Case Study #1

Promoting a tourist spot is also promoting the pride and elevates the
economic stability of a particular locality. However, as public officials, we
should not compromise the welfare of the people because these very people
would always be the reason of our service.
If I was the official concern, I will permanently close the area as a
tourist spot. It is not already safe to become a swimming spot for local and
tourists.
In the meantime, I will require all commercial establishments in the
surrounding to comply with the standards and policies of the Agency of the
Environment and Natural Resources. I will ensure that these commercial
establishments will adhere to safety practices set for them especially
disposal of waste materials.
Case Study #2
If I were on Ricks shoes, I will remain calm and invite the alleged
Army Colonel Alonzo to sit down and discuss relevant issues. I wont allow
them to pass through the checkpoint since its clear that the narra trees
were illegally cut. I wont allow them to pass because I have the
responsibility to stand on my position as environment advocate.
As a loyal public employee, I have the moral obligations to protect the
laws and regulations of the land. I will put the Army Colonel and the team
on hold and will inform the proper authorities so actions will be done.
Case Study #3
In principle, I agree with Glenda that it is not right to issue
justifications allowing ACME mining company to start its open-pit mining
since there is no proper environmental impact study made. As a government
employee, I vowed truthfully to live to our moral obligations and to dispose
our responsibilities with utmost loyalty and patriotism.
Whistle blowing to the media is not acceptable as whistle blowing to
an elected official. These entities will just be using the issue for their own
advantages. Though its our commitment to divulge acts of untruthfulness, I
should choose right venue and right entity to do it. This is to ensure that
issues wont be used for personal grandstand or opportunity to gain from
others.

Case Study #4
If I were on Ronnies shoes, I wont receive the envelope. I will run after
Ms. Santos and return the envelope. As a geodetic engineer, its my job to get
things done on time whether my client is Ms. Santos or not. My job doesnt
choose who will be my client.
Getting things done on my time will not only give happiness to my
client but can also give happiness as well as fulfilment to me. Simple word of
thanks could mean a lot to me as her gratitude. But no gift in monetary or
in any form must be accepted.
Case Study #5
I will take Cynthias side. As a government employee, its my
responsibility to take good care of all government properties. To take care of
them would also mean to utilize them for public service. Therefore, its a
misconduct to neither use them for personal use nor bring them home to
satisfy my personal or my familys needs.
Though its being practiced by second level employees, high
management positions or even clerks like Cynthia and Mely, I would still
consider it as stealing and corruption in other ways. It is out of conscience
bringing supplies at home. We consider them as public and must only be
used in the office to efficiently dispose responsibilities.
Case Study #6
I am against gambling. It pushes indolence instead of hard work. I
always believe that The end does not justify the means. In other words,
PAGCOR has funded different social projects. However, the means of
generating funds dont justify the action. For me, gambling is one of the
causes of family violence and trouble. It causes division and abandonment
of families. It reduces productivity.
There are a lot of ways to share the fruits of our labours. To engage in
social responsibility activities like tree planting, river and sea shore cleaning,
feeding programs etc., we can contribute to building our nation. Legalizing
gambling for me is embracing laziness. Legalizing gambling means
acceptance of family trouble and would lead to broken homes.

Case Study #7
If I were this employee, I dont agree with her opinion regarding the
CSCs dress code. As a public employee, one should lead modest and simple
lives appropriate to ones position and income. Displaying extravagantly of
wealth in any form is prohibited.
It is my belief that the more a person acquires a lot for herself, the
more he will be selfish and desires to have more at the expense of others. An
extravagant lifestyle is prawn to suspicion and criticism that will result in
bad public image. Furthermore, I believe that all the material things that we
are enjoying are just temporary. We cannot bring them as we leave the earth,
hence we should live in good example to others especially to the younger
generation.

Case Study #8
For me, Josie is right. Accepting and soliciting a gift is just the same
in nature. Whether the amount is small or big, it would still be considered
accepting. In whatever form, it is considered bribery. Whether its nominal or
insignificant since the law is silent according to these two characteristics, it
is still safe not to accept them. More especially if it is significant to the
duties and responsibilities we have.
As a public servant, it is our duty to protect the integrity of our
position. Being in the public service, tokens or gifts in any form is
prohibited. The disposal of duties must not be exchanged with gifts. We
perform the different tasks entrusted to us because it is our duty to do so.
Case Study #9

If I happen to see a government service vehicle parked in places where


I least expect a government official or employee may transact business with,
I will take a photo of it and report to the Office of the Ombudsman. I will
take time to report the incident.
I will do what is just right to impose discipline to these government
officials or employees. For me this act is corruption by nature. It is a simple
manifestation of corrupting official time. The vehicle and its accessories like
gasoline came from public funds. It is not right to use the government
vehicles for personal interest or use them as if their own. It is a malpractice
that needs to be corrected.

Case Study #10


For me both of them is wrong, nobody is right. Whether youre an
official or rank in file, it is our duty to come to the office before the official
time. This is to ensure that we can start our tasks on time and finish them
also on time. Every second of our time is paid by the public and it is just
right to punctually attend to our duties. Every second counts because every
second is paid by the public.
It is not also right to be counting the days that we render services. As
much as possible, when our services are needed, we extend time to finish
the tasks assigned to us.
When in circumstance we found out that our officials or supervisors
are doing service malpractices in any form, we should not follow them.
Instead, we show to them that we are practicing what is right and expected
from us as public servant.

Reflection:
When I started my work as Job Order in one of the government
bureaus, it did not come to my mind how important to know and practice
the conduct of a government worker. Working in a government office as a
clerk was my first job experience after college. I was oriented to come to the
office early and learnt to finish tasks on time.
However, I did not learn the deep and true meaning of being a
government worker. I did not realize that working with the public has
equivalent responsibilities that only few have the heart to truly practice
them.
I was earning Two Hundred Fifty Pesos (P250.00) as daily rate then;
during those days it was enough to buy my needs and wants. It was then
that I enjoyed the perks of being single.
But its just recently that I realized the true meaning of a government
employee. With greater power comes greater responsibility as the saying
goes.

Appointed as Administrative Assistant III aka Senior Bookkeeper, I


have realized the so called true service. It is my learning that being in the
position requires a genuine heart to live by the norms and conduct of being
one.
In my reflection, Id like to reiterate the points I learned from this
Distance Learning Program.
First, public office is a public trust. It learnt that working in a public
office requires honesty. Our first priority must be the people. I am in my
position because of the people thats why they deserve utmost attention and
must be served well.
The second point is our commitment to public interest. It is our moral
obligation to uphold always public interest above personal interest. Public
resources and utilities must be used efficiently and effectively for the
interest of the people. And I believe we will not forget what is expected from
us.
Third point is professionalism. As professional, we must enhance our
qualifications, knowledge and skills. We should not stop developing our
skills rather continue to learn and adapt to the changing and moving times.
Fourth is political neutrality. Our service does not choose who our
client is. Regardless of party, economic status and preference, every warm
body that comes in our contact deserves our full attention and time.
The next point is justness and sincerity. As a government employee,
we shall at all times show our honesty. We shall at all times be transparent
in our actions.
Political neutrality is also one of the norms that we should live to. We
should not take sides to any political entity rather we should put ourselves
neutral. But of course, we must exercise our right of suffrage but should not
involve ourselves to any political activities or campaigns.
Responsiveness to the public is another norm to be practiced. The
public deserves attention and time and must be given promptly, courteously
and adequately. If possible, we should go an extra mile to delight them. In
other words, do things beyond what is expected from us.
As a public servant, we are expected to show patriotism and
nationalism at all times. As a Filipino citizen, we should be loyal to our
Philippine flag, to our republic and to the Filipino people. In a way, lets
protect our territory from foreign intrusion. We should promote and buy our
locally-owned goods.
Commitment to democracy is a value that at all times be shown. In
other words, we should show loyalty to our constitution and all legal laws
and above any person or entity.
And lastly, it is a mandate for us government employees to live a
simple and modest life. Living simply is a manifestation of being contented
and live according to our means.

For me, being a public servant is a calling. And when we are called,
there is a mission for us to accomplish. In our little ways, even by simply
setting ourselves as good examples, we can teach our colleagues a life that is
expected from us.
