The Springbank Tigers were not about to give
Buninyong their first premiership in 14 years; instead
the Tigers came out roaring and won the Senior
football match by 29 points, their second grand final
in as many years.
Best on Ground was awarded to Paul McMahon for
his performance, booting six goals and keeping the
Buninyong backline frustrated.
Buninyong only lost one match for the 2016 home and
away season and that was at the hands of Springbank,
unfortunately that statistic is now two losses.
Springbank 16.12 (108) def Buninyong 11.13 (79)
Both clubs also matched up in the Reserves football
final with Springbank dominating to take the 2016
flag. The Tigers advanced in the Preliminary Final
with a one-point victory over Bungaree.
The grand final match was a tight contest for the first
three quarters with Buninyong only able to kick three
solitary points in the last, to Springbanks two goals
three points. Matthew Lakey was top goal scorer with
three majors.

The netball was a different story for the Tigers
with the B and A Grade girls failing to get a shield.
The last quarter in both Grades were thrilling
with Springbank going into the fourth term with a
four goal lead against reigning premiers Skipton.
However, the Emus overturned the centre passes
on numerous occasions to take the game by just two
goals at the final whistle.
Skipton 60 defeated Springbank 58.
Learmonth took control in the B Grade with a burst
of goals in the last that the defending Tigers could not
recover from. Learmonth 50 defeated Springbank 36.
The 17&Under Bungaree girls made it seven
premierships on the trot with a convincing win over
close rivals Dunnstown. The score does not have a
bearing on the play and despite the Towners losing in
this game and the C Grade to Bungaree, their defence
and attack never gave up and applied the pressure
throughout the match to the final whistle.

Who dunnit
investigation concludes

Former Mayor Pat Griffin was one subject of a Local Government Inspectorate
investigation, the Moorabool News can
reveal but at least one current councillor has also been implicated.
The Inspectorate announced last week
that it had conducted two investigations; however, the Inspectorate took
more than three years to conclude the
investigation and in Mr Griffins case,a
12-month statute of limitations means
that no action can be taken against him.
The first complaint alleged a release
of confidential information relating to
Councils review of Family DayCare.
The second complaint concerned the
release of confidential information
regarding Taverner Street (Siberia
Land)in Bacchus Marsh.
No current councillor admits to being part of either of the investigations,
and Moorabool Shire Council released
a statement that declined to name any
councillors involved.
The inspectorate conducted a thorough investigation of the allegations,
which included the voluntary interview of all Councillors and relevant
witnesses, said a letter sent by the Inspectorate to all councillors.
The inspectorate obtained and analysed relevant documentary evidence,
including logs of access to the secure
website, international travel movement
records and subscriber information for
identified IP addresses. An expert witness report regarding the secure website was also sought.
A secure website (server) contains confidential ratepayer information, tender
documents, hardship cases of residents
and potential purchases of sales.
It was as a result of these investigations that the inspectorate interviewed
a former councillor who was identified
as the subject of the case.
The former councillor was interviewed in relation to misusing his position as a former Councillor, making
improper use of information acquired
as a result of being a councillor and
accessing data without authorisation,
the Inspectorate wrote.
The inspectorate established that the
former council repeatedly and knowingly accessed councils secure website

without authorisation, the Inspectorate wrote.


Mr Griffin said he voluntarily fully
subjected himself to interview by the
Inspectorate and answered all their
questions truthfully to the limit of my
memory.
I reject their claims that I acted without authorisation, or that it was me
that released any confidential information to the public, Mr Griffin told the
Moorabool News.
I have offered to the Inspectorate to
repeat all my evidence under oath, and
request that others do the same.
Mr Griffin said that he has always
been concerned about the provisions
of the Local Government Act regarding
confidentiality being used to prevent
openness and transparency, as good
democratic government requires.
In particular over the Family Day
Care issue, which should have been
openly discussed in the Community
so that all Parties had a fair and reasonable opportunity to have input, Mr
Griffin said.
The Inspectorate did however indicate
that the subject of the case, who the
Moorabool News identified as Mr Griffin, alleged the involvement of a current councillor.
The former councillor made admissions against his interest that he knowingly accessed the secure website. The
former councillor alleged that his access was authorised by a current councillor but the allegations were directly
contradicted by credible evidence, the
Inspectorate wrote.
But despite the inspectorates findings
of guilt, no charges will be laid.
The inspectorate sought legal advice
on the prospect of conviction for an offence of misuse of position contrary to
section 76D of the Act and a summary
offence of unauthorised access to restricted data under section 247G of the
Crimes Act.
As the inspectorate is unable to quantify to the criminal standard of proof
the advantage sought to be gained by
the former councillor (for himself or for
the community consortium of which he
is the co-Chair) or to the detriment to
council, the inspectorate is not able to
proceed to prosecute the former councillor for misuse of position.

Mr Griffin added that he is not prepared to make any further comments


until after the council elections eluding to naming any current councillors
who may have been involved.
as I do not want to prejudice anyones attempt to get re-elected.
Mr Griffin confirmed he would not be
a candidate in the upcoming Council
elections.
The Moorabool News approached Mr
Griffin after viewing the letter sent
to councillors, that stated the former
councillor involved was co-chair of a
community consortium.
Mr Griffin was the co-chair of the
Bacchus Marsh Aquatic Centre Consortium at the time of the alleged confidentiality breaches; the other co-chair
was not a former councillor.
The Moorabool News also contacted
all of the former councillors who each
stated they had not been the subject of
the investigation; former councillor Michael Tudball, now CEO of the Southern Grampians Shire Council, added it
was unfair for the former councillors
to have suspicion cast upon them just
because the Inspectorate would not release the name.
By not naming the perpetrator the
Inspectorate have cast doubt on me and
others. It is a slur on all former councillors; I am not happy, Mr Tudball said.
While the Inspectorate refused to
name names, it did however pass a
character judgement.
While the inspectorate is unable to
proceed to prosecute the former councillor, the conduct of the former councillor cannot be considered right or in
keeping with the communitys expectations. Serious releases of confidential
information occurred following access
by the former councillor to the secure
website.
Councillors and council staff were
concerned that information was being leaked from inside council, which
affected council business, its working
relationships and led to significant
distress.
The investigation by the Inspectorate
was instigated under the auspice of
then Mayor Paul Tatchell, after being
alerted to several breaches by CEO Rob
Croxford.

Brenda Leeding has put


her fingers to work to help
celebrate the 150th birthday
of St Pauls Uniting Church.
The Ballan resident created
and gifted a quilted wall
hanging, which depicts one
of the church buildings inner stained glass windows.
It was about getting involved in the community,
more than anything, Ms
Leeding said.
I went to Sunday School in
the 1970s and I was married
here in 1983 by Reverend
Eric Gronow, so it seemed
only appropriate for me to
make something for the
150th anniversary.
Held on Sunday May
29, the sesquicentennial
birthday celebrations saw
a number of past and present congregation members
gather together for a service
conducted by Reverend
Jenny Hayes.
The Ballan Historical Society provided a display of
the early days of the church
and the Moorabool Light
Orchestra concluded the
days celebration with a
performance at the Ballan

Farmer allowed
to build

Its been a bitter dispute, but
Moorabool Shire Council
has decided to grant a permit for a farmer to build a
house on his land.
The home will allow three
generations of Frawley farmers to continue to live and
work on the original 30-acre
property the applicants father bought on the northern
side of Mt Warrenheip.
The dispute centres around
the applicants request to
build on his property on
Mahars Rd, Leigh Creek,
and objector Keith Parry.
Moorabool Shire Council
initially granted a permit,
but the decision was overturned by the Victorian Civil
and Administrative Tribunal last year.
The VCAT decision noted
that the dwelling, a threebedroom house, and shed,
would take up 8.5 per cent of
the total land parcel asignificant loss of agricultural
farmland.
However, the latest application sought to consolidate

five land parcels, for a total


area of 24 acres, with the
buildings equating to a total
of 4.05 per cent of the total
land.
A report prepared on the
matter by council officers
recommended that the permit be granted, and the matter came before the September 7 council meeting, with
West Ward Councillor Tom
Sullivan leaving the meeting
during the item, having declared a conflict of interest as
he had worked for one of the
parties involved.
At the meeting, Mr Frawley
spoke but was warnedto be
careful of what he said, after mentioning the word
blackmail.
Mr Frawley told the meeting
that Mr Parry had offered to
withdraw his objection to
the permit application if he
sold adjoining land to Mr
Parry for $10,000 per acre.
Cr Toohey asked Mr Parry
if he had offered to buy some
of Mr Frawleys property.

Cr Toohey noted that a local real estate agent valued
the land at approximately
$15,000 per acre.
Even the use of the farm
was controversial it is
proposed to house 23 calving heifers to be sold in sixmonth breeding cycles, but
Mr Parry suggested that the
practice would be unusual
farming and that Mr Frawley had a lack of knowledge
of breeding cattle.
Mr Frawley advocated for
his permit.
I hope council can support
this, my family has owned
this block for 83 years; he has
been there, Parry, for four or
five years, Mr Frawley told
the meeting.
Central Ward Councillor
Paul Tatchell spoke against
granting the permit, noting that it will likely end up
before VCAT again and become a burden on ratepayers
with the cost of defending it.
The vote saw the motion to
approve the permit passed.

Youth space a big if

Snow White, Bob the Builder, the Cheshire


Cat and Tweedle Dee were just some of the
famous characters to grace the main street of
Bacchus Marsh last week.
They joined more than 1500 children on
Thursday (September 8) at the tenth annual
Moorabool Shire Literacy Trail.
The well-known faces were actually local
councillors and council staff, who dressed
up as their favourite story-book characters.
28 Kindergartens, schools and childcare
centres took part in the fun-filled event,
which included puppet and magic shows, a
Mad Hatter Tea Party, live sing-a-longs and
story time.
Moorabool Shire mayor Allan Comrie,
who donned a Bob the Builder costume,
said it was great to see so many kids getting
involved.
To see more than a thousand kids here is

great, he said.
No matter what you do in life reading,
writing and counting is very important.
Western Bulldogs Ruckman Will Minson
made a return appearance for the fourth
consecutive year, reminding children that
literacy is significant even in sport.
Its important to learn how to spell and
count because in football, or any other sport,
reading the score is very important so that
you know whether you are in front or behind, he said to an enthusiastic crowd of
kids.
The award-winning street event also welcomed a fire-juggling bullfighter, giant teddy
bears on stilts and story-tellers and readers,
who peppered the streets with books both
old and new.
The Moorabool Shire Literacy Trail is part of
the State Governments Best Start Program
a partnership of local organisations including health, welfare and education services.

A youth space is unlikely to


be created in Moorabool for
many years, with plenty of
if hurdles to overcome.
Councillors voted at the September council meeting to
endorse the results of a youth
space feasibility study and
the matter was referred to the
2017-18 budget process.
If incorporated within the
budget, thenthe master plan
for a youth space at Bacchus
Marshs Andy Arnold Centre
will be prepared.
General Manager Danny
Colgan said after the master
plan comes funding applications to be prepared along
with concept designs, and is
critical for the youth space to
progress.
We dont know what the
future funding regime will
be either.
The study found that a space
in the west of the shire would
not be viable, and also recommended that youth services
form part of a community
hub.
The master plan would identify options to obtain funding for a space, as well as
concept designs.
Around 20 young people
attended the meeting, with
many speaking in favour of
the motion.
Anthony Pearce, from Federation University operating
out of The Laurels in Bacchus Marsh, also spoke at
the meeting, saying he has
worked with disengaged
youth for some time.
He noted that youth services
are restricted to Ballarat and
Melbourne applauding
council for considering a
youth space a positive communication facility for young
people.

engage, Mr Pearce told the


meeting.
Leading Senior Constable
James Ross told the meeting
that Moorabool has a significant population of young
people, partly because a lot of
developments are now marketed towards families.
He said the master plan
should start small, and gradually build up services, with
a potential refurbishment of
an existing site such as the
Andy Arnold Centre costing
around $1 million.
I wouldnt ask for council
to build the Taj Mahal I
think $1 million is a small
investment for the thousands of young people in our
community.
As a ratepayer I would have
rather seen the $200,000 for
a toilet facility go to a youth
space, Snr Constable Ross
said.
West Ward Councillor Tom
Sullivan said that $1 million
is not a small investment.
Debate turned fiery when
East Ward Councillor Tonia
Dudzik amended the motion
for the master plan to specifically be established at the
Andy Arnold Centre.
If this goes forward we are
locking ourselves into a site,
and it may not be the best
one, Cr Sullivanargued.
Cr Toohey said there are
already facilities ready to go
which should be used instead of spending time on a
master plan and money on
refurbishing a site.
Every teenager in this room
will be in their 20s when this
is done, Cr Toohey told the
meeting.
He advocated for the Bacchus Marsh Hall to be used
as a youth space as it is
under-utilised.

of the Hall and become community leaders, Cr Toohey
urged.

- then it is still a long road

to much broader funding

My concern is if you talk
about the master plan at one
site then you restrict it to one
place are we doing this
wrong?
I was with this until we
named the place this was
for a master plan only now
it is about where it is going to
go. Lets bring back the plan,
take those words out, and get
it started lets put this back
the way it started, lets fix the
bloody thing.
Cr Tatchell also proposed a
multi-functional Maddingley Hub, very similar to the
Darley Civic and Early Years
Hub.
Is this feasible?

more readily available, not
so much for a youth service
facility.
Councillors Dudzik, Comrie, and Edwards voted in
favour of the motion to Refer
the preparation of a master plan
for the Andy Arnold/Rotary
Park Precinct to the 2017/2018
budget process; councillors
Sullivan, Tatchell and Toohey
voted against.
The vote was passed with
Mayor Comrie casting the
deciding vote.
Cr Spain was an apology for
the meeting.

Dangerous road curbed

A deadly Rowsley intersection has


received a much needed upgrade.
The intersection of Bacchus MarshBalliang Road and Glenmore Road was
one of 138 black spots across Victoria
to receiving funding in the Federal
Governments Black Spot Program.
Moorabool
Shire
Council
Infrastructure general manager, Phil
Jeffrey said the intersection had a long
history of serious traffic accidents.
In the last five years alone, there has
been one fatality and one serious injury
accident that qualified the site for the
Federal Blackspot Program, he said.
Council successfully applied for
$1.28-million in funding to convert
the staggered T-configuration to a
roundabout. The project includes
lowering the speed limit on approaches
to the intersection to 80km/hr, and its
completion will provide a much safer
road network for road users.
The upgrade also included clearing
and grubbing, earthworks, kerb and

Doctors go to schools
Bacchus Marsh College assistant principal, Paul Rose
said the Doctors in Secondary School Program would
provide the school with a
focus on adolescent health.
He said the project would
be available to all enrolled
students, subject to parent consent, with no out of
pocket expenses.
Students out of school
for less time to see a doctor
means more time in class for
learning, he said.
Parents and the BMC staff
can cooperate in identifying
health issues early rather

than waiting until they become more serious. The need


for consent will build the
parent-BMC partnership.
The Doctors in Secondary School Program will be
rolled out around the state
from term one, 2017.

The Andrews Labor Government provided $43.8 million for Doctors in Secondary Schools in the 2016/17
Victorian Budget, including

The monetary cost of the


devastating bushfire at
Scotsburn in December last
year has been revealed as
$889,000.
The dollar amount was
revealed at the September 7 council meeting, as
part of councils financial
statements.
The state government is set

keep the doctors away from
Bacchus Marsh College.
The secondary school is
among 100 schools across
Victoria to take part in a nation first program that will
see local doctors visit the
campus on a weekly basis.
Premier Daniel Andrews
and Minister for Education
James Merlino announced
the Doctors in Secondary
School Program on Thursday September 1.
Participating schools will
partner with local doctors,

who will provide students


with referrals to specialists
and the help they need to
avoid health issues affecting
their studies.
Having doctors in schools
will give students reliable
healthcare, reduce the pressure on working parents and
GPs and help young people
identify and address their
health concerns early, Mr
Merlino said.
Half of the schools participating in the program
are located in regional Victoria, where families often
face barriers to accessing
healthcare.

season begins

No return on
litter bugs

The Moorabool Environment Group are pushing for
a container deposit scheme
to be re-introduced in Victoria to help reduce the issue of
road side litter.
MEG member, Jeremy Maddox said the scheme offered
people a cash reward for the
return of cans and empty
bottles.
When you buy a take away
drink, the scheme would offer a 10-cent deposit, which
is refundable when the can
or bottle is returned, he
said.
Of course there will still
be people who choose to
throw their bottle out of
the window, but the benefit
of the scheme is that community groups will have an
incentive to clean up the bottles and receive the money
themselves. Scout groups,
for example, could raise a
lot of money and the flowon effect would be a lot less
litter.
The
container
deposit
scheme (CDS) was first introduced in South Australia
in 1975.
Mr Maddox said a shortlived scheme was also evident in Victoria before being
quashed.
In recent months, New
South Wales have announced plans to start a
scheme in 2017, with Queensland and Western Australia
to follow in 2017-18.
This means that Victoria
will be the only mainland
state, besides Tasmania, to
not implement the scheme
throughout our state, Mr

Maddox said.
Road side litter is conspicuously a major problem
in this Shire. Wherever one
goes, whether its in town or
in the country, one encounters a great deal of litter, a lot
of which is aluminum cans
and glass and plastic bottles,
and all of which is controllable through a CDS.
In February 2015, previous
Environment Minister Lisa
Neville publicly voiced her
unfavorable opinion on the
CDS stating that Victorias
current recycling programs
were good enough.
Minister Neville has routinely brushed off calls for
a CDS on the improbable
ground that Victoria is less
littered than other states,
Ms Nevilles defence has
been that a CDS would make
kerbside recycling less viable. That no longer holds water, because while the Minister has stalled on the issue,
the other Eastern states have
accepted the need for a CDS
as the most attractive solution, Mr Maddox said.
Even Coca-Cola Amatil
has reportedly assented to
the New South Wales proposals, describing them
as low cost, efficient and
effective.
Whilst the responsibility
of implementing a CDS lies
with the state government,
Moorabool Shire Mayor Allan Comrie said re-introducing the scheme would be a
great idea.
When it was used in Victoria years ago it worked really well, so I cant see why
it cant be used again. You
see rubbish lying around

the streets every day, there


are bottles and cans all over
the place. The scheme would
allow kids to take them back
and get money in return, its
a good incentive and would
save all that rubbish lying
around on the streets.
A spokesperson for the
current Minister for Environment, Lily DAmbrosio
said despite the recent shuffle in ministerial portfolios,
the governments position
remained the same on litter
prevention.
The Keep Australia Beautiful Index recently found that
Victoria had the lowest litter
count in the country for the
fifth year in a row. Victoria
recorded a 27 per cent reduction in litter items over the
past year and is 47 per cent
below the national average,
they said.
While we are always looking at ways to improve and
we will continue to monitor
a CDS in other states, information we have shows a
CDS would increase costs to
Victorians well beyond the
benefit to the environment.
In addition, our successful
kerbside collection services
in Victoria could be made
less viable if a CDS was introduced. We want to help
local communities further
reduce litter and were investing $32 million in waste
management over the next
four years including the
Litter Innovation Fund that
helps local government, industry, community groups
and land managers reduce
litter in new and innovative
ways.

Spring may bring us warmer nights, sunnier


days, and blooming flowers but it also
welcomes dangerous, swooping birds.
Australian Magpies and Masked Lapwings
are known to swoop cyclists, pedestrians
and dog walkers if they perceive a potential
threat to their eggs and young.
In order for the community to be aware
of swooping hotspots, local residents are
encouraged to notify others of potential
hazards.
Minister for Environment, Lily DAmbrosio
said being swooped by a territorial bird was

a scary experience, but a part of normal bird


behaviour.
If possible, the best solution is to keep
away, she said.
If you do get swooped, or see a bird
swooping, please report it on Victorias
Magpie Map so the community knows about
it and can try to avoid the area.
Other helpful hints include protecting the
head and eyes, moving quickly through the
area and avoiding aggravating the birds
further, by throwing rocks or sticks.

A repeat drink-driving offender has narrowly avoided


being sent to jail at the Bacchus Marsh Magistrates
Court last week.
Ian Taylor pleaded guilty to
three charges, one in relation
to drink driving and two
driving whilst disqualified.
On November 20 last year
(2015) at around 8:20pm on
Fraser Street in Melton, Mr
Taylor failed to give way at
an intersection. He was then
intercepted by police, who
witnessed the event and

found that he was driving


disqualified and also had
a blood alcohol reading of
0.158.
The second incident occurred on February 10 this
year when Mr. Taylor was
intercepted in Parwan, with
police discovering he was
once again driving whilst
disqualified.
The court heard that the
convicted had five previous
drink driving priors with
offences dating back to the
early 2000s.
His defence argued that for
six years he had not been

driving and is a good member of society, completing


community work.
Magistrate Greg Robinson
told Mr Taylor I dont know
that six years deserves the
benefit of avoiding jail.
In his sentencing Magistrate
Robinson told the court,
this is an atrocious driving
record, and if anything
like this happens in the next
two years, I cant make it any
clearer, straight to jail.
Mr. Taylor received three
sentences; six, five and three
months which were all
suspended.

Balliang residents have helped
light up the local Memorial
Hall to celebrate more than five
decades since electricity was
introduced.
A 1960s-themed ball was held
on Friday (August 26) in celebration of the event that occurred 56 years ago and saw
local residents gather together
to switch on electricity for the
first time.
The original event commenced with more than 300
local residents holding various
candles and old-time hurricane
lamps before the switch box
was officially turned on.
More than five decades later,
the Switch on Ball, organised
by the Balliang Hall Commit-

tee, welcomed 150 people ranging from 18 to 80-years-old.


Hall Committee Member
Chris Sharkey said the night
was a great success.
The turnout was a testament
to what the word community
means to so many, he said.
It also proves that even in
little outposts, such as Balliang, good things can and do
happen.

During the night, committee


members raised awareness of
future fundraising initiatives
and announced the recent success of funding received by
Moorabool Shire Council for a
new timber decking area.
Councillor Paul Tatchell said
it was about maintaining the
community spirit of the region.
There have been enormous
changes to the area in the last

56 years, he said.
Regional communities have
faced difficult challenges within the peri-urban; the Balliang
community have proven the
strength of vibrant communities, despite the city-centric
ignorance of Spring Street.
The Balliang Hall committee should be proud of what
they have achieved, and set a
fine example for other small
communities to emulate; I had
a great night, as did all and
sundry.
The hall committee gave special thanks to Councillor Paul
Tatchell for his tireless efforts
in making sure the needs of
smaller communities such as
Balliang were recognised and
supported.

Burnt community
slowly recovering

Nearly ten months have passed
since the devastating blaze that
ripped through the Scotsburn
community.
The bushfire left a trail of
destruction, burning through
more than 4600 hectares of land
and destroying 12 homes.
Now, a $924,000 boost in
funding will help to support the
communitys long-term recovery.
Minister for Emergency Services
James
Merlino
announced
the funding whilst attending
a Scotsburn community fireplanning workshop on Friday
(September 2).
The event, which was one of
many to be held throughout the
community this year, offered
local residents with information
on basic fire education and fire
rating triggers.
Mr Merlino spoke with
community members about
relief and recovery efforts
before formally announcing the
funding boost.
The Corangamite Catchment
Management Authority will
receive $624,000 to restore and
revegetate
bushfire-affected
areas, whilst the remaining
funds of $300,000, will be
allocated to Moorabool Shire
Council in order to deliver the
Clarendon Community Hub
Project.

Located on the Clarendon
Recreation Reserve in Scotsburn,
the community hub will include
a new building with kitchen
facilities, a social area, additional
toilets and amenities to cater for
large community groups.
A new community hub and
continued work on restoring
bushfire affected areas will go a
long way in backing in this great
area as it recovers, Mr Merlino
said.
The
Labor
Government
will continue to support the
Scotsburn community every
step of the way.

The community has also


secured in-kind labour of
approximately $30,000 to assist
with the redevelopment of the
Recreation Reserve.
Moorabool
Shire
Council
CEO, Rob Croxford said he
was pleased to accept the grant
on behalf of the Scotsburn
community, which was still
in recovery following the
December 2015 bushfires.
The Clarendon Hub will bring
the community together on
many levels and will provide a
diverse platform for community
activities, he said.

Plans for the community


hub are part of the Clarendon
Recreation Reserve Masterplan,
which has been developed by the
Clarendon Recreation Reserve
Committee in consultation with
the community.
The next Scotsburn fire recovery
event will be a Ladies Morning
Tea
held
on
Wednesday
September 14, followed by a
Drive-in Movie at Garibaldi
Public Hall on September 17.

A total of 1,700 notices have been
re-issued following a computer

error that saw the ten-instalment


option calculations printed
incorrectly on the notices but
the problem was not discovered
until after they were issued.
The
Moorabool
News
approached
council
after
receiving
a
number
of
complaints from readers about

the problem.
All notices have the correct
total charge details and overall
balances are correct, Mr
Croxford said.
Additionally, the full payment
and four instalment payment
option amounts are correct.
The error is isolated to the 10

alternative instalment amounts.

Mr Croxford said that the


cause of the problem has been
identified as a system error in
the rating software.

All affected rates notices have


been re-issued with the correct
10 instalment amounts.

Do we need another Spring Street?

JESSICA

Its been over two decades


since Jeff Kennett oversaw
the amalgamation of local councils from 210 to 78,
with the subsequent split
between Benalla and Mansfield taking the number to
79. Kennett has often stated
that his election loss in 1999
was largely due to the merging of local councils; I would
suggest there were a lot more
pieces to that jigsaw.
The current Minister for
local government, Natalie
Hutchins was quoted last
week saying that she was
open to amalgamating more
of the 79 councils if the community wants it. The Perspective this week will try
and take the political cycle
off spin, and clean up some
misconceptions.
There was no doubt the decision 20 years ago to reduce
the number of councils had
an element of common sense
combined with the commercial realities of duplicative
expenditure within Council
services.
The headline of amalgamations shrouded the critical
changes being made in terms
of the departmentalisation
of local government within

the Spring Street modelling,


and the reinvention of the
simplicity of rate revenue to
the pseudo taxism that exists
today.
Make no mistake, Kennett
and all that have followed
understood then and understand now the cost shift
from State to local government legislation at arms
length has become the perfect political tool.
Combine that with selective
funding and local councils
become the political pawn in
a numbers game where winners are few and losers are
many; a simple head count
of the troglodytes in Spring
Street, referenced to the area
they represent, would reveal
why the Regional areas are a
hiding to nothing in terms of
funding.
Currently the regional areas represent over 25% of the
Victorian populous, yet only
receive less than 6% of the
infrastructure spend and,
in consideration that its the
regional councils more at
risk to further amalgamations, the problem has about
as much chance of being
resolved as I have of winning the lotto, and Ive never

bought a ticket!
Whilst the current State
Government has been the
most funding-friendly in
terms of the bush in a long
time, we are so far behind
the eight ball that a large
number of regional councils
will be forced to place their
cue back in the rack.
You dont need a Masters
degree in plasticine to realise that Regional Councils
sustainability lies squarely
in the hands of State and
Federal Government.
Whilst infrastructure funding is being dished out for
political purpose over practicalities, the amalgamation
of problem areas into bigger
problem areas will do nothing in terms of producing
parity in terms of representation, let alone balancing
the books.
You simply cant build
or sustain infrastructure
needs on the back of the
ratepayer; the city councils
dont and we cant. Balancing the books is one thing,
but growth and depreciation
are the mortal enemies of the
under-funded.
To give an example of the
sustainability
issues
in

vouncils like Moorabool, you


simply look at the rate base
versus mass. We currently
run at less than a third of the
rate base of Ballarat, yet we
have over a third more roads
to maintain and over a third
more area; when you take
into account that over 75% of
the shire is un-rateable with
Crown land etc, doing the
maths isnt the problem.
Whilst cutting the Shire up
may seem like an obvious
solution, its hard to imagine
the Ballarat Council getting
too excited about picking
up 700 km of gravel roads
and un-developable Crown
land and water catchment
with a rate base considered
small change in the Ballarat
Chamber.
I can imagine Mayor Des
Hudson choking on his
Passport if he had to maintain the western end of this
Shire, let alone build infrastructure. This is commonplace in Councils bookended
by regional cities; I am sure
they only built the Western
Hwy so the pollies wouldnt
have to see the error of their
ways as they climbed the
great divide.

spread the burden and increase the political clout in


Spring Street, but with the
Ballarat Council already and
unashamedly representing
Party politics in the Chamber, do we really want to
become just a mini version
of Spring Street when we are
already short on flannelette
shirts and Fergy key rings
in the front row.
Building Super Councils
that dont align with State
and Federal representation
will only make obvious the
over-governance that exists
today, and if you align them
to electorates, we duplicate
what already exists.
The real question is, as I
journey towards my use-by
date at Tobin Brothers, is
why do we need both, and is
it a case of one or the other,
or simply a case of building
one that suits both? The other question is do we want to
be represented by our peers
or parties?
If the current members
were forced to vote in the
Parliament and be accountable for their regions balance sheet, there would be a
lot of bell ringing and divisions as their loyalties were

tested between party and


constituent.
The current system sees the
Feds blame the State, the
State blame the local, the
local blame the State, and
the State blame the Feds;
its called the circle of its
not our fault. There is no
real accountability when the
premise of being accountable has too many variables.
Whilst the Minister is saying its up to the people to
decide on amalgamations, if
the direction of the playing
field is driven by under investment in the rural sector
using the simple equation of
population versus funding,
the 6% simply doesnt cut it.
The fair go rates system may
have been a great political
master stroke, but it doesnt
hide the fact that legislated
valuations every two years
will continue to muddy the
waters of responsibility;
bureaucracy doesnt come
cheap, and having a bigger
bureaucracy wont make it
any cheaper.
The last thing the bush
needs is another training
ground for Spring Street
politicians; Sturt Street is
bad enough!

Kerobokan Prison (Bali, Indonesia) January 2016

Im not here to pry, I promise. I just want to see the


artwork and the legacy that
was left behind by convicted Bali Nine ringleader
Myuran Sukumaran. As an
Australian, Ive been reading
Sukumarans story across the
news headlines for years. In
2005, he was arrested at a hotel in Kuta, Indonesia, where
police found 334 grams of
heroin in a suitcase. He was
sentenced by the Denpasar
District Court to execution by
firing squad and lost his life
on April 29, 2015. However, in
the four years prior to his execution, Sukumaran became
a star student in the art classes held within the prison by
Melbourne artists Ben Quilty
and Matthew Sleeth, and it
wasnt long before he became
a mentor and teacher to his
fellow prisoners.
At first glance, theres nothing romantic about Balis
Kerobokan prison. Dilapidated barbed wire dangles
limp over the grimy, cracked

walls. Pedestrians pass by


with urgency. I head inside
with my heart in my throat
and a weight in my stomach. The interior is surprisingly tidy bright white tiles
with orange walls and black
chairs. People sit alone or
with their families, waiting
to be taken beyond the barrier of administration.
My sister, who is also my
Indonesian translator, and
I approach the administration desk. Three guards look
down at us sternly, their foreheads creased.
Mau berkunjung penjarawan? (You want to visit
inmates?)
My sister shakes hands with
the guard and they speak
in Bahasa Indonesia while I
stand awkwardly to the side.
Echoes can be heard from
inside the building, the bellowing voices of inmates
perhaps former drug lords or
murderers.
We cant go in, my sister

says solemnly. A woman


approaches carrying a baby
on her chest with a harness made from a sarong.
You need to know someone, she says woefully. My
cousin is in here. Theres
sadness in her voice, a sadness about the whole room.
She disappears through a
heavy steel door, which is
unlocked by a nearby guard.
I stretch my neck to take a
look and see a queue of visitors beyond.
My sister approaches the administration counter again,
and asks the guard if we can
see the gallery and classroom. He seems hesitant; he
seems disinterested but is
considering it. He calls out
to his superior, who points
to the door, shouting at us to
leave.
Feeling embarrassed and a
little defeated, we proceed
outside and towards our
scooter. In the distance I spot
a run-down and unsightly
building made of brick; the

windows are soiled and the


gutters filled with debris.
This is the Napita Gallery,
Sukumarans donation to
the prison. The 34-year-old
spent his final years painting
images that ranged from selfportraits to a bloody heart
and the single bullet that
eventually took his life. In
September 2014, the convicted drug smuggler showcased
his works in a sold-out Melbourne show and donated
the funds to the creation of
this gallery.
I gaze inside the window
of the dingy shed at vibrant
splashes of colour. Dozens of
painted canvases cover the
dull, grey walls and floor. A
portrait of a woman wearing nothing but blue opaque
beads around her sun-kissed
neck leans against a window
sill. She cradles her shoulders
and stares intently back at me
with a glint in her eye that
could depict either hope or
despair I will never know.
A tiny foetus lies inside a

womb, painted in pink, red


and bright yellow oils, over
a gloomy, black background.
Its eyes are closed and its
back is hunched. The canvas
rests against an image of
Indonesians playing panjet
pinang;they have been tinted
with huge cheesy grins and
are surrounded by a backdrop of open blue skies, endless green grass and palm
trees.
The contrast between the
feeling of sadness that came
with entering the prison, and
the hope, love and anticipation that bleeds from the
paintings is overwhelming.
Sure, the correctional arena
will always be a grim one, but
in each colourful image I can
sense the desperate plea for a
second chance. Whether notorious for being a cesspool of
corruption or not, Kerobokan
is home to hundreds of men
and women who are attempting to re-establish their identity above that of an inmate.
Sukumaran, despite being

Gallery, was not alive for its
official opening. His life was
taken from him, even after
thousands of Australians
rallied behind his right to a
life and his right to a second
chance.
Its not that Sukumaran was
believed to be innocent; it
was that his decade-long rehabilitation seeped through
the canvas of his artwork. He
taught himself to feel again,
and he taught some of his fellow inmates to do the same.
Sukumaran, along with the
other inmates exhibited in
the Napita gallery, used art
as an expression of his human spirit.
Whether incarcerated or
free, true artists are all but indestructible. As Pablo Picasso
said,Even in a prison, or in a
concentration camp, I would
be almighty in my own
world of art, even if I had to
paint pictures with my wet
tongue on the dusty floor of
my cell.

State divided on affordable and expensive rentals

Rental prices in Victoria are as


varied as our state itself, with the
weekly median rent differing considerably depending on the area as
well as the type of property.
In the year to June 30, Morwell
and Churchill in the Latrobe Valley
recorded some of the states most
affordable rents for three-bedroom
houses, both with a median weekly
rent of $200.
Three-bedroom homes in Hamilton
in Western Victoria also made the
list of most affordable rental locations with a median rent of $250 a
week.

The most affordable two-bedroom


properties were in Mildura, which
attracted a median rent in the year to
June of $200 a week.
Two-bedroom homes in Sebastopol
and nearby Ballarat Central also provide affordable options for renters
with weekly median rents of $230
and $240 respectively.
Other towns recording low weekly
rents for two-bedroom properties in
the 12-month period included Shepparton ($243), Bendigo ($250) and
Sale ($250).
Meanwhile, at the other end of the
spectrum, the most expensive towns

for rental properties were widespread across the state.


It was good news for property
investors in Torquay with the top
two highest median weekly rents
recorded in the coastal town. Fourbedroom homes there recorded a
weekly median rent of $500 while
three-bedroom properties in the
coastal town were also popular with
renters, achieving a median of $440
a week.
Four-bedroom homes in Sale were
another strong rental performer,
commanding a median weekly rent
of $380.

This was followed by similar sized


homes in Warragul, south east of
Melbourne, and in the Ballarat
suburb of Alfredton, with weekly
median rents of $360 and $375
respectively.
Towns where family sized properties also recorded solid median rents
in the year to June 30 included Warrnambool ($340), the Geelong suburb of Grovedale ($340), Lara ($338),
Belmont ($330) and Mildura ($330).

Rivalry week saw clubs with multiple entries face off in the
Ballarat District Bowls Division Super Dome Series.
Ballan Red came from behind early in the first set after
converting a power play and went on to grind out a tight
second set to defeat Ballan Blue.
This marks the third victory in a row for Ballan Red and
they now hold onto second place in the Moorabool Division.
The Daylesford derby saw the Red side claim bragging
rights in a clash that went down to the tiebreaker.
It was business as usual for top of the table Buninyong with
an impressive 12-3, 20-5 straight sets triumph over Bungaree.
Avenue returned to the winners list after a valiant
performance against Invermay.

Masters win State


Championships
Pentland Calisthenics College
The Masters travelled to Bendigo to perform at the
Ulumbarra Theatre as part of Calisthenics Victorias
campaign to regionalise select divisions of their State
Championships Competitions, thus giving more Victorian
clubs the opportunity to perform in state of the art theatres.
It has been four weeks since the Masters last competition and
this time they went one better by winning the Aggregate
and there is no better place to do that than at the State
Championships. Pentlands Masters team consists of 12
ladies ranging in age from 29 52 with the majority of them
being mothers of girls competing in the younger age groups
within the club.
It was an awesome morning of competition so exciting,
said Heather Anton Coach.
Megan (Assistant Coach) and I had done the sums and we
knew that we had the title in the bag going into the final item
it was just a matter of whether it would be a tie or whether
they would win it outright we are so very proud of these
ladies.
Placings for the Masters were as follows March 2nd, Clubs
2nd, Free Exercises 1st, Rods -2nd, Aesthetics 1st and
Revue 2nd.
It was almost super Saturday with half of Pentland
Calisthenics College competing on the same day. While the
Masters were in Bendigo, the Intermediates and the Seniors
were in Broadmeadows performing at the Northern Districts
Calisthenics Competitions held at Penola College. Both
teams had to make some last minute changes to routines to
accommodate injuries. Due to the way competitions have
been scheduled, the Intermediates were performing some
of their items for just the second time on stage, while the
Seniors were wrapping up competition number four in as
many weeks. The Seniors came away with the following
placings: March 1st, Clubs 1st, Free Exercises -2nd, Rods
3rd, Aesthetics 3rd, Song & Dance 3rd and Revue 3rd
which saw them bring home the Reserve Aggregate Trophy.
