Optimizing Role Model on Career Development Center Faculty of Engineering Universitas


Negeri Jakarta to Improve Quality of Graduates and Absorption in Employment

ABSTRACT
Universities an University as an institution to prodoce that produce scholar who have science soft
skills should be able to compete in the era of the Asean Economic Community (MEA). Faculty of
Engineering, Universitas Negeri Jakarta is the Institute of Education Personnel that the majority
of graduates are working in education field, both as teachers and professional educators need
adapt to this era condition. There are several graduates who do not work as educators in both
companies and industry. Career Development Center Faculty of Engineering Universitas Negeri
Jakarta(BKK FT UNJ) as a center of information job / career in UNJ need to play an active role.
The active role can be applied by conducting some training for the graduates as human resource
development, resource center for employment, information systems work development, searching
of alumni absorption in real world of works and cooperation with the industry and the company.
It is important to create optimization model to adjust create college curriculum to the needs of the
world of work and industry. In this study the author makes an optimization role model of BKK
FT UNJ with several strategies in order to improve the quality of graduates and absorption in
Employment. The optimization model will be a role model for the development of an information
center job / career in UNJ. Hopefully, this model will integrate the university, industry / company
and job seekers (Alumni) in terms of employment absorption.

A. Background
The weakening of the absorption of labor weak of labor absorption in some sectors in
industry, generated increase the unemployment rate increases.

Central Bureau of

Statistics (BPS) reports that number of Indonesian unemployed in Indonesia in August


2015 as many as about 7.56 million people, an increase of increased 320 thousand
persons compared to last year in same periode 7.24 million.
Based on BPS that was published on online news sites beritagar.id, in August 2015,
unemployment rate based on education are were dominated by Vocational High School
(SMK) 12.65 per cent, followed by Senior High School (SMA) amounting amount to
10.32 percent:, Diploma 7,54 percent;, bachelor 6,40 persen;, Junior High School (SMP)

6,22 persen;, and Elementary School (SD) down 2.74 percent. Such data can could be
increased in line with decreas slowing of economic growth.
Will the unemployment rate is high, UNJ have to faec new challanges UNJ have to
face new challenges in line with rising of unenployment rate in Indonesia. This is a new
challenge is ASEAN Economic Community (MEA) which continuesly come to people,
online and print media and businessmen. Their is a worries concern by emerging MEA.
From the establisment sides, MEA was formed with the aim to achieve perfection of
economic integration in the ASEAN region that we believe that it can provide real
benefits to all elements of society in the ASEAN region.
By emerging of MEA, government, industry and universities have an important role
in to increasing the capacity and quality of Indonesian human resources. Rais raise the
quality of the labor force of professional are Indonesia can reus be reviewed by starting
the implementation of Indonesian National Qualifications Framework (KKNI) which
may be a reference. KKNI college become an important part pro graduates based on the
needs of industry. Universities an institution to prodoce scholar who have science soft skills
should be able to compete in the era of the Asean Economic Community (MEA ). Faculty of

Institutions (LPTK) that graduates working in education, teachers and professional


educators need to adapting this conditions. Graduates who do not work in education, can
work in company or industry.
To Maintain quality and channel with some of the graduates to the world of work,
some universities established the Center for Career Development. Career Development
Center is a bridge between graduates and the industry associated with absorption in the
work world. It can be said that a good college is that thea college that have a good quality
of graduates and graduates in the working world high absorption high absoption of
graduates in working field . At least absorption alumni of the low rate of graduates
absorption in working field is a challenge for the Career Development Center. Career
Development Center Faculty of Engineering (BKK FT UNJ) which is the Career
Development Center at the Universitas Negeri Jakarta needs to play an active role. An
active role to develop an optimization model to bridge the tri-partite (World of Work,
Alumni and University). From exposure to the aboveexplanation above, problems can be

formulated identified as follows, How Optimizing the Role Model Career Development
Centre, Faculty of Engineering, Universitas Negeri Jakartato Improve the Quality of
Graduates and Absorption in Employment?.
The purpose of this research is 1). identify some of the stakeholders involved and
associated with the Career Development Center; 2). know the position and role in the
Career Development Center MEA era; 3). develop an optimization model Career
Development Center role in improving the quality of graduates and absorption graduates
in employment.
This research is qualitative research. Based on Mukhtar, qualitative research can be
divided into two, first, library research and second, field research. Research literature
Library research the data relied almost completely on field research library rely on data
from literature research while relying on the data in the field (social setting) obtained
through informants and data documentation relating to the subject of research (EMIC)
field research using data field collection related to the research subject. The method used
in this research is the method library research (literature), in which matters related to the
study are presented and will be made in the theoretical framework for the next as inputs
in the preparation concept optimization role model of career development center in order
to improve the quality of graduates and absorption graduates in employment.
B. DISCUSSION
1) ASEAN Economic Community (MEA)
MEA has a pattern integrate ASEAN economies by establishing a system of free trade
or free trade between member countries of ASEAN. With the existence of these
mechanisms, measures to strengthen the economy; accelerate regional mix of sectorpriority sectors; facilities to the movement of business, labor has the talent and skilled
urgently needed. Be the first step in realizing the MEA. MEA also have contributed to
other forms of cooperation in the development of human resources in capacity-building,
recognition of qualifications / professional certification, upgrading infrastructure,
improving the role of the private sector to build the MEA.

Universities need to be concentrated on the recognition of qualifications /


professional certification, although sometimes in terms of issuing professional
certifications are separate institution one Professional Certification Institute (LSP).
2) Career Development Centre, Faculty of Engineering, University State of
Jakarta
Establishment of Career Development Center, Faculty of Engineering, State
University of Jakarta is constituted by the lack of absorption of graduates by business and
industry, while the industry still requires human resources that have qualified skilled in
their fields. This fact is based right by the Ministry of Manpower and Transmigration so
then this Ministry had launched the Special Employment Exchange at several
universities. For this purpose, one of which selected UNJ to bridge the needs of business
and industry as well as college graduates in Jakarta. FT BKK UNJ officially opened if the
minister of Indonesia, Dr. Erman Suparno on December 9, 2008, followed by the
implementation of Job fair for 3 days, until December 11, 2008. BKK UNJ FT has a
vision: "To be a center of labor market information, employment training, and career
development". The aims and objectives of the establishment BKK 1). Build commitment
and cooperation between UNJ with the world of work (stakeholders UNJ users
graduates); 2). Provide job information to the graduates and future graduates or UNJ
through various media; 3). Bridging / reconcile the interests of the graduate or graduate
candidates UNJ with the world of work through activities open recruitment in job fair; 4).
Help graduates or candidates UNJ graduates to develop their careers and enhance
professionalism through various training; 5). Providing services to the general public on
labor market information that is useful for career development and increased
professionalism through online media. As time went by the challenge MEA FT BKK role
UNJ need to be developed and optimized in order that the intent and purpose of
establishment of BKK can be realized.
3) Professional Certification Institution (LSP)
Profession Certification Institution Faculty of Engineering, State University of
Jakarta, hereinafter called FT UNJ LSP 1 is the organizing labor competency certification
to obtain a license from the National Board for Professional Certification (BNSP). BNSP

is an independent agency established as a trust Pasal 18 ayat 5 Labor Law No.13 year
2003 which has the task of job competence certification and be able to license a
professional certification agency that meets the requirements set for the job competence
certification. In the process of certifying the competency of LSP 1 FT refers to the
formulation of the ability to work within the national Indonesian Work Competency
Standards (SKKNI). SKKNI include aspects of knowledge, skill or skills and work
attitudes that are relevant to the duties and terms of office are assigned according the
applicable legislation. To obtain a competency certificate of competency test conducted
systematically and objectively. In the process of implementation of the competency test
conducted by assessors who have the relevant qualifications and competent in the
assessment of quality management has been certified. Competency test material adapted
applicant requests tailored to the field of work.
LSP 1 FT UNJ is what will help in mapping the needs of the workforce based on
market demand according scholarly fields contained in the Faculty of Engineering in
accordance KKNI. Task 1 FT UNJ LSP is what will resemble SKKNI All levels of
qualification level. KKNI the qualification level of competency framework which is able
to reconcile, perform equalization as well as integrating the fields of education,
vocational training and field work experience as a recognition of the competence of work
in accordance with the structure of employment in various sectors.
Study qualification certificate stipulated in Presidential Decree No. 8 Year 2012 on
the National Employment Training System, Indonesian National Qualifications
Framework level qualifications include certification to the I to the level of qualification
certificates to IX.

Each level has a description of learning outcomes in accordance with their
qualifications. The resulting level of qualification through formal education can be
compared with the level of expertise in the field of work. (Guidelines for Developing
Achievement Learning Graduate Studies Program and Learning Directorate)
4) Role Model Optimizing of Career Development Centre
In the early stages of development optimization models, at an early stage to first
identify some of the stakeholders involved and the role of each stakeholder. There are 5
stakeholders involved including UNJ, Alumni (graduates), Employer, LSP 1 UNJ and FT
BKK UNJ. Fifth stakeholders will be further elaborated the role of each of which in turn
were associated connectedness respectively. Connectedness is what will be used as a
benchmark role of BKK FT UNJ. The next stage is to develop a model to optimize the
role of BKK. At this stage of the optimization model was made using the relationships
among the stakeholders that will be visible connection between the one and the other.
From these role models optimization BKK FT UNJ will be detailed. Among BKK role
with UNJ, BKK role with Alumni BKK, BKK Role with World of Work and BKK Role
with LSP.
a. BKK role with UNJ
BKK has a role as a link between the world of work by graduates UNJ, not only the
Faculty of Engineering course but other faculties. Although located in the Faculty of
Mechanical actually BKK is owned by the university. Some details of the UNJ BKK
roles include:
1. Collect data on graduates each semester the entire faculty in UNJ.
2. Coordinate with the agency (the Technical Services Unit / Unit) related to the
world of work in accordance with required competence.

3. The container traffic in the alumni search for employment for academic purposes,
especially for accreditation.
4. Measuring the achievement of graduates are absorbed by the world of work by
providing surveying graduates with regard to the future relevance of the
curriculum.
b. BKK role with Alumni
BKK has a role in cooperation with the alumni in the information relating to
employment. The pattern of this interaction should be established in order to demand
the human resources needed in the world of work (alumni work) based onthe needs
requested. Some details of the BKK role of alumni include:
1. Establish a data bank of alumni (graduates) to easily provide information related
to the world of work.
2. Build a database of alumni both within the faculty and the university.
c. BKK role with World of Work
BKK has the role of providing services to the world of work in accordance with the
demand and to further the graduates and alumni informed about vacancies. The good
cooperation between BKK with the world of work becomes a very important part as a
benchmark for absorption of graduates to the world of work. Some details BKK role
on the world of work include:
1. Establish an integrated database between companies and job applicants.
2. Provide human resource requirements in accordance with labor competencies
needed by the company.
3. To follow up with regard to open recruitment of employees so that it can be seen
the number of applicants who participated in the selection up to the acceptance
phase.
4. Facilitate the company in the context of introducing the company and the
company's potential to alumni and graduates.
d. BKK role with LSP

BKK has a role providing input to the LSP associated with the competencies that are
needed by the company. Some details BKK roles include:
1. Provide input specifications necessary qualifications working world
2. Recommend KKNI based onworld further work scheme designed by LSP
From details on the next-made model that outlines the future role represents BKK.

BKK role model was punched from the needs of the current required for an integrated
system between stakeholders. The interests of the institution as a printer graduates
and to determine the absorption of graduates in the working world, the world of work
which require resources in accordance with the specification and competence, which
requires data alumni association alumni and LSP that will require the development of
schemes to suit the needs of the working world through the BKK. If this model is
integrated in the future absorption of graduates in the job market is getting higher.

C. CONCLUSION
From the shelf above the need for integration among the various stakeholders.
Require a long process to build it. Needs the support of various parties for college
graduates absorption can be achieved. It is not impossible future cooperation between
the world of work as the college graduates and college can stranded with models
offered. BKK can be as a mediator in this matter later. Integration of the system can
help the various stakeholders in assessing the success of the objectives to be achieved.
In the future there needs to be implementation in order to know how big a role model
BKK role in the process of absorption of graduates working world.
