Preface
This perception study was carried out by iris communications in 23 districts of Khyber
Pakhtunkhwa (KPK) in the months of July/August 2016. This report has been prepared to analyze a
series of key performance indicators of PTI lead government in KPK.
The study assesses the overall performance of the PTI government in KPK in comparison with the
pervious provincial government. In addition to this, a performance score card of the provincial
government has also been prepared, which assesses the performance of the government in 16
areas. This was a quantitative and qualitative study where the qualitative part augmented and
elaborated upon the quantitative findings. The respondents of the study were also asked to
identify their preferred choice of political party if elections are to held in the next week.

Education Reforms
Positives

A majority of the respondents admired the KPKs provincial government


substantive measures to bring improvements in the educational system of the
province. There was a strong perception among the target audience that the
current transformation in the educational system is far better than the
achievements of previous provincial governments of KPK.

Key Appreciation Drivers


Monitoring the attendance of staff (Implementation of bio-metric system)
Development of labs/libraries in the schools
Up-gradation of syllabus
Distribution of free books and uniforms
Introduction of computer education
Improvements in infrastructure of schools (furniture, usage of solar panels etc.)

Emphasis on learning of English language


Provision of scholarships for deserving students
Appointment of professional staff
Strict measures against the usage of unethical means during exams
Focus on vocational education/diplomas

Health Reforms
Positives

Improvements in health facilities is a key indicator on which PTIs performance was appreciated by a majority. It was highlighted
that the process of improvement is in progress and the dedication of PTI reflects its seriousness towards provision of basic health
facilities to the masses.

It was also observed that a significant number of respondents believed that still there is a need for further improvement in terms of
monitoring doctors performance towards their profession and improvements in the medical facilities in government hospitals.

The refinements in the structure of police has had a significant impact in the reduction in crime rate/terrorism which is a
remarkable achievement of PTI in the province.

NEGATIVES

Energy Crises
Negatives

The present energy crises in KPK is perceived to be the same as that was
faced in the era of previous local government of ANP. PTIs government
was heavily criticized on the failure to provide this basic necessity. The
issue of load shedding was highlighted across all targeted zones of KPK
but the severity of criticism was found higher in East and North zones.

It was also noticed that the energy crises adversely impacted the
business environment in KPK and escalated the cost of living for the
masses.

Acute load shedding - specifically in remote areas/villages of KPK
Poor condition of transformers
Reactive approach of provincial government towards energy crises

Few initiatives (construction of dams) to resolve the issue of load shedding


Low voltage has damaged the electrical appliances
High rate of stealing of electricity
Adverse impact on business conditions

High Inflation/Poverty Rate


Negatives

There was a strong perception among majority of the respondents that


inflation has risen to an alarming level and the purchasing power of the masses
is continuously declining.
The key contributor are the few initiatives of the local government to minimize
the difference between rich and poor.

Lack of transportation facilities is
another key area of concern for PTI
provincial government.

Frequent traffic jams
Lack of facilities for passengers on bus terminals specifically for women

It was perceived that no significant


improvement was observed in this
regard and the situation is almost similar
as faced under the rule of previous
provincial government of ANP.

Absence of Metro bus service
