REFRIGERANTS AND REGULATORY UPDATE

Christina Spalding with Chemours (formally DuPont) will be presenting a
Refrigerants and Regulatory Update that will include phase-out overview and HCFC
allocations, as well as various proposals that CARB is instituting for GWP
reductions. Christina will also review what products are currently available in the
marketplace for retrofit of low, medium and high temp applications. These are
products that can be used in existing systems and allow the equipment owner to
transition to HFC's and HFOs, away from HCFC's in those situations where
replacing with new equipment is not needed.
Also time will be spent talking about next generation refrigerants for both mobile
and stationary applications. Chemours has developed several HFO based, low
GWP products to replace many of the familiar higher GWP counterparts (404, 507,
134a, R22, R123 etc.) in various applications from low temp and medium temp
commercial refrigeration, transport, chillers, foam expansion etc.

Why Choose a UL508A Certified Contractor? by Craig Hofferber

Find out what a UL508A
certification means, and why its
crucial to your control panel! But
what does that mean and why
should you care?
UL508A refers to the
internationally recognized
standard for industrial control
panel design, officiated and
verified by Underwriters
Laboratories an American
worldwide safety and certification
company. UL508A specifically
pertains to a set of regulations for
control panels intended for
general use that operate on 600
volts or less and in an
environment that does not exceed
40C, or 104F.
In a nutshell, these
requirements ensure that the
components composing an
assembled control panel perform
optimally, safely, and contain
proper circuit protection that
prevents arc flash explosions.
Unfortunately, the follow-through
is much more complicated. This
is the year when a major change
occurred in our industrys
standards for component safety
and regulation. The revised
UL508A statute decreed that

www.oeashrae.org

control panel builders shall begin

including short circuit current
ratings on the panel assemblies.
While this new mandate would
undoubtedly increase the users
safety by promoting good
practice with proper components
and uniform wiring practice, it
became a difficult task for most
control panel builders to
accurately establish these shortcircuit ratings. Control panel
builders generally dont possess
the finances, equipment, or
special engineering expertise to
run short-circuit tests for each
and every piece of equipment
from a myriad of component
manufacturers to determine a
uniform standard.
So, what did they do?
They consulted the
manufacturers directly: Hey, does

Part A work with Part B if X

amount of current runs through it
for Y amount of time? Yes? Life
is good!
Due to the nearly limitless
combination of parts and
equipment utilized in control
panels, this led to an
overwhelming index of catalogued
component compatibilities and
ratings. Rather than continue to
add onto this daunting thousandpage spreadsheet, U.L. enabled
manufacturers to create a new
category for parts used in the
power circuit of a control panel,
aptly called component shortcircuit current ratings. What this
did was help simplify the process
of identifying compatible
components when building a
control panel by integrating a
generic formula (Part A will
function with Part B under X and
Y voltage/amps.)
The tricky part of obtaining a
UL508A panel shop certification
is learning to treat each industrial
control panel as a unique
monster; no two panels are alike,
no two set-ups are identical.
There are various factors (such as
(See WHY CERTIFIED? page 4)

(continued from page 3)

enclosed or open-type panels,

voltage ratings, and so forth) that
require experience and expertise
in order to build the optimal
control panel unique to your
application.
The easiest way to avoid
problems with high short-circuit
currents is to eliminate the higher
current potential via foreign
sources entering the control
panel and operate the controls
using current limited Class 2
transformer circuits such as 24
VAC. By leaving the higher
voltage with potentially higher
fault current capable circuits out
of the control panel, minimal
danger exists from creating an
arc-flash inside the panel. A
simple matter of providing
interposing relays at the points of
control where higher voltages
and currents are present isolate
these foreign sources and the
fault currents they might generate
through a fault current in a
control panel.

conversion inside the control

panel can provide the proper
voltages for digital control panel
elements manufactured today.
Final control elements such as
electric damper and valve
actuators would also have
separate disconnecting means
and if needed, low voltage
transformers to power them with,
limiting the control panel current
to that needed to power
interposing relays and control

signal outputs (0-10 VDC or 4-20

mA DC) for position command
and status purposes.
Control panel builders having
the U.L 508A or newer listing
maintained are in tune with these
options and can provide safe and
effective control panel layouts for
OEM, commercial, industrial or
residential application without
extra costs for short-circuit ratings
or other mandated protection
means. END

Why Choose a UL508A

Certified Contractor?
Generally, the electrical
contractor on a job or the control
contractor acting as a primary
electrical contractor providing
power to control panels can just
as easily provide a disconnecting
means and low-voltage
transformer suitable for powering
the control panel devices, field
interposing relays and others. This
keeps the 120 VAC power and its
fault current potential outside the
control panel. Of course to keep
the panel pure, the digital
controller, network switches and
other components inside the
panel must operate on low
voltage. 24 VAC to 24 VDC
