Example:
Wardric is on Colby. Colby is a war torn world. Wardric intends to experiment with drugs and try for a

Because the world is war torn the DC drops to 4.
Because Wardrics proposition is extremely unfavorable the DC rises to 9.
Wardric decides to spend 600 credits to get both girls drunk. The DC drops to 8.

happens. He is also trying for group sex though, and this increases the DC to 11.
Wardric would then need to pass two consecutive tests for the event to happen. Otherwise, he gets
slapped and both girls walk away.
