GENERAL CONDITIONS
GC-1 DEFINITIONS
a. The term Owner as used in this Specification means the
administration of the TARLAC STATE UNIVERSITY (TSU).
b. The term Architect / Design Architect means TSU Technical
Working Group Design Team as the designer, planner and
consultant of the owner.
c. The term Project Architect/Engineer shall mean the person/s
executing the contract in behalf of the Owner for the construction of
the project and said Project Architect/Engineers duly authorized
assistants or representatives or the Technical Working Group (TWG)
Inspection Team.
d. The term Contractor shall mean the person/s or firm/s that shall
perform the construction work that is to furnish and install, in
accordance with the plans, specifications prepared by the Architect
and to finish the construction work as per agreement in relation to time
schedule.
e. The term Completion of Contract shall mean full performance by the
Contractor of the contractors obligations under the contract and all
amendments and revision thereof except the contractors obligation
concerning (1) release of liens and certificate of Contractor, (2) other
final documents. The term completion or completion of the projects
shall mean the contract and all amendments and revisions thereof.
The Certificate of Completion, signed by the Owner shall be the sole
conclusive evidence as to date of completion.
f.

The term default used herein shall include any such failure by the
Contractor to make progress in the prosecution of work so as to
endanger the completion of the project within the calendar days
allotted.

g. Wherever in the specifications or upon the drawings the words


directed, required, ordered, designated, prescribed, or words
of like import are used, it shall be understood that the direction,
requirements, designation, or prescription of the Project
Architect/Engineer is intended; and similarly the words approved,
acceptable to of the Architect/Designer unless otherwise expressly
stated.
h. Where as shown, as indicated, or words of similar import are used,
it shall be understood that the reference is made to the drawings
accompanying this contract unless stated otherwise.
GC-2 DIVISION OF THE SPECIFICATIONS These specifications are divided
for convenience into sections as set forth in the General Conditions. Any mention
in these sections or indication on the drawings of articles, materials, operations,
or methods, requires that the Contractor furnish each item so mentioned or
indicated, of the kind, type or design and quality specified or shown on the
drawings; and that the Contractor furnish all labor, equipment, incidentals, and
superintendence necessary to complete the work in accordance with the
meaning and intent of these specifications even though such mention of articles,
materials, operations, methods, quality, qualifications, or condition is not
expressed in complete sentences. Where devices or items, or parts thereof are
referred to in the singular, it is intended that such reference shall apply to as
many such devices, items or as parts as required to properly complete the work.
The contractor shall coordinate the work covered in each section with the work of
other sections. The necessary information: items, accessories, anchors,
connections, patterns, templates, etc., shall be delivered when required in order
to prevent any delay in the progress and completion of the work.
GC-3 SPECIFICATIONS AND DRAWINGS
a. The Contractor shall keep in the work place a copy of the drawings and
specifications and shall at all times give the Project Architect/Engineer
access thereto. Anything mentioned in the specifications and not
shown on the drawings, or shown on the drawings and not mentioned
in the specifications, the specifications shall govern. In case of
discrepancy in either in the figures or drawings, or specifications, the
matter shall be submitted immediately to the Architect before any
adjustment shall be made by the contractor save only at the latters
own risk and expense. The decision of the architect on the adjustment
of discrepancies so as to conform to the real intent of the drawings and
specifications shall govern and shall be followed by the Contractor.

b. Omissions and mistakes in description. Omissions from the drawings


or specifications, or mistakes in descriptions of details of work which
are manifestly necessary to carry out the intent of the drawings and
specifications, or which are customarily performed, shall not relieve the
Contractor from performing such omitted or mistook description details
of work, but shall be performed as if fully and correctly set forth and
described in the drawings and specifications.
c. Deviations from the drawings and dimensions therein given, whether or
not error is believed to exist, shall be made only after written authority
is obtained from the Architect.
GC-4 PROGRESS SCHEDULE The work shall be prosecuted with faithfulness
and energy and in order of precedence as directly by the Project
Architect/Engineer. The Contractor shall submit a progress schedule as follows:
a. The progress schedule shall be submitted within two weeks after the
date of award of contract and shall be subject to the approval of and/or
modification of the Architect.
b. The progress schedule shall be in Chart Form or Critical Path Method
(CPM) and shall show the order in which the Contractor proposes to
carry on the work, the dates on which he will start the several salient
features (including procurement of materials and equipments) and the
contemplated dates for completing the same.
GC-5 TAXES, LICENSES, PERMITS AND FEES
All taxes, licenses, permits
like building permit & occupancy permit and fees which may be due to the local
and/or National Government on account of the performance and completion of
the work stipulated herein and fees of testing of materials and specimen shall be
paid for and obtained by the Contractor.
GC-6 INSURANCE
The contractor shall take out and maintain throughout
the construction period, insurance in the following minimum requirements.
a. Workmens Compensation Insurance covering all employees in
statutory limits who perform any of the obligations assumed by the
Contractor under the contract, as specified herein.
b. Public Liability and Property Damage Liability Insurance covering all
operations under the contract: limits for bodily injury or death not less
than Twenty Five Thousand Pesos (P25,000.00) for one person and
Seventy Five Thousand Pesos (P75,000.00) for each accident; for
property damage, not less than Twenty Five Thousand Pesos
(P25,000.00) for each accident and Forty Five Thousand Pesos
(P45,000.00) aggregate for accidents during the policy period.

c. The Project Architect/Engineer may recommend to the Owner that the


Contractor suspend the work wholly or in part for such period or
periods as the Project Architect/Engineer may deem necessary due to
unsuitable weather or such other condition as are considered
unfavorable for the satisfactory prosecution of the work or because of
the failure of the Contractor to comply with any of the provisions of the
contract; provided, however, that the Contractor shall not suspend
work pursuant to this provisions without written authority from the
owner to do so. The time of completion hereinafter set forth shall be
increased by the number of days of any such suspension, except in
case of such suspension is due to the failure of the Contractor to
comply with any of the provision of this contract. In the event that the
Contractor with the consent of the Owner suspends work, the
Contractor, before resuming the work, shall give the owner at least
twenty-four (24) hours notice thereof in writing.
GC-9 DEFECTIVE WORKMANSHIP
a. The acceptance of any workmanship by the Owner or the Project
Architect/Engineer shall not preclude the subsequent rejection thereof
if such workmanship shall be found to be defective after installation.
Any such workmanship found defective before final acceptance of the
construction shall be remedied by and at the expense of the
Contractor. The Contractor shall not be entitled by any payment
hereunder so long as any defective workmanship in respect to the
project, in which Contractor shall have had notice, shall not have been
remedied.
GC-12 PROGRESS PHOTOGRAPHS
a. The Contractor, at his expense, shall furnish to the Project
Architect/Engineer progress photographs that shall be taken monthly
starting when the work begins continuing so long as the work is in
progress, on the exterior or interior of the building, from station points
designated by the Project Architect/Engineer.
b. The photographs shall be 200 mm x 250 mm. at each period four (4)
exposures shall be taken, one on each side or the interior of the
building. The Contractor shall clearly identify in the photographs the
type of work completed.
c. Twelve (12) prints, gloss-finish, three (3) copies for each exposure
shall be delivered to the Project Architect/Engineer and in soft copy
burned to DVDs.

d. No partial payment shall be considered for approval without the abovementioned prints.
GC-13 RELEASE OF LIENS
Neither the final payment nor any part of the
retained percentage shall become due until the Contractor, if required, shall
deliver to the Owner a complete release of the liens arising out of this contract, or
receipt in full in lieu thereof and, if required in either case, an affidavit that so far
as he has knowledge or information, the release and receipts include all labor
and materials for which a lien could be filed; but the contractor may, if any
subcontractor refuses to furnish release or receipt in full, furnish a bond
satisfactory to the Owner, to indemnify him against any lien. If any lien remains
unsatisfied after all payments are made, the Contractor shall refund to the Owner
all monies that the latter may be compelled to pay in discharging such lien,
including all cost and reasonable attorneys fee.
GC-14 ASSIGNMENT
This contract shall not be assigned in whole or in part
by the Contractor without the prior written consent of the Owner and such
consent would not relieve the Contractor full responsibility and liability for the
work hereunder and for the due performance of all the terms and conditions of
the contract. The Owners consent to all subletting of work hereunder shall not be
granted in any event until the Contractor has furnished the Owner with
satisfactory evidence that the subcontractor is carrying ample insurance to the
same extent and in the same manner as herein provided to be furnished by the
Contractor. If the is assigned or any part thereof is sublet, the Contractor shall
exonerate, indemnify and save the Owner from and against any and all losses of
expenses caused thereby.
GC-15 COMPLETION OF CONTRACTORS DEFAULT
If default shall be
made by the Contractor or by any subcontractor in the performance of any of the
terms of this contract, the Owner, without in any manner limiting its legal and
equitable remedies in the circumstances, may serve upon the Contractor and the
surety or sureties upon the Performance Bond or Bonds written notice requiring
the Contractor to cause such default to be corrected forthwith. Unless within
twenty (20) days after the service of such notice upon the Contractor shall default
shall be corrected or arrangement for the correction thereof satisfactory to the
Owner shall be made by the Contractor or its sureties, the Owner may have such
default corrected by contract or otherwise for the amount and at the expense of
the Contractor, and the Contractor and its surety and sureties shall be liable to
the Owner for any cost and expense in excess of the contract price occasioned
thereby. In such event, the Owner may take possession of and utilize, in
completing the construction of the project, any materials, tools, supplies,
equipments, appliances, and plant belonging to the Contractor or any of its
subcontractors, which may be situated at the site of the project. The Owner such

contingency may exercise any rights, claims, or demands, which the Contractor
may have against third person in connection with this contract and for such
purpose the Contractor does hereby, assign, transfer and set over unto the
Owner all such rights, claims and demands.
GC-16 ATTORNEYS FEE IN CASE OF SUIT In case the Owner has to resort
to the courts to protect and enforce its rights hereunder the Contractor and his
surety or sureties shall be made further liable for attorneys fee an amount
equivalent to twenty (20%) percent of the amount involved, but not less than One
Thousand Pesos (P1,000.00) and that venue of such action shall be in proper
court holding session in Tarlac City.
GC-17 PATENT INFRINGEMENT
The Contractor shall save harmless and
indemnify the Owner from any and all claims, suits and proceedings for the
infringement of any patents covering any equipments used in the work.
GC-18 COMPLIANCE WITH STATUTES AND REGULATIONS
The
Contractor will comply with all applicable statutes, ordinances, rules and
regulations pertaining to the work. The Contractor understands that the
obligations of the parties hereunder are subject to the applicable regulations and
orders of the Government agencies having jurisdiction in the premises.
GS-19 EXTENSION TO THE SUCCESSORS AND ASSIGNS
Each and all
of the covenants and agreements contained in the contract effected by the
acceptance of this contract shall extend to and be binding upon the successors
and assigns of the parties thereto.
GC-20 PERSONAL PROPERTY DAMAGE
Until the work is completed and
accepted by the Owner, the Contractor shall assume all risks and bear all losses
that may result from any cause, to the work and to existing structures and
equipment, and to other property located on the premises or adjacent thereto,
belonging to the Owner, and he shall assume all damage or injury that may result
to all such property and/or persons where such damage or injury is caused in
connection with his work or is due to his negligence or to his leaving open or
unprotected portions of streets or other property.
GC-21 SUPERVISION
All work shall meet the approval of the Project
Architect/Engineer and shall be completed with conformity with the plans and
specifications will be made part of the contract to be entered into for the work
referred to herein. The contractor shall confer with the Project Architect/Engineer
before commencing any work under the contract. The Project Architect/Engineer
or his representative shall have access to the work at all times. The Contractor
shall furnish all facilities for inspection at the construction site, and at shops or
yards, and shall not cover up any requiring inspection until the Project
Architect/Engineer has approved the same. If work should be covered up before

being inspected, the Contractor will be required to remove such portions of the
work as may be necessary to disclose the part in question.
GC-22 IDENTIFICATION OF EMPLOYEES
The
contractor
shall
be
responsible for furnishing to each employee and for requiring each employee
engaged in the work to display such identification as maybe approved and
directed by the Project Architect/Engineer. All prescribed identification
immediately delivered to the Project Architect/Engineer for cancellation upon the
release of any employee. When required by the Project Architect/Engineer, the
Contractor shall obtain and submit fingerprints and/or police clearances of all
persons employed on the project.
GC-23 SHOP DRAWINGS
Shop drawings shall be submitted with the
same size as the contract drawings when practicable, but in no case shall
exceed the dimension of the contract drawings. Allow, at least, 38 mm border at
left hand edge of the shop drawings for binding and uniform hanging in files at
job site. The Contractor shall make preliminary check of all shop drawings for
compliance with contract documents before submitting shop drawings to the
Architect and he, the Contractor, shall stamp each print with statement of
compliance with this requirement. The Contractor shall submit four (4) sets of
checked prints to the Architect for approval, retaining one set of print for the
Architects file and returning three (3) prints for the Contractors copy as noted. If
shop drawings are disapproved, the Architect will return it to the contractor for
resubmission. The approval of the drawings of the Architect shall not be
construed as a complete check, but will indicate only that the general method of
construction and detailing is satisfactory.
Approval of such drawings will not relieve the Contractor from responsibility for
deviations from drawings or specifications, unless he has in writing, called the
architects attention to such deviations at the time of submission and secure his
written approval, nor shall it relieve him from responsibility for errors of any sort in
shop drawings or schedules.
GC-24 SAMPLES The contractor shall submit two (2) set each samples if
required by the Architect and these shall be properly identified with the
Contractors name and Manufacturers name and catalog number, if applicable.
GC-25 LIGHT, POWER, AND WATER The contractor shall furnish temporary
light , power and water, complete with connecting wiring, conduits, piping, lamps,
meters, and similar equipment as required for the work. The Contractor shall
install, maintain and remove his temporary lines upon completion of the work. All
expenses in connecting with temporary services and facilities shall be paid by the
Contractor. Subsequent to the setting of the permanent meters, the Owner will be
responsible for payment of water and electrical bills rendered for utility service
through the respective permanent meters. The Contractor, however, shall pay all
costs incurred in the setting of the permanent meters.

GC-26 TEMPORARY OFFICE The Contractor shall provide and maintain


watertight office on the premises where directed for his own and subcontractors
use, and for use of the Project Architect/Engineer. This building shall be painted,
provided with operating windows, doors with locks, table, benches, racks for
drawings, and adequate electric lighting.
1. The ceiling shall be at least 2700 mm high. Floor and walls shall
be plywood or equivalent.
2. The Contractor shall provide janitorial service for these offices
for the duration of the job.
GC-27 STORAGE SHEDS
The contractor shall provide and maintain on
the premises where directed, watertight storage sheds for all materials which
might be damage by weather.
GC-28 TEMPORARY TOILETS The contractor shall install and maintain in a
sanitary condition suitable toilets and urinals for use of workmen. These toilets
should be in location approved by the Project Architect/Engineer and connected
to existing sewer, when feasible, or maybe of the chemical type. There shall be a
minimum of one (1) toilet for each multiple of thirty (30) contractors employees or
fractional part thereof, working at the job site.
GC-29 LIGHTS, GUARDS, ETC The contractor shall provide such lights,
guards, temporary fences and warning signs as may be necessary for safety
during all the time from the execution of the contract until the final acceptance
Of the work, and shall be responsible for the maintenance of lights, guards,
fences and warning signs.
GC-30 REPAIRING INJURED WORK All portions of the work that may be
broken or injured by accident or in the course of or on account of building
operations, or by reason of any other cause whatsoever during the progress of
the work, shall be carefully and neatly repaired or reconstructed and the whole
left in the first-class condition and turned over to the Owner ready for use. Should
any part of the work of this contract be cut into or damage by other contractor,
the Contractor and party causing such damaged shall make adjustments
between themselves relative to reconstruction or repair and payment for the
same.
GC-31 OTHER CONTRACTS
The Contractor shall perform the work of the
contract so that it will properly coordinate with and fit the work performed by other
contractors. He shall give the other contractors every reasonable opportunity to
perform their work, store materials, and place equipment therefore, and fit their
work to the work of other contractors. He shall furnish to the other contractors all
information necessary in order that they may properly connect and fit their work

to his in ample time, so that they may have reasonable opportunity to prepare
their work therefore. He shall make the work of this contract ready to receive the
work of the other contractors at the time fixed therefore, and shall fit this work to
that of the other contractors at the time fixed therefore.
GC-32 COOPERATION WITH OTHERS
a. The contractor shall cooperate with others in the prosecution of all
work and shall not interfere with materials, appliances or workers of the
Owner or any other contractor engaged by the Owner at the site of the
work.
b. All contractors engaged in work at the site, shall have in so far as
practicable, equal use of premises and facilities. In case of
disagreement regarding such use, the matter shall be referred to the
Project Architect/Engineer whose decision relative to said use should
govern.
GC-33 CLEANING Upon completion of each part of the work as defined by the
sections into which these specifications are divided or as separated by the
various trades involved in the work, each area shall be cleaned of debris
emanating from the work. The Contractor shall remove remaining excess
materials, waste, rubbish, debris, and his construction equipment from the
premises. The said cleaning of the structure shall be broom-cleared, free of dust
and particles. Any dirt or stains caused by the work under the contract shall be
removed from the surfaces of the structure and from equipments and fixtures.
GC-34 WORK NOT INCLUDED Any work shown or specified which is not to be
done as part of the contract will be marked N.I.C. or will be specified in section
1A General Paragraphs of this Specifications.

MISCELLANEOUS PROVISIONS
MP-1 WARRANTY OF CONSTRUCTION
a. For other warranties set out elsewhere in this contract, the Contractor
warrants that the work performed under this contract conforms to the
contract requirements and is free of any defect equipment material or
design furnished, or workmanship performed by the Contractor or any
of his subcontractors or suppliers at time. Such warranties shall
continue for a period of one (1) year from the date of final acceptance
of the work, but with respect to any part of the work, which the Owner
takes possession of prior to final acceptance, such warranties shall
continue for a period of one (1) year from the date the Owner take
possession. Under this warranty, the Contractor shall remedy at his
expense any such failure to conform or of any such defect. In addition,
the Contractor shall remedy at his expense any damage to Ownerowned or controlled real or personal property, hen that damage is the
result of the Contractors failure to conform to contract or for any such
defect of equipment, material, workmanship, or design. The Contractor
shall also restore any work damaged in fulfilling the terms of this
clause. The Contractors warranty with respect to work repaired or
replaced hereunder will run for one (1) year from the date of such
repair or replacement.
b. The Owner shall notify the Contractor in writing within a reasonable
time after the discovery of any failure, defect, or damage.
c. Should the Contractor fail to remedy any failure, defect, or damage
described in (a) above within reasonable time after receipt of notice
thereof, the Owner shall have the right to replace, repair, or otherwise
remedy such failure, defect or damage at the Contractors expenses.

d. In addition to the other rights and remedies provided by this clauses,


all subcontractors, manufacturers, and suppliers, warranties
expressed or implied, respecting any work or materials shall be
enforced by the Contractor for the Owner. In such case, if the
Contractors warranty under (a) above has expired, any suit directed by
the Owner to enforce a subcontractor, manufacturer, or supplier
warranty shall be at the expense of the Owner. The Contractor shall
obtain any warranty that the subcontractors manufacturers or
suppliers would give in normal commercial practice.
e. Notwithstanding any other provision of this clause, unless such defects
are caused by the negligence of the Contractor or his subcontractors
or suppliers at any time, the Contractor shall not be liable for the repair
of any defects of material or design furnished by the Owner nor for the
repair of any damage which results from any such defect in Ownerfurnished material or design.
f. Defects in design or manufacture of equipment, specified by the Owner
on a brand name and model basis, shall not be included in this
warranty. The Contractor shall require any subcontractor,
manufacturer, or supplier thereof to execute their warranties in writing
directly to the Owner.
MP-2 PROJECT SIGN
The contractor shall provide a project sign fabricated
to size as specified in the attached drawing, see page MP Miscellaneous
Provisions : 3/3. The sign shall rigidly frame and erected at a location
designated by the Project Architect/Engineer. No separate payment will be made
for the sign, and all cost in connection therewith shall be included in the contract
price for the project. Upon completion of the work, the sign shall be removed and
disposed by the Contractor.
MP-3 USE OF OWNER FACILITIES BY THE CONTRACTOR
The
Contractor will not be permitted to utilize any Owners building or facilities for his
job-site office space or storage area for materials without prior written approval of
the Project Architect/Engineer.
MP-4 INTERFERENCE WITH OWNER OPERATIONS
The contractor shall
establish work procedures and methods to avoid interference with existing
operations within or adjacent to the construction area. Free passage into
adjoining or adjacent buildings not in the contract will not be permitted, except as
approved by the Project Architect/Engineer. Procedures and methods shall also
provide for safe conduct of work and protection of property, which is to remain
undistributed.

101. SAMPLES AND BROCHURES PRIOR TO PROCUREMENT As soon as


practicable and before installation, the Contractor shall submit for approval
samples and brochures of the following materials and equipment:
Ceramic, Rustic, Granite tiles
Circuit Breaker and Panel Board
Fissured finish
Waterproofing
Powder coating finish
Toilet fixtures

Painting System
Conduits and wires
Sewer and water pipe
Roofing Sheets
Electrical and wiring devices
Hardware (locksets, hinges, etc.)

Other additional materials which require submittal of requirements shall be as


mentioned in the other sections of these specifications.
101.1 The architect reserves the right to take samples of materials other than
those listed above at any time during the contract to ensure conformance to the
specifications.
101.2 SHOP DRAWINGS REQUIRED OF THE CONTRACTOR The Contractor
shall submit approval, three (3) copies of shop drawings of the following prior to
their fabrication or installation:
Shop drawings of electrical panel boards and control equipment,
Shop drawings of steel frame window adapting existing window designs,
Schedule of rebars, bar cutting list, splices and bending details
In addition to the drawings listed above, the Contractor shall furnish any and all
sketches, drawings, perspectives, and/or diagram used in connection with the
completion of the work to the Architect. Drawings submitted for review or
approval shall be clearly identified as to their intended use in the project.
101.3 SHOP DRAWINGS, SAMPLES, BROCHURES, ETC. SUBMITTAL
PROCEDURES The contractor shall submit to the Project Architect/Engineer all
shop drawings, sample brochures, etc.: thereafter, the Project Architect/Engineer
will endorse same to the Architect for approval. After the Architects action,
retaining one copy, the Project Architect/Engineer after retaining also one (1)
copy, will return all copies to the Contractor.
101.4 PROJECT COST BREAKDOWN A cost breakdown (labor and materials
included), submitted by the Contractor as approved by the Project
Architect/Engineer for every item work, shall be used as basis for computing the
payments to the Contractor.
101.5 OWNER-FURNISHED MATERIALS (OFM) As listed shall be furnished
free of charge to the Contractor in the manner as stated herein. All other

materials and or equipment necessary to complete the project shall be


contractor-furnished.
101.5.1 OFM will be delivered by the Owner at the job site within five (5)
days after notification of the Contractor. If the materials, after five (5) days, were
not delivered and will cause delay to work as determined by the Project
Architect/Engineer, the completion time will be extended by the number of days
until the materials are delivered.
101.5.2 The Contractor, in the presence of the Project Architect/Engineer
shall make detailed inventory of the OFM. The Project Architect/Engineer will
issue procedures and information required relating to the inventory to be used in
writing.
101.5.3 The Contractor shall assume custody of item of OFM received by
him and shall be responsible for safeguarding them. Any OFM, which is
damaged, lost or taken by robbery or theft while in the custody of the Contractor,
shall be replaced by the expense of the Contractor.
101.5.4 Quality of OFM shall be the responsibility of the Owner. Proper
placement and installation shall be the responsibility of the Contractor.
101.5.5 OFM will, at all time, remain the property of the Owner and none
shall be removed from the job site, except as directed. Excess OFM remaining at
the site after the completion of the work shall be disposed of, as directed.
GR-102 PAYMENT
102.1 GENERAL

GR-103 CONSTRUCTION QUALITY CONTROL


103.1 GENERAL. The Contractor shall establish and maintain quality
control for testing of materials to be furnished by him in accordance with the
specifications and for determination of densities as required in the specifications
to assure compliance as specified. The testing agency shall be approved.
Certified copies of detailed laboratory test reports, attesting compliance with the
test requirements as prescribed in the applicable referenced publications shall be
submitted in triplicate, together with the submission of samples for confirmation
testing by the Owner as required, and shall contain the name and address of the
testing laboratory and countersigned by the Contractor. In such instance the
Contractor shall furnish written certification, prior to the performance of tests, that
results of the work to be performed will not be used in litigation or for promotional
purposes.
103.2 SAMPLING AND TESTING.
Unless
otherwise
specified,
materials to be sampled, time of submittal of samples, and other requirements for

sampling shall be as specified in the various sections of each division under


which the materials will be furnished. All samples for testing shall be provided by
the Contractor at no additional cost to the Owner. Testing requirements specified
herein shall apply both to Contractor as approved, and by an approved
independent commercial testing laboratory at the Contractors responsibility and
expense. However, the Owner reserves the right to inspect or verify at any time
the Contractors quality control procedures by confirmation testing is made on
test samples and the samples fail to meet specification requirements, the
materials represented by the sample by the samples shall be replaced, and the
cost of re-testing will be deducted from the payment due the Contractor. When
reports or manufacturers certificates are required to be submitted by the
Contractor, samples may still be required for the future Owner testing should the
materials appear to be defective during or after installation or application.
103.3 MAINTENANCE OF RECORDS. The contractor will maintain current
records of all inspections and tests performed on an appropriate approved
format. These records will provide factual evidence that required inspections or
test have been performed, including type and number of inspections or test
involved; results of inspections or test; nature of defects; causes for rejection;
proposed remedial action; and corrective action taken. These records will include
inspection of materials as received at the job site for conformance with contract
or submittal requirements as well as proper storage for protection against
weather and construction activities. These records must cover both conforming
and defective items and must include statement that all supplies and materials
incorporated in the work are in full compliance with the terms of the contract.
Legible copes must be furnished to the Project Architect/Engineer or his
authorized representative for permanent retention. The report will cover all work
placements subsequent to the previous report, and will be certified by the prime
contractors designated representative. A sample format will be utilized as a
minimum Daily Construction Quality Control Report. Additional forms for specific
operations may be required by the Project Architect/Engineer to supplement the
quality inspection forms.
103.5 TIME REPORTS AND DEFICIENCIES. Records
of
jobsite
inspections must be received prior to installation or incorporation of materials into
the contract work. The Contractor will not be permitted to build upon or conceal
any feature of the work containing uncorrected defects. Payment on deficient
items will be withheld until satisfactorily corrected or other action has been taken
and approved.

SECTION 2.0

GENERAL CONSTRUCTION WORKS

2.1. SITE WORK


SCOPE OF WORK
2.1.1 The project calls for the construction of a TSU LUCINDA
CAMPUS MAIN GATE & FENCE of the Tarlac State University located at
TSU Lucinda Campus., Tarlac City.
A. Visit and Accept the Site as is
1. SITE CLEARING: Clear only those areas of site shown to have site
work and necessary to the construction process. Do not remove grass and
top soil from areas adjacent to the site work area.
In site clearing, remove, demolish existing structure like footing, walls,
organic debris including timber, tree stumps, roots, logs, branches, scrub
and the like. Grub out roots and stumps. Remove boulders occurring on
the surface.
Protect Flora: Except for the area to be cleared, protect trees and other
plants from damage. Willful damage to such trees will cause monetary
compensation to be sought by the university.
2. Sheet Piling, Shoring and Bracing: (If Necessary) to protect existing
buildings, street, walkways, utilities, and other improvements and
excavation against loss of ground or carving embankments, on account of
contractor.
REQUIREMENTS
2.2.1 Designated structures and utilities or parts thereof shall be
dismantled and prepared for storage or disposal in such manner and place
directed by the architect.
2.2.2 Materials derived from dismantling or demolition shall be classified
into reusable materials and scrap.
2.2.3 Materials to be reused shall be properly stored, thoroughly cleaned
and reconditioned prior to installation.
2.2.4 Scrap and debris will be removed from the construction site to a
disposal area in manner not against the local ordinances.
2.2.5. Utilities like water and electricity consumptions shall be charged to
the winning contractor. By providing electric & water meter. Just
coordinate to the TSU Administration.
2.2.6. TemFacil: Contractor shall look for the convenient site as their
temporary Facilties, office, material storage, toilet & bath, sleeping area,
etc., so that it may not distract on going classes.

SECTION 2.3

EXCAVATION, BACKFILLING AND GRADING

2.3.1 Earthworks
A. Excavation, backfilling for building as well as utility system
includes the following scope of works.
a. Excavations for footings, footing tie beams, grade
beams,etc.
b. Trenches for waterlines, storm drainage lines and other
such requirements manholes and other similar required
structures.
B. Site grading, backfilling, compaction and soil poisoning.
C. Materials
a. Satisfactory filling materials shall be approved by the
TSU Technical Working Group.
b. Selection of backfilling materials shall consists of sand,
stone, gravel uniformly graded and free from
objectionable materials.
2.3.2.Drainage System
Furnishing of reinforced concrete, pipes and other concrete
structures such as manholes, curbs, gutters, catch basin and other
similar structures where necessary or as shown on plans

Construction of concrete sidewalks using 1800 PSI concrete
materials of sand, gravel and Portland cement
SECTION 3.0

STRUCTURAL WORKS
REINFORCED CONCRETE

GENERAL REQUIREMENT
3.1.1 The work includes concrete and reinforced concrete, complete for
the construction of new structure such as new additional two-storey
structure, reinforcement of faade, new concrete eaves, new inclined
parapet wall, and all other concrete works such as rehabilitation of all
immediate and affected concrete gutters, sidewalks, driveways, curbs and
gutters.
See to it that the Existing structure conform to the rebar requirements for
the new RC beams and the slab since there are dowels/starter bars we
shall see and compare to the new drawings. The new drawings shall be

followed strictly, in case there are discrepancy, the contractor shall follow
the drawing according to structural design.
The work to be undertaken under this section shall include the continuing
of the existing dowel rebars or L/4 beam rebars to be properly place and if
it necessary to add rebars we shall do it, If it is necessary to cheap the
existing pavement columns, beams just to satisfy the rebars we shall do it.
(Refer to Structural Dwgs.) furnishing of all labor, materials, equipment
and other facilities and the satisfactory performance of all work necessary
to complete all concrete work shown on the drawings and specifications
herein.
3.1.2 All concrete work shall be done in accordance with the
Specifications for Concrete and Reinforced Concrete as adopted by the
Department of Public Works and Highways, Philippines, and the current
American Concrete Institutes Building Code Requirements for Reinforced
Concrete ACI-318-71 and its earlier predecessor ACI-318-63 or The
Latest National Structural Code for Buildings.
3.2
MATERIALS
3.2.1 Cement: Portland cement shall conform to ASTM C 150-76 for type
1 Portland Cement. Use of Addmix is not prohibited as long it is within
the required/specified strength.
3.2.2 Concrete Aggregates
A. Shall be well graded, clean, hard particles of gravel or crushed
rock conforming to the Specifications for Concrete Aggregates
(ASTM C 33 latest revision).
B. Minimum size shall not be larger than one-fifth (1/5) of the
narrowest dimension between forms and not larger than threefourths (3/4) of the minimum clear spacing between bars.
C. Minimum ultimate strength fc = 20MPa in 28 days.
3.2.3 Steel reinforcement
Reinforcing bars shall be new and free from excessive rust, oil,
defects, grease or kinks. They shall conform to the latest revision of ASTM
A 615 Specifications for Billet Steel Bars for Concrete Reinforcement.
With a minimum yield strength FY=275mpa.
3.2.4 Water
Shall be clean and free from injurious amounts of oils, acids, alkali,
organic materials and other substances that may be deleterious to
concrete or steel.

3.3

CONCRETE PAVEMENT
3.3.1 Concrete Requirement
303.1.1 The work include on course concrete pavements,
constructed on an approved prepared sub-grade in conformity with
the lines, grade, typical cross sections indicated on the plans.
3.3.1.2 Materials
3.3.2.1 Portland Cement shall conform to the requirements of
ASTM. Standard Specifications C 150, Type 1. Different brands of
cement shall not be mixed during use.
3.3.2.2 Fine Aggregates shall consist of sand, stone screenings, or
other approved inert material having clean, hard, strong, durable,
sound, uncoated grains free from injurious amount of dust, lumps,
soft or flaky particles and other harmful substances.
3.3.2.3 Course Aggregates shall consist of crushed stone, gravel or
approved inert material having same characteristics as fine
aggregates.
3.3.2.4 Joint Sealer shall be a hot poured rubber/bitumen sealing
material conforming to B.S. Specification 2449. Use Pli-astic 77 by
Expandite Ltd. or approved equivalent.
3.3.3 Execution
3.3.3.1 Preparation of Subgrade
The prepared base course shall be cleaned of all foreign
matter and all and elevations checked before formworks are
placed.
3.3.3.2 Forms and Form Setting
A. Side forms for pavement shall be of lumber of sufficient
strength when stacked down to resist the pressure of cement
mixer and finishing tools, without springing. They shall be
straight and of a depth equal to the thickness of the
pavement at the edge and free from warp and bends.
Wooden forms shall be Apitong and Lauan or equivalent.
B. Side shall be set that they rest firmly, throughout their
entire length, upon the foundation. They shall be set exactly
to the required alignment and grade of the pavement and
joined neatly and tightly and to be supported in such position
during entire finishing, to avoid deflection.
3.3.3.3 Handling and Placing Reinforcement
Reinforcement shall be used as indicated on plans. Bars
shall be free from rusts, straight and free from distortion.

SECTION 3.4

CONCRETE MASONRY WORK

GENERAL REQUIREMENT
3.4.1. The works include all cement and masonry works complete for the
CHB wall partitions and all other works requiring concrete masonry.
MATERIALS
3.4.2.1 Concrete hallow blocks shall be of Jackbuilt Brand or equivalent.
3.4.2.2 Mortar Portions shall consist of 1 part Portland Cement and 3 part
sand.
3.4.2.3 Plaster portions shall consist of 1 part Portland Cement, part
lime and 3 part sand.
3.4.2.4 Steel reinforcing bars shall conform to requirements of structural
specifications.
3.4.3 EXECUTION
3.4.3.1 Masonry units shall be laid plumbed, leveled and accurately
spaced. All units shall be wetted before laying. Blocks should lay in full
mortar bedding and that no cracks shall form between blocks and mortar
at time block is placed. Position of blocks shall never be shifted after the
mortar has stiffened.
3.4.3.2

SECTION 4.0

Masonry units shall extend beyond ceiling level and anchored to


concrete slab or beam. All reinforcements shall conform to
general construction notes and plans.
ARCHITECTURAL WORKS

FLOOR FINISHES
4.1.1 Masonry Pavers
a. Hexagonal Masonry Pavers or its equivalent for use on the
Walk way or waiting area or at the entry / exit or as otherwise
indicated in the plans.
b. Pavers & other tiles shall be free from laminations, serrated
edges, chipped of corners and other imperfections affecting
quality, appearance and strength as approved by the architect.
c. Contractor shall submit one sample for each color and size
intended to be used for the approval of the architect or the TWG
as represented by the owner.

d. Sand Bedding shall be well compacted @ every 0.30 m with


masonry edge wall & appropriate footing and reinforcements.
4.1.2 Concrete Pavement:
a. Plain Cement Finish Floor Topping or concrete pavement at
specified location. This flooring shall be same level with the
pavers FFL.
SECTION 4.2

WALL FINISHES

4.2.1 Plain Cement Finish


For plain cement finish wall, surface shall first be thoroughly
cleaned by brushes and with small jet from a high special hose. All
dirt shall be removed from crevices and depressions. After surface
has been wet, it shall be grouted with 1:1 grout, then thick finish
composed of one part cement and 2 parts of sharp clean mixed
with 2 to 3 gallons of water per bag of cement shall be applied,
rammed, screened and floated. This shall be trowelled when
sufficiently dry to a smooth hard finish using a light dusting of
cement only. Corners shall be beveled at from plain surface.
Use of addmix is encourage so long it conforms to specifications.
Also, there are v-cut groove 45 Degree 2 thk. as specified in the
plans. It should be properly aligned along parapet and shall be
done in excellent workmanship.
4.2.2 ASSIMILATED BRICK FINISHED (or FALSE BRICK FINISHED)
To column fences and plant boxes, apply 0.075m x 0.20 m
assimilated bricks finished shall be properly done, straight lines for
horizontal and vertical lines. Excellent Workmanship in this work is
needed for better appreciation.
4.2.3 Stone Works (STACK STONE GRAND CANYON)
For Stone Works finish at specified walls,columns, parapet,
surfaces shall first be thoroughly cleaned by brushes and with small
jet from a high special hose. And the wall preparation shall be
rough.
a.) Stone Works & other tiles shall be free from laminations,
serrated edges, chipped of corners and other imperfections
affecting quality, appearance and strength as approved by the
architect.

b.) Contractor shall submit one sample for each color and size
intended to be used for the approval of the TWG and the owner.
c.) Use appropriate heavy duty branded tile adhesive for long life
application and for safety purposes or free from any potential
accident. This tile adhesive shall be first approved by the TWG.
4.2.3 1 x 1 MASONRY GROOVE & TSU LOGO
For masonry Wall at specified wall a 1x1 groove is applied at the
front of the main entrance with the TSU LOGO made of plaster of
paris. Smooth finished, special painted free from fading. The color
shall be according to the actual color of the university logo.
SECTION 4.3

CEILING WORKS

4.3.1.

METAL SPANDREL CEILING


The metal spandrel ceiling shall be branded, installed properly
according to the suppliers specification and requirements. This metal
furrings shall provide additional metal studs at 0.40 x 0.60 both ways. And
with breather or ventilation along edge, continuous ventilation with a width
of 0.30 m.
The contractor shall provide sample of said ceiling materials,
brochures from the supplier for the Architects final approval and proper
installation.

SECTION 4.3

CONCRETE ROOF DECK

CONCRETE ROOF DECK


4.3.1a. General Intention
The work includes furnishing all materials and performing all operations to
provide the concrete roof deck as required providing a watertight installation &
finishing. The surfaces to which roofing is to be applied shall be thoroughly clean
and dry and free from any defect that might affect the application. Specific
installation and proper concreting works shall be in accordance to civil
engineering code, 3000 psi concrete, proper rebar installations and water tight
application.

SECTION 4.4

WATERPROOFING WORKS

4.4.1 GENERAL INTENTION


4.4.1a. The work shall include waterproofing on Roof deck, parapet,
ledges, walls under natural grade line and others as indicated in architectural
drawings.
4.4.1b. All work included under this division shall be subjected to the
general conditions accompanying these specifications. The Contractor and the
subcontractor for this portion of the work are required to refer especially thereto.
4.4.2 WATERPROOFING ADMIXTURE TO CONCRETE
4.8.2a. The work shall include the roof deck and parapet.
Pls refer to drawings for more information.
4.8.2b. MATERIALS. Materials shall be an admixture of sahara or bostik
brand to concrete and the Water proofing top coating Castle brand as
follows:
a. Use Sahara or bostik brand as an admixture to concrete for
waterproofing material to the parapet & roof deck.
b. Water Proofing Top coating branded as castle made from
Japan, with corresponding 5 year warranty.
4.8.2c. APPLICATION
Upon application of the said waterproofing materials, water testing
is required for 24 hours. It shall be watertight, free from any seepage, leak etc.
(Refer to specified materials application and proper implementation.)
SECTION 4.5 STEEL or METAL WORKS
4.5.1 SCOPE OF WORK
The work of this section cover all steelworks including all work associated with
the METAL installation. The work also includes all fabricated steelwork items for
the project together with associated works. These are the Metal Main Gate for
vehicular, Entry / Exit gate, Metal Fences and the space framing Cantilevered
Truss.
4.5.2 MATERIALS
All materials supplied shall be new undamaged and true to specification.
Structural elements shall as specified on the Engineering Drawings. All materials
shall be free of imperfections and ferrous metals shall be free of serious rust
damage. Substitution of specified materials will not be allowed. The contractor
shall provide Suppliers Milling Certificate to the client.

4.5.3 WORKMANSHIP
All work in this section shall be carried out either directly by on under direct
supervisions of expert tradesmen skilled in the work
.
4.5.4 HANDLING
Transport, handle, store and erect all structural steel and metalwork items so that
members are subjected to excessive stresses and are not bent or buckled.
4.5.5 ERECTION
All erection procedure including setting out, security during erection, site welding,
hold down bolts etc. shall be carried out in accordance with industry standards
and best current safe working practices.
4.5.6 FABRICATION ITEMS
Construct, fabricate and erect all documented items in accordance with the
detailed drawings providing al necessary heavy duty fixings, fastenings, and
fittings necessary to complete the works.
4.5.7 PRIMING
All ferrous metal products and fabricated items which are not galvanized and all
welded connections to galvanized steel shall be primed on completion of
fabrication.
SECTION 4.6

ROOFING MATERIALS

METAL ROOFING
4.6.1a. General Intention
The work includes furnishing all materials and performing all operations to
provide the metal roofing sheets and bended metal sheet accessories as
required providing a watertight installation. The surfaces to which roofing is to be
applied shall be thoroughly clean and dry and free from any defect that might
affect the application. Specific installation details shall be in accordance with
recognized sheet metal installation practice.
4.6.2. Materials

Pre-painted Galvalume metal roofing sheets shall be 0.40 mm


base metal thickness, longspan Pre-painted Rib Type.

Fasteners. All fasteners shall be of the appropriate tek screws

4.6.3 Installations
Except as specified herein, all materials shall be installed in accordance
with the manufacturers printed installation instructions. Care shall be exercised in
storing, handling and installing to prevent any damage to roofing and siding
sheets. The sheets shall be of standard size type or long-span type with no end
lapping. Sizes of fasteners used in installation shall be as recommended by the
manufacturer. All metal shaving shall be swept and removed from roof on
completion of the work.

Joints sealing materials shall be provided to seal joints in and


around sealing strips or ridges, waves, valleys and bolt holes
before inserting fasteners, for all flashings and elsewhere as
necessary to provide water-tight construction.
Fastenings. All end laps in roofing shall not be less than 310
mm. All roofing sheets shall be fastened to framing members
with the fasteners specified herein.
Sheet metal flashing shall be secured to roofing with cadmiumplated or zinc coated sheet metal screws in accordance with the
manufacturer recommendations.
Sheet metal works like gutters, flashing, eaves roll and ridge roll
shall be provided as shown and where necessary to make the
work water-tight. Flashing shall not be bent at sharp angles but
shall be worked to as large radius as possible. Allowance shall
be made for expansion and contraction of all sheet metal works.
All joints shall be fastened and primed to provide water-tight
installation.

4.6.4 Performance Roofing


Roofing and all sheet metal works shall be completely water-tight, free of
abrasions, loose fasteners and deformations. The installation shall be
guaranteed against leakage for a period of one year.

SECTION 4.7
PAINTING WORKS
GENERAL REQUIREMENTS
4.7.1a.
The work includes labor, materials, equipment and other
facilities and the satisfactory performance of all work necessary to

complete all painting and varnishing according to approved color


schemes.
4.7.1b.
All exposed work shall be protected while the building is
being painted or varnished. Areas not to be painted shall be well
protected during painting by sufficient covers.

Neither paint materials nor varnishing shall be applied on
finishes like glazed tiles, glass, plastic, brass, bronze, aluminum,
and chrome finishes.
4.7.1d.
The contractor is responsible to the final clean-up and
washing of window glass, spots on floors, hardware, fixtures, etc.
4.7.2 MATERIALS
4.7.2a.
All paint materials shall meet the requirements of the
Standard Specifications on supplies and shall be delivered to site
on its original containers with labels intact and seals unbroken.
4.7.2b.
Use materials only as specified by manufacturers direction
on label of containers.
4.7.2c.
Paint materials, such as linseed oil, shellac, turpentine, etc.
shall be pure of highest quality.
4.7.2d.
Tinting colors for oil paints shall be colors in oil, ground in
pure linseed oil, and of the highest grade obtainable.
4.7.3. EXECUTION
4.7.3a.
All concrete surfaces shall be allowed to cure or weather for
one month before painting.
4.7.3b.
All the following shall be done prior to painting or varnishing
job.
a. All spaces shall be broom clean
b. All dust, dirt, grease, plaster and other foreign matters which
would affect the finish work shall be removed.
c. All wood work shall be sanded lightly with #00 sandpaper
between coats. Paint coats shall be thoroughly dry before
sanding. All nail holes shall be counter-sunked and applied with
putty.
d. Clean all wrought iron or cast iron works of all dirt and grease
before using benzene. Remove rust and scale down to bars
metal using sand paper or wire brush.
4.7.4. WORKMANSHIP
4.7.4a. All painting and varnishing work shall be done in workmanlike
manner by skilled painters and varnishers only.
4.7.4b. All materials shall be evenly applied on, so as to form a film of
uniform thickness, free from sags, run, crawls, or other defects.

4.7.4c.Unless otherwise specified and/or instructed by the architect due to


actual conditions on the job, no less than 48 hours shall elapse
between applications of succeeding coats.
4.7.4d.No oil painting or varnishing shall be done in dump weather.
4.7.4e.No varnishing on woodwork shall be done while plastering is in
process or is drying.
4.7.4f.Unless otherwise specified, all paints shall be applied in three (3)
coats (priming, body and finishing coats).
SECTION 5.0

ELECTRICAL WORKS

GENERAL REQUIREMENTS
Under this section shall include all labor, materials, equipment and other
facilities and the satisfactory performance of all work necessary to
complete all works shown on the drawings and specified thereto.
5.1. GENERAL CONDITIONS. The work under this Division shall be subject to
the requirements of the General Conditions, which shall be included as part
of these specifications and which apply to all work performed under the
electrical work Division.
5.2. GENERAL DESCRIPTIONS. The work to be done under this Division of the
Specifications consists of the fabrication, furnishing delivery and installation,
complete in all details of the electrical work, at the subject premises, and all
work and materials incidental to the proper completion of the installation,
except those portions of the work which are expressly stated to be done by
others. All works shall be in accordance with the governing codes and
regulations and with the Specifications, except where it shall conflict with
such codes in which case, the latter shall, then govern. The requirements
with regards to materials and workmanship shall be in accordance with the
standards of the electrical code for the furnishing of all labor, materials and
other necessary for the complete installation of the work specified herein
and indicated on the drawings. These Specifications are intended to provide
a broad outline of the required installation, but are not intended to include all
details and construction.
5.3. WORK INCLUDED. The Contractor shall furnish all electrical materials and
equipment, and perform all the work necessary for the complete execution
of all the electrical work as shown on the Electrical Plans, and the general
construction drawings, as herein specified, or both except as otherwise
excluded and which exclusions and generality of the forgoing, shall include
but are not to be limited to the following principal items of work.

5.3.1 Furnish and install 220 volts, 1, 2-wire, 60 Hz, AC service entrance
in rigid steel conduit including conductors and all items required as per
local power utility company policies, rules and regulations.
5.3.2 Furnish and install distribution equipment including distribution
panels, lighting and power panels, and circuit breakers in individual
enclosures and disconnect switches as shown on the drawings.
5.3.3 Furnish and install a complete wiring system both interior and
exterior for lighting and power including feeders for the building branch
circuits and taps.
5.3.4 Furnish and install complete lighting fixtures as indicated in the
plans, specification and fixture schedule.
5.3.5 Furnish and install all control wiring except those specified to be
done by other trades.
5.3.6 Furnish and install a complete conduit system, boxes, and
faceplates.
5.3.7 Furnish and install a complete grounding system.
5.3.8 Perform terminations for all electrical system.
5.3.9 Complete testing of all electrical system.

5.3.10 Painting of electrical system and enclosures.


5.3.11 Application of electric service connection (if necessary) including
preparation of all necessary plans, forms and related documents, payment
of government fees and charges, and coordination with Tarlac Electric,
Inc. (TEI) and other authorities or persons involved in the procedure.
5.3.12 Preparation of As-Built plans and drawings
5.3.13 If anything has been omitted in any item of work or materials,
usually furnished, which are necessary for the completion of the electrical
works as outlined herein therefore, then such items must be and are
hereby included in this Division of the work.

5.3.14 Installation of all items to be furnished by the Owner except those


items specifically noted otherwise.
5.4. CODES, INSPECTION FEES AND PERMITS. The work under this contract
shall be made in accordance with requirements of the Philippine Electrical
Code, the rule and regulations of City Engineers Office, Provincial
Engineers Office and with the requirement of the Tarlac Electric
Incorporated. Nothing contained in these Specifications or shown on the
Drawings shall be constructed as to conflict to the latest national and local
ordinances or laws governing the installation of electrical works, and all
such laws and ordinances are hereby made part of these Specifications.
The Contractor is required to meet the requirements thereof.
All permits, certificates and fees required of all the work shall be obtained
and at the expense of the Contractor. The Contractor shall furnish the
Project Architect / Engineer, and the Owner a copy of final certificate of
electrical inspection and approval from the proper government authorities
after the completion of the work. The Contractor shall prepare all as-built
plans and any related documents required by the approving authorities.
5.5. RECORD DRAWINGS. The Contractor shall, during the progress of the
work, keep a faithful record of all changes made, where the actual
installation differs from that shown on the contract drawings. Upon
completion of work, the Contractor shall, in neat and accurate manner,
finalize As-Built drawings on tracing paper. These drawings shall be
submitted to the Engineer / Architect for approval. After approval, they shall
become a property of the Owners.
5.6. SHOP DRAWINGS AND SAMPLES
5.6.1 The Contractor shall prepare and submit for approval at his own
expense shop drawings and cuts of all major items of work, which include
detailed drawings of works and mounting equipments. After final approval of
the Project Architect / Engineer, a sufficient number of copies as directed
shall be furnished for distribution. Fixtures and device cuts and/or catalogue
shall be clearly marked to indicate the items furnished.
5.6.2 Submit to the Project Architect / Engineer for approval samples of
conduits, wires, wiring devices, finished plates and any other required items
as requested.

5.7. COORDINATION. The Contractor shall cooperate in every way with other
contractors whose apparatus he shall connect as part of his work, and also
provide his work connections and facilities for the connections of their work.
This Contractor is hereby called upon to prepare such drawings of details of
equipment, location of sleeves, inserts and supports as maybe required for
the assistance of the General Contractor and the Contractor for other
trades. Upon demand, he shall furnished these drawings in adequate
number of sets for all parties concerned, and shall coordinate with the
preparation of these drawings by consultation with other trades involved
before submission. The approval of such drawing will not relieve the
Contractor in any way from the responsibility of properly locating and
coordinating with his work the work of others.
5.8. MINOR MODIFICATIONS. The plans drawn are based upon the
architectural/engineering
plans and details and show conditions as
accurately as it is possible to indicate them in scale. The plans are
diagrammatical and necessarily fit to the building conditions. The locations
of outlets, apparatus, equipment shown on the plan are approximate. The
Contractor shall be responsible for the proper location in order to make
them fit with the Architectural details and standard engineering
requirements.
5.9. GUARANTEE. The Contractor shall guarantee that the electrical system is
free from all grounds and from all defective workmanship and materials, and
will remain so far for a period of one year from the date of acceptance of the
work. This Contractor at his own expense shall remedy any defect
appearing within the aforesaid period.
This Contractor shall indemnify and save harm the Owner, the Architect,
and the Engineers from and against all liabilities for damages arising from
injuries or disabilities to persons, or damaged to property occasioned by any
acts of omission of the Contractor or any of his Sub-Contractors, including
any and all expensed, legal and/or otherwise, which may be incurred by the
Owner, the Architect or the Engineers, in the defense of any claim, action or
suit.
5.10. APPROVALS, SUBSTITUTIONS, ETC. Wherever hereinafter the word for
approval or approved (make, type, size, arrangement, etc.) are used
specifically in regards to manufacturer specialties, etc. or wherever it is
desired to substitute a different make or type of apparatus for that specified,
all information pertinent to the adequacy and adaptability of the proposed
apparatus, shall be submitted to the Project Architect / Engineer and their
approval secured before the apparatus is ordered or installed.

Expenses incurred for test required by the Architect/Engineers to ascertain


the equivalence of substitutes to specified materials or equipment shall be
for the account of the Contractor without prejudice to their approval or
disapproval.
5.11. SUBCONTRACTOR, ETC. The Contractor shall be held fully responsible
for the work of any subcontractor or manufacturer performing work or
supplying materials and ascertain that the electrical work when finally
delivered to the Owner, shall be ready in every respect for satisfactory and
efficient operation.
5.12 STANDARDS OF MATERIALS. All materials shall be new and shall
conform with the standards of the Underwriters Laboratories, Inc. ASA,
USASI, IEEE, NEMA, I.P., CEA, and A.S.T.M. in every case where such
standards has been established for the particular type of material in
question. Samples of all materials shall be submitted for approval as
required by the Project Architect or Engineers.
5.13 WORKMANSHIP. The work throughout shall be executed in the best and
most thorough manner under the direction of, and to the satisfaction of the
Owner, the Project Architect or Engineers who will jointly interpret the
meaning of the drawings and specifications and shall have the power to
reject any and all work and materials, which in their judgment are not in full
accordance therewith.
5.14 INSTALLATION REQUIREMENTS
5.14.1 Approval of Materials, etc. All electrical materials shall be new and
shall meet the requirements and bear the inspection label wherever
standards have been established. As soon as practicable, and within thirty
days after the official award of contract and before any materials,
apparatus, and equipment are ordered, the Contractor shall submit to the
Project Architect or Engineers for approval, one complete list of materials,
apparatus and equipment triplicate, giving the manufacturers name,
address, descriptive date, trade name of item, rated capacities, certified
analysis, catalogue numbers, etc., and when called upon to do so,
complete or portion of list, as required by the Engineers, which he
proposes to use or install.
5.14.2 Ground Test. The entire installation shall be free from improper
grounds and from short circuits. After complete installation, all branch
circuits shall be tested from ground defects in the presence of the Project

Architect / Engineers or the authorized representative. Each panel board


shall be tested with main connected to feeders and all homeruns
connected to proper branch circuit number as per plan. Each individual
power feeder shall be tested with the power equipment connected for
proper intended operations. In no case shall the insulation resistance be
less than that allowed by the regulation for electrical equipment of
buildings. Failures and defects shall be corrected in a manner satisfactory
to the Project Architect or Engineers.
5.14.3 Cutting and Fitting. The Contractor shall do all cutting and fittings
required for the installation of the work and make the several parts joint
and coordinate with other works in accordance with the drawings and in a
manner satisfactory to the Engineers.
5.14.4 Inserts, Anchors, etc. Furnish to concerned parties all inserts,
anchors or other required items which are to be built in by them for
securing all hangers or other supports of conduits and for anchorages for
electrical apparatus and equipment, supervises the placing of these
inserts, anchors, etc.
5.15. CONTRACT DRAWINGS
5.15.1 The location of outlets, apparatus and equipment indicated on the
drawings are shown as accurately as possible, that the small scale drawings
are necessarily diagrammatic and that such locations, as shown, are subject
to slight revision, as the work is installed which may be necessary to fit
construction conditions. No major changes shall be made however, without
the approval in writing of the Engineers.
5.15.2 The Contractor shall examine and study the architectural scale
drawings, large scale and full size details and approval shop drawings of
other parties and he shall frequently consult with them to ascertain any
changes that may have been made and he shall be guided accordingly
before establishing the precise location of conduit runs, panels, pull and
junction boxes, and outlets for all lighting and power. All outlets covered or
partially covered by ducts, piping, etc., shall be extended laterally or to
underside of same so that fixtures may be properly installed.
5.16 BASIC MATERIALS AND METHODS
5.16.1 Conduits
5.16.1.1 General conduits shall be Polyvinyl Chloride (uPVC). uPVC
shall be used for all installations underneath or inside floor slabs

directly in contact with the ground or the finish grade or underneath


roadways or driveways, all installations inside or embedded on
concrete and masonry works and all installation inside ceiling and
wooden double walls. Conduits for service entrance feeder shall be
Rigid Steel Conduit (RSC) for run exposed and PVC thickwall
conduit schedule 40 for embedded pipes.
5.16.1.2 All uPVC conduits shall be thick wall SC-40 and all metallic
tubing shall be pre-zinc hot dipped galvanized steel with class 4
heavy-duty insulation.
5.16.1.3 Conduits and tubings shall be concealed within finished wall,
ceilings, steel framings and floor slabs, when surface mounted, shall
be supported adequately by pipe clamps 1.5m intervals maximum,
cable hanger or any support perpendicular to the walls or structure of
the members. Conduits installed in the ground or fill beneath the floor
slabs be buried a minimum of 0.6 m depth and encased in 0.1 m of
concrete all around to withstand a vertical load of 2,000 psi. No PVC
conduit shall be permitted above ground unless adequately protected
against damaged and approved by the Engineers.
5.16.1.4 Rigid metallic conduits installed outside building in contact
with the soil shall be coated with asphalt paint and wrapped with
asphalt tape. An additional cast of asphalt paint shall be applied over
the asphalt tape.
5.16.1.5 Field-made bends and offsets shall be avoided when
possible but when necessary, shall be made in accordance with the
manufacturers recommendations. Trapped raceways shall be
avoided where possible. Care shall be made to prevent lodgment of
dirt or trash in the conduits, tubing, boxes, fittings and equipment
during the course of the construction. Conduit shall be fastened to all
sheet metal boxes and cabinets with two locknuts where bushing
cannot be brought from contact with the boxes. Otherwise, single
locknut and bushing is acceptable.
5.16.1.6 No conduit shall be used in any system smaller than 15mm
diameter electric trade size, nor shall have more than four 90
degrees bend in any one run, and where necessary, pull boxes shall
be provided as directed.
5.16.1.7 No wire shall be pulled into conduit until the conduit system
is complete in all details. In the case of concealed work, until all
rough plastering or masonry has been completed. In the case of
exposed work, until the conduit system had been completed in every
detail.

5.16.1.8 The Contractor shall use if possible single brand of


approved conduits for uniformity of manufacturing.
5.16.2 Wires and Cables
5.16.2.1 All wires and cables shall comply with the requirements of
the Underwriters Laboratories, the A.S.T.M. and I.P.C.E.A. or
equivalent as they apply to the particular usage. Unless otherwise
indicated or specified, conductors shall be type THHN. In any case,
no conductor shall be smaller than No. 3.5 mm2 shall be used. Circuit
homeruns to panel board shall not be smaller than No. 3.5 mm2, but
all homeruns to panel board more than 100 feet shall not be smaller
than 2.0 mm diameter.
5.16.2.2 All wires shall be copper, soft drawn and annealed, shall
have 98% conductivity, shall be smooth and true and of cylindrical
form and shall be within 1% of the total actual size called for.
5.16.2.3 Wires and cables shall be plastic insulated for 600 volts
working Pressure, type T unless otherwise noted on plans.
5.16.2.4 The Contractor shall use if possible single brand of
approved wires and cables for uniformity of manufacturing.
5.16.3 Outlets Boxes and Fittings
5.16.3.1 At all outlet boxes of whatever kind, for all systems, there
shall be provided a suitable fitting, which shall be either a box or
other device especially designed to receive the type of fitting or
device to be mounted thereon.
5.16.3.2 At all outlets in concealed works, provide galvanized
pressed steel or PVC outlet boxes of standard size and approved
type for the purpose. In general, outlet boxes shall be at least 100
mm in diameter.
5.16.3.3 Floor mounted outlet boxes where required shall be
adjustable waterproof type with flush brass floor plated and brass bell
nozzle.
5.16.4 Junction and Pull Boxes
5.16.4.1 Junction and pull boxes of code steel gauge shall be
provided as indicated or as required for facilitating the pulling of wires
and cables. Pull boxes in finished places shall be located and

installed with permission and to the satisfaction of the Project


Architect or Engineers.
5.16.5 Cable Supports
5.16.5.1 Provide and install at indicated points in the feeder risers
vertical cable supports as required. These supports shall be the
positive grip type.
5.16.6 Wall Switches
5.16.6.1 Wall switches shall be rated at least 15 A, 230 volts AC, one
way or three way as required. Switches shall be flush type spring
operated quitematic, wide type.
5.16.6.2 Toggle switches shall be UL standard No. 20 and shall be
totally enclosed with the bodies of thermosetting plastic and a
mounting strap. Wiring terminals shall be of the screw type, back of
side wired.
5.16.6.3 Appropriate samples shall be submitted prior to purchase of
devices.
5.16.7 Wall Receptacles
5.16.7.1 All wall receptacle shall be grounding type, rated at least 15
A, 230V. Bodies shall be thermosetting plastic supported on a metal
mounting strap. Wiring terminals shall be of the screw type, back of
side wired. Unless otherwise specified in this Division, all rating, slot
configuration and color of wall receptacle shall conform, with the
receptacle schedule.
5.16.8 Device Plates
5.16.8.1 Device shall be UL approved or equivalent of one-piece
type, and shall be provided for all outlet and fittings to suit the device
installed. Plates on finished wall shall be of metallic materials with
finish as indicated in the wiring devices schedule.
5.16.9 Panelboards and Cabinets
5.16.9.1 All panelboards for light and power shall conform to the
indication of the drawings with respect to the supply characteristics
rating of main lugs or main breakers, number and sizing of branch
circuit breakers.

5.16.9.2 Each panelboard shall consist of a factory complete dead


front assembly of back plan, main busbars, over current and
switching units, sheet metal cabinets and terminal cabinets and shall
be properly finished inside and outside in an approved manner to
prevent corrosion.
5.16.9.3 Circuit breakers for panelboards shall be molded case circuit
breakers with quick make, quick break, trip free mechanism. They
shall meet NEMA Standards.
5.16.9.4 Panelboard

5.16.9.5 Power and distribution panelboards shall have inside wiring


gutters for branch circuit wiring connection not less than 125 mm in
width when the largest device does not exceed 225 amperes, nor
less than 200 mm in width where the large device exceed 225
amperes.
5.16.9.6 Panelboard main bus work shall be ampacity rated to equal
or exceed overcurrent protective device immediately ahead of it. All
busworks shall be properly secured to withstand available short
circuit forces at the location.
5.16.9.7 Provide panelboards in the light and power system where
shown conforming to the indications on the drawings with respect to
the following:
5.16.9.7.1 Supply characteristics.
5.16.9.7.2 Requirements for device mains or lugs only
mains;
5.16.9.7.3 Sizing of mains; and
5.16.9.7.4 Number of sizing of branch devices
5.16.9.8 Air circuit breakers for over current protection and switching
in the various panelboards shall have an interrupting rating as

5.16.10 Lighting Systems


5.16.10.1 The lighting system shall be complete in every respect,
as indicated on the plans or as specified.
5.16.10.2 All fluorescent fixture housing shall be a minimum of US
gauge No. 22 B.I. sheet metal.
5.16.10.3 All lamp holders shall be provided with a springloaded
rotary which keeps lamp firmly in the holder.
5.16.10.4 Energy-efficient LED and T5 fluorescent lamps with
electronic ballasts shall be used unless otherwise specified.
5.16.10.5 Type of lamps and luminaries must be dependable and
not glaring.
5.16.10.6 Type of fixtures and lamps on perimeter must be durable
and guarded from pilferage.
5.16.10.7 Control and characteristics of lamps must be shown on
the plans.
5.17. LOCATION OF WIRING AND OUTLETS
5.17.1 The Contractor shall coordinate his work with all parties involved so
that exact locations may be obtained for all outlets, apparatus, appliances
and wiring.
5.17.2 The location of outlets shown diagrammatic wiring plans shall be
considered as approximate and it shall be incumbent upon the Contractor,
before installation of outlet boxes, to study all pertinent drawings and obtain
precise information from the architectural schedules, scale drawings, large
scale and full size details of finished rooms, approved shop drawings of
other parties involved or from the Engineer. It shall be understood that any
outlet may be relocated a distance not exceeding 4.5 m from the location
shown on the drawings, if so directed by the Engineer. Contractor shall

make any necessary adjustment of his work to fit conditions for recessed
fixtures and for outlets occurring in glazed tile, block, terra cotta, marble,
wood paneling, or other special finish materials, in order that all boxes may
register flush with finish and shall be centered properly. In centering outlets,
due to allowance shall be made overhead piping ducts windows, and door
trim variations in thickness of furring, plastering etc., as erected, regardless
of conditions which may be otherwise shown on small scale drawings.
Outlets incorrectly located shall be properly relocated at the Contractors
expense. Local switches which are shown near doors shall be located at the
strike side of the door as finally hang, regardless of swing shown on the
drawings.
5.17.3 The center line of wall outlets, and switches shall be installed at
heights above finished floor or as specified on the Architects drawings.
Where mounting heights are specified on the Electrical drawings, they shall
be verified with Architects drawings before installation. Where glazed tile,
block, terra cotta occur, outlets shall be centered on the nearest joint to the
height given.

5.18. GROUNDING
5.18.1 All metallic conduits, cabinets and equipment shall be properly
grounded and bonded by means of copper straps. Connecting to the water
service pipe shall ground the conduits of each system.
5.18.2 The Contractor shall finish and install all grounding requirements at
all areas indicated on the plan. All ground connection shall be a clean
contact surface and shall be tinned and sweated while bolting. Unless
otherwise specified, exposed ground cables shall be installed in conduits
and connections made readily accessible for inspection. Connections shall
not be made under ground of concealed floor slabs on walls. Connection to
ground rods shall be provided with ground walls. Grounding and bonding
shall be minimum in accordance with the PEC requirement.
5.19. POWER SOURCE
5.19.1 Furnish and install 220V, 1 Phase, 2 wires, 60 Hz, AC, service
entrance for secondary distribution and shall be installed as per PEC
requirement.

5.19.2 The service entrance conductor shall be thermoplastic type THW or


THHN copper conductors, stranded, whose number and sizes are
indicated on the plans.
5.19.3 Accessories and hardwares shall be included as required by the local
power company.
5.19.4 If necessary, the Contractor shall request the local power company to
install proper type and size of service metering instruments and all other
necessary accessories. Materials, equipment, devices and fittings which are
not to be furnished and installed by the local power company shall be
furnished and installed by the Contractor.
TEST AND GUARANTEE.
The Contractor shall furnish all apparatus for making test after the electrical work
is complete. All wiring shall be tested thoroughly for shorts and ground using
insulation testers in the presence of the Owner or his representative. All
components of equipment that are found defective or malfunctioning should be
repaired and replaced by the Contractor at his own expense to the satisfaction of
the Owner. All materials and installation shall be guaranteed to be free from all
defects in materials and workmanship for one year after acceptance.
SECTION 6.0

PLUMBING & SANITARY


STORM DRAINAGE

GENERAL REQUIREMENTS
Under this division shall include all labor, materials, equipment, and other
facilities and the satisfactory performance of all work necessary to complete all
works shown on the drawings and specified thereto.
6.1
STORM DRAIN PLUMBING PIPES & FITTINGS
6.1.2.a.) 2 Dia. Roof Deck Drain with strainer:
Use 2 Dia. Roof Deck Drain with strainer with perforated hole made of
aluminum.
6.1.2.a.) 2 Dia. Down Spout & 3 stack pipe:
Use 3 Pipe Dia. Heavy duty 800 with applicable fittings and applicable sealant
and a connected to the concrete pipe to open canal.
