INTRODUCTION
India is rapidly urbanizing. It is anticipated that about 213 million people will get added to Indian
towns and cities, as the total urban population of the country reaches 590 million by the year 2030.
Indian cities and towns are expected to account for nearly 70% of Indias GDP by 2030, creating
about 120 million jobs and driving a near four fold increase in average national income. Increasing
urbanization will also lead to growth in population of urban poor, expected to rise to 79 million from
the current level of 69 million.
This pace of rapid urbanization is likely to poor a significant managerial and policy challenge for
the Government, as demand of key services such as water, transportation, sewage treatment, low
income housing will increase five to seven fold in cities. This calls for a massive improvement in
provision of basic service, in terms of their coverage, effectiveness, efficiency, affordability and
sustainability.
With the importance of inclusive growth being understood, various Central and State Government
ministries, urban local bodies and planning department have indentified and assessed fundamental
requirement essential to foster inclusive urban development. The following strategic initiatives have

The last decade of economic performance of Gujarat has been consistently better than the national
average, and has positioned Gujarat as one of the most economically development states in India.
This upsurge in economic growth has also favored rapid urbanization in the state. As per Census
2011, urbanization in Gujarat stood at 42.6% as against a national average of 31.1%. Between 2001
and 2011, urban population of Gujarat grew to 25.7 million from 18.9 million, indicating growth of
36%.

Robust pace of urbanization has led to a substantial growth of urban households in Gujarat. In 2011,
total urban household in Gujarat stood at 5.4 million, almost double than that of 1991. Urban
households represented 46% of the household in 2011.
Going forward, the impact of urbanization in Gujarat will be much more prominent as compared to
any other state, on account of some major projects like the Delhi Mumbai Industrial Corridor and
Dholera Special Investment Region, which will create new integrated cities. As a consequence of
economic activities, it is expected that by 2030, 66% of Gujarats population will belong to
cities and towns.
Gujarat is committed to address growing urban infrastructure requirements and improving delivery
of services like water, sanitation, waste management, urban transport, and urban housing to
promote prosperity. Development of high priority infrastructure projects will be critical for Gujarat
to retain and enhance its comparative advantage. The state will improve the overall awareness of eGovernance among its citizens as well as its employees. More channels will be developed to provide
service and to improve the overall quality of services. To achieve these ambitions, the State has
mobilized investments in developing the necessary infrastructure, human capital and a robust
institutional framework for better supervision and service delivery. Gujarat also aims at becoming
a model state on all fronts of human development, with an aim of bringing an element of
sustainability and inclusiveness in its development agenda.
Keeping in view the rapid urbanization of the State and need for creating necessary infrastructure,
the State Government has introduced various landmark policies and schemes in which Mukhya
Mantri GRUH Yojana is a special scheme to provide Affordable Housing for weaker sections of
society and eanhancing the infrastructure of the cities of Gujarat state.

The State Government has facilitated construction of over 1,00,000 affordable households, under
various Central and state Government sponsored schemes.
Constrution of additional 50,000 afforadable households is under various stages of implementation.
To accord special emphasis on enhancing housing stock for EWS/LIG categories, and to promote
private sector participation in construction of afforadble housing, the state Government has
introcduced Mukhya Mantri GRUH Yojana in 2013. This policy is targeted at creation of
slum free cites through creation of affordable housing units. Innovative models targeted at
private sector participation, as well as utilization of new and cost effective technology solution have
been considered as a part of this policy.
The state Government has established basic definitions for afforadable housing as indicated in the
table below :

The policies introduce by the state Government are aimed at providing better standard of living to
all sections of the society by coordinating and intergrating various programmes undertaken by
different Departments. Salient features fo these policies are listed below:

Design & Drawing for the scheme are carried out as per local authority norms and standard practice of Gujarat
State government, IS Code/standard and NBC. Appropriate earthquake zone 3 is adopted.

Design Parameters
Materials of Construction
Concrete
The minimum Grade of Concrete in all RCC structural members shall be M: 20. For Columns M: 25 grade
concrete will be used, wherever required. Concrete of Grade M: 10 shall be used in filling, plum concrete,
leveling courses and other non-structural items.
Density of reinforced concrete is assumed as 25 KN/cum
Water cement ratio shall not be more than 0.45. Minimum cement content shall conform to IS 456:2000
provisions for durability and strength criteria.

Ordinary Portland cement of minimum grade 53 confirming to IS 8112 and IS 12269 is specified for concrete
grades ranging from M: 15 to M: 40.
Aggregates:
The sizes of coarse aggregates conform to IS 383. Nominal maximum size of coarse aggregate is 20 mm,
suitably graded as per the requirement of mix design. The fine aggregates conform to the specifications of IS
515.
Water:
Mixing Water shall conform to IS 456: 2000.
Reinforcement
High yield strength deformed bars conforming to IS 1786.

The following are the imposed gravity loads should be adopted in addition to the self-weight and floor finishes.
In addition to this, elevator load shall be adopted as per data available from respective vendors.
(Self-weight of slab / beam / columns will be as per the dimensions adopted in the respective drawings. Floor

The Design Base Shear is given by b
Sa / g is the normalized Response Spectrum value for the structure which is the function of the
fundamental time period of vibration of the structure and the type of the founding soil.
W is the Seismic Weight of the building, which will be calculated in accordance with the relevant clause in
the IS1893: 2002.
Since the structure is a R.C.C. structure, a damping value of 5% will be considered.
Model analysis / Space frame analysis of the structure will be carried out using Response Spectrum method.

After designing the frame column-beam, shear walls and foundation by limit state theory as per IS: 456:2000,
all details of longitudinal steel, overlaps, shear capacities, confining reinforcement requirements, stirrups and
ties etc. shall be worked out using the provisions of IS: 13920-1993. The drawings should clearly show all the
adopted details.
Materials of construction will be predominantly concrete with consideration for strength and durability. The
minimum grade of concrete is suggested as M: 25. For the design of columns, concrete of grade M: 35 and
M: 30 are recommended as per optimized design requirement.
High Yield Strength Deformed bars conforming to IS: 1786.
Designs of structural steel members are made using elastic method as per IS: 800 with relevant allowable
stresses.
