

UPS systems shall be provided at each substation 1, 2 (UPS /battery room) and SCADA system,
as required, for essential instrument power supplies.

UPS systems will comprise rectifiers, batteries and inverters, complete with automatic static
bypass switches and manually operated maintenance bypass switches with 8 hours battery backup. The UPS system shall be a redundant system (1+1). Additionally, a bypass transformer shall
be provided if power supply quality gives cause for concern

Stand-by Power Systems

Standby power consisting of diesel engine driven generator shall be provided for the STW. The
unit capacity shall be sufficient to provide power to all essential elements of the Facilities in order
to ensure continuous operation of the Facilities up the Guaranteed Influent Treatment Capacity

The capacity of fuel storage tanks shall enable continuous operation of the Back-up Electricity
Facilities for a minimum of 3 days without refilling

Standby power must be provided to power the following elements of the Facilities under Peak
Influent Capacity flows:

Electrical Equipment Installations

Substation building and switch rooms

Substation buildings shall be located in non-hazardous zones

The substation building shall be sized, and the equipment arranged, to provide adequate space
for:

Removal of equipment from its enclosures.

Equipment maintenance and testing.

The substation buildings shall not have windows and shall be provided with at least one personnel
door and one equipment door. The equipment door shall accommodate the largest assembled
unit of equipment using standard size doors with removable panels.

The exits from rooms with switchgears shall be provided with doors which open outwards. The
exit doors shall emerge to platforms or other rooms with an area of at least 1.5 m and be located
at the same level as the floor of the actual switchgear rooms. Evacuation should be possible from
the platform or the escape areas

Behind Switchgear/MCC 900mm ( for panel length less than 4 meter) and 1200mm for

For the various unique detection, alarm, control and communication requirements of these
systems the cable shall be provided with the system or provided to the manufacturer's
specification.

For Lighting and Receptacle circuit shall be as below:

shall have 15% spare pipes subject to minimum 1 No. The minimum pipe diameter shall be
150mm.

The bottom tier of cables in trenches shall be installed on a 75 mm minimum layer of sand or
selected screened fill material. For multi-tier cable trenches a 150 mm minimum layer of fill shall

Grounding System Design

General

TNS system shall be applied to design for electrical and grounding system.

The grounding system shall consist of ground rods driven in earth and embedded ground cable
connected to the ground rods. Individual pieces of equipment shall be connected with jumpers
to the ground loop

Depth of ground loop shall be at least 450 mm below finished grade

Ground rods shall be 3.6m long with 1.2m section coupled with strong bronze couplers.
A sufficient quantity of ground rods shall be used for the grounding system to obtain a maximum
ground resistance of 2 ohms
