SENATOR P. MICHAEL PITFIELD ANNOUNCES HIS RETIREMENT AFTER DISTINGUISHED CAREER

OF PUBLIC SERVICE

OTTAWA – June 1, 2010 - Senator P. Michael Pitfield (Independent) today released the following
statement:

“Today I have announced my intention to resign from the Senate, effective midnight, June 1st,
2010 .

I believe that service to our nation is the highest privilege that a Canadian can undertake, and for
fifty years I have striven to serve Canada as a senior public servant and Senator. In my roles as
Secretary to the Cabinet, Clerk of the Privy Council, and as an Independent Senator, I have
sought to engage Canadians with public policy, and have worked to improve Canadians’
understanding of and access to, our federal government.

The Senate in our modern government is both ingeniously complex and uniquely Canadian. It
plays vital roles in legislative review and regional representation, and many excellent women and
men have worked hard to ensure its functionality and success as a second chamber. While a
governmental system is never perfect, we must build upon the genius of the system to ensure its
continued relevance in federal government and to the lives of Canadians.

I have said, in referring to constitution-making, that the first step is almost never the final step,
and that focusing merely on the change and not on its consequences is to invite chaos. This is as
true in life as it is for the Senate.

Throughout my career I have had the privilege of representing Canada in many different
capacities In particular, over the past several decades, it has been a privilege to serve with my
Senate colleagues.

Unfortunately, my declining health has increasingly diminished my ability to make the

contribution I wish to make as a Senator to Canada’s public affairs. For this reason, I will resign
my position midnight, effective June 1, 2010, and allow another to undertake the vital duty of
public service.”

Senator Pitfield joined the Public Service in 1959 and rose to occupy its highest office as Secretary to
the Cabinet and Clerk of the Privy Council. He was appointed to the Senate in 1982 by Prime
Minister Pierre Trudeau and has served since that time as a Senator without affiliation to any political
party.

APRÈS UNE BRILLANTE CARRIÈRE DANS LA FONCTION PUBLIQUE

OTTAWA – Le 1 juin 2010 – Le sénateur indépendant P. Michael Pitfield a fait aujourd’hui la

déclaration suivante :

« J’ai annoncé aujourd’hui mon intention de quitter le Sénat le à minuit le 1 juin 2010

Servir son pays est, je crois, le plus grand privilège qui puisse être donné à un Canadien. Pendant
50 ans, j’ai servi le Canada en tant que haut fonctionnaire et sénateur. À titre de secrétaire du
Cabinet, de greffier du Conseil privé et de sénateur indépendant, j’ai cherché à faire participer les
Canadiens aux politiques publiques, ainsi qu’à les amener à mieux comprendre le gouvernement
fédéral et à y avoir davantage accès.

Au sein de l’appareil gouvernemental, le Sénat est une institution à la fois très complexe et
spécifiquement canadienne. Il joue un rôle vital en matière d’examen des lois et de représentation
des régions, et nombreux sont ceux, hommes et femmes, qui ont travaillé fort pour en assurer le
bon fonctionnement et l’efficacité, en tant que deuxième chambre. Même si un système de
gouvernement n’est jamais parfait, nous devons miser sur le génie de ce système pour qu’il soit
toujours pertinent, tant pour la fonction publique fédérale que pour les Canadiens, au quotidien.

Comme je l’ai déjà déclaré, en matière constitutionnelle, le premier pas n’est presque jamais le
dernier et, si l’on se concentre uniquement sur le changement comme tel et non sur ses
conséquences, on risque le chaos. Et cela vaut tant dans la vie qu’au Sénat.

Tout au long de ma carrière, j’ai eu l’honneur de représenter le Canada à divers titres. Au cours
des dernières décennies, en particulier, j’ai eu l’immense privilège de servir le pays avec mes
collègues du Sénat.

Malheureusement, en raison de ma santé défaillante, je ne suis plus en mesure de contribuer

autant que je le souhaiterais, à titre de sénateur, aux affaires publiques du pays. C’est pourquoi je
quitterai mon poste à minuit le 1 juin 2010, laissant à un autre le soin de s’acquitter de cet
important devoir civique. »

Le sénateur Pitfield est entré dans la fonction publique en 1959. Au sommet de sa carrière, il a
occupé le poste de secrétaire du Cabinet et greffier du Conseil privé. Il a été nommé au Sénat en
1982 par le Premier ministre Pierre Trudeau et a, depuis, occupé le poste de sénateur sans être affilié
à aucun parti politique.
