PURPOSE
The purpose of this procedure is to establish methods to validate inspection,
measurement and test equipment used in ESCL operations in order to provide
confidence in the data generated by the inspection, measurement and test process
and ensure the equipment is properly identified and maintained.

2.0

SCOPE
This procedure is applicable to all inspection, measurement and test equipment used
by ESCL in the production of Egba Split-Clamps and provision of pipeline clamping
services.

4.0

TERMS AND DEFINITIONS


The following terms and definitions and the ones given in ESCL Quality Manual and
NIS ISO 9000:2005 apply.

4.1

ESCL: Egba Split-Clamps Limited.

4.2

ISO: International Organization for Standardization

4.3 NIS: Nigerian Industrial Standard


4.4 Calibration: Comparism and adjustment to a standard of known accuracy.
5.0

RESPONSIBILITIES AND AUTHORITY


QHSE Manager or his designee: Maintains necessary records on measuring
equipment and initiate and monitor calibration or verification programme.

6.0

PROCEDURE

6.1

Appropriate inspection, measurement and test equipment needed for quality control
activities in ESCL processes are acquired.

Initial calibration prior to first use when required is undertaken in newly acquired
equipment in order to validate the required bias and precision. In some cases, the
equipment is procured along with required certificate of calibration that validates the
precision.

6.3

Periodic adjustment, repair and re-calibration are undertaken taking into consideration
the:
Manufacturers recommendation;
Criticality of measurement;
Method and extent of use;
Need to maintain the required accuracy in use; and
Contractual requirement of the customer exceeding established calibration routine.

6.4

Calibration or verification is performed by competent agencies using measurement


standards that are traceable to international or national standards, manufacturers
instruction or reference procedures as applicable.

6.5

Calibrated equipment is identified with a label indicating the company performing the
calibration, the date of calibration, and the due date of the next calibration.

6.6

Each calibration or verification exercise is accompanied by a certificate, which as a


minimum contains:
Issuing date and period of validity;
Equipment type or identification;
Name of calibrating company.

6.7

The valid calibration certificate is maintained. The invalid one when maintained is
marked For Reference Only.

6.8 Calibration Status log (Form 128) is maintained and updated for all calibrated equipment
to facilitate monitoring the calibration validity and status and contains the following
information as appropriate:
Equipment name or other identification;
Date of calibration;
Next calibration;
Calibrated by; and
Remark and signature.

6.9 Each inspection, measurement and test equipment is requested and used by personnel
having knowledge of the proper use. The user does not adjust permanent calibration
setting. Where possible, a seal or tamper resistant device is installed to prevent
access for unqualified or uncertified adjustment.
6.10

Each inspection, measurement and test equipment is carefully handled during use
and stored in a safe area to prevent damage or deterioration.

6.11

Inspection, measurement and test equipment found not to conform to requirements is


withdrawn from service and marked or tagged do not use. The equipment is repaired
or scrapped. Repaired equipment is re-calibrated to restore the calibration status.

6.12

In cases of calibrated equipment found not to conform to requirements, previous


results from such equipment are assessed for validity and noted. In critical cases, the
customer is informed.

6.13

Inspection, measurement and test equipment not in active use is not calibrated until
needed.

7.1

Calibration status record (Form 128).

7.2

Identification labels or records on calibrated equipment.

7.3

Calibration certificate.
