Ourofficehasfocusedonexploringinnovativesolutionstoalleviatethehousingcrisisin
SanFrancisco.OnesuchsolutionHomeMatchwasbornfromthecollaborationbetween
our office, United Way Bay Area, the Mayor's Office of Housing & Community
Development(MOHCD),andtheDepartmentofAgingandAdultServices(DAAS).Home
Match,whichwillbeadministeredbyajointcollaborationoftwononprofitorganizations,
will pair homeowners who may have extra space in their homes with lowincome home
seekerswhomakeunder90%ofAreaMedianIncome($67,850foroneperson).

The program is modeled after the successful program operated by HIP Housing in San
Mateo.Thepartnershipallowshomeownerstosavemoneyandsharecosts,whileproviding
homeseekerswithaffordablehousing.Thenonprofitwillserveinamatchmakingroleand
staff will provide education to both property owners and tenants about landlord/tenant
laws. Home Match will launch in August 2016, and we hope the program will provide an
alternativehousingsolutionwithinexistinghousingstockforhomeseekers,suchasseniors
andteachers.

During the outreach and discussion process for developing our Sunset District

Blueprintplan,weheardfrommanyresidentsthattheywouldliketoactivatepublic
spaces that may be underutilized and to promote physical fitness. Based on the
feedback,ourofficespearheadedtheideaofinstallinganoutdoorfitnesszonealong
Sunset Boulevard. In November 2015, our office helped secure a grant for the
installation of fitness equipment from Greenfields Outdoor Fitness. The Sunset
FitnessZone"willincludeseveralunitsofaccessiblefitnessequipmentforpeopleof
all ages to enjoy along Sunset Boulevard between Noriega and Taraval Streets.
InstallationwillbecompleteinmidSeptember,andwehopethenewSunsetFitness
Zone will encourage the community to explore Sunset Boulevard and engage in
healthyphysicalactivity.

SUNSETDISTRICTBLUEPRINTANNUALUPDATE
InJuly2014,ourofficeunveiledthefirstofitskindstrategicplanfortheSunsetDistrict
calledtheSunsetDistrictBlueprint,withthegoalofdevelopingwiththecommunityavision
forourdistrictandtoidentifyshortandlongtermgoalstoimproveourneighborhoods.
The Sunset District Blueprint outlines goals and objectives in five issue areas: Children,
Families and Seniors Economic Development Land Use Public Transportation &
PedestrianSafetyandPublicSafety&EmergencyPreparedness.

For the past two years, the Sunset District Blueprint has guided our work, and we are

committed to providing the community with updates on our progress. This year, we are

highlighting eleven objectives from the Sunset District Blueprint that we are excited to
sharewithresidents.

You can view our full update online, including the updates from 2015 and the original
SunsetDistrictBlueprintdocumentreleasedin2014.Thankyoutoeveryonewhocontinues
toworkwithourofficetorealizethegoalsandobjectivesofthisimportantguidingvision
forourcommunity.

BUDGETHIGHLIGHTS

DespitethestrongeconomictimesinSanFrancisco,balancingtheCitysbudgetisstill
anannualchallenge.WestartedoutthebudgetprocesswithaprojectedGeneralFund
shortfallof$99.8millioninFiscalYear201617and$240.2millioninFY201718.
Thisyear,whenMayorEdwinM.LeesubmittedhisproposedbudgettotheBoardof
Supervisors,hefocusedonthreemainissueareas:homelessnessviolenceprevention
andpolicereformsandqualityoflifeinneighborhoods.ThebudgetforFY201617
and201718are$9.6and$9.7billion,respectively.

Supervisor Tang, who serves as Vice Chair of the Budget Committee, worked to
ensure that Sunset District and citywide priorities are adequately funded. We were
able to secure funding that will allow impactful and wellreceived programs that
benefitourschools,communityevents,andsmallbusinessestocontinue.

Forouryouthandfamilies,wewereabletoincreasegrantstoalloftheSanFrancisco
Unified School District (SFUSD) schools in the Sunset District to support Science,
Technology,Engineering,ArtsandMath(STEAM)initiatives.Wewillbepilotingan
afterschoolprogramforspecialneedsstudents,andwecontinuedfundingforthenew
restroomattheBoatPlayground.

For our community, we provided continued funding for the Sunset Community
FestivalandminiAutumnMoonFestival,aswellasprogrammingatPlaylandatthe
FrancisScottKeyAnnex.Wewerealsoabletosecureadditionalfundingtosupport
our efforts to create a districtwide emergency preparedness plan, called Resilient
Sunset,andsomefundinginFY1718tostartworkondevelopingacitywideUtility
UndergroundingMasterPlan.

For our small businesses, we successfully advocated for grants to help small
businesses in our district improve their facades and to support improvements on
lowerJudahStreet.

Finally,wewerethrilledtoreceivefundingtocontinueourFrontYardAmbassadors
Program (FYAP), maintenance of Sunset Boulevard, and landscaping of Great
Highwaytokeepourdistrictgreenandclean.

Citywide,wesuccessfullyadvocatedtosupporttheexpansionoftheSmallBusiness
AccelerationTeamandSmallBusinessPortalcontinuationofmealsforseniorsand
thecreationofacomplianceteamtoimplementlegislationincreasingaccessibilityto
businesses for people with disabilities. The Board of Supervisors and the Mayors
Officeworkedcollectivelytofundmanymorecitywidepriorities,andthebudgetwas
passedbytheBoardonJuly27th.Formoreinformationonthebudgetprocessand

REGISTERINGPRIVATECAMERAS

The San Francisco Police Department has partnered with the District Attorneys
Officetoencourageresidentstoregistertheirprivatesurveillancecamerasinorderto
allow detectives to obtain video surveillance to assist with investigations. This is a
great partnership that enables residents to assist law enforcement with their
investigations.Surveillancecamerascanalsohelpdetercriminalactivityinthearea.
RegisteringprivatecamerasdoesnotprovidetheDistrictAttorneysOfficewithdirect
accesstoyourcamera.Furthermore,allinformationusedbyprivatecameraswillbe
kept confidential by the District Attorneys Office unless subjected to disclosure by
court order. With the help of residents, law enforcement can be more effective in
solvingcrimethroughoutthecity.Toregisteryourcamera,pleasevisitthiswebsite.

LEGISLATIVEUPDATE
LactationintheWorkplacePolicy

Last month the Board of Supervisors voted unanimously to pass legislation authored by
SupervisorTangthatcreatesapolicytohelpcityemployeestransitionbacktoworkafter
having a child. The Lactation in the Workplace Policy emphasizes flexibility for mothers
returningtowork,andgoesaboveexistingfederalandstatelawsbyrequiringtheprovision
ofaprivateroom,atleastoneelectricaloutlet,comfortableseating,adequatelighting,and

otheramenitiesifpossibleincludingarefrigerator,sink,andhospitalgradepumps.

The ordinance requires the Citys Department of Human Resources (DHR) to develop a
Lactation in the Workplace policy, which DHR would help all city departments adapt to.
This ordinance will also require departments managing new city building or renovation
projectstoensurethereissufficientspaceforlactation.Toaddressexistingdepartments
thatlackspaceorwherewomenworkinnonofficesettings,SupervisorTangadvocatedfor
fundingtoinstallprefabricatedlactationpods.

The goal of this new policy is to help new mothers feel confident and supported when
returningtotheworkplace,andwillgivethemtheoptiontocontinuetoprovidetheirchild
with the healthiest and most affordable food for babies, which is breast milk. We look
forwardtocontinuingtheworktomakeallworkplacesmorefamilyfriendly.

NewlactationroomattheBoardofSupervisors.

FireSafetyinMultiUnitBuildings

TheBoardofSupervisorspassedonfirstreadingonJuly26anordinancethatSupervisor
Tangintroducedregardingfiresafetyinmultiunitbuildings.Thelegislationwould:
Require owners of multiunit buildings to provide annual disclosures to building
residents.Thedisclosureshouldcover:thelocationofallfireextinguishersanddates
oflastservicingthelocationofallemergencyexitsandastatementthattheymust
remainunobstructedthelocationofallfireescapesandthedatesoflastinspection
andthelocationofthebuildingsfirealarmsystem,withthedatesifinspectionand
testing and certification as applicable. In addition to the above information, the
disclosure will also include the location of all smoke alarms and carbon monoxide
detectors in each unit, along with instructions on how to confirm that the smoke
alarmsandcarbonmonoxidedetectorsareinworkingconditionandastatementof
when they were last replaced. Disclosures are to be provided orally and in writing

Require that in buildings with 16 or more dwelling units, landlords or resident
managersmustofferresidentsanannualfiresafetytrainingthatcoverstherequired

Throughthislegislation,wehoperesidentscanbebetterpreparedtopreventfiresandto
besafeintheeventofoneoccurringwithintheirbuilding.Theannualdisclosuresmustbe
implementedsixmonthsafterenactmentoftheordinance,andtheannualtrainingsmust
beginoneyearafterenactmentoftheordinance.

AFFORDABLEHOUSINGBONUSPROGRAM(AHBP)UPDATE
After a multiyear, citywide effort to engage residents on the issue of affordable
housing, legislation sponsored by our office and Mayor Lee incentivizing
developmentof100percentaffordableprojectsreceivedunanimousapprovalatthe
Board of Supervisors in July. The legislation provides incentives for nonprofit
developers who partner with the Mayors Office of Housing and Community
Development (MOHCD) to build more projects containing 100 percent affordable
unitsmeaningthatallunitswithinthebuildingareavailabletohouseholdsearning
less than 80 percent of the Area Median Income (AMI). Under the legislation, 100
percentaffordableprojectscanreceiveadensitybonusanduptoanadditionalthree
storiesaboveexistingheightlimits.
Thereareseven100percentaffordableprojectscurrentlyinthepipeline.Altogether,
theseprojectswouldresultin639affordableunitsuponcompletion.Iftheseprojects
all use the approved local density bonus program, a total of 842 affordable units
couldbebuilt.Thisrepresentsa203unitincrease.
The 100 percent affordable program was originally part of a larger Affordable
Housing Bonus Program (AHBP), but was split from the original AHBP legislation
intotwoseparateordinances(1)the100percentaffordableprogramand(2)the
originally drafted AHBP ordinance which includes a mixedincome program. The
latterlegislationisexpectedtobeheardafterafeasibilityanalysisiscompletedbythe
PlanningDepartmentintheFall.

MerchantSpotlight:JANNOTARTISINALPRESERVES

Jannot Artisanal Preserves is a local jam making business owned by District 4 jam
makingexpertJannotRoss.Jannotbeganmakingjamswithhermotherwhenshewas
a child growing up on the Colville Confederated Tribes Reservation. Part of her
mothers Native American culture was to use what was around her and by growing
ingredients herself or foraging in the forest. When she moved to San Francisco,
Jannotbegantoexperimentwithherjams,andherexplorationofdifferentrecipes
andnaturalingredientsledtothecreationofavarietyofnew,tastyflavors.Sheuses
exoticingredients,suchasTahitianvanillabeansinplaceofvanillaextract,andmany
ofherjamsareinfusedwithalcohol,givingthemricher,spicierflavors.Herjamstaste
great with all kinds of foods, especially cheeses. Jannots recommendations of
pairings include: Kiwi Rum with goat cheese, Brandy Vanilla Bean Pear with blue
cheese,andApricotJalapenoasamarinadeforsalmon.
This season, Jannot is making Strawberry Lemoncello, Apricot Amaretto, and
BrandiedApricot,justtonameafew,inadditiontohermostpopularflavors,Brandy
Vanilla Bean Pear and Kiwi Rum. Her jams are all freshly made with seasonal
ingredients, either picked herself or purchased at the farmers market. Because of
