INTRODUCTION

1.1

SCOPE
Thisspecificationoutlinestheminimumrequirementsgoverningthethermal
andmechanicaldesign,manufacture,testing,packaging,guaranteesandsupply
ofShell&TubeHeatExchangertobeinstalledonoffshoreplatform.

1.2

CONTRACTORSRESPONSIBILITY
TheContractorshallberesponsiblefordesign,manufacture,supply,inspection
and testing of the Shell and Tube Heat Exchanger in accordance with this
specification,codes/standardsandattachedfunctionalSpecificationlistedin
section2.0

1.3

PROVENEQUIPMENT
Thesuppliershallhavedesigned,manufactured,testedandsuppliedtwo(2)
ShellandTubeHeatExchangersetsofsimilartype,designandofequalor
higherratingfromtheproposedmanufacturingplant.Contractorshallprovide
evidenceofsatisfactoryoperationofatleast2yearsormoreforoneofsuch
unitwhenoperatinginsimilarserviceconditionsinoffshoreareas.

General

The scope of supply shall sets forth the minimum acceptance standards
governingthethermalandmechanicaldesign,manufacture,supplyofmaterial,
fabrication, inspection, guarantee, testing and delivery of Shell and Tube
Exchangers.

Scopeofsupply
Thecontractorshallsupplyshellandtubetypeheatexchangerasperprocess
parameters given elsewhere in Bid Package. Also for details on the gas
composition,refertheprocessdesigncriteria.ThescopeofsupplyforShell&
TubeHeatExchangershallinclude,butnotlimitedtothefollowing:

1 Completethermalandmechanicaldesign
2 Heatexchangerpackage
3 ThirdpartyDesignVerificationandCodeInspection,ifapplicable
4 Support structure with lifting lugsnecessary arrangements for handling,
supports,alignment,laddersandplatformsetc.
5 Earthingbosses
6 Accessoriesandinstrumentationwithinthepackagelimits(tobeconfirmed
duringdetailedengineering)
7 Sparepartsnecessaryforstartup,commissioningandoneyearsoperation
8 Twosetsofspecialtools,ifany,requiredformaintenance.

ENVIRONMENTALDESIGNCRITERIAANDUTILITIES

4.1

ClimaticandProcessConditions
TheclimaticandotherconditionsunderwhichtheEquipmentwilloperateare
detailedinSection3.1VolIIunderGeneraldesignCriteriaandProcessDesign
Criteria.Theequipmentwillbeoperatedonanoffshoreplatform.
TheContractorisresponsibleforensuringthatallequipmentandcomponents
providedaresuitablefortheutilityandenvironmentalconditionsasspecified
duringtheentiredesignlife.

4.2

AvailabilityandReliability
Equipmentshallbedesignedandconstructedforcontinuousoperation,outdoor
andforaminimumservicelifeasindicatedelsewhereinthebid.

In making assessments of availability/reliability, the Supplier will need to


estimaterepairtimes.Forthepurposeofmakingsuchestimates,thesupplier
may assume that the spares holding is in accordance with its submitted
recommendations unless otherwise stated. He may also neglect any delay
causedbyfactorsnotdirectlyrelatedtothepackageinquestionunlessabasis

4.3

AreaClassification
ElectricalandinstrumentationwillberatedfortheapplicableHazardousArea
classificationaccordingtoAPIRP500definitions.

BASICDESIGN

5.1

General
ThedesignoftheheatexchangershallbeinaccordancewithAPI660,TEMA
ClassRandASMEVIII.Aprocessguaranteeshallbeprovided,confirming
thattheheatexchangerwillprovidethemaximumspecifiedheattransferrate
betweentheprocessstreamswithintheheatexchanger.
ThehotgasshallpasspreferablythroughtheShellandcoolingwatershallpass
throughtheTube.ThevendorshallcompletelyfillupthedatasheetasperAPI
660 and submit it for review and approval. For process parameters, refer
processdesigncriteria.
Where cladding is specified on the Data Sheet, the relevant sections of
specificationforPressureVesselshallbemet.
For instrumentation and controls, refer spec no. 3503 Instrumentation for
packagedequipment.
Heatconservationandpersonnelprotectionforshellandheatexchangermust
be considered and meet the requirements of specification for Insulation No
2006givenelsewhereinBidPackage.
Flow induced vibrations must be considered and the Contractors shall be
responsibleforsubmittingproposedmethodsofeliminatingvibrationdamage,
whichshallbesubstantiatedbycalculations.
TheContractorshallprovidewiththeiroffer:

1o A specification sheet detailing the number of cross baffles and their


crossflowvelocities.
2o Anoutlinedrawingshowingthetubelayout,indicatingpasspositions,
crossbafflecutandorientationandthenumberofbypasssealingstrips.
3o Weldingdetailsandproceduresandtestproceduresforstrengthwelded
tubetotubesheetjoints.

Theprocessfacilitiesdesignlifeis25years.Equipmentshallbedesignedand
constructedforaminimumservicelifeof25yearsandforanuninterrupted
periodofoperationof5years.

5.3

THERMALANDMECHANICALDESIGNDETAILS
Forfixedtubesheetexchangers,thedifferentialbetweentheaverageshellmetal
temperature and the average metal temperature of any tube pass shall not
0
exceed28 C.
Theheatexchangershallhaveasurfaceareaatleast10%greaterthanthat
requiredforthemaximumthermaldutyspecified.
Shellsideandtubesidevelocitiesshallnotfallintothelaminarortransition
flowrange(i.e.Reynoldssnumbershallbegreaterthan4000).
For,bundlesprovidedwithbafflearrangementshallbedesignedtoeliminate,
as far as practical, dead fluid spaces and shortcircuiting between adjacent
passeswithinthelimitationsoftheallowablepressuredrop.
It is preferred that bellows type expansion joints not be used in exchanger
shells.Facilitiesshallbeprovidedandtheexchangercomponentsarrangedto
facilitatehighpressurewatercleaning.
Shellandtubeheatexchangerswithbonnettypechannelsshallbeprovided
withfulldiametertubesheetandcollarbolts.
Allchannels,channelcoversandbonnetsshallbeprovidedwithsuitablelifting
lugsattachedbyfullpenetrationwelds.
TheHeatExchangershallbesuitableforoperationinoutdoorconditions,ina
corrosivesaltladenoffshoreenvironmentwith100%relativehumidity.

5.4

FOULINGFACTOR:

Minimumfoulingfactorforaspecificstreamshallbethefactorslistedinthe
TEMAStandards.
Theflowofcorrosiveorfoulingfluidsshallbethroughthetubesideofheat
exchangers.Tubebundlesshallberemovabletofacilitatecleaning.Spacefor
removalodtubebundlesarealsotobeconsidered.

Notwithstandingtheabove,theexchangershallbesodesignedsothat the
preventionoffoulingisaprimeconsideration,particularlywherethecooling
medium is processed water. Design shall take into consideration exchanger
configuration and fluid velocity as factors contributing to fouling of heat
exchanger. Design shall also make provision for ease of draining and the
cleaningoffouledtubebundles.

5.5

NOZZLELOADING:
TheContractorshallgivedetailsonthegeneraldrawingstheresultantforces
andmomentsthatcanbeaccommodatedonnozzles.Theseshallcomplywith
ASMESectinVIIIDivI.
TheContractorshallconsidertheradialforceactingtogetherwiththemoment
actingeitherinlongitudinalorcircumferentialdirection.Thecontractorshall
ensurethattheaboveloadingwillnotinduceunacceptablestresslevelsinthe
heatexchangershell,headorchannel,incompliancewithASMESectionVIII
DivI.
NozzlesshallconformtotheFunctionalspecificationforpressurevesselswith
regard to specification, fabrication, reinforcement, testing and special
requirementsforcladopenings.Nozzlesshallbeflangedandnotbesmaller
thanDN50mm.

5.6

STACKEDUNITS
Stackedunitsshallbeassembledandmountedintheshoptoensureacorrect
fit.Stackedunitsshallbetestedinthefullyassembledcondition.
Matingflangesofstackedexchangersshallnotbeoutofparallelbymorethan
1mmmeasuredacrossthegasketface.
Interconnectingnozzlesofstackedunitsshallbefittedwithspiralgasketsthat
containacompressionlimitingring.
Matingflangesofstackedexchangersshallnotbeoutofparallelbymorethan
1mmmeasuredacrossthegasketface.

Asinglepack(persaddle/support)ofshims,10mmtotalthickness,shallbe
suppliedwithallstackedheatexchangers.

5.7

TUBEBUNDLE
Tube diameters and wall thickness shall conform to the TEMA preferred
values,exceptthatforexoticmaterialse.g.titanium,thewallthicknessshallbe
subjecttoagreementwiththeCompany.

atleast12mm.Tierodsshallbelocatedallaroundthebundleperipheryexcept
forthoseactingassupportsforimpingementplates
Impingement plates shall be 10 mm (min) thickness and be rectangular in
shape, the size to be based on nozzle diameter plus 50 mm. An additional
impingementplateshallbeprovidedforrotatablebundles.
Bafflesealingstripsshallbethesamematerialandthicknessasthebaffleand
shallextendfromedgeofbaffletofirsttube.
Bundlerunnersshallbefittedtoallremovablebundles.Pullingeyesshallbe
fittedtothefixedtubesheetofallremovablebundles.
Thebafflecutshallbedefinedtosuitthethermaldesignrequirementsandshall
beVnotchedtopandbottomforventsanddrain.

5.8

SHELL
TheheatexchangershallbecodecertifiedtomeettherequirementsofASME
SectionVIII,Division1.

Themaximumshelldiametershallbelimitedto1500mm.
Framed heads shall be semiellipsoidal with 2:1 ratio unless otherwise
specified.Coldformedheadsshallnotbeused.
Allheadsshallbenormalizedafterforming.

SUPPORTS
Heat exchanger shall be supported on a subbase that will be designed to
facilitateweldingtotheplatformdeckorstructure.
Supportsaddlesshallbedesignedtowithstandahorizontalforceparalleltothe
axisoftheheatexchangerofnotlessthan1.5timesthebundleweight.
Dynamicloadingsshallbeconsideredinthedesignofexchangers,including
supportsaddles.
TheContractorshallprovideintheirdesignmeansofaccommodatingthermal
expansionandcontraction.Supportshallaccommodatethermalexpansionby
preferablyusinganoncorrodingslottedholeslidingarrangement.
All external attachments, including the complete supports and saddle plate,
shallbesealedagainstcorrosionbycontinuouswelding.TwoinchNPTvent
holesshallbeprovidedineachexternalpad.
Eachheatexchangershallbeprovidedwithtwoearthingbosses,weldedtothe
heatexchangersupportsaddles.

5.10

FLOATINGHEAD
The design of the floating head assembly shall be as indicated in ASME
SectionVIII,Div.1.
Theuseofspacerringisnotpermitted.
Thecrossoverareabetweenpassesshallbeequalto1.3timeshetotaltubearea
ineachpass.
Thefloatingheadboltingshallbereadilyaccessiblewhentheshellcoversare
removed.
Theminimumpermittedboltdiashallnotbelessthan20mm.

Where100%radiographyofexchangershellsand/orchannelsaretobecarried
out,thefloatingheadcovershallbeattachedtotheflangebybuttweldingonly.
100%Radiographyofweldjointshallbedone.

5.11

WELDING
Welding shall be in accordance relevant codes and specifications as

TungstenInertGasunlessotherwiseapprovedbythecompany.Backingstrips
shallnotbeused.
Contractorshallensuretheadequacyofalignmentbetweenadjacentwelds.Due
accountshallbetakenofdifferentialstressesresultingfromheattreatment.

5.12

MATERIAL
All materials shall be suitable for process fluids and for the environment
conditionsspecifiedelsewhereinbid.
All materials and parts included in the construction of the specified Heat

Exchangersshallbenew,unusedandofthehighestgrade,beingfreefromall
defectsorimperfectionslikelytoaffecttheirperformance.
Nonpressurepartweldedtopressurepartshallbeofboilerquality.All
forgingsshallbe100%ultrasonicallytestedasperASTMA388.

Bolts and nuts shall be furnished by the Contractor for all cover plates,
manholes,blindflangesandboltedattachmentssuppliedwithheatexchangers.
Boltandnutsshallbenew.
Heat exchanger flanges shall be equipped with alloy steel stud bolting of
appropriate grade. Stud bolts shall have full continuous thread and be long
enoughtoextendoneandthreethreadlengthsoutsideeachnut.
FlangeboltingofDN36MMandaboveshallbesubjecttobolttensioning
FLANGES
Flanges material shall be of similar specification to the associated heat
exchangerpart,includingimpactproperties.
Girthflangesshallbeofintegraltaperedhubtype.
Jackscrewshallbeprovidedforallgirthflanges
GASKETS
GasketsshallbefurnishedbytheContractorforallboltedattachmentsi.e.cover
plates,manwaysandblindflangessuppliedwithheatexchangers.Gasketshallbe
inaccordancewithONGCSpecificationNo.2004AforPipingMaterial.

IMPACTTESTREQUIREMENTS
TherequirementsforCharpyVnotchImpactTestingshallbeinaccordance
withpressurevesselcode.

INSPECTION,TESTINGANDCERTIFICATION

6.1

General

InspectionandtestingshallbecarriedoutattheManufacturersworkandshall
be witnessed by the Companys authorized representatives and/or certifying
agency,ifrequired.
TheresponsibilityforinspectionrestswithContractor.However,theCompanyand
theirauthorizedrepresentativereservetherighttoinspecttheheatexchangeratany
timeduringfabricationtoensurethatmaterialsandworkmanshipareinaccordance
withthisspecification,relevantcodesandstandards.

Contractorshallprovideaprojectedshopschedulewithappropriatefabrication
stages at the time drawings are submitted for approval, they highlight the
inspectionactivityschedule.

NonDestructiveExamination
The non destructive examination shall comply with the requirements of
functionalspecificationforUnfiredPressureVessels5601.
Clad tube sheets shall be ultrasonically tested, procedure and defect levels
beingagreedwiththecompanypriortoawardofcontract.

6.3

TESTING
Aftercompletionofassembly,theequipmentshallbehydrotestedatmaximum
allowable test pressure of the equipment for at least the minimum duration as
specifiedinthecode.Testingshallbedonebypressurizingeachsideseparately.
HydrostatictestshallbecarriedoutinthepresenceoftheCompanysappointed
Inspector.

Wherenecessary,testringsforconfinedtubesheetsandtestingrigsforfloating
tubesheetsshallbesuppliedforcompletionofadequateshoptesting.Allsuch
equipment, including studs and nuts where necessary, shall become the
propertyofthecompanyandisclearlymarkedbystampingwiththeequipment
tagnumber.

PAINTING&PREPERATIONFORSHIPMENT

9.1

PaintingandProtectiveCoating
Painting, protective coatings and the procedures used for preparation of
surfaces shall comply with ONGC Specification No.2005 for Protective
Coatinggivenelsewhereinbidpackage.
Where painting is specified, the entire heat exchanger shall be painted.
Nozzlesshallbepaintedontheflangeedgesinsideboltholes,anduptothe
gasket surface. Fireproofed or insulated surfaces shall be shot blasted and
givenonecoatofprimeronly.
TheContractorshallstencilinaprominentpositionin50mmhighcharacter
thedryliftingweightoftheheatexchangerandforstressrelievedand/orclad
vesselsthewordsNOWELDINGPERMITED

9.2

PreparationforShipment
Afterfinalhydrostatictest,theshellandtubeheatexchangershallbedriedand
cleanedthoroughlyofallgrease,loosescale,rust,fluxandweldspatter,both
internallyandexternally.
Allmachinedsurfacesandthreadconnectionsshallbeprotectedbycoating
withrustpreventive.
Flangedopeningsshallbeprotectedwithsteelplatecoversattachedbyproper
boltingorstrappingandsealedwithplasticcompound.
Screwedconnectionsshallbeprotectedwiththreadedforgedsteelplug.

Thecontractorshallberesponsibleforloadingandheatexchangerstoprevent
anydamageduringshipment.
Whenshippedloose,allinstruments,valvespartsetc.ofashellandtubeheat
exchangershallbetaggedwithitemnumbertofacilitateinstallationinthe
field.Tagsandwireshallbestainlesssteel.

WARRANTY
Vendorshallhavefinalandtotalresponsibilityforthedesignandperformance
ofallequipmentfurnishedbyhim.Vendorshallwarrantthattheequipment
furnishedbyhimandtheperformanceofthesaidequipmentisinaccordance
withthisspecificationandgeneralcodes.

Vendorshallwarrantandguaranteethatallthematerialsandequipments
incorporatedintheentireequipmentunderhisScopeshallbenew,andall
workshallbeofgoodquality.
Vendorshallalsoberesponsibleforallsystemanddetaileddesigning,the
aspectsofwhichmaynothavebeencoveredinthisspecificationasregardsthe
workmanship,performanceetc.,oftheequipmentsuppliedbyhim.
Vendorshall,uponnoticefromCompany,makegoodathisownexpense
alldefectsfoundduringthewarrantyperiodexpeditiously.
Vendorshall,ifrequired,supplytheservicesofanexperiencedengineerto
supervisethecorrectionofanydefectsfoundduringthewarrantyperiod.
Vendorshallalsowarrantandguaranteeallwork,materialsandequipment
furnishedbyanySubVendorandwhichisincorporatedinthePackage.

THERMALANDMECHANICALGUARANTEES.
The thermal and mechanical design of heat exchangers shall be the
responsibilityofthecontractor.
Thermaldesignsshallbecompletedusinganapprovedsoftwarepackagesuch
asHTRI,HTFSorequivalent.Designshallbeapprovedbythecompanyprior
tothecommencementofanyfabrication.
ContractorshallprovideboththethermalandMechanicalguaranteeforthe
equipment and shall be based on the process and mechanical conditions
detailedindesigncriteria.
