0 Introduction
Education is essential in influencing the development of an individual and provide a
variety of opportunities in shaping the life of every human being. Education is also working in
the human capital development of innovative and highly skilled. Accordingly, various steps
have been undertaken by the Ministry of Education to upgrade the education of our nation.
One of the initiatives under the Malaysian Education Blueprint (MEB) is to enhance
Malaysia's performance in TIMSS and PISA is to develop training modules Mathematics and
Science to address specific gaps in the content and skills tested in TIMSS and PISA and
PISA question format and TIMSS.
A professional teacher is an individual who is trained in the process of teaching and
learning, knowledge and skills. Teachers should have the responsibility to constantly seek
knowledge and practice to meet the needs of education and the future of the younger
generation. A teacher is a leader who is capable of creating future students - students who
excel in terms of curriculum, co-curriculum and personality. Professionalism is respected. A
shoulder various responsibilities in producing students who excel. This is because this
profession requires a strong commitment to maintain, educate and guide students so they
achieve success and ready to face the challenges of the future.

2.0 Education quality state based on international standards


The quality of education is declining Malaysia compared with other countries. This is
evidenced by the achievement of Malaysian students in the TIMSS results showed a
decrease compared with countries such as Hong Kong, Singapore and South Korea. Our
student achievement gap in Mathematics and Science more widely. For example, in 2007,
approximately 20% of Malaysian students failed to reach the minimum benchmark for the
TIMSS mathematics and science compared to only 5-7% in 2003.
In Malaysia Education Blueprint (MEB) stated that "public examination results
showed that student achievement increased steadily. However, it is important that the

and at the same time they continue to move forward. A review of the education system in
Malaysia is important to improve the quality of education so that we can achieve the best
level and not be left behind in the global race (men, 2012). PISA 2009+ results showed the
74 participating countries, Malaysia is in the bottom third, and lower than the international
average and OECD. Ministry believes it is important that further evaluation of the success of
this assessment was to understand any gaps in educational standards. This should be a
major concern for the quality of higher education is correlated directly with the country's
economic growth for the long term.
One of the aspirations of five aspirations contained in the Blueprint 2013-2025 is to
improve overall student achievement and improving access to quality education. Student
excellence is paramount in developing a more highly competitive labour as already stated in
the vision of a country that wants to achieve developed nation status by 2020.

3.0 The implications of the implementation of curriculum standards in Malaysia


In light of the experience of the best educational frameworks in the world, there are
some things that are critical in enhancing student achievement that teachers ensure that all
successful students by setting high levels of achievement for all students and provide
systematic help and support to children. In addition, to establish the responsibility of schools
in implementing changes on student achievement by giving autonomy to schools to reward a

improvements will start to improve in every school. With this facility, every teacher can use to
teach 21st century. Science and Technology in line with the world of art also requires
adequate infrastructure such as visual art and musical instruments in each school for
learning how to apply their creativity in teaching.

4.0 Implications of the Implementation of+ Curriculum Standards In Malaysia To


Teachers
Malaysia is a country that gives importance to education. Malaysia is also trying to
compete with countries in various fields, including in the field of education. To make the
country a world-class education, changes must be done in accordance with current
demands. In the context of the Malaysian education system must be developed and made
reform so that it can meet the demands of Curriculum 2020. Insights can also be defined as
the scope or content of a subject in educational institutions such as schools and universities
accounted for learning either inside or outside the classroom. Malaysian Ministry of
Education (MOE) defined education curriculum as a plan operated by a school or
educational institution to achieve quality education. Can also be said that education is an
important treasure in generating a paradigm shift within each individual and it is also the
most important aspect of human birth productive and dynamic in all aspects.
Many leaders have given their opinions on aspects of the curriculum. Inlow (1976),
states that the curriculum is a comprehensive effort designed by the school to assist
students to acquire the learning outcomes that have been determined. According to J.I
Goodlad (1966), curriculum planning is done through evaluation and procurement process
that is rational. According Kerr.J. F (1968), the notion of a learning curriculum is designed
and implemented by individuals and groups. There are many implications of standards that
can be detected through the implementation of the curriculum in Malaysia especially to
teachers to help improve education in order to be ranked in the top international standards
TIMSS and PISA. The implications of this give and create a variety of changes in the
education system and curriculum of teacher educators. Can also be said that the
implications of this work to improve the quality of education and professional upgrading of
teachers. As you are aware, the National Curriculum aims to produce future generations of
Malaysia balanced and master the skills of the 21st century. Moreover, it is because the
student can master the skills of the 21st century can think creatively, critically and also
innovative in order to compete on the world stage.
The first implication is that changes in the educational system oriented to measure
more integrated. This is evidenced by the introduction of Higher Order Thinking Skills
(HOTS). HOTS able to apply for Particle thinking, creative, logical and reflective among
teachers and students. As you know, our education system must be able to produce
knowledgeable, able to think critically and creatively, and be able to communicate effectively
on the global stage. The Ministry of Education hopes that the application of higher order
thinking skills (HOTS) in teaching and learning will be able to increase the performance of

the state, especially in the competitive international level, especially in the assessment of
Programme for International Student Assessment (PISA) and Trends International
Mathematics and Science Study (TIMSS) mentioned in the Education Development Plan
2013-2015.
In addition, HOTS is also able to generate the greatest benefits to the students and
make them more productive and competitive. This is directly allows a student to master and
also increase understanding and strengthen their learning. Teachers play a very important
role in implementing the higher order thinking skills among students for every teacher has a
vast knowledge and they also have been exposed to concepts and skills also HOTS.
Teachers play a very important role in enhancing the ability of students to ask questions that
characterized the KBAT because it will help improve the thinking ability of students. This live
will help teachers to improve and can create a classroom environment that is conducive. The
implications of this situation, the Ministry of Education to implement the curriculum system
KBAT in Malaysia.
Hence, Malaysia's performance in international performance standards also have an
impact on the curriculum of other countries, especially to teachers. The structure of the new
curriculum is introduced (KSSR) the Primary School Standard Curriculum. KSSR is a very
big implications that hit in the world of education. KSSR introduced as an attempt to revise
and improve the existing curriculum to ensure students are provided with the knowledge,
skills and values that are relevant for meeting the current needs and challenges of the 21st
century. KSSR can also be said that the transformation of education is one that lead to the
formation or holistic change to the existing school curriculum. Teachers play a very important
role in developing the country's education system. Teachers should focus on the science
KSSR before implementing it in the process of teaching and learning. Although, the system
KSSR give more stress to teachers, but for teachers should give priority to the science
KSSR. This will have an impact equivalent to the TIMSS and PISA

Further, it can also be said that the international performance standards also allows
teachers to think toward high levels. In addition, it also was directly improve the state of
education in order to be ranked in the top international standards TIMSS and PISA.
Increasing teacher towards higher can be achieved when teachers apply the taxonomy
bloom in the process of teaching and learning. According to Kamus Dewan, fourth edition
(2005) taxonomy bloom is a study of the principles, rules, and practices. Whereas, in the
field of education, bloom taxonomy is a model used to analyse the various fields in
education. It covers the objectives of education that focuses on knowledge, attitude and
psychomotor. Implementation bloom taxonomy can improve the ability of teachers to launch
the process of teaching and learning, and it is also capable of stimulating students to think
creatively, critically and also innovative.

This bloom taxonomy could allow teachers to change the traditional way of teaching
and learning and their teachers can also follow this era of modernization and diversify their
teaching techniques. Bloom taxonomy also allows teachers to prepare and make a judgment
based on the level of student achievement. With the teacher can assess in a systematic,
orderly and fair. It allows teachers to improve the quality of assessment and it is also capable
of generating thought students to a higher level. Teachers are also able to produce students
who think creatively and critically. In addition, the application of taxonomic bloom in teaching
and learning allows students to compete on the world stage and received a renewal of an
increasingly engulfed in nature education. In addition, teachers can also improve English
language skills and it helps teachers to improve their careers. It is upgrading the education
system of our country and it also opens the door to our country to be in the top international
standards TIMSS and PISA.
