Declaration of Magic

As certified by the Emperors, Daimyos, and their Magical Counsel

The implementation of magic is to be used for four primary uses:


The Advancement of Himitsuan Society
The Safety of Himitsuan Society
Military Service during wartime, specific positions are determined by usefulness in a particular
field, or protection for Daimyos or the Emperors
Special Initiatives such as a peacekeeping taskforce that operates both domestically and
abroad and exploration of magical occurrences and locations

1. Advancement of Himitsuan Society


All forms of magic and magical research have the potential to benefit Himitsuan society;
therefore, some magic users capabilities are better suited to exploring how magic can help the
citizens of the country. As such, all forms of magic are to be researched, with proper permission
and documentation from the Daimyo of the province in which the research is to take place.

Study Permits: Must be approved by the Daimyo and/or their magical counsel (Daimyo may
defer their judgement to magical counsel)
Differ based on the study
Permits may be issued for the study of any spell, even necromancy spells, spells of excessive
destructive or killing force, and invasive spells, usually to academics
Allows for study and exploration around the spell, but not practice of the spell once the study
has been completed

2. Safety of Himitsuan Society


The Department of Magic (DOM)
There shall exist a counsel of wise and experienced users of Magic who preside over the
magical happenings in Himitsu. Highest ranking members of the Department of Magic serve as
magical counsel to the Emperors and Daimyos. Branches of the DOM are to exist in the capital
cities of each province as to more easily assist with day-to-day magic use in Himitsu.
Restrictions of Use of Magic
1. All persons with the ability to use magic are required to register with the Daimyo of the province
in which they reside or by another Daimyo under special circumstances.
2. Practice of the Necromancy and Conjuration schools are magic are illegal without a proper
permit. The fields of Necromancy and Conjuration are more volatile and less understood, and as
such, must be treated with the utmost security. The use of these forms of magic are explicitly
forbidden due to Imperial decree.
3. Use of magic of excessive destructive or killing force is unlawful.

4. Use of spells that are invasive in nature are illegal.


5. Possession of runes, tomes, spellbooks, scrolls, potions, magical trinkets, or other
paraphernalia associated with a form of magic for which one does not have the proper permit to
practice or study is illegal, and objects are subject to seizure.
6. During times of war, all Daimyos retain the right to draft all magic users for Military service.
7. All cantrips are lawful, with the exception of Necromancy and Conjuration schools of magic.
8. Permits may be obtained as exceptions to the above laws.
Registration
All persons with the ability to use magic are required to register with the Daimyo of the province
in which they reside or by another Daimyo under special circumstances. The registration
process includes both formal paperwork for documentation and, in certain cases, interviews and
evaluations with the Daimyo or a representative. Failure to comply is a violation of Imperial law.

Practice Permits
Must be approved by the Daimyo and/or their magical counsel (Daimyo may defer their
judgment to magical counsel)
Allows specific spells or schools of magic of specified levels
There are two subtypes of Practice Permits: Civilian Practice Permits, and Special Practice
Permits
Civilian Practice Permits
Minor Practice Permit (Specific to Conjuration spells, only permits lower level Conjuration spells,
can be obtained by magical individuals who undergo training and examination)
Major Practice Permit (Specific to Conjuration spells, permits higher level Conjuration spells,
usually issued to religious leaders or other trusted magical individuals)
Special Practice Permits
Military Practice Permit (Allows use of specified spells of excessive destructive or killing force,
and invasive spells, in combat situations)
Police Practice Permit (Allows use of specified invasive spells in interrogation situations, issued
on a case by case basis)
Non-Compliance
Sentences may be increased or decreased in severity at the discretion of the judge appointed
by the Daimyo of the province in which the crime took place
Sentences are to be combined if more than one crime has been committed

For being discovered as an unregistered user of magic - Forced Registration, 60gp Fine, 30
Day Probationary Period
For casting a Necromancy spell without proper permit - 50gp Fine, 20 Days Jail Time
For casting a Conjuration spell without proper permit - 50gp Fine, 60 Day Probationary
Period
For casting a spell of excessive destructive or killing force (separate from charges of
murder, assault, etc.) - 50+gp Fine, 30+ Days Jail Time
For casting a spell invasive in nature - 50gp, 7+ Days Jail Time (all charges for invasive
spells are subject to case-by-case analysis by the local magistrate)

For possession of runes, tomes, spellbooks, scrolls, potions, magical trinkets, or other
paraphernalia associated with a form of magic for which one does not have the proper
permit to practice or study - Fine and jail time are subjective to possessions

3. Military Service
During times of war, Daimyos are given the permission to draft all registered magic users to
serve in the military. A secondary analysis of magical skills and abilities will be conducted at the
time of the draft, and responsibilities will be assigned accordingly.
There are no exemptions from the draft.

4. Special Initiatives
Even in peaceful times, magic users may be assigned to serve as a retainer for a Daimyo.
These magic users are typically requested by the Daimyos themselves instead of forced into the
position, but the Daimyos still have the option to do so.
Magic users can be personally invited by the Emperors or a selected representative to join a
peacekeeping taskforce that operates both domestically and abroad. The specific objectives of
this taskforce is kept confidential except from the Emperors, Daimyos, and specific persons
involved with the tasks.
