1. Reference: SMS Message from GD, CIDG dated July 7, 2016 to RC, CIDG CAR re-subject
above NLT Monday (July 11, 2016), to include assessment and recommendations.
2. Above reference pertains to the following shooting incidents that transpired in the Province of
Abra from May 1, 2016 to July 7, 2016, to wit:
a. At around 3:50 PM of May 1, 2016, a shooting incident transpired in Sitio.
Sagsagacat, Barangay Patiao, Pearrubia, Abra wherein the victim was identified as
Kim Carlo Bao Tolentino, 17, single, laborer and a resident of Barangay Patiao,
Pearrubia, Abra and the suspect was identified as Reynaldo Buena Bersalona, 28,
single, laborer, and a resident of Barangay Riang, Pearrubia, Abra. Initial
investigation conducted disclosed that the victim and the suspect were having a
drinking spree. The suspect suddenly drew his gun from his waist but accidentally, it
fired hitting the right leg of the victim. One of their companions called and reported
the incident to Pearrubia PS that led to the arrest of the suspect by the responding
personnel led by PSI NOEL PAR-ONG BAGTUNA. The victim was rushed to Abra
Provincial Hospital for medical treatment. Case filed.
b. On May 4, 2016 at around 10:15 PM in Vira, Tineg, Abra, the group of Mr. Cromwel
Luna, mayoralty candidate of Tineg, Abra who came from Lapat Balantay of same
municipality passed by on board a six wheeler truck with a wounded person
identified as Romy Bernal Ortega a.k.a. Lampong, 22, farmer, married and resident
of Lapat-Balantay, Tineg, Abra. Accordingly, the group of Mr. Luna will bring the
wounded person to Bangued, Abra for medical treatment. Initial investigation
conducted by Tineg PS disclosed that at about 4:30 PM of same date, a concern
citizen reported to the group of Mr. Luna who was at the said barangay for a series of
meetings, that a person was accidentally shot by his companion on the right leg.
Upon receiving of the information, the group of Mr. Luna rushed the victim to Abra
Provincial Hospital, Bangued, Abra on board his six wheeler truck. The victim,
however, was pronounced dead on arrival by the attending physician. According to
the attending physician, the cause of death was due to cardiac arrest secondary to
the loss of blood as a result of the lone gunshot wound sustained by the victim on his
left thigh. Case filed
c. At around 6:20 PM of May 5, 2016, a cellular phone call was received by Bangued
PS informing them that a shooting incident transpired in Linasin, Zone 1, Bangued,
Abra. Immediately, upon receipt of the information personnel of Bangued PS
responded and identified the victim as Marlon Gonzales Castillo, 33, married, tricycle
driver and a resident of Brgy Ubbog, Bangued, Abra. Meanwhile, the arrested
suspect is his older brother, Carmelo Gonzales Castillo, 43, married, driver of Metro

Bangued Water District and a resident of Linasin, Zone 1, Bangued, Abra.


Investigation conducted disclosed that suspect Carmelo Gonzales Castillo and
victim, Marlon Gonzales Castillo, together with their friends, were playing card
games. Later on, an altercation ensued that the suspect left the place and took his
firearm from their house believed to be Caliber .38 revolver, then returned and shot
the victim twice thereby inflicting a lone gunshot wound on his left elbow. Suspect
fled after the incident but was arrested by the responding personnel of Bangued PS.
Victim was rushed by the responding personnel of Bangued PS to Abra Provincial
Hospital but was released after medication. The firearm used was not recovered.
Case filed
d. OOA 9:50AM of May 8, 2016, a shooting incident transpired at Brgy Pulot, Lagayan
Abra. The alleged victims were identified as Benjie Andres Vista and Fortunato S.
Rodriguez Jr, both residents of Pulot, Lagayan, Abra and the suspects were
identified as Leonard Jimenez Donato, Brgy. Captain of Pulot, Lagayan, Alex Millare
of Pang-ot, Lagayan, Ali Donato, Efren Donato and Oliver Bersamira, all of Pulot
Lagayan and several John Does. OOA 9:00 AM of May 8, 2016, Lagayan MPS
received telephone call from concerned citizen informing that several gunshots were
being heard at Brgy. Pulot, Lagayan, Abra. Acting on this information, joint personnel
of Lagayan led by PSI Jerry Costina and RPSB led by PI Carl Von Malamnao
responded immediately. On arrival, they were met by the alleged victims telling that
they were shot by the suspects. They averred that they were in front of the Sari-sari
store of Elizabeth Sindon when the suspects arrived aboard an owner type jeep
which stopped in front of them. Leonardo Donato allegedly shouted in Ilocano ADA
DITAN NI BENJIE, PATAYEN YON. Thereafter, Leonardo and other suspects draw
firearms and fired at the two victims who were able to escape unharmed by hiding in
the house of SB Aguinaldo Ruben. The suspects fled while firing their firearms
continuously hitting the houses of Pablo Pacapac and Medardo Tandingan.
Responding Lagayan and SOCO personnel recovered the following items at the
crime scene: 1. Five empty shells for cal 5.56; 2. One live ammunition for cal. 5.56;
3. Four empty shells for cal .45; 4. Five empty shells for 9mm. Meanwhile, the victims
and Two witnesses who were minors went to the Police Station for their sworn
statement. Case filed
e. At around 8:30 PM of May 14, 2016, a shooting incident transpired at Brgy. UbbogLipcan, Bangued, Abra wherein the victims were identified as Roger Apolonio
Dacquel, 43, married, resident of Pagaoay Calot, Bangued, Abra and Bartolome
Artienda Reyes, 19, single, and a resident of Sitio Pitao Bagalay Tayum Abra. Initial
investigation conducted by Bangued PS disclosed that while the victims were
traversing the road at Ubbog-Lipcan Bangued, Abra going to West direction
(Sinalang) Bangued, Abra on board of a Yamaha MIO motorcycle, they were
intercepted and were shot several times by still unidentified perpetrator/s riding in
tandem. The suspect/s fled to unknown direction after the incident. Roger Apolonio
Dacquel, driver of the MIO Yamaha motorcycle sustained three (3) gunshot wounds
(two GSW on his body and one GSW on his head) that caused his instantaneous
death while his backrider sustained multiple gunshot wounds on the upper part of his
body but managed to escape. The SOCO team led by PCI GAYADOS processed the
crime scene and were able to recover one (1) fired cartridge case for caliber .45.
Follow up operation conducted by Bangued PS at about 10:10 PM of the same date,
Bartolome Artienda Reyes (backrider) was located by the personnel of Bangued PS
through the help of the residents thereat hiding at the drainage canal along the
barangay road in Ubbog Lipcan, Bangued, Abra. Said victim was immediately rushed
at Abra Provincial Hospital and underwent medical treatment and confined thereat.
Case under investigation
f.

At around 11:15 PM of May 14, 2016, Arnel Eduarte Zapata, 36, married and a
resident of Sitio Kemmel, Brgy. Lublubba, Dolores Abra personally reported to
Dolores PS informing that his brother identified as Rolly Eduarte Zapata, 41, married,
tricycle driver and also a resident of the same place was shot to death by
unidentified perpetrators. Investigation conducted by Dolores PS disclosed that at
about 11:10 PM of the same date, Arnel Eduarte Zapata heard a gunfire. After which,
they heard the victim who was alone at their house calling and screaming for help

stating that he sustained Gun Shot Wounds that prompted him to report said incident
to Dolores PS. Ocular inspection to the body of the victim revealed one gunshot
wound at the middle of his breast and one gunshot wound at his back that caused
his death. SOCO team processed the crime scene and recovered one stick mighty
cigarette, one white T-shirt with blood stain, one black bag containing cash of
different denominations, one black cherry mobile cell phone and one fired cartridge
case for Caliber 45. Case filed.
g. On May 9, 2016 at around 7:30 AM a shooting incident transpired in Brgy Pang-ot,
Lagayan, Abra wherein the alleged supporters of mayoralty candidate of Lagayan
identified as Sacarias Manuel, Brgy Tanod of Pang-ot, Lagayan, Abra was shot to
death while Joel Donato, alleged supporter of Crisologo, Randy Viloria and his son
Melford P Viloria were wounded. Quick Reaction Team composed of RPSB and 24th
IB, PA led by Sgt Tandoc, QRT led by 1Lt Punio and Battalion QRT led by 2Lt Tadina,
immediately responded to the place of incident that resulted in the arrest and
confiscation from the possession of the following:
Rodel Villa one caliber .38 long barrel pistol;
Carlos Donato Alzaman one caliber. 45;
Merly Cabangan, 53, a resident of Nagba, Pang-ot, Lagayan - one caliber .35,
Berretta, with serial no. B76334, with one magazine and eight live ammunition for
same caliber;
Charlyn Mae Galero, 38, a resident of Nagba, Pang-ot, Lagayan - one caliber .38
Revolver, Smith & Wesson with serial no. S930816 and 14 live ammunition for same
caliber;
Simay Alucday, 27, a resident of Pang-ot, Lagayan - one caliber .45, STI Ranger II,
with serial no. 598621, with one magazine and six live ammunition;
Rhil Andres, 36, a resident of Pang-ot, Lagayan - one caliber .45 Pistol, Colt, with
serial no. 1039314, with two magazines, with 13 live ammunition for same caliber
and one magazine for caliber .9mm with seven live ammunition for same caliber;
John Lord Bella, 21, a resident of Poblacion, Lagayan - one Pistolized Homemade
Shotgun GA 12 loaded with one live ammunition for same caliber and one green
Nissan Frontier with plate no. WPY 306;
Rochelle Donato, 20, a resident of Nagba, Pang-ot, Lagayan - one caliber .9mm
with markings KBI INC HARRISBOR PA, Hi-cup,with serial no. B19749, with one
magazine and 11 live ammunition for same caliber;
Eva Alucday, 27 - one caliber .45 ARMSCOR 1911-AI with serial no. BA18933-08246, with one magazine and seven live ammunition for same caliber;
one caliber 5.56 Colt with serial number RP1080878, with Grenade Launcher 40mm
M203 with serial no. 142888, with one long magazine and 22 live ammunition for
same caliber. Case filed.
h. OOA 7:3O AM of May 9, 2016, an alleged exchange of gunfire between supporters of
mayoralty candidates of Lagayan, Jendrix Luna and Edmarc Crisologo transpired in
Brgy. Pang-ot, Lagayan, Abra. The incident resulted in the killing of Manuel Zacarias
49, brgy Tanod, and wounding of Randy Viloria, both supporters of Luna and
wounding of Joel Almazan Donato, 41, a supporter of Crisologo. Initial investigation
conducted revealed that at a group of around Ten supporters of Crisologo which
include Joel Donato were on their way to vote. When they were about One Hundred
Fifty (150) meters away from the polling place, the group of Zacarias and Viloria
allegedly accosted them which resulted to a heated altercation between Viloria and
a certain Rhil Andres. After which, a gunshot was heard which was followed by
exchange of gun fire from both sides. After the incident, responding Quick Response
Team (QRT) from RPSB; 24thIB,PA and SAF searched all individuals present at the
polling place and confiscated from the following persons, the following items opposite
their names:
Merly Cabangan, 53, Female - One Cal. 25 with Serial No. B76334,One
magazine for the same FA, Eight ammunitions for the same FA.
Charlyn Mae Galero, 38, F-- One Cal. 38 with Serial No. 5930816, 14
ammunitions for the same FA.
Simay Alucday, 27, Female - One Cal. 45 STI Ranger with SN. 598621,Six
ammunitions for the same FA.

Rhil Andres, 36, Male - One Cal 45 Colt with Serial No. 1039314,Two
magazines loaded with eight ammunitions,One magazine for 9mm loaded
with Seven ammunitions.
John Lord Bella, 21, Male - One Homemade shotgun (In Pistol form),One
ammunition for the same FA, One Green Nissan Frontier with License
Plate No. WPY 306.
Rochelle Donato, 20, Female - One 9mm pistol (KBI HARRISBUR PA) with
Serial No.B19749.
Eva Alucday, 27, Female - One Cal. 45 ARMSCOR 1911-A1 with Serial No.
BA18933-08-246, One magazine loaded with 7 ammunitions for the
same FA.
A clearing operation conducted by members of 24IB, PA resulted to the recovery
on a rice field about 500 meters away from the polling place of an M16 Colt rifle with
SN RP1080878 with long magazine loaded with 22 live ammunitions. A 40MM M203
Grenade Launcher with SN 142888 is attached to the rifle.The dead victim incurred
Two gunshot wounds, One on his left chest and another on his right thigh. Villoria
was hit on his right arm while Donato was hit on his left leg. Responding SOCO and
CIDG personnel recovered at the crime scene the following items:Two fired bulled for
Cal. 45; Twelve (12) empty shells for Cal. 45;One empty shell for M16 rifle. Case
filed
i.

At around 10:30 PM of May 18, 2016, a shooting incident transpired at Zone 4,


Bangued, Abra particularly at Santiago St. corner Washington St. wherein the victim
was identified as Allan Dave Abquiren Saluguen, 20, single, unemployed, and a
resident of Poblacion, Luba, Abra. Initial investigation conducted by Bangued PS
disclosed that while the victim and his companion identified as Ray-lan Molina
Puruganan, 20, student and native of Poblacion Luba, Abra came from Brgy.
Bangbangar Bangued, Abra on board of a white Rusi 110 motorcycle to fetch their
friends identified as Kathleen Bides Daliyen and Kaye Bainan. While the they were
traversing along Santiago St. going east direction (to Bangued Town Plaza) looking
for a tricycle to ferry them to Calaba Fiesta Restaurant, an unidentified motorcycle
riding in tandem coming from the same direction suddenly overtook and shot the
victim once. The perpetrators fled away to unknown direction after the incident. The
victim was immediately rushed at Seares Memorial Hospital by concerned citizens
and now confined thereat while undergoing medical treatment. As per the attending
physician, the victim sustained lone gunshot wound on his left shoulder and now in
stable condition. Investigators of Bangued PS led by PSUPT HENDRIX
MANGALDAN, OIC processed the crime scene and were able to recover one (1)
fired cartridge case for Cal. 45. Case under investigation.

j.

At around 9:15 PM of May 26, 2016, a shooting incident transpired at Bgy Zone 6,
Bangued, Abra particularly infront of Sinapangan Elementary School wherein the
victim was identified as Jay-ar Curbi, of legal age, married and a resident of Zone 5,
Bangued, Abra. Initial investigation conducted by Bangued PS disclosed that while
the victim was allegedly traversing the road going to Santa Rosa, Bangued, Abra on
board of a Motorstar jumper motorcycle, color black and white when he was
intercepted by unidentified perpetrator/s and shot the victim several times. The victim
was rushed by the responding personnel of Bangued PS to Abra Provincial Hospital
but was pronounced dead on arrival by the attending physician. The victim sustained
lone gunshot wound on his head. SOCO Team led by PCI Edward Gayados
processed the crime scene and were able to recover two (2) fired cartridge cases for
caliber .45 and two (2) deformed slugs for same caliber. Case filed.

k. On May 28, 2016 at about 9:10 PM a shooting incident transpired in Brgy.


Patucannay, Tayum, Abra wherein the victim was Amorsolo Bumogas Lanas a.k.a
Amor, 58, married, Businessman and a resident of Patucannay, Tayum, Abra. Initial
investigation conducted by Tayum PS disclosed that the victim was having a drinking
session at the house of Joven Blaquera Aveo when a motorcycle riding in tandem
on board of an XRM went near to the victim and fired several times. As a result, the
victim sustained multiple gunshot wounds on his body and was rushed by
responding personnel of Tayum PS to Seares Memorial Hospital, Bangued, Abra but

was declared dead after twenty minutes (20) minutes of reviving the victim. SOCO
team processed the crime scene and was able to recover five fired cartridge cases of
Caliber 5.56mm. Case filed
l.

At about 6:45 PM of June 1, 2016, a cellphone call was received by San Juan PS
informing that one Edwin Turqueza was shot by one Fredelito Bergonia aka Litong at
Sitio Puglay Brgy Baug, San Juan, Abra. Upon receipt of the said call, personnel of
San Juan PS proceeded immediately to the place of incident to verify said report.
Initial investigation conducted by San Juan PS disclosed that while Edwin Turqueza
was having a drinking spree together with Ricky Bolante and Onal Bolante when
suddenly Litong arrived riding in a motorcycle. And when he saw Edwin Turqueza, he
stopped and without apparent reason drew his gun and shot Edwin but missed. After
the incident, Fredelito fled away and Edwin went home. Fredelito Bergonia averred
that he was the one being fired upon by Edwin Turqueza showing a suspected
gunshot wound on his nose. According to Joseph Bolante he noticed Edwin
Turqueza and Fredelito Bergonia arguing with each other where he advised Fredelito
to go home. When Fredelito was about to go home, he noticed that Edwin drew his
firearm and fired upon him. On the other hand, Edwin averred that Fredelito was the
one who fired at him. Both of them argued that they did not fire a gun and nobody
witnessed as to who really fired whom. Responding personnel recovered one (1)
fired cartridge case for cal. 45 and one (1) live ammunition for cal. 45 at the crime
scene. The two were brought to Dolores Community Hospital for medico legal
examination and subsequently brought to Abra Provincial Crime Laboratory Office for
paraffin test. On June 3, 2016, a criminal complaint for Frustrated Homicide was
already referred to the Office of the Provincial Prosecutor, Bangued, Abra against
Edwin BolanteTurqueza docketed under NPS Number I-06-INQ-16F-00128 thru
inquest proceedings.

m. On June 19, 2016 at around 5:15 PM, an alleged shooting incident transpired in Sitio
Consolado, Bgry Lingtan, Bangued, Abra particularly along the barangay road
wherein the victim is Jimmy Padre Bocarile, 34, single, water refiller at Crystal Clear
water refilling station located in Pidigan, Abra and a resident of Brgy. Lipcan,
Bangued, Abra and the suspect is Rogel Pico Sagudang, 42, native of Brgy.
Agsimao, Tineg, Abra and a resident of So. Consolado, Brgy. Lingtan, Bangued,
Abra. Initial investigation conducted by Bangued PS disclosed that prior to the
incident, the victim and the suspect were having a drinking spree at a birthday party
at the residence of one Jonel Bernal. At about 2:45 PM of same date, the victim and
the suspect had a heated argument due to misunderstanding but the two were
pacified by Jonel Bernal. The suspect went home and the victim slept at the house of
Jonel Bernal. At about 5:15 PM, the victim decided to go home but while walking
along the above stated road, the suspect allegedly intercepted the victim and shot
him twice. The suspect fled on foot to unknown direction after the incident. The victim
was immediately rushed by Marlon Benabese Conception to the Abra Provincial
Hospital for medical treatment. According to Dr. Apolinar Turqueza, attending
physician, the victim sustained two gunshot wounds on his left abdomen and now
undergoing surgical operation. PO2 Elmer Mar T Tejero was able to secure the antemortem statement of the victim. Investigators from Bangued PS processed the crime
scene and were able to recover two fired cartridge cases of caliber .45. At about 7:30
PM of the same date, a cellular phone call from the suspect was received by PO2
Gerry Vincent Vasquez, duty desk officer of Bangued PS, requesting for police
assistance for he will voluntarily surrender. At about 8:00 PM, the suspect voluntarily
surrendered to the alert team of Bangued PS led by SPO2 Florante Castaeda.
Likewise, the suspect voluntarily surrendered the firearm used described as one
caliber .45, Armscor, with serial number 820571, inserted with one magazine for
caliber .45 without ammunition and now under the custody of Bangued PS for
documentation prior turn over to Abra Crime Laboratory field office for Ballistic and
cross-matching examinations. Case filed
n. On June 25, 2016 at around 8:15 PM, Dolores PS received a phone call informing
that an alleged shooting incident transpired at about 7:50 PM of June 25, 2016 in
Sitio Bayyong, Brgy. Kimmalaba, Dolores, Abra wherein the victims were identified
as Merlito Baldemor Buentipo, 31 years old, with live-in partner, farmer and his son

Leo Mark Ventura Buentipo, 7 years old, Grade 2 pupil while the suspect was Rodel
Talledo Pilor @Bordado, ODU all residents of aforementioned place. Initial
investigation conducted by Dolores PS disclosed that the suspect teased the victim
who was holding a bolo when they met by chance saying "apay tumagbat kan samet
insan?" and the victim replied di naman insan. After a few minutes, the victim with
his common-law wife, Mae Ann Baroga Ventura, 27 years old, housekeeper and their
two (2) children went to the water reservoir to take a bath where the suspect
approached them, drew a firearm and pointed to the victims prompting them to
scamper to a nearby residence owned by Brgy. Kagawad Dominic Peralta Buenafe.
However, the suspect chased them and shot Merlito Buentipo inside the said
residence. Leo Mark Buentipo was also hit by a bullet. As a result, Merlito Buentipo
sustained lone gunshot wound on his body causing his instantaneous death while his
son Leo Mark Buentipo also sustained gunshot wound on his left forearm and was
rushed by Dolores PS personnel at St. Theresa Wellness Center, Sitio Ducam, Brgy.
Mudiit, Dolores, Abra and subsequently brought to Abra Provincial Hospital for
medical treatment. SOCO processed the crime scene and recovered one (1) empty
shell and one (1) fired slug for Caliber .45. Case filed
o. On June 29, 2016 at about 4:40 PM, a concerned citizen called Pilar PS and
reported that a shooting incident transpired at Sitio Pinsal, Narnara, Pilar, Abra
wherein the victim was identified as Reynaldo Galinato Cabael, 52, married,
Barangay Kagawad and a resident of afore-stated place. Upon receipt of the
information, personnel of Pilar PS responded to the area and sought the assistance
of SOCO. Investigation conducted disclosed that at about 4:30 PM of the same date,
the victim, together with some companions were resting at the rice paddies when
suddenly burst of gun fire was heard. Then, his companions saw the victim laid
bloodied on the ground. The victim sustained multiple gunshot wounds on the
different parts of his body causing his instant death. The unidentified perpetrator/s
fled to unknown direction after the incident. SOCO team together with the
Investigator processed the crime scene and recovered two (2) fired cartridge cases
of Caliber 5.56mm approximately 20 to 25 meters away from the crime scene. Case
under investigation
p. At about 5:56 PM of July 1, 2016, a shooting incident transpired along the Barangay
road in Brgy. Macray, Bangued, Abra wherein the victims were identified as Mark
John Bolusan Testado, 23, single, unemployed and Edmund Quindara Palos, 27,
married, unemployed both residents of Brgy. Cabaroan, Tayum, Abra while the
alleged suspect was identified as Jerwin Beronilla Bites aka Abat, (minor) and a
resident of Barangay Macray, Bangued, Abra. Initial investigation conducted by
Bangued PS disclosed that the victims were on their way home on board of a Honda
125 motorcycle from a basketball game and while at the above mentioned place, the
suspect waited along the road side of the Brgy. Road and shot the victims once. The
suspect fled on foot to unkown direction after the incident. Victims were rushed at
Abra Provincial Hospital by their companions and now undergoing medical treatment
thereat. Mark John Bolusan Testado sustained multiple gunshot wounds on his right
face, neck and shoulder while Edmund Quindara Palos sustained abrasions on his
back. Investigators of Bangued PS under the supervision of PSINSP EDDIE
BONGOTAN BAGTO, OIC processed the crime scene and were, able to recover one
(1) spent shell for Gauge 12 which will be turned over to the Provincial Crime
Laboratory Office for ballistic examination. Case under investigation
q. At about 5:00 AM of July 1, 2016, a shooting incident transpired at the Bangued
Public Market (Farmers), Zone 2, Bangued, Abra wherein the victim was identified as
Godofredo Tupasi Marquez, of legal age, married, business man and a resident of
Barangay San Miguel, Bucay, Abra. Initial investigation conducted by Bangued PS
disclosed that the victim went to deliver goods (lumpia wrapper) to the Bangued
Public Market and while he was unloading the goods from his vehicle, unidentified
suspects fired at him several times. The victim sustained multiple gunshot wounds
on the different parts of his body that caused his instantaneous death. The suspects
fled away to unknown direction after the incident. SOCO Team led by PCI Edward
Gayados processed the crime scene and recovered sixteen (16) fired cartridge
cases of Cal 45 and four (4) deformed slugs of same caliber and now under the

victim was brought to St Peter Funeral Parlor, Barikir, Zone 5, Bangued, Abra while
waiting for the conduct of autopsy. Case under investigation

On July 2, 2016 at about 8:00 PM, a shooting incident transpired along Magallanes
St., Zone 5, Bangued, Abra. The victims identified as Atty. Allen Brix Lopez Bachiller,
of legal age, married, SB Member of the municipality of Bangued and his brother,
Angelo Lopez Bachiller, 22, married, both resident of Zone 5, Bangued, Abra and
one Ben, 12, a resident of Macray, Bangued, Abra were shot by unidentified
motorcycle riding suspects. Initial investigation conducted by Bangued PS disclosed
that Atty. Allen Brix Bachiller and his brother, Angelo Lopez Bachiller, went to
Tropicana Bar, located at Magallanes St., Zone 5 Bangued, Abra, on board their gray
Toyota Innova bearing license plate ZPU 924, purposely to fetch the girlfriend of
Angelo. They parked in front of the said bar across the road and went inside. After a
few minutes, they went out and when they were about to board their car, allegedly,
the motorcycle riding suspects arrived and manuevered getting near to the car and
shot the victims several times. The unidentified suspects fled towards south direction
after the incident. As a result, Atty. Bachiller sustained multiple gunshot wounds on
the different parts of his body, Angelo sustained lone gunshot wound on his thigh
while Ben was hit by a stray bullet and sustained lone gunshot wound on his right
leg. The victims were rushed by a concerned tricycle driver to Seares Memorial
Hospital. Atty Bachiller was subsequently brought to Lorma Medical Hospital, San
Fernando La Union for further medical treatment. SOCO Team led by PSI Tomen
processed the crime scene and recovered seven fired cartridge cases of Caliber .45
and three live ammunition of Caliber 32. The recovered pieces of evidence are now
under the custody of Crime Laboratory for ballistic examinations. Case under
investigation

s. On July 3, 2016 at about 3:45 PM, a shooting incident transpired along Brgy. UbbogLipcan, Bangued, Abra wherein the victim was identified as Mardario Liberato
Alcantara, 54 years old, married, unemployed, and a resident of Brgy. Ubbog-Lipcan,
Bangued, Abra perpetrated by unidentified suspects. Initial investigation conducted
by Bangued PS disclosed that the victim went to the above stated place across his
residence and asked Delfine Calpito Banayos, 50 years old, married and a resident
of same place to repair his vehicles trunk. When the victims alighted from his
vehicle (Red Nissan with plate nr. TBL 710), the suspects, on board a yellow/black
Honda XRM 125 motorcycle, shot the victim twice and fled away towards north
direction. The victim sustained gunshot wounds on his left and right face. The victim
was rushed to Abra Provincial Hospital by his relatives but was declared Dead on
Arrival by the attending Physician, Dr. Belmore Bernal. SOCO Team led by PSI
Juvee Tomen processed the crime scene and recovered two (2) fired cartridge cases
for Cal. 45 and one (1) deformed fired bullet believed to be for Cal. 45 recovered
inside his vehicle. The recovered pieces of evidence are now under the custody of
Crime Laboratory for ballistic examinations. While the vehicle of the suspect is under
the custody of Bangued MPS for proper disposition. Case under investigation

At about 9:10 PM of July 4, 2016, personnel of the Abra Provincial Hospital informed
Bangued PS that they are treating a patient of an alleged shooting incident that
transpired at Dangdangla, Bangued, Abra. Upon receipt of the information, personnel
of Bangued PS led by PI Jonathan Abalos proceeded to the hospital and later
identified the victim as Michael Carzola Bio, 41, married, unemployed and the
alleged suspect was his younger brother, Manny Verzola Bio, of legal age and both
residents of Dangdangla Bangued, Abra. Initial investigation conducted by Bangued
PS disclosed that the suspect together with his brother, Melvin Bio, and Hercules
Verzola were having a drinking session at their family house when the victim
(Michael Carzola Bio) arrived from a drinking session. Accordingly, the suspect and
the victim were having their conversation when a heated argument ensued regarding
their children who did not take a bath before going to school. The suspect drew a
handgun from his sling bag and shot his brother once and escaped. The victim was
rushed by his younger brother, Hercules Bio and his son Ryan Bio at the Abra
Provincial Hospital for medical treatment. Victim sustained gunshot wounds on his
left chest and left forearm and still confined thereat. Hot pursuit was conducted by

Bangued PS led by PI Jonathan Abalos with Brgy. Captain Buc Luna for the possible
arrest of the suspect but yielded negative result. The Crime Scene was processed
by the IOC but it was observed that the scene was already contaminated because
their mother already cleaned the place and no fired cartridge case was recovered.
Case under investigation
3. Assessment and Recommendations:
a. In just a span of barely two (2) months, from May 01 2016 to July 04, 2016, Twenty (20)
Shooting incidents transpired in the Province of Abra. Most of which happened in the
Municipality of Bangued, the capital town of the Province of Abra.
b. Majority were perpetrated by gun for hire and/or partisan armed groups (PAGs) members hired
or maintained by politicians and influential personalities in the said province. Gun-for-hire
personalities in the province of Abra found being such as a lucrative source of income, taking
into consideration the revelations of one Michael Bermudez y Marquez, one of gun for hires
personalities whose services are being hired or contracted by different politicians, who was
previously arrested in Abra, revealed the following during Tactical Interrogation, to quote:
Subject revealed that after his case against then-Mayor Domes-ags bodyguard was dismissed,
he was recruited by then-Mayor Mailed Molina of Bucloc, Abra as a bodyguard from March 1996
to 1998. However, he and his boss were arrested in a checkpoint at Quezon City for having in
their possession an AK-47 assault rifle. He, Mayor Molina, Totoy Zapatero, and one other were
charged for the crime of Illegal Possession of Firearms at Quezon City, but the case was
dismissed. He then left employment with Molina thereafter, and insists that said politician never
ordered him to kill anybody.
A few months after leaving employment with Mayor Molina, he was arrested for
Violation of RA 9165 and was incarcerated at the Abra Provincial Jail until 1999 where he
received a sentence of four (4) years. However, he applied for probation which was granted and
release from jail in 2001. To cool off, he went to Laguna and worked as merchandiser/driver at
Lianas Discount City, Calamba, until mid-2002 when he resigned.
He returned to Abra and was immediately recruited as a bodyguard by thenBarangay Captain Jendricks Luna of Lagayan, Abra. However, he was occasionally passed on
to Barangay Captain Ryan Luna, of Dangdangla, Bangued. He states that it was on orders of
Jendricks Luna that he liquidated three (3) persons pointed out by an employee of said
Barangay Captain within a period of three (3) weeks, as follows:
SB Secretary of then-Mayor Anita Seares, Grandmother of Jendricks. Subject does not recall
his name but admits killing him in an ambush at Brgy Pulot, Lagayan. At said time, Jendricks
mother Cecil was intending to contest the position for Mayor of Lagayan. (No case folder
available at Abra PPO)
A male person whose identity or fault he is not aware of, but whom he shot to death at Bantay,
Ilocos Sur near a police outpost sometimes CY2002. He was accompanied by another gun-forhire identified as Makki Millare from Lingtan, Bangued. (Killed in 2008)
A male person whose identity or fault he is not aware of, but whom he shot to death at Bauang,
La Union.
Subject also states that he participated in the pitch battle at Barangay Sapaac,
Bangued on 2004, when goons of the united opposition (Luna-Bernos-Valera) fought against
those of then-Gov. Vicente Valera. He states that the Luna contingent had one M-60 LMG, but
were battled by rogue CPLA members loyal to Gov. Valera armed with a vehicle-mounted Cal.
30 LMG.
Subject revealed that he stopped working for Jendricks Luna in 2005 after he
was not paid for said assassinations. He transferred employment as bodyguard to then-Mayor
Lizardo Sinugo of Lagangilang for only three (3) months. He recalls that Mayor Sinugo
contracted him to kill oppositionist Oswaldo Villamor, but later withdrew said contract. Being fed-

up with the arrogance of his political employers, he became an ordinary tricycle driver until the
first quarter of CY2007.
From tricycle driver, he sought employment as a driver to then-Board Member
Ma. Jocelyn Valera-Bernos. However, He transferred to the employment her father, Dominic,
when he won as Mayor of Bangued. Said politician tested him by sending him to kill Bangueds
Market Administrator, Francis Acena, on May 19, 2007 at Zone 6, Bangued, Abra. Acena had
been appointed by the previous administration but refused to resign to allow Mayor Valera to put
his own appointee.
Because he completed his orders to kill Acena, he was then allowed to be
acquainted with the other hitmen employed by Mayor Dominic Valera, namely: Jomar
Bersalona@ABAT, Jomar Barbero, Mario Bringas, Ramil Pilor, Edwin Fernandez Baldemor,
Bong Britos, and Nemesio Guimba@BIRAD. This acquaintance allowed him to find out from
them about the jobs they had undertaken. He states that he did not anymore participate in any
more murders as he became a full-time truck driver.
Subject states that Mayor Valera basically used his hitmen to dispose of people
who went against him or were obstacles to his plans. Aside from Francis Acena, other such type
of victims were:
1. James Bragas, who was shot dead by Ramil Pilor and Jomar Bersalona as he was buying
school supplies for his grandchildren at the Mega Centrum on October 19, 2007.
2. Atty. Demetrio Pre who was shot dead inside his office at Pratt St., Bangued in mid-afternoon of
April 20, 2008 by Jomar Bersalona and Ramil Pilor.
However, the mayor was a stingy employer, such that the hitmen would often
take on murder contracts from private civilians to augment the meager allowance that they
received. Among these were:
1. Murder of Charlito Fillon on July 30, 2007 at his stall at the Bangued Public Market. Gunman
was Ramil Pilor with Andiong Gonzales as driver.
2. Murder of Tricycle driver George Pastores, on September 3, 2007 at Zone 6, Bangued, Abra.
Gunman was Ramil Pilor with Jomar Bersalona as driver.
3. Murder of a barangay official and a jeepney driver from Manabo, Abra on different dates at Shell
Gasoline Station, Barikir, Zone 5, Bangued. Shooter was Ramil Pilor with Bong Britos
(deceased) & Edwin Fernandez Baldemor (deceased).
He also states that the Mayor would also loan his hitmen to other politicians,
such as Councilor Nito Zales of Bucay resulting in the following:
Murder of Brgy Capt Eddie Tadeo of Pagala, Bucay in front of the Bangued Cathedral on April
26, 2007. Gunman was Edwin Fernandez Baldemor (deceased), with Mario Bringas as driver.
Murder of Clerk of Court Florian Bernardez at her residence at Poblacion, Bucay by Jomar
Barbero. Mastermind was Brgy Captain Jojo Zales (imprisoned at Bucay District Jail)
In July 2007, he was befriended by the newly assigned Chief of Police of
Bangued, PCI Joseph Paolo Bayongasan. Said Officer listened to his gripes about his job then
eventually succeeded in convincing him and Bernard Guimba@BIRAD to defect from Mayor
Valera and work for the police as informants. This later translated to their utilization in the
campaign against Illegal Drugs in Bangued. Because of this, both he and @BIRAD were under
threat. Both were then relocated to Baguio City and facilitated employment as drivers under the
Office of the City Mayor. They continued to be also used as informants against drug
personalities, wanted persons, and gun-for-hire from Abra operating in the city.
However, Subject states that he lost contact with PCI Bayongasan and other
policemen whom he had worked with in Abra. His family followed him from Abra thereby raising
his expenses. He states that he was contacted by one Laurence Biscarra, a town mate and

former goon of ex-Gov. Vicente Valera . Said person then offered him a job to lead a group of
three other gun-for-hire personalities from Penarrubia, Abra who were now based at
Tuguegarao, Cagayan.
He states that he became interested when he was told that they would be paid
an average of five hundred thousand pesos (Php 500,000.00) for seven (7) targets in Cagayan
province, as well as 1.2 million pesos for the head of Mayor Marilyn Julia Taguinod of
Peablanca, Cagayan. However, taking out these targeted personalities had to be sequential
starting with a certain Alexander Rafael. He states that he went to Tuguegarao and personally
surveilled this target, only to learn that said person was the head of the Regional Intelligence
Division of PRO-2. He claims he then tried to contact PCI Bayongasan for advice but failed.
Eventually, Laurence Biscarra told him to buy a used car in Baguio City then
proceed to Abra because PSSupt. Rafael was now the Provincial Director thereat. He was to
await instructions on when to ambush said Officer when he travels home to Tuguegarao to visit
his family.
He became distracted on April 1, 2012, when he learned that a neighbor wanted
to have him killed. He states that he was in the process of searching for said neighbor, when he
was spotted and arrested by PPSC troops under PSupt. Virgilio Pascua. A short firearm was
recovered near from where he was arrested and has therefore been charged for Illegal
Possession of Firearms.

killed by unknown persons.

a. Victims of the recent shooting incidents in Bangued, Abra were known allied and identified
political leaders of former Governor Eustaquio Takit Bersamin who ran for Mayor but lost to reelected Mayor Dominic Valera of Bangued, Abra.
b.

Incident report by local police failed to identify or indicate political affiliation of victim/s and they
are playing safe.

c. Most of the identified gun-for-hire personalities and/or PAGs members of the province were
arrested and charged in court, but, eventually release from jail after posting bail or case
dismissed. Others were killed.
d. Witnesses to crime incidents in the province of Abra were not cooperative and very reluctant for
fear of their life.

e. Shooting incidents and killings in the province of Abra will continue even before and after
election period to eliminate or dispose political enemies.
f.

Undersigned respectfully recommends the following:


1. That the Province of Abra, with emphasis and special attention to the
Municipality of Bangued, being the Municipal Capital, be placed under direct
and full control of an independent PNP Unit manned by incorruptible leaders
and personnel who must not be from the said province nor has been
assigned in the said province;
2. Creation or designation of DOJ Special Prosecutor and Trial Court to handle
such incidents in the province of Abra, whose offices must be outside the said
Province; and
3. Assignment of permanent and additional PNP lawyers in the sense that the
PNP Abra are out-lawyered.
4. Strongly recommend approval.
