Implementation of Lipa Citys Waste Management Ordinance to

Barangay
Marawoy

STATEMENT OF THE PROBLEMS:


This study aims to look into the implementation of Lipa Citys
Waste Management Ordinance to Barangay Marawoy.
Specifically, to answer the following questions:
1. What is the demographic profile of the respondents in
terms of the following:
1.1
Age
1.2
Gender
1.3
Nature of Work
2. What are the steps undertaken by the Barangay officials in
implementing Waste Management Ordinance?
3. What are the effects of the implementation of the Waste
Management Ordinance to the respondents?
4. How did respondents face the problems that they
encounter regarding the implementation of the Waste
Management Ordinance?
5. Is there significant difference among the answers of the
respondents in the implementation of the Waste
Management Ordinance?

INTRODUCTION

Early human beings have been practicing techniques in


dumping their wastes. They simply dug a hole and bury their
trashes and wastes to prevent bugs and rodents. This was easy
for them because their population at that time was relatively
small and do not produce much garbage.
Today, as the world advances, science and technology keep
progressing, many commodities, products and chemicals are
being discovered and invented. Humans of today prefer instant
products for convenience which are usually made of disposables,
factories produce different chemical wastes and farms produce
animal wastes. Also human population proliferate fast. According
to The World Counts, Humans produce a massive 2.12 billion
tons of waste every year. Consequently, multitudinous of wastes
are produced. These are several factors why people can no longer
simply bury their wastes in soils. Furthermore, some wastes which
contains harmful substances can be no longer simply bury
because such could be damaging to soil, ground water and
natural habitat.

Unmanaged wastes can be attractful to rodents and insects,


which can be cause of chronic and infectious diseases. According
to WHO, wastes can cause risk to public health by attracting flies,
mosquitos, and rats, which may encourage the spread of diarrheal
disease, such as dengue fever, yellow fever, bancroftian filariasis,
bubonic plague, etc.
The Philippines has been facing waste problems for years.
According to Science News, Philippines along with India and
Indonesia are one of the countries who has several toxic sites,
where an estimated of 8.6 million people are at risk of exposure to
lead, asbestos, hexavalent chromium and other hazardous
materials. Those people at risk in the exposure could cause a loss
of around 829,000 years of good health as a result of disease,
disability or early death. To solve this problem, the Philippine
Government passed RA No. 9003 which mandates that every
citizen shall practice solid wastes.
Lipa City is one of the fastest growing city in terms of
economy in the province of Batangas. It has increasing business
establishments and factories. Several lands were being developed
to be a residential area, or to be a subdivision due to the fact of
increasing population in the city. As the population, factories, and
business establishment increase, wastes has become one of the
biggest problem in the City. To resolve this, Sangguinan of Lipa
enacted the Waste management Ordinance to regulate and
control wastes in the city. And one of the purview of such
ordinance was Barangay Marawoy.

Barangay Marawoy has become one of the barangays in Lipa


City with increasing population and center for commercial
business. Marawoy as a part of Lipa has been suffering as well
from wastes. This uplift the researchers to conduct a study to look
into the implementation of Lipa Citys Waste Management
Ordinance to Barangay Marawoy.
