A copy of the operational plan was submitted as an ARMS Support Document. |A briefing was held on site at the North Dunedin Baptist Church, located at K-Mart at 26996 US 19 North in Clearwater. Following the briefing, the listed PCSO members completed their designated set-up assignments to establish an appropriate traffic pattern for motorists encountering this detail. Upon completion of the checkpoint set-up, Deputy Anderson was assigned to drive through the checkpoint, recording the checkpoint traffic pattern with his in car video system. Upon completion, Deputy Anderson surrendered the tape to me, which | later submitted to Property. |At 0030 hours, at the direction of the checkpoint commander, Sgt. Nalven, the checkpoint operation commenced. Every third vehicle travelling eastbound on SR 580 was diverted into the sobri .ckpoint per the established checkpoint plan. Deputy Euler utilized a handheld counter to record each vehicle he directed into the checkpoint for a driver assessment. During the checkpoint detail, | utilized a certified stopwatch approximately once an hour to record the average intrusion {time for non-impaired motorist to pass through the checkpoint for driver assessment. Upon completion of the checkpoint detail, the average intrusion time was determined to be 1 minute, 27 seconds. Upon conclusion of the detail at 0330 hours, | obtained the following data regarding checkpoint activity: IVehicles driven through the checkpoint eastbound on SR 580: 378; vehicles diverted for driver assessment: 126; citations issued: 23; persons arrested: 14; criminal charges included: DUI 7, DWLSIR 7, Felony Warrants 2, Minors in Possession of Alcohol 2, Felony Fleeing & Eluding 1, Possession of Marijuana 1, Resisting Arrest without Violence 1, Felony Possession of Controlled Substance 1, and .02 Violations 1.
