On February 9th, 2016, DART (Dallas Area Rapid Transit) Police Officer Stephanie Branch arrested Dallas photographer Avi S. Adelman at the Rosa Parks Transit Center because he would not stop taking photographs of Dallas Fire/Rescue paramedics treating an overdose victim.

The 'throw-down' charge was criminal trespassing, because Adelman did not have a bus pass in his pocket. In fact, it was the only way the officer could think of in order to stop the photography of what in her own opinion was a private matter covered by the HIPPA - Health Information Privacy Protection Act, which it wasn't.

The charges were dropped one week later, after DART started its own Internal Affairs investigation of the events.
That investigation concluded in early July 2016. All the allegations against the officer were sustained. DART released its IA documents on August 11th. While DART officials had stated that the report would be issued after the disciplinary process had finished, DART has not stated if the officer was fired for her actions.
This document is the transcript of Officer Branch's conversation with Adelman upon his arrival on the scene, through his arrest.
