State and District Boundary Changes in India:


1961-2001

Abstract
For a large variety of data recorded by the Census of India, such as those
on language, age structure, religion, and on individual Scheduled Castes and
Tribes, the district is the lowest level of aggregation at which these data are
published. Between 1961, when the first comprehensive census of independent India was conducted, and the Census of 2001, which is the last census
for which complete data have been published, the number of districts in
India increased from 339 to 593. In this paper we describe these boundary changes, and construct a set of 232 regions with consistent boundaries
between 19612001, that span the entire country. Our methodology permits
a careful construction of district-level panels between any two census years
in this period, using the detailed tables provided.

Introduction

The first comprehensive census in India was conducted in 1961. There is some
useful information on demographics and village amenities published at the level of
urban wards and villages, but the district is the lowest level for most of the other
data collected, such as language, age structure, religion and caste. Our attempts
to use these data over multiple years has necessitated a matching of boundaries
across census years. There were 339 districts in 1961 and this number went up to
593 in 2001. In this paper we describe these boundary changes and also construct a
set of consistent regions for each of the census years. By these we mean a collection
of districts such that all data from all subsequent censuses can be aggregated to
this level. There were 232 such regions for the 1961-2001 period.
In previous work (Kumar and Somanathan, 2009), we documented changes in
jurisdictional boundaries at the district level, between 1971 and 2001. Our analysis was based on detailed information on boundary changes and the population
numbers aected by them, recorded in the General Population Tables (Part II-A)
in successive waves of the Census of India. Earlier attempts at tracking district boundaries were largely based on visual comparisons of administrative maps,
such as those produced in the Indian Administrative Atlas (Government of India, 2004). These methods are necessarily somewhat crude, and tend to ignore
changes involving small regions. Our methodology permits a careful construction
of district-level panels comprising of geographical units with consistent boundaries
between any two census years.
The purpose of this paper is to extend the previous work by another decade, to
1961. We combine data obtained from the General Population Tables published as
part of the Census of 1971 (Government of India, 1975) with previously collected
data from Census 1981-2001, to map boundary changes for the entire period from
1961-2001.1
In section 2 below, we first summarise the state-level changes in boundaries, nomenclature and administrative status over this period. Many of these changes
occurred in the 1960s and early 1970s, occasioned by the reorganization of the
state of Punjab in 1966 and the reorganization of north-eastern parts of the country in 1971. Another slew of changes followed in the year 2000, with the bifurcation
of the states of Bihar, Madhya Pradesh and Uttar Pradesh.
Section 3 summarises changes in district-level boundaries. These changes are
extensively documented in Tables 1 8 at the end of the paper; these tables
follow exactly the pattern of those published earlier in Kumar and Somanathan
(2009) for 1971-2001. Our discussion in section 3 concentrates on the 1961-71
period that we are newly considering.
Section 4 concludes this short paper on an upbeat note: our work indicates that
district-level panels for the entire period of 1961-2001 can be constructed using as

many as 235 regions with consistent boundaries,2 spanning the entire country. We
hope this will encourage researchers to make more extensive use of disaggregated
Indian census data in their work.

State-level Boundary Changes

The forty year period covered by our analysis witnessed several significant alterations in the administrative boundaries of the Indian states and union territories,
in their status as states or union territories, and in their nomenclature. We summarise these changes below. Details of the population transfers involved in these
boundary changes can be found in the tables at the end.

2.1

State reorganization and creation of new states

During the decade of 1961-71, two regions of India saw a significant reorganization
of state boundaries. Under the Punjab Reorganization Act, 1966, a new state of
Haryana and a union territory of Chandigarh were created from portions of the
existing state of Punjab. In addition, a portion of Punjab was merged with the
existing union territory of Himachal Pradesh, which was then upgraded to the
status of a state under the provisions of the State of Himachal Pradesh Act, 1970
(Government of India, 1975, p. 40).
The north-eastern parts of India also saw substantial boundary changes in this
period. A new state of Meghalaya was created from portions of the existing state
of Assam, by virtue of the Assam Reorganization (Meghalaya) Act 1969, and then
had its boundaries further modified by the North-Eastern Areas (Reorganization)
Act, 1971. The latter Act also created a new union territory of Mizoram on 21
January 1972, comprising the earlier Mizo district of Assam (ibid., pp. 3940).
In our tables, we follow the census convention of treating Mizoram as a separate
entity only from the Census of 1981, while Meghalaya is treated as a state starting
with the Census of 1971.
The union territory of Goa, Daman and Diu was partitioned into the state of
Goa, and the union territory of Daman and Diu vide the Goa, Daman and Diu
Reorganization Act, 1987 (Government of India, 1994, p. 160).
Finally, three new states were created in the year 2000. The state of Chhattisgarh
was created by partitioning the existing state of Madhya Pradesh in November
2000, vide the Madhya Pradesh Reorganization Act, 2000 (No. 28 of 2000). The
state of Uttaranchal was carved out from Uttar Pradesh in November 2000, by the
Uttar Pradesh Reorganization Act, 2000 (No. 29 of 2000). Similarly, the Bihar

Table 4 enumerates districts with unchanged boundaries over this period, Table 5 lists Census
2001 districts that were partitions of Census 1961 districts, and Table 8 constructs composite
regions with consistent boundaries from the remainder. Together, these comprise the 232 regions
with consistent boundaries that can be tracked between 1961 and 2001.

Reorganization Act, 2000 (No. 30 of 2000) bifurcated the existing state into Bihar
and Jharkhand (Government of India, 2005, pp. 148, 151 & 161).

2.2

Smaller adjustments in state boundaries

In addition to the re-organization of states discussed above, there have also been a
few instances when small territories have been transfered across state boundaries.
In the intercensal decade of 1961-71, following the Bihar-Uttar Pradesh (Alteration
of Boundaries) Act 1968, 99 villages were transfered from the district of Shahabad
in Bihar to Ballia in Uttar Pradesh, while 44 villages were transfered from Ballia to
the districts of Shahabad and Saran in Bihar. These transfers were small relative
to the states involved: the net change involved a population transfer of 8,153
persons from Bihar to Uttar Pradesh, which constituted less than 0.02% of either
states population (Government of India, 1975, p. 136).3
Similarly in 1983, there was a small transfer involving 18 villages with a population
of 490 persons and an area of 27.19 sq. km, from Faridabad district of Haryana
to Ghaziabad and Bulandshahr districts of Uttar Pradesh, vide Government Notification No. GSR-702E. (Government of India, 1994, p. 157)

2.3

Changes in nomenclature and status

The state of Madras was renamed to Tamil Nadu by the Madras State (Alteration
of Name) Act, 1968. The state of Mysore was renamed as Karnataka by the
Mysore State (Alteration of Name) Act, 1973. Similarly, the name of the union
territory of Laccadive, Minicoy and Amindivi Islands was changed to Lakshadweep
by the Laccadive, Minicoy and Amindivi Islands (Alteration of Name) Act, 1973
(Government of India, 1975, p. 41). Nonetheless, the old name was retained in
the Census documents for 1971, and only changed from the 1981 wave onwards.
At the time of the Census of 1961, the North East Frontier Agency was administered directly by the President of India through the Governor of Assam, and is
thus listed separately from Assam in the census documents. The North-Eastern
Areas (Reorganization) Act, 1971 led to this region being renamed as Arunachal
Pradesh in 1972, with the status of a union territory. It is listed as such in the
Census 1971 volumes. Arunachal Pradesh as well as Mizoram later acquired statehood in February 1987.
Several other changes of status also occurred in the 1960s and early 1970s in the
north-eastern parts of the country. Manipur and Tripura, earlier union territories,
acquired statehood in January 1972, vide the North-Eastern Areas (Reorganization) Act, 1971. They are treated as states from the Census 1971 publications
onwards. Nagaland started operating as a state with eect from December 1963,

though its area had been notified by the Nagaland (Transitional provision) Regulation, 1961. Census documents treat it as a union territory in 1961, and as a
state in the following years.
Sikkim became a full state of the Indian union according to the Constitution
(Thirty-sixth Amendment) Act, 1975. Its census however was being conducted by
India in previous waves as well. It is counted as a union territory in Census 1961
documents, and as a state thereafter (Government of India, 1975, pp. 4041).
The union territory of Delhi was renamed as the National Capital Territory of
Delhi by the Constitution (Sixty-ninth Amendment) Act, 1991. Though now
endowed with a legislative assembly unlike other union territories, it continues to
be listed as a union territory in Census documents.

District-level Boundary Changes

Tables 1 through 6d describe the way district jurisdictions were altered between
1961 and 2001.4 In this section, we focus our attention on changes in the 1961-71
decade.
As reported in Table 1, India consisted of 339 districts at the time of Census 1961.5
In contrast to the many inter-state boundary changes over the coming decade,
there were relatively few jurisdictional changes that altered district boundaries
between 196171. By 1971, the number of districts had increased by only 5% to
356, which was to be the slowest decadal increase for the coming forty years. On
the other hand, an unusually small fraction of the aected districts were cleanly
partitioned: of the 105 districts in Census 1971 that had witnessed boundary
changes in the preceding decade, only 20 were partitions of 1961 districts.6
How do the district-level boundary changes of 1961-71 aect our ability to make
long district-level panels?
To answer this question, we first compare Table 4 below with the equivalent table
in Kumar and Somanathan (2009). These tables list the districts that were unaected by boundary changes in 19612001 and 19712001, respectively. We find
that in Dadra and Nagar Haveli, Daman and Diu, Karnataka, Kerala, Lakshadweep, Madhya Pradesh, Orissa, Pondicherry, Punjab, Rajasthan and Uttaranchal,

extending the panel back by another decade does not alter the number of unchanged districts, while in other states and union territories, the number of such
districts reduces. The greatest loss is in Andhra Pradesh, which has 13 unchanged
districts between 19712001, but only 8 such districts between 19612001.
Construction of long district-level panels is also straightforward for districts that
are cleanly partitioned over the entire time-period. We now compare Table 5
below with the equivalent table in Kumar and Somanathan (2009). In Andaman
and Nicobar Islands, Arunachal Pradesh, Chhattisgarh, Delhi, Goa, Jharkhand,
Madhya Pradesh, Meghalaya, Mizoram, Rajasthan and West Bengal, extending
the panel by an additional decade does not alter the number of Census 2001
districts that were partitions of the initial year. In Assam and Gujarat, the number
of partitions actually increases because some districts that were unchanged in
19712001, were partitions of 1961 districts. In other states, most notably Orissa,
the number of cleanly partitioned districts falls.
As in Kumar and Somanathan (ibid.), for districts that were neither unchanged
nor only partitioned over the entire period, we construct composite regions that
do not experience inter-regional transfers between 1961 and 2001. This is done
by putting each parent district into the same region as all its child districts. We
enumerate these regions along with their constituent districts in Table 8.7
Finally, Table 7 summarises the number of geographical regions with consistent
boundaries, that can be constructed between a given census year and 2001. This
includes unchanged districts, partitions, as well as the composite regions described
in Table 8. If we were to start with district-level census data, this table thus tells us
the number of geographical units that a panel could have, between a given census
year and 2001. As we had seen in Tables 1 and 2, there were comparatively few
district-level boundary changes in 1961-71. Accordingly, in Table 7 we find that
extending a panel from 2001 to 1961, instead of just to 1971, causes a relatively
small loss in the number of geographical units that our panel may have: 232
instead of 271, a reduction of approximately 14%.

Conclusions

In this paper, we built upon previous work in Kumar and Somanathan (ibid.) to
track district and state-level boundary changes from the Census of 1961 till 2001.
Our findings are encouraging for those interested in constructing long panels of
district-level data. In particular, while there were a large number of changes in the
boundaries of the Indian states in the 1960s and early 1970s, the administrative
boundaries of districts were relatively undisturbed in this period.
The 593 districts that comprised the country at the time of the Census of 2001 can

be organised into 414 regions with consistent boundaries between 1991 and 2001,
336 such regions between 1981 and 2001, 271 regions between 1971 and 2001, and
232 regions between 1961 and 2001.
At the time of writing, the General Population Tables on which our analysis relies,
have not been published for the Census of 2011. We hope to incorporate these
changes once these are available.
