The LaserCard Biometric Verification System (BVS) is the worlds most secure, complete

ID verification system for border crossings. The BVS enables rapid card authentication and
cardholder biometric verification using secure optical security media cards. The BVS has
helped officials to prevent many unlawful border crossings and to identify imposters using
legitimate credentials of another person.

At the core of the BVS system is


the worlds most secure ID card,
the LaserCard Optical Security
Media Card. It features a custom
format unique to the Department
of Homeland Security, enabling
instant and custom authentication
of the card before any transaction
takes place. The card includes
overt, covert and forensic security
features which enable reliable
visual
authentication
(see
illustration on reverse for details).
The cards 2.86 MB capacity
allows progressive security upgrades and application changes, without the expense of
reissuance. Each card is equipped with a unique identifier, providing secure distribution,
management and card accounting and allowing eventual tracking and tracing of each card.
The United States Government chose optical security media card technology to ensure
border security because it created, according to a spokesperson for the Department of
Homeland Security:

The BVS enables an Inspection Agent can perform a full biometric verification in less than
four seconds including authenticating the card, reading and displaying the cardholders ID
data (demographics, face, fingerprint) on the monitor, indicating the ID verification result
of the fingerprint matching based on user defined threshold levels, and returning the card
to the Inspection Agent.
Alternatively, the BVS can be
set up as a self-service kiosk
in a controlled supervised
environment. In kiosk mode,
the system can perform a
high-speed ID verification in
less than one second. This
process
includes
authenticating
the
card,
reading
the
biometric
template,
validating
the
fingerprint
match,
and
returning the card.

The LaserCard optical security media card encoders and field readers feature secure
firmware design and DLLs unique to the Department of Homeland Security. These devices
are logically matched to the card format to ensure that they will only perform their
personalization and authentication/inspection functions with authentic cards. The
identification of forgery attempts is instantly signaled.

The cards are personalized in secure personalization centers. The encoders authenticate
the cards and log each serial number to ensure they are authentic U.S. Government cards.
ID data is written to the cards secure memory partition, which is encoded with a
Personalized Embedded Hologram optically variable device (OVD). A complete digital file of
personal data is interleaved within the hologram image itself, providing a highly tamperresistant, machine-readable method to verify cardholder data.
The remainder of the data is written to a standard memory zone, which enables
interoperability with other card programs (in accordance with the Department of Homeland
Securitys Smart Border Action), such as the U.S. Permanent Resident Card (Green Card),
the ICAO-compliant Canadian Permanent Resident Card, Italian citizen ID card, Italian
foreign resident card, Kingdom of Saudi Arabia national ID card and Costa Rica foreign
resident ID.

To complete the comprehensive card security system, Biometric Verification Systems which
include field readers are sent to border locations for real-time authentication. The field
reader, which rejects all non-valid cards, verifies and reads data in the secure partition or
writes new recordssuch as entry/exit informationto the standard partition, but it cannot
erase or alter existing data.
In order to insure the most secure border crossing environment, the field readers are
designed to prevent any attempts at fraudulent data manipulation.
