5. In the course of my work with the Special
Operations Division, and based on information developed in the
course of this investigation, I have learned that since in or
about June 2007, certain drug trafficking organizations based in
Colombia and Venezuela have sought to establish a new base of
operations in Liberia, which they have intended to use as a
trans-shipment point for the distribution of thousands of
kilograms of cocaine in Europe and elsewhere in Africa.

d. As described in further detail below, MARCEL
ACEVEDO SARMIENTO, a/k/a "Jota," a/k/a "JJ," a/k/a "Juan
Restrepo," the defendant, was a cocaine supplier based in
Colombia and Venezuela who was capable of transporting thousand-
kilogram quantities of cocaine from South America to various
locations in West Africa, for distribution within Africa and for
further distribution to Europe and other markets. ACEVEDO
SARMIENTO worked together with CC-l and CC-2, as well as other
co-conspirators not identified herein, in the cocaine trafficking
business.

i. During a recorded meeting in Liberia on or
about May 12, 2010, CC-l discussed the details of several
shipments of cocaine with the CS. Specifically, CC-l discussed a
4,000 kilogram shipment of cocaine, which was to be sent to
Liberia from Venezuela by airplane. CC-l assured the CS during
this meeting that both CC-2 and CC-3 continued to be involved in
that 4,000 kilogram shipment of cocaine.

this telephone conversation, ACEVEDO SARMIENTO told the CS that
he would send the flight plans for the cocaine shipment, as well
as a copy of his passport, via email. ACEVEDO SARMIENTO further
told the CS that the shipment of cocaine would contain
approximately 2,000 to 2,500 kilograms of cocaine.

South America because the FARC was behind and supportive of the
planned cocaine shipment, to which ACEVEDO SARMIENTO responded
that this was in fact the case. ACEVEDO SARMIENTO then informed
the CS that he had approximately 1,000 kilograms of cocaine in
Bolivia, and he invited the CS to invest in an additional 500
kilograms at cost, for a total shipment of 1,500 kilograms of
cocaine. The CS asked ACEVEDO SARMIENTO whether that 500
kilograms would be delivered "here" (referring to Liberia), or
"in the other place, where I need them" (referring to New York),
and ACEVEDO SARMIENTO responded that the 500 kilograms would be
delivered in Liberia. ACEVEDO SARMIENTO told the CS that he
would provide the details for a bank account to which the CS
could direct the payment for the 500 kilograms of cocaine.

WHEREFORE, the deponent respectfully requests that a
warrant be issued for the arrest of MARCEL ACEVEDO SARMIENTO,
a/k/a "Jota," a/k/a "JJ," a/k/a "Juan Restrepo," the defendant,
and that he be imprisoned, or bailed, as the case may be.
