Mr.Millerisbeinghonoredforhisdedicationand
commitmenttotheenvironmentofMonroeCountyand
beyond.Ateacher,naturalist,andoutdoorsman,Mr.Millerhasbeenaclearandconsistent
advocateforthePoconoenvironmentforover35years.
Recentlyretiredfromadistinguishedcareerasatechnologyinstructorandteacherwith
thePoconoMountainSchoolDistrict,Donisstillpursuinghisrealvocationasapartnerand
advocateforallmannerofconservationcauses.
HeisafoundingmemberandpastpresidentofthePoconoHeritageLandTrust,current
BoardMemberandpastpresidentoftheBrodheadWatershedAssociation,servesontheMonroe
CountyOpenSpaceAdvisoryBoard,theParadiseTownshipEnvironmentalAdvisory
Committee,andtheBarrett,Paradise,andMt.PoconoRegionalOpenSpaceCommittees.
HeassistedinthecreationofboththeTannersvilleCranberryBogPreserveandthe
Kurmes/ParadiseCreekNaturePreserve,nottomentiontheFieldstoneFarmPreserveandthe
YankeeRunPreserve.
Hehasbeenrecognizednumeroustimesovertheyearsforhisworkasaconservationist,
includingawardsfromthePAEnvironmentalCouncil,theMonroeCountyConservation
District,theBrodheadWatershedAssociation,andtheMonroeCountyWasteAuthority.
Heiswellknownforleadingnaturewalkstohelpothersdiscoverandappreciatethe
environmentaltreasuresoftheregion.
Donsyearsofservicetothecommunity,abilitytocreatesuccessfulpartnerships,andhis
dedicationtopreservingthebeautyofthePoconos,makehimatrueleaderintheenvironmental

arenaofNortheasternPennsylvania.
NortheastEnvironmentalPartnershipAwards
Thewinnersofthe2016NortheastEnvironmentalPartnershipAwardsare
BuzziUnicemUSAStockertownPlant,NorthamptonCounty,fortheirHerculesMeadow
Project,anenvironmentalprojectconceptdevelopedbythecompanytoprovideanoutdoor
classroomandexperientiallearningopportunityforlocalschoolstudentsandothers.Theproject
providesavenueforstudentstolearnenvironmentalconceptsaswellasparticipateinactual
projectsthatwillprotectandimprovethewaterqualityoftheBushkillCreekandsurrounding
area.
LehmanSanctuary,LuzerneCounty,forprovidingauniquelydiverseteachingresource
(theLehmanSanctuary)forenvironmentaleducationandS.T.E.M.activitiesforlocalschools.
TheLehmanSanctuaryprovidesstudentsandeducatorswithalocallearningfacilityfocusedon
watershed,habitat,andotherecoenvironmentaleducationactivities.
RichardMitchellJr.,LuzerneCounty,forsharinghisexpertiseonorganicgardening,edible
landscaping,andcompostingtoinstillanappreciationfornatureamongchildrenandadultsofall
ages.Richardpartnerswithnumerousorganizationstoeducatethecommunityaboutour
environment.Richardalsotutorsspecialneedschildrenandteachesthemtogrowplants,while
helpingthemdevelopskillsandapassionfornatureatthesametime.
TomOgorzalek,LuzerneCounty,forhistirelesseffortsandnumerouspartnershipsthat
madetheGreaterHazletonRailTrailareality.Tom,anoriginalfounderoftheGHRT,
recognizedanopportunitytoconnectpeopletotheenvironmentandpromotehealthyliving
throughthedevelopmentofthistrail.
WilliamReichert,SchuylkillCounty,forbeingachampionforimprovingthequalityof
waterwithinthenorthernmostreachesoftheSchuylkillRiverwatershed,especiallyby
addressingtheregionslegacyofminingandacidminedrainage.Hispracticalapproachto
projects,mentoringofyoungvolunteers,andincrediblehumilityhasmadehimawellrespected
conservationleaderinSchuylkillCountyandbeyond.
TobyhannaConservationAssociation,MonroeCounty,fortheircommunityengagement,
conservation,andenvironmentaleducationefforts.TheTCAchartersstatesthatconservation,a
stateofharmonybetweenmanandtheland,andtheproperharvestingoffishandgamesoasto
retainnaturesdelicatebalance,shallbethepurposeofthisorganization.TCAhaspartnered
withnumerousorganizationstofulfillthismission.
EmergingLeaderAward
TheEmergingEnvironmentalLeaderAwardwillbepresentedthisyeartoMargaret
(Maggie)Capooci,LackawannaCounty,fordemonstratingleadership,initiation,anddedication
toprotectingandpromotingahealthyenvironment.
MaggieisarecentgraduateoftheUniversityofScrantonwithadegreeinEnvironmental
ScienceandPhilosophy.
WhileMaggiewasastudentattheUniversityshewasaleaderwithrespecttopromoting
sustainabilitytothecampusandlocalcommunity.Sheservedinaleadershiproleoncampusas
vicepresidentforoneyearandpresidentoftheSustainabilityClubfortwoyears.
Shewasabletoimpactsustainabilityforfuturegenerationsinthelocalcommunityby
offeringandleadingsustainabilityorientedwithlocalchildren.Thiswasdoneduringeventslike
safetrickortreating,EveningofEnvironmentalScience,andtheEnvironmentalEssayContests.
InthepastthreeyearsMaggiehashelpedoriginate,plan,staff,participate,judge,setup,

andcleanupapproximately44eventsalongwithherheavyacademicloadasadoublemajor.
MaggiewillbecontinuinghereducationbyattendingtheUniversityofDelawareto
pursueaPh.D.inWaterScience&Policy.
Maggieiscertainlyadedicatedandaccomplishedyoungenvironmentalleader.

TerrenceE.Sweeney,Ph.D.,aProfessorandChairofBiologyattheUniversityof
Scranton,receivedhisBachelorsdegreeinChemistryandPhysicsfromColgateUniversityand
hisPh.D.inBiophysicsfromtheUniversityofRochester.
In1992,afterconductingfiveyearsofpostdoctoralresearchasamemberofthe
PhysiologydepartmentattheUniversityOfArizonaCollegeOfMedicine,Sweeneyjoinedthe
BiologyfacultyattheUniversityofScranton.
Dr.SweeneywillbediscussingtheUniversityofScrantonsnewcourse,Extreme
Physiology,NEPAEdition.
ThecourseincorporatesanActivitySiteandOutreachSteeringCommittee,whose
expertiseinservingasstewardsofPennsylvaniasnaturalresourcesenablethemtobroadenthe
learningoutcomesofthecourse.
Inadditiontoeducatingstudentsaboutthesynergismofnutritionandtraininginthe
enhancementofhumanphysicalperformanceandhealth,thecourseenabledstudentstolearn
howgovernmentalandprivateorganizationsacquire,develop,andpreservelandsforthe
bettermentofthepublic,howsuchactivitiesarefundedandpromoted,andhowthestudents
themselvescanservetofurtherlandconservationforthegoodofthepublicandtheenvironment.
Thecoursealsopromotedanunderstandingofthebreadthandlocationsofrecreational
opportunitiesthatareavailableintheNortheasternPennsylvaniaregion.
LarryNewman,anurbanplannerandeconomicdeveloper,isthefoundingExecutive
DirectoroftheDiamondCityPartnership,WilkesBarresnonprofitdowntownmanagement
organization.
Forthepast15years,hehasplannedandledtherevitalizationofdowntown
WilkesBarreandoverseenmanyofthecatalyticprojectsandinitiativesundertakenthereduring
thatperiod.

PRCsmissionthroughtheirleadership,innovation,andcreativeprograms,saidPRCExecutive
DirectorBobJondreau.Wecertainlyapplaudtheireffortsandlookforwardtohonoringthem

GrangerEnergyServicesLeadershipinSustainableEnergy(Berks&LancasterCounties).
GrangerEnergyServicesisbeinghonoredforitsprojectharvestinggasfromtwodifferent
landfillstoproducerenewableenergythroughbothdirectuseandelectricgeneration.Gasis
usedatonsitefacilitiesateachlandfilltogenerateelectricitythroughenginegeneratorsetsand
a21.5milepipelinetosevenindustrialcustomers.Customersusethegastopowerboilers,
turbines,andevenanonsiteenginegeneratorsetintheirindustrialfacilities.Attheirtwo
Pennsylvanialandfillgastoenergyprojects,MorgantownGasCompressorStationandHoney
BrookGenerating&GasCompressorStation,Grangerisproducingenoughrenewableenergyto
powernearly4,000homesandheatapproximately25,000homes.
TheHersheyCompanyLeadershipinGreenBuilding(Hershey,DauphinCounty).The
HersheyCompanyisbeinghonoredforitsrenovationandconversionofahistoric100+yearold
factoryindowntownHersheyintoastateoftheartofficecomplex(19EastBuilding).The$90
millionprojectretainedover1,200jobsinHershey.Thecompanysstoriedpast,thelegacyofits
founderMiltonS.Hershey,andmorethan20piecesoforiginalhistoricalmanufacturing

beinghonoredforitsuseofrefillablebottlesatitsbreweryinSt.Marys.Straubisoneofonly
twobreweriesintheUnitedStatesthatusesoroffersrefillablebottles.Straubhasbrewedbeerin
St.Marysforover140years.

TheWolfadministrationsplantorebootPennsylvanias
badlylaggingChesapeakeBaycleanupeffortscouldbein
needofitsownkickstart.
SinceunveilingthestrategyinJanuary,stateenvironmental
leadershavegrappledwithresistancetotheirplanfor
increasingoversightoffarmsinthewatershed.Andthey
haveyettolineupmajornewsourcesoffundingtomake
goodontheirpledgetoplantmorestreambuffersandtakea
hostofotheractionstoimprovelocalandBaywaterquality.
Meanwhile,theEnvironmentalProtectionAgency,which
hadbrieflywithheldnearly$3millioninfundslastyearuntilPennsylvaniaproducedthereboot
plan,iswarningitmaytakenewstepsifthestatedoesntshowprogresssoon.
VeronicaKasi,coordinatorofthenewlyformedChesapeakeBayOfficeinthestate
DepartmentofEnvironmentalProtection,saidinaninterviewthatitsstillearly,butpreliminary
stepshavebeentakentocarryouttherebootstrategy.Shesaidshesencouragedthatits
beginningtoreverseyearsofthestatesneglectingitsresponsibilitiestohelpcleanuptheBay.
Wearestartingtoturntheaircraftcarrier,shesaid.
Others,though,saytheydontseemuchsignofthat.
Ithinkthingsareprettywellstalledatthispoint,saidDavidHess,aformerstate
secretaryofenvironmentalprotectionwhosnowalobbyistinHarrisburg.Keycomponentsof
therebootplan,suchaspromisedincreasedfunding,haveyettomaterialize,henoted.
Therebootplan,developedjointlybythestatedepartmentsofAgriculture,Conservation
andNaturalResources,andEnvironmentalProtection,isintendedtogetthestatebackontrack
tomeetitsobligationsundertheBaypollutiondietimposedin2010bytheEPA.

ThesixstatesintheChesapeakewatershedaresupposedtohavesufficientmeasuresin
placebynextyeartoachieve60percentofthepollutionreductions,and100percentby2025.
WhilePennsylvaniahasmetits2017phosphorusgoal,EPAscomputermodelingindicatesthe
stateisfaroffpacetomaketheneededreductionsinnitrogenandsedimentpollution.
Asoftheendoflastyear,Pennsylvaniawasonthehookfor86percentoftheremaining
nitrogenreductionsstillneededfromallofthestatestomeetthe2017goal,andfornearly70
percentofthecumulativereductionstoreachtheoverall2025goal.
AsafirststeptowardaddressingPennsylvaniasdeficiencies,stateofficialshadpledged
toinspect10percentofthe33,000farmsintheBaywatershedannually,startingJuly1.Officials
saidthedragnetwasneededtorestoreacultureofcompliance,afterEPAreviewsfoundfewer
than2percentwerebeingcheckedeachyear,withlittlebeingdonetopromptlyaddress
problemsthatturnedup.
Arecordsreviewalsofoundasmanyas70percentoffarmslackrequiredplansfor
managingfarmanimalmanureandforcontrollingerosionandsedimentpollution.
CriticalShortageOfInspectors
Statestaffingiscriticallyshort,sotheDEPisrelyingoncountyconservationdistrict
officestohelpoutwiththeinspectionrampup.Butmorethanamonthafterthedesignatedstart
date,thefarmcheckshaveyettobegin,anditsunclearhowmanyofthe43conservation
districtsintheBaywatershedwillparticipate.
AttheendofJune,KasihadsaideightdistrictshadnotifiedtheDEPtheywouldtake
part,whilesevenhadsaidtheywouldnot,withthemajoritystillonthefence.
Lastweek,DEPspokesmanNeilShaderdeclinedtoprovideanupdate,sayingthe
numberisstillinflux.AndonFriday,theDEPissuedanewsreleasecallingonallthe
conservationdistrictstofinalizetheirroleinconductingagriculturalinspections.
Thedepartmentsentdistrictofficialsalettersayingithadtweakedtheinspection
procedurestoaddresstheirremainingconcernsabouttheeffort.Intheletter,Patrick
McDonnell,actingDEPsecretary,urgedthedistrictstosignandreturnbyAug.30aonepage
formsayingtheywouldparticipate.
DEPspokesmanShadersaidstateofficialshavebeenindiscussionswithdistrictofficials
forweeks,seekingtoovercometheirqualmsandgetthemonboardwiththeinspections.
Theletterwasmeanttohighlighthowthestatehadattemptedtoaddressoneoftheir
concerns,byspellingoutthatdistrictswouldnotbepenalizediffarmersrefusedtopermittheir
farmstobeinspected.
TheDEPhassaidthatfordistrictstocontinuereceivingstatefundingforBay
technicians,eachofthosestafferswillbeexpectedtoinspect50farmsinthecomingyear.
Shadersaidsomedistrictshadaskedifmoneywouldbewithheldifsomeinspectionscouldnot
beperformedbecausefarmersrefusedpermission.
So,withstepstakentoclarifythatafarmersrefusalwouldnotbeheldagainstan
inspector,theDEPdecideditwastimetoissueafishorcutbaitmessagetotheconservation
districts,Shadersaid.
Thisisgoingtobesortofwheretherubbermeetstheroad,theDEPspokesmansaid,
andbytheendofAugust,theresgoingtobeaconcretelistofwhosinandwhosout.
Butatleastsomeconservationdistrictsmayhavebeenwaitingtoseethecontractwith
DEPthattheyreexpectedtosigninordertoreceivestatefunding.Asofthebeginningof
August,theDEPstillhadnotproducedthefinalversionofthecontract.

Ithinkwerestilldealingwithaprojectthathasnotbeenfinalized,sosomeofthe
districtshavesaidletsjustwaitandseewhatthefinalproductis,saidBrendaShambaugh,
executivedirectorofthePennsylvaniaAssociationofConservationDistricts.Shesaidshehad
heardthat20to25districtshadindicatedtheirwillingnesstodoinspections,butninehad
refused.
Nothingissetinconcrete,sheadded.
TheDEPletteronFridaysaiddistrictswouldbesentacontracttosignaftertheyreturn
theonepageformindicatingtheirwillingnesstodoinspections.
Atleastsomeconservationdistrictleadershavebeenreticentbecausedoinginspections
representsabigshiftinwhattheyseeastheirtraditionalroleofhelpingfarmerswithtechnical
assistancetoimproveconservationpracticesontheirland.
Theyfeelasiftherespecttheyhavefromtheagriculturalcommunitymightbe
compromisediftheystartdoinginspections,andtheymightnotbeinvitedbacktothefarm,
Shambaughhadexplainedearlier.Itsalinethattheydontwanttocross.
Wedidnthirepeopletodoinspections,saidMarkKimmel,manageroftheYork
CountyConservationDistrict,whichhasdeclinedtoparticipate.
ThestaffwhoworkwithfarmersonBayrelatedconservationissuesliveandworkin
thecommunity,themanagerexplained.Inmostcases,theyrefriendsandneighborsofthe
peopletheywouldbeinspecting.Itsaveryuncomfortablepositionforthemtobein.
Indeed,Kimmelsaid,evenbeforetheinspectionplanwasunveiled,twoofhisstaffquit
andtookjobswiththeU.S.DepartmentofAgriculturebecausetheydheardthechangewas
coming.
TheYorkdistrictsdecisioncostit$141,000,almost10percentofitsbudget,Kimmel
said.TheDEPregularlyprovideseachdistrictwithaportionofitsfunding,andthisyearmade
participationinthefarmchecksaconditionofthecontractstheydhavetosigntogetthemoney.
Kimmelcalledthefundingcutoffcounterproductive.Evenbeforetheinspectioninitiative
wasannounced,hesaid,farmershadbeenaskingthedistrictforhelpwritingconservationplans.
Hehasabacklognow,henoted,of150suchrequeststhatwouldcovermorethan37,000
acresoffarmlandinthecounty.Tohelpdealwiththatbacklog,thedistrictmanagersaidhes
tryingtofillthetwovacanciesandfindotherfundstocovertheloss.
Meanwhile,KasisaidthattheDEPispreparingtostepinandhandlefarminspectionsin
countieswheretheconservationdistrictswontdoit.BymidJune,initialtraininghadbeen
givento60or70staff,shesaid,somedrawnfromotherbranchesoftheDEP.
Weregoingtopullasweneedfromwherevertogettheworkdone,Kasiexplained.
Thisisapriority.
UnderstandardoperatingprocedurespostedlastspringontheDEPswebsite,farmers
selectedforinspectionwillbeaskedtoproducetherequiredplans,andinspectorsaretoscan
themtoseeiftheyseemcomplete.
Anyfarmlackingaplanorwithanincompleteonewillbegiven90daystoremedythat,
oruptosixmonthsifthereareextenuatingcircumstances.Failuretocomplywiththose
deadlinescouldresultintheDEPtakingenforcementaction.
Inspectorswillalsoberequiredtoreportanypollutionincidentstheysee,suchasa
manurelagoonleakingordischargingintoastream.
Farmerscanavoidaninspectionbysendingincopiesoftheirplans,Kasipointedout.
Farmerswholacktherequiredplansalsomayputoffavisitiftheypledgeinadvancetohave

themprepared.
Somesaytheyfeartheinspectioninitiativecouldbogdowniftherearentenoughpeople
trainedtohelpfarmerspreparethemissingplans.Withsomeconservationdistrictssaying
theyrealreadybackedupwithrequests,DEPofficialssaytheyhopeprivateconsultantscanpick
uptheslack.
Thereareanumberofthemoutthere,Kasisaid.Askedifsheknowshowmanyandif
theyreinapositiontohandleagreaterworkload,shereplied,Iguesswellfindout.
Kasipointedoutthatthemanureanderosionplansinspectorswouldbecheckingforhavebeen
requiredforabout30years.
EPAsmadeitverycleartouswecantkeepdoingthesamethingwevebeendoingfor
thepastmanyyears,shesaid.Wehavetostartsomewheretochangeandacceleratewhat
weredoing.Sothisisthefirststepindoingthat.
EPAalsohasfoundseriousshortcomingsinPennsylvaniaseffortstoreducestormwater
pollution,andquestionedwhetherthestatecanreachitsgoalforthatsector.Theagencyis
pressingformoreinspectionsandforasignificantincreaseinprojectstocurbrunoff.
TheDEPrecentlypublishedanewmunicipalstormwaterpermitspellingoutpollution
reductionmeasurestoberequiredin2018ofanestimated300smallcommunitiesintheBay
watershed.KasisaidtheDEPhasbegunholdingworkshopswithlocalofficialstopreparethem.
Therehasbeensomeprogressonafewotherelementsoftherebootstrategy.PennState
Extensionispreparingtovisit700farmsintheBaywatershedinthenextmonth,seekingto
verifyfarmersreportsthattheyveputpollutioncurbingbestmanagementpracticesontheir
farmsthathavenotpreviouslybeentalliedtowardthestatesChesapeakecleanupefforts.
Kasisaidstateofficialshopethatbyidentifyingpreviouslyuncountedconservation
practices,theycanshowtheEPAthatPennsylvaniahasmademoreprogressrestoringtheBay
thancurrentlyestimated.
StreamsideTreeEffortFallingShort
TheWolfadministrationalsotookitsfirststeprecentlyalbeitatinyonetoward
meetinganotherBaycommitment:liningPennsylvaniasriversandstreamswithtreesto
improvewaterquality.
TheDepartmentofConservationandNaturalResourcesannounceditwouldbegan
takingapplicationsAugust1forgrantstoputinriparianbuffersstreamsidetreesthatcan
preventsedimentandnutrientsfromrunningoffthelandintothewater.
Tensofthousandsofacresofstreamsidetreeshavebeenplantedoverthelasttwo
decades,buttheefforthasdwindledinrecentyears.
Mostwillingfarmershavealreadysignedupinthelastdecadeorso,explained
MatthewKeefer,theDCNRsassistantstateforester.Therestarereluctanttogiveupthe
opportunitytoraisecornorotherincomeproducingcropsontheland,or,Keeferadded,arejust
notwillingtoparticipateinagovernmentprogram.
Thedepartmentannouncedthisgrantwouldpilotanew,moreflexibleapproach,in
whichstateassistancewouldbeprovidedtoplanttreesthatcouldyieldthelandownersome
income,say,byharvestingnutsorberries,orbranchesthatcouldbeusedtofashionwreathsor
baskets.
Otherstateshavehadsomesuccesswiththatapproach,saidSaraNicholas,theDCNRs
directorofpolicyandplanning.
Thedepartmentplanstoawardupto$500,000ingrantsstatewideforplantingstobe

madenextyear,Nicholassaid.Thatsadropinthebucketcomparedwithroughestimatesthat
thestatewillneedtoinvest$170milliontoreachitsultimategoalof95,000acresofnew
streamsideplantingsintheBaywatershedalone.
Werestartingsmall,Nicholasacknowledged.Butshesaidofficialshavebeenin
robustdiscussionswithpotentialprivateandpublicfunderstoboostthatfinancial
commitment.
Lackofmoney,stateofficialsandoutsidersagree,istheoverridinghandicap
PennsylvaniafacesincatchingupwithitsBaycleanupobligations.PennStatehasestimatedthat
meetingthestatesobligationstoreducefarmandstormwaterpollutioncouldcostanywhere
from$260millionto$380millionayearthrough2025.
Underitsrebootstrategy,theWolfadministrationofficialshadpledgedtoobtain
additionalresourcesforwaterqualityimprovementbyseekingnewsourcesoffunding.But
thatsnothappening,atleastnotthisyear.
Itsinmanywaysadollarsandcentsissue,saidMatthewStepp,policydirectorforthe
environmentalgroupPennFuture.ThedepartmentsofEnvironmentalProtectionandAgriculture
bothneedalotmoremoneyiftherebootstrategyistosucceed,hesaid.
PoliticsAddsToUncertainty
Gov.TomWolf,aDemocrat,hasbeensparringsincelastyearwiththe
Republicandominatedlegislatureoverthestatesbudgetastheydebatedhowtoclosea
longtermstructuraldeficitandadequatelyfundneededprogramsandservices.
Thetwosidesremaineddeadlockedformonthsbeyondlastyearsdeadlinebefore
agreeingtoamakeshiftspendingplan.
Thisyear,astheJuly1deadlineneared,abudgetfor2017remainedelusivedespite
intensenegotiations.
Addingtotheuncertaintywasasuddenchangeintheadministrationsenvironmental
leadership.DEPSecretaryJohnQuigleyabruptlyresignedinMayamidacontroversyovera
privateemailhesenttoenvironmentalactivists,whichleakedout.
Theprofanitylacedmessagelambastedthemfornotpushingbackagainstlawmakers
opposingregulationshisdepartmenthadproposedgoverningnaturalgasdrillingand
coalburningpowerplants.
Environmentalgroupssubsequentlyairedadscriticalofsomelawmakers,angeringtheir
targets,whoaccusedQuigleyoforchestratingit.
WolfnamedMcDonnell,whohadbeentheDEPspolicydirector,tosucceedQuigleyas
actingsecretary.Wolfthenstruckcompromiseswithlawmakersontherulesindispute,agreeing
toscrapnewdrillinglimitsforpartofthegasindustryanddraggingoutthetimelineforthe
adoptionofaplantoreduceclimatewarmingpowerplantemissions.
Thegovernorwantstomakeadeal,andunfortunatelytheenvironmentissuffering,
Steppsaid.
Environmentalistsweredisappointedbutnotsurprisedthen,thatunderthecircumstances,
legislatorsdidnotagreetoanymajorincreasesinspendingonBaycleanupoverthenextyear.
ThenewbudgetfallsshortofprovidingtheresourcesnecessaryfortheCommonwealth
tosuccessfullyfollowthroughontherebootedcleanwaterstrategyitcommittedtoearlierthis
year,saidHarryCampbell,PennsylvaniaexecutivedirectoroftheChesapeakeBayFoundation.
WhilesayingthattheWolfadministrationsrebootstrategycouldbeacatalystforgetting
thestatebackontrackwithitsBaycleanupresponsibilities,Campbellwarnedthatwithoutthe

resourcestobackitup,itisdestinedtofail.
WiththebudgetdebateinHarrisburgfocusedthisyearonhowtofundpensionsand
reducedebt,Wolfproposednobigrevenueincreases,andessentiallyflatfundingforagency
operatingbudgets.
WolfhadsaidinFebruaryhewasconsideringseekinganinfusionofbondfundingfor
thenearly2decadeoldstateGrowingGreenerprogram,tobefocusedthistimeonwaterquality.
Buthedidnotincludeitinhisbudgetrequestforthisyear.
Thefundingproblemhasbeengrowingworseformorethanadecade,saidHess,the
formerDEPsecretary,asagencybudgetshavebeenshrinkingunderDemocraticandRepublican
governorsalike.
For13years,thebudgetsforDEPandotherenvironmentalprogramshavebeencut
13yearsinarow,Hesssaid.Atsomepoint,wevegottofigureouthowtodothis,orfrankly
somebodyelseisgoingtofigureitoutforus.Andthatsomebodyelsecouldbeafederalcourt
somewhereorEPA,obviously.
EPAhadwithheld$2.9millioningrantfundslastyearasashowofdispleasureover
PennsylvaniasBaycleanupshortcomings,butrestoredthemoneyaftertherebootplanwas
released.
ShawnGarvin,EPAsmidAtlanticregionaladministrator,hadsaidatthetimethatthe
agencycouldkeepclosetabsonthestatesprogressincarryingoutthestrategy.
InJune,inareviewofBaystatescleanupprogresstodate,theEPAnotedthatasaresult
ofPennsylvaniasrebootstrategy,thestatehassetmilestonesforimprovingfarmcompliance
andfortrackingwhatconservationpracticesareinplace.
ButtheagencysaidPennsylvaniastillhasnotmappedouthowitwillgetbackontrack
withpollutionreductions.
Itsverymuchaworkinprogress,Garvinsaidofthestatesrebooteffort,duringa
telephoneconferencecallwithreportersinmidJune.
Iknowthecommitmentisthere,headded.Thequestionbecomestheactual
implementation.Thisisgoingtotakeresources.TheWolfadministrationrecognizesthatThey
recognizethereisaneedtochangethetrajectorytheyvebeenon.Nowtheissueisusworking
withthemandpartnerstohelpthemachieveit.
ConsequencesOfDelayedProgress
TheEPAdidsayitlikelywouldrequiremoreproofofPennsylvaniathanofotherstates
thatitcouldcarryoutitscleanupplans.Andtheagencywarnedtheremightbefurther
consequencesifprogressisnotforthcoming,suchasconductingfarminspectionsofitsownand
expandingregulatoryoversightofsmalleranimalfeedingoperations.
WorriedthatPennsylvaniacouldfaceworsesanctions,somelawmakershaveproposed
raisingnewenvironmentalfundsbymakingmanybusinessespayforthewatertheynowtakefor
freefromthestatesrivers,streamsandlakes.
Rep.MikeSturla,aDemocratrepresentingthecityofLancaster,hasintroducedabillto
levyanominalfeeonwithdrawalsofwaterbycommercialandindustrialusers,whonowtake
anestimated4.4billiongallonsdaily.Itwouldexemptmunicipalwatersystemusers,aswellas
farmers.
Themeasurecouldraise$245millionayear,with$30millionannuallygoingtothe
DEP$25milliontotheDCNRand$5milliontothestateFishandBoatCommission.The
remaining$185millionwouldbeearmarkedforwaterrelatedprojectsineachofPennsylvanias

sixmajorwatersheds,roughlyhalfofwhichultimatelydrainintotheBay.
Sturla,amemberoftheChesapeakeBayCommission,atristatelegislativepolicygroup,
saidhebelievesthefeeisneededtohelpPennsylvaniadoitsparttocleanuptheBay.
Butevenforstateresidentswhodontfeelmuchloveforanestuarythatsbeyondtheir
borders,hesaid,theyoughttosupportthebilloutofselfinterest,becauseitwouldhelprestore
waterqualityinthestatesmanypollutiondegradedriversandstreams.
Infact,Pennsylvaniahasthemostmilesofimpairedstreamsofanystateinthe
nationsowevegotalotofworktodo,Sturlasaid.Ifwhatsflowinginmybackyardis
clean,whatsflowingintotheBaywillbeclean.
Sturlasaidhisbillhas13cosponsors,threeofthemRepublicans.Rep.GarthEverett,a
RepublicanwhorepresentsLycomingCountyinnorthernPennsylvania,isone.
ButEverettsaid,Idontthinkithasasnowballschanceintheenvironmentrightnow.
Sohehasputinaresolutioncallingforalegislativestudyofthefee,howitwouldberaisedand
howspent.Everettsaidhebelievesthatsneededtolaythegroundworkforpersuadingenough
lawmakerstobuckpoliticalconventionandoffersupport.
Evenastudymightbehardtosell,hesaid,pointingoutasimilarsuggestionafewyears
agobyanotherlawmakerthatwassquelched.Hesaidhesalreadyheardgrumblingfrom
businessandindustry,andsaidheexpectsresistancefrompowerplantoperators,thestates
biggestusersofwaterforcooling.
AlsoamemberoftheBayCommission,Everettsaidhesafiscalconservative,buta
pragmatist.
Wevegotanissuetodealwithanditsnotgoingaway,hesaid.Wevekickedthe
candowntheroadIthinkweneedtotakecareofourownhouse.

Chloridewasoneofthefewparameterswherea
measurablechangedidoccuratseverallocations,butthe
monitoredresultsremainedwellbelowlevelsthatwould
impacttheaquaticenvironment.Thisupwardtrend,whichisnotuniquetotheDelawareRiver,
islikelycausedbywinterroadsaltinginthewatershed.
Thereportcomparesbaselinewaterqualitydatainitiallycollectedfrom20002004tothe
assessmentperiodof20092011.
Thegeneralwaterqualityparameterstestedincludealkalinity,hardness,pH,dissolved
oxygen,temperature,turbidity,dissolvedandsuspendedsolids,allnutrientforms(ammonia,
nitrate+nitrite,totalnitrogen,totalphosphorus,andorthophosphate),and2of3testedbacteria
parameters(EnterococcusandFecalcoliforms).
Extensivemonitoringwasconductedandwaterqualitydatawereevaluatedat24sites
locatedontheDelawareRiverandtributariesina76milestretchoftheriverbetweenPortland,
Pa./Columbia,N.J.andTrenton,N.J.
Thisassessmentexamineswhetherchangestoexistingwaterqualityinthissectionof
theriverhaveoccurred,andwearepleasedtoannouncethat,formostwaterqualityparameters
atmostlocations,therewerenomeasurablechangestoexistingwaterquality,saidDRBC
ExecutiveDirectorSteveTambini.Infact,manytestsrevealedwaterqualityimprovements.
DRBCnotedthatnutrientswereoneofthewaterqualityparametersfoundtoshow
improvementatmostsitesthisisgoodnews,astheseresultsappeartobuckthenationaltrendof
nutrientdegradationofwaterbodies.
TheCommissionsSpecialProtectionWaters,orSPW,programisdesignedtoprevent
degradationwhereexistingwaterqualityisbetterthantheestablishedwaterqualitystandards
throughmanagementandcontrolofwastewaterdischargesalongwithreportingrequirements,
saidTambini.ThisassessmentdemonstratesthatDRBCsSPWprogramisworkingandplays
animportantandpositiveroleinprotectingwaterqualityintheDelawareRiverBasin.
DRBCsSpecialProtectionWatersProgramcoverstheentire197milenontidal
DelawareRiverfromHancock,N.Y.toTrenton,N.J.TheSPWprogramaimstokeepclean
watersclean.
Inpractice,thegoalistoachievenomeasurablechangeinexistingwaterqualityofSPW
waters,excepttowardsnaturalconditions.
Thisisaccomplishedbytakingawatershedapproach,lookingatthedrainageareaofthe
designatedwatersandconsideringimpactsofvariouspotentialpollutantloadings,suchas
dischargesfromwastewatertreatmentplants.

Monitoringisrequiredtodetermineifmeasurablechangeisoccurringatdesignatedsites
whereexistingwaterqualityhasbeendefined.TheDRBCsSPWregulationsestablishan
antidegradationpolicyononeofthelongeststretchesofanyriverinthenation.

DEPanditspartnersprioritizeprojectstoworkfromtheheadwatersdownstreamin
watershedsthathavebeenlistedasimpairedbyDEPbiologistsandwhereDEPandother
partnershavemadepreviousinvestments.
Byputtinginplacefencing,livestockcrossings,riparianbufferplantingsandinstream
stabilizationstructures,suchaslogvanesandmudsills,theteamiscounteringtheeffectsof
streambankerosioncausedbylivestock.
Erosioncarriesnitrogenandphosphorusloadedsedimentintothewater,smothering
aquaticlifeasitcoversthestreamssubstrate.

Therestorationworkimproveswaterqualityandaquatichabitatlocally,whichultimately
alsobenefitstheSusquehannaandtheChesapeakeBayWatershed.
The2016streamrestorationprojectsbeganinMayandarescheduledtocontinueinto
September.
TheDEPGrowingGreenerGrantProgramawarded$354,972totheNorthcentral
PennsylvaniaConservancyforprojectimplementation.TheConservancyisalandtrustdevoted
toconservingtheworkinglandsandidentifyingwatersof12northcentralPennsylvaniacounties.
Thisistheseventhyearofstreamrestorationwork.Thepartnershavecompleted85
projectsinalmostsevenmilesofagriculturallyimpairedstreamsinnorthcentralPennsylvania
andwonaGovernorsAwardforEnvironmentalExcellencein2014.
DEPsbiologistsarereviewingpreviousrestorationsitesaspartofanongoingeffortto
measurerecovery.
Thepartnersinvolvedinthestreamrestorationpartnershiparegettingalotofgood
onthegroundconservationworkdone,NPCExecutiveDirectorReneeCareysaid.Weve
learnedalotduringtheprevioussixconstructionseasonsandarelookingforwardtolearning
morethisseason.Itsbeengreattoseelandownerinterestgrow,andimprovementstothe

AudubonSocietyofWesternPennsylvaniainButlerCountywillhostaworkshopforlocal
municipalitiestoreceivehandsontrainingontheinstallationofaraingardenatacommunity
park.Whencompleted,theraingardenwillnotonlyimprovethehealthoftheConnoquenessing
Creekbutalsoserveasamodelforlocalresidents.
BerksNatureinBerksCountywilluseitsgranttoprovidehandsonenvironmentaleducation
forstudentsatWilsonWestMiddleSchool.Theprojectincludesdevelopinganoutdoorlearning

LacawacSanctuaryinWayneCountywilldevelopawaterresourceprogramforfourthgrade
classesinLuzerneCountythatwilleducatestudentsontheimportanceofwatershedsandhowto
protectwatersources.
LawrenceCountyConservationDistrictwilldeveloptwoyouthnaturecampstoconnectlocal
childrentotheenvironmentthroughhandsonlessons,activitiesandcrafts.
LehmanSanctuaryinLuzerneCountywillfundthebuildingofafieldstationwithinthe
HuntsvilleReservoirwatershedtoenableenvironmentaleducationprogramsforstudents,in
additiontohelpingnaturalistsandeducatorsconductresearchandteachingopportunities.

MiddleSusquehannaRiverkeeperinUnionCountywillusethefundingtodevelopabest
practicesmanualforplanningandmeasuringstreamcleanupprojects,aswellasprovide
trainingviawebinarsforwatershedassociationsandenvironmentalorganizations,anda
webpagetohousethemanualandacalendarofcleanupprojects.Theprojectalsoincludesplans
todevelopachildren'sbookabouttakingcareoftheriver.
Establishedin2005,AmericanWater'sEnvironmentalGrantProgramoffersfundsfor
innovative,communitybasedenvironmentalprojectsthatimprove,restoreorprotectthe
watersheds,surfacewaterand/orgroundwatersuppliesinthecommunitiesitserves.
"Onceagain,weareinspiredbyeachoneofthese42organizationscommitmentto
makingadifferenceinoneourcommunities,andweareveryproudtopartnerwiththemtoturn
theirplansintoareality,"saidSusanStory,presidentandCEOofAmericanWater."Nowinits

anditsGoldMedalcommitteealsochosehardyfavoritesinthe
perennialcategory.
TheGoldMedalPlantprogramrecognizesexceptionaltrees,
shrubs,vines,andperennialsforthehomegardener.These
plantsareselectedfortheirbeauty,reliabilityandeaseofcare.
TheirperformanceandhardinessintheMidAtlanticgrowing
region,fromNewYorktoWashington,D.C.,hasbeen
proven,saidMattRader,PHSPresident.
TheGoldMedalprogramhashonoredandpromotedwoodyplantsofoutstandingmerit
since1979.Nominationsforplantsaresubmittedbyhomegardeners,gardendesigners,
