We have what we call the Wadajir Framework program, which
contains several components like peace dividends, reconciliation,
civic education, civil dialogue. All those activities and services
will come under this Wadajir Framework. If these organizations
give a big hand to the Federal government and regional states,
this will help Somali people get better life in terms of
development, reconciliation and stabilization.

AMISOM is a key player in issues of stabilization. You realize that


stabilization cannot happen without security and our major role is
to provide security and the space in which stabilization activities
can happen. Most of the identified districts in which stabilization
occurs are districts, which AMISOM has recovered from Al
Shabaab. It is in these districts that the stabilization programs
under the Wadajir Framework are going to be implemented.

As AMISOM, the two-day conference has shown us how we can
be able to coordinate all our efforts, especially those on
stabilization. For a long time, we have had partners and donors
doing their own activities in their own circles, but from this
meeting, there was a declaration that all stabilization activities
will now be coordinated through the Ministry of Interior and
Federal Affairs.

SCRIPT
Somali Government and partners agree on improving
coordination of stabilization programmes
The Federal Government of Somalia concluded a two-day
conference on Tuesday, aimed at coordinating stabilization efforts
between itself, regional administrations and other key stakeholders.
The meeting was convened under the Wajadir Framework, which
was launched in March 2016 and seeks to support reconciliation,
civic dialogue and the establishment of local governance structures.

The framework also aims to harmonize all stabilization programmes


in areas recently liberated from Al- Shabaab militants.
The conference was attended by representatives of the Federal
Government, regional administrations, partners and donors. Hon.
Abdurrahman Ibrahim Aden, the Minister of Interior and Local
Government of the South West Administration said the initiative
would align projects with community needs.
All those activities and services will come under this Wadajir
Framework. If these organizations give a big hand to the Federal
government and regional states, this will help Somali people get
better life in terms of development, reconciliation and stabilization,
Minister Abdurrahman stated.
On his part, Dr. Opiyo Ododa, the Head of Stabilization and Early
Recovery Working Group of the African Union Mission in Somalia
(AMISOM) said the conference had been critical in ensuring the
adoption of the framework by all stakeholders.
AMISOM is a key player in issues of stabilization. You realize that

In addition to providing security, AMISOM is engaged in facilitating
reconciliation of communities and providing key aspects of the
peace dividends through its Quick Impact Projects (QIPs). The QIPs
include the provision of safe water, construction of schools,
hospitals and general social infrastructure.
Dr. Ododa also noted that future stabilization activities would now
be coordinated through the Ministry of Interior and Federal Affairs.
He said the meeting had enabled the mapping of stabilization
activities and facilitated networking and partnerships, expected to
improve efficiency.
As AMISOM, the conference has shown us how we can coordinate
all our efforts, especially those dealing with issues of stabilization,
Dr. Ododa said.
