Financial Management and Audit Consultant (shortterm)

Program Overview

USAID Uganda Strengthening Decentralization for


Sustainability (SDS) is a USAID-funded program
aiming at improving the results and sustainability of
decentralized service delivery, with initial emphasis
on HIV/AIDS services at local government levels in
Uganda through four objectives; (1) to strengthen
coordination of activities at the district and subcounty level; (2) to improve district management of
resources and programs; (3) to provide financial
support through grants to local governments for
better service delivery; and (4) to institute and
support innovative approaches to sustain social
sector service delivery.
SDS is being implemented by Cardno Emerging
Markets USA, Ltd. (Cardno) along with other
international and local partner organizations.
Embodied in these objectives is an innovative design,
including facilitating district coordination of donor
interventions, providing technical assistance (TA) to
local governments to effectively identify and manage
interventions, and a three-tiered performance-based
grants scheme that supports coordination and
implementation of activities as well as district
innovations in service delivery
In a bid to promote sustainability, SDS made the
strategic decision to create the Surge Consulting
Group (SCG).

General Responsibilities

Support SCG to develop appropriate financial


management and accounting policies and their
inherent tools, internal audit and procurement
systems, in order to ensure that SCG is compliant
with current finance and accounting practices for a
business
The consultant will also ensure that the firm has the
necessary tools to effectively track revenues and

expenditures in order to guide value for money


decision making by the Senior Management, and the
Business development team during bid development.

Specific Tasks,
Responsibilities proposed
man days

Develop fiduciary risk controls covering Board


members, clients, consultants and staff and
employees. (2 man days)

Develop guidelines for enforcement and


compliance of risk controls covering Board
members, clients, consultants and staff and
employees. (2 man days)

Develop Financial Management and Operations


policy, which will contain within it manuals for:

1. Financial Management and Accounting and


internal audit/compliance systems (6 man
days)
2. Procurement and disposal of assets (5 man
days)

Develop user friendly electronic financial


management, procurement and audit system
for SCG (3 man days)

Train identified relevant staff on the use of the


Financial management and operations manual
(2 man days)

Other duties as may be assigned by the


supervisor

All these will be developed in collaboration with the


collaboration with the SDS Sustainability team and
SCG directors.

Minimum Education
Requirement

ACCA certificate

CPA certificate

Relevant Masters degree in accounting,


financial management, business management

or related field.

Minimum Professional
Experience

Proven experience in the development of


financial management and operations policies
especially for profit making / income
generating institutions.

Proven experience in the use, training and


development of electronic financial
management systems.

Proven experience in development compliance


manuals for companies in the areas of audit,
procurement and risk management especially
for profit making companies, or ICT data
management systems

Excellent report development and presentation


skills.

Ability to solve problems creatively and


effectively

Up-to-date with the latest accounting


packages.
