PER CURIAM:
Appellant appeals from the district court's orders denying relief on his 42
U.S.C. Sec. 1983 (1988) complaint and his motion for reconsideration of that
order. Our review of the record and the district court's opinions disclose that
this appeal is without merit. Accordingly, we affirm on the reasoning of the
district court. Williams v. Robinson, No. CA-93-3651-L (D. Md. May 19 and
June 1, 1994). We dispense with oral argument because the facts and legal
contentions are adequately presented in the materials before the Court and
argument would not aid the decisional process.
