Introduction

Theillegalinternationalwildlifetradeofendangeredandprotected species­bothplantandanimal­isoneofthegreatestthreatsfacing numerousendangeredspecies.Wildlifepoaching,attemptedwildlife smugglingandillegalbordercrossingarrestsdominatetheheadlines. Thiscriminalactivityisreportedininternationalmediaandreportshave revealedthatnocountryonearthisimmune.Theillegalwildlifetradeis

nowestimatedbytheUnitedNationstobeaUS$19billionayear

business.

Blackmarketwildlifetradeextendsacrosstheentirebiologicalspectrum, includingmarineavian,insect,arachnid,reptilian,amphibianand mammalianspecies.Manyofthesespeciesarepoachedandtrafficked for'traditionalChinesemedicine'Ingredientsincludemanyplantsand

mineralsaswellaspartsfromover1,500animals,includingendangered

species.Theseancientremedieshavebeenprescribedfornearly4,000

years;prescriptionscompiledinthePenTsaoKangMu(TheGreat

Herbal)duringtheMingDynasty(1368­1644).Theefficacyofmanyof

theseremedieshasbeenscientificallydisprovenor,canbereplaced

witheffective,inexpensive,widely­availablepharmaceuticals.

Thedemandforanimalpartsusedintraditionalmedicineskyrocketedin

the1990salongwithChina’sexpandingindustrialization,fueledby

newfoundwealthamongsomeofits1.3billionresidents.Traditional

Chinesemedicinecreatedahugedemandforanimalbodyparts.One

example;rhinohornconsistsofkeratin(thesamesubstancethatisin

humanhairandfingernails).ResearchconductedbyaUS

pharmaceuticalcompanyconfirmedthattheonlymedicinalvalueinrhino

hornisamildanti­inflammatoryeffect­aspirinwouldprovemore

effective.Nearlyeverypartofthetigerhasbeenusedtocureaplethora

ofmaladies.Forexample,theuseoftigerpenissouphasbeen

scientificallydisproventoincreasevirilityinmenandtestshaveshown

thateatingtigereyeballsinnowayprotectsagainstepilepsy.Disproving

themedicinalbenefitsofsometraditionalChinesemedicinewith

scientificresearch,changingattitudesabouttheuseoftheseproducts­

andrevealingthetollittakesonmanyendangeredspecies­hasnot

slowedthedemandfortheskin,claws,bonesandbodiesofmany

speciesofanimalsforitsuse.

However,a2014reportcommissionedbytheSecretariatofthe

ConventiononInternationalTradeinEndangeredSpecies(CITES),

whichregulatesthattradeunderatreatysignedby181nations,stated

thattheprimarydemandfortigerproductsisnowagrowingclamourfor

luxuryproducts,specificallytigerbonewineandtigerskins.Thereport

statesthat“‘Wealth’[is]replacing‘health’asaprimaryformofconsumer

motivation”.Tigerparts“arenowconsumedlessasmedicineandmore

asexoticluxuryproducts.”

Illegaltigerfarmshaveflourishedintolucrativebusinessesduetothe

boomingdemandfortigerbodyparts.

Acenturyago,100,000tigersroamedacrossAsia;today,asfewas

3200wildtigersareleft.Thisnumberissplitamongstthefiveremaining

subspecies;(thesixthsubspecies,theSouthChinatigernowexistsonly

incaptivity).Tigersnowsurviveinjust11countries.

Proponentsoftigerfarmingarguethatthesefarmswillstopthepoaching

ofwildtigers.HowevertheAmericanCollegeofTraditionalChinese

Medicinealongwithmultipleconservationandanimalwelfare

organisationsreleasedaninformationsheetnamed‘TigerTradeFacts

andFallacies”,whichoutlinestheimpactoftigerfarms.

Thesheetstatesthat“raisingafarmedtigertomaturityis250times

moreexpensivethanpoachingawildtigerinIndia.Therefore,tigers

poachedfromthewildwillprovideacheaperalternative”.Italsonotes

that“aregulatoryregimewoulddriveupthecostsoffarmedproducts,

makingthelowercostsofpoachedtigersevenmoreattractive”.The

documentconcludesthatratherthandecreasingthethreattowildtigers,

thepresenceoftigerfarmsmakespoachingtigersinthewildamore

attractiveandcosteffectiveoption.Despitebeingillegal,thereareat

least5,000tigersintigerfarmsinChina,over900captivetigersin

ThailandandotherfarmsacrossVietnamandLaos­withmanyofthem

hidinginplainsight.

TheCITESagreementwascreatedtoensurethat“internationaltradein specimensofwildanimalsandplantsdoesnotthreatentheirsurvival”.

Today,181countriesaresignatoriestothistreaty,willinglyboundbyits

provisions­includingThailand.

Withinmanycountrieshowever,knownsyndicatesareconductingillegal

wildlifetraffickinginviolationoffederallawsandtheCITESAgreement.

Whenitwasfoundedin1994,theTigerTempleinKanchanaburi,

Thailandwassimplyknownasa“Wat”(aBuddhisttemple)andoperated

solelyasaBuddhistMonastery.Then,in1999­2000,theTigerTemple

obtainedeighttigercubsthattheysaidwereorphaned.Whiletheirtrue

originsarenotknown,theTempleviolatedfederallawsbynotreporting

thattheywereholdingendangeredspecies.TheDepartmentofNational

Parks,WildlifeandPlants(DNP)“seized”thetigersbutallowedthem

staywithinthemonasterywiththecaveatthattheydidnotbreedthe

cats.

Theyignoredthoserulesandproceededtobreedthetigersunderthe bannerofconservation.Atthetimethesubspeciesofthetigerswithin TigerTemplewereunconfirmedwiththeexceptionofonemaleBengal, asubspeciesthatdoesnotliveinThailand.Ithassincebeenlearned thattheoriginaleighttigerswereamixofatleasttwosubspecies, BengalandIndochinese.Crossbredtigershavenoconservationvalue forwildtigers,sotheTigerTempletigersareofnovaluetoany conservationeffortsforwildtigers.Additionally,theTemplehasbred parentstooffspringandbrotherstosisters,causingseriousinbreeding.

Atthetimeofthisreportin2015thereareapproximately150tigers

presentwithintheTigerTemple.

Overtheyears,formervolunteers,staffandinvestigatorshave witnessedtheillegalwildlifetradingandthedisappearancesoftigers fromtheTigerTemple.Documents,audioandvideoevidencegathered

inthisreportrepresentsanine­yearinvestigationbyCee4life

(ConservationandEnvironmentalEducationforLife).

Theinformationpresentedinthisreportprovidesundisputableevidence

thattheTigerTempleisacommercialbreedingandillegalinternational

wildlifetradingvenue.Thisreportalsorevealsthatanunprecedented

numberofdeathsoftigers(andotherprotectedspecieshousedwithin

thegrounds)hasoccurredandsevereabuseandneglecthasbeen

reportedanddocumented.YettheTigerTemplecontinuestooperate

withimmunity,arguablyprotectedbecauseitisaBuddhistMonastery.

Allinformationinthisreportwasgatheredfrominvestigators,formervolunteersandstaffof

theTigerTemple,informants,publicstatements,interviews,emailcorrespondence,

telephoneconversations,scientificresearch,documentation,filmandphotographs.Some

ABriefHistoryofTigerTemple

TheoriginalTigerTemplewebsite(Tigertemple.org)statedthatWatPa

LuangTaBuaYannasampannooriginatedin1994asaBuddhist

Monasterysituatedonlandthathadbeendonatedtothembyafollower

ofDharma.Italsotoldthestoryofhowin1999ayoungtigercubwas

broughttothemonasteryafteralocalwastaskedbyanunidentified

clienttokillandstuffthetiger–butthemanfeltguiltyandcouldnot

completethetask,sohetookthecubtotheAbbot.Thetigercubhad

alreadybeeninjectedwithformaldehydesowasveryillandsurvivedfor

onlyafewmonths.Whilealivehowever,thecubaccompaniedtheAbbot

andmonksontheirdailywalkforfooddonationsandattractedagreat

dealofattentionfromlocalsandtourists.

Aftertheyoungcubsdeath,fourmaletigersandfourfemaletigers

arrivedatthemonasteryin1999and2000.Thesetigerswerenamed

Mek,Payak,Payu,Saifa,Sangtewan,SaiRueng,Chomnapaand Sangton.TheAbbotandvariousstaffproclaimedthattheseeighttigers wereinjured,orphanedandrescuedIndochinesetigersandthatthe monasteryhadreacheda“utopia”byhavingnaturally,bychance,

acquiredanequalamountofmaleandfemaletigers.Cee4lifeevidence

showsthatthesetigerswere“wild­caught”.

Afterthemonasteryopeneditsdoorstothepublicin1999,itquickly

becameknownas“TheTigerTemple”­advertisedasaplacewhere

“monksandtigersliveinharmony”andmediabegantopromoteitonan

internationalscalewhichpromptedvolunteersandvisitorsfromaround

theworld.

In2001,theThaiForestryDepartmentandDepartmentofNational

Parks,WildlifeandPlantConservation(DNP)becameawarethatthe

templewasholdingendangeredtigerswithoutrequiredpermits.The

agencythenconfiscatedownershipofallthetigers,deemingthemtobe

thepropertyoftheDNP.TheDNPorderedtheTigerTempletoneither

breednortradethesetigers.TheDNP'sorderwasignoredandthetiger

populationcontinuedtogrowandtigerscontinuedtogomissing.Within

amatteroftwoyears,theTigerTemplehadnearlydoubledthe

populationoftigers.

Withinafewyearsvisitor,volunteerandeyewitnessaccountsbeganto surfacedocumentingphysicalabusesandtheperiodicarrivalsand

disappearancesoftigers.InvestigationbyCee4lifehasconfirmedthat

theseeventswerewitnessedbynumerousstaffandvolunteersand

havebeenknownaboutbylocalsinandaroundtheSoiYokdistrictand

thenearbycityofKanchanaburiformanyyears.

Afternumerousreportsofabuse,aBritishanimalwelfareorganisation, CarefortheWild,launchedaninvestigationintotheTigerTemple.This investigationranforapproximately

threeyears(2005–2008);​​SybelleFoxcroft,Cee4life’sfounder,wasone

oftheprincipleundercoverinvestigators.

Theresultingreportrevealedextremeabuseandsuspectedwildlife

tradewithintheTigerTemplebutcouldnotprovethatthetigerswere

beingtraffickedacrossbordersaspartoftheillegalinternationalwildlife

trade.Althoughthisreportwasshocking,thepolicefailedtoinvestigate

andtheTigerTemplecontinuedtooperateunhindered,growingin

internationalfameandpopularityanddrawingincreasingnumbersof

tourists.

TheninDecember2014,threeadultmaletigersdisappearedfromthe

temple.Theyweremicro­chippedandregisteredwithDNP.Inthis

report,Cee4lifedetailsinformationshowingthatthesetigersweretaken

fromthetempleatthedirectionoftheAbbot,theywerekilled­andthat tigershavebeentradedinandoutoftheTigerTemplesinceatleast

2004.Otherevidencedocumentscross­bordertradeswithtigerfarmsin

Laos.

Asthisreportinvolvescriminalactivityoperatingfromamonastery,Cee4lifemuststate

clearlythatthisreportisnotmeanttoinanywaydisparagethesacredBuddhistfaith

ortheculturaltraditionsofThailand.Thisreporthasbeensolelyproducedtohelpendthe

illegalinternationalwildlifetradeandupholdthelawsofThailandandtheCITESagreement

forvulnerable,endangered,criticallyendangered,preservedandprotectedspecies.It

endeavorstoencourageahigherlevelofanimalethicsandwelfareforanimalsinacaptive

environments.Lastly,thisreporthasbeencompiledandwrittenbecauseitisthemoraland

rightthingtodo.

Forthelast9yearsCee4lifehasbeencampaigningtoexposethecriminalactivitiesofthe

TigerTemplebutanyevidencethathasbeengatheredhasbeenmetwithheavyopposition byitssupportersandstaffandnoinvestigationshavebeenlaunchedbyofficials.Finallya

completereportcontainingtheevidencethatCee4lifehascollectedandpresentedtothe

DNPandthePolicecanbereleasedforthepublic.

andaroundhiscage,includingawheelbarrowandwheel.Insidethecage,clawmarkswere

visibleinthecementandseveralclawswerefoundembeddedinasectionofthecage

fencingindicatinganintensestruggle.TheTigerTemplehassincecementedovertheclaw

marks.

FromstatementsmadebytheAbbotthatwerecapturedonaudiotape:“Ifitdidn’thappen

seniorTigerTemplestaffmemberinterviewedbyCee4lifesaiditissuspectedthatDaoNua

Between1999and2000theTigerTempleacquiredeighttigers­fourfemalesandfour

males.TheirnameswereMek,Payak,Payu,Saifa,Sangtewan,SaiRueng,Chomnapaand

anunknowntigerbelievedtohavebeencalledSangton.

Sangtondisappearedveryearlyafterarrivalandthereisnorecordofher.

In2007,aTigerTemplevolunteerwasgivenpermissiontocopyveterinarydocumentsin

ordertohelpavoidinbreeding.TheseveterinarydocumentsweretranslatedinbothThaiand

Englishandshowavarietyofmedicaldisordersthatwentunattendedforlongperiodsof

timewithsometigersonlyreceivingmedicalaidwhenclosetodeath.

Someofthesedocumentsareincludedinthisreport.

Theyshowedthetigers'origins.

ItwasdiscoveredthatwhentigersdisappearedfromtheTigerTemple,theirveterinaryfiles

wereremoved.By2007,theoriginaltigersMek,Payak,ChomnapaandSangtonhadall

vanished,ashadtheirmedicalfiles.

Inordertotracetheoriginaltigersandprovethattheyexisted,Cee4lifeconductedextensive

investigations.

In2007,aTigerTemplestaffworker(TSW),namedBank,whohadbeenworkingatthe

TigerTempleinKanchanaburi,SaiYokProvinceforover1year,spokeabouttheabusehe

hadwitnessed.Theinterviewcontainseyewitnessevidenceofthefollowing:

● Bankidentifiedtheyoungcub,Nanfa(original),beatenonthenosewiththebuckle

endofabeltbyaTSWnicknamedDuk.TSWBankstatedthatTSWDukdidthis

becausehewasangrythatthebabycubwouldnotwalkashewantedhertoandthat

insteadNanfawantedtoplay.

● TSWBankindicatedthatTSWDukabusedNanfainthiswayoftenandspokeofan occasionwhenTSWDukpunchedthecubwithhisfistonthenoseandhitherwith

thepoleofalargeumbrellaonthenoseandheadforapproximately10minutes.

Ourlistisincompletebecausewewerenotabletocollectcompletecensusinformation.The

totalnumberoftigersthatshouldbepresentwithintheTigerTemplecouldbetwiceour

recordednumber.

Witnessreportsstatethatmanyofthecubsgomissingbeforetheyreachthreemonthsold– beforetheyaremicrochipped.Thisspreadsheetdoesnotincludeallcubsthathavebeen losttotheillegalwildlifetradeinthisway,itonlylistsdisappearancesthathavebeen

witnessedfirst­hand,orwitnessedandreporteddirectlytoCee4lifeandcorroborated.Some

ofthecubsfromquestionableeyewitnessaccountshavebeenincludedonlyasasidenote.

Afteranalysingthepatternswe’venoted­andthelackofsteadyinformationregarding

births,webelievethatmanymorecubsmayhavedisappearedthanthosewe’vebeenable

tonote.

Thespreadsheetshowsasteepincreaseinbreedingfrom2007onwards.Almostallthe

tigerspresentinthetempleoriginallystemfromtwobreedingmothers:SangtewanandSai

Rueng.Thishasresultedinhighlevelsofinbreeding.Thelistalsodisplaysanabnormal

numberofcubdeaths,illnessesandrepeatedaccidents(notmentioningthe'missing'and

'disappeared'cubs)upuntilthepresent.

With15yearsofpracticeandopportunitytolearncorrectandefficientcareitisofgreat

concernthattherehasnotbeenareductioninthenumberofcubdeathsduetoaccidents,

mishapsandillnesseswithintheTigerTemple.

TheTigerTemplehasnamedalargenumberofcubstoeitherbefromlittersoftwoorasan 'onlychild'.Tigersinbothcaptivityandinthewildalmostalwaysgivebirthtothreeorfour cubs,occasionallybirthingeithertwoorfivecubs.Therehavebeenmanyinstanceswhere fourcubshavebeenborntoamother,twooreventhreeofthemaresaidtohavediedand thentheremainingcubsareraisedas'apair'oran'onlychild'withintheTigerTemplewith nomentionofthecubsthatdied.Thishasbeenwitnessedandinformationonthisrelayedto

1.CCTVfootagefromthe20th and25th ­26th ofDecember2014documentsmultiplestaff membersenteringtheTigerTempleafterhours,unlockingthefrontgatesandallowingthree vehiclesinoroutofthecompoundatnight.Allvehiclesdrovetothestructureknownas

TigerIslandwhere98%oftheTigerTempletigersarehoused.Onbothoccasions,all

Whether“WildCaught”or“ImportedfromLaos”itisacrimetocatchwildtigers,failtoinform theDepartmentofNationalParksofpossessionofanendangeredspecies—anditisa breachoftheCITEStreaty(ConventionontheInternationalTradeofEndangeredSpeciesof WildFloraandFauna)toconductcrossbordertradesofhighlyendangeredAppendixI­listed species,includingthetiger.TheseactivitiesalsoviolatetheThaiWARPAAct(Wildlife

ReservationandProtectionActB.E.2535[1992]).

3.ThedocumentfoundinthefemaletigerDaoRueng'smedicalfilerevealsthatshewas

broughttothetemplefromatigerfarminLaosaspartofatradeforamaletiger,Payakin

2005.Thatcontractwasalsosignedbythetemple'sAbbotandarepresentativefromthe

farm,BoonreungSomsat,provingthattheTigerTemplehasillegallytradedtigersacross

borders.Anotherveterinarydocumentfrom2004listsafemale,Nanfa,as“importedfrom

Laos”.

4.Atapedinterviewwithaformerstaffmember,Bank,givesdetailsofthedisappearanceof

amaletiger,Mekinlate2005/early2006.InavideotapedinterviewwithKasaem,asenior

templestaffmemberwhoholdsthekeys,headmitsthattheAbbotorderedhimtounlockthe gatesonthenightsofDecember20th and25th whenthreetigersdisappeared.Inataped, incriminatingconversationbetweentheAbbotandformervet,theydiscussthe

hislifetonotspeakaboutthis.Thevolunteeralsohadhisbelongingssearchedand

hiscamerasweretakentoensuretherewerenopicturesofthefourmissingtiger

cubs.ThevolunteerwastheninformedthatMrGonzalezhadpurchasedagun.Mr

WaldronlefttheTigerTempleimmediately.

● AfemaleAustralianresidentwhovolunteeredtoworkattheTigerTemplehadher

lifethreatenedbythesameTigerTempleemployee,whoaccusedherofbeinga

“militantenvironmentalist”.TheTigerTempleemployeeindicatedthathewouldrun

herdownbycarassherodehermotorbiketoKanchanaburi.Thisvolunteeralso

receivedaphonecallfromatrustedsourcetoinformhertogetoutoftheTiger

Templeasherlifewasindanger.Assheleftthetemple,shewasfollowedbyTiger

Templestaff.SheescapedandproceededtotheAustralianEmbassyinBangkokfor

safetyandreportedtheincidents.

● AfemaleEuropeanresidentwhovolunteeredintheTigerTemplewasharassedby

TigerTemplestaffafterattemptingtostopatigerfromeatingandchokingona

plasticbag.Acampaignofheightenedprejudicialbehaviour,verbalandphysical

harassmentincludinggropingandbullyingwasinflicteduponthisvolunteer,

ostracisingherandleadinghertoleavetheTigerTemple.

InMay2015,atigernamednamed Hernfa­whohadenduredapproximatelyeightyearsof

upto600touristsperdaybeingabletousehimforthephotoopportunity,puttinghisheadin

theirlap,attackedtheAbbotoftheTigerTempleputtinghiminhospital.

ForyearstheTigerTemplehaveclaimedthatthetigersliveinharmonywiththemonksand

donotattackthembecausetheyhavebeenraisedbythemandhaveanunderstandingwith

FormerTigerTemplestaffandvolunteershavereportedseeingHernfaattempttoattackthe

possiblereassurancethatthetigerswillliveoutnaturallives.

animalsshouldhavethefreedomto"standup,liedown,turnaround,groomthemselvesand

Theprobabilityoffurtherorprolongedillnesses­suchasdiarrhoea,isveryhighasthetigers

digestivetractsarebeingconstantlyagitatedduetodrinkingwaterfrompuddleson

unhygienicfloorsorfromthesoiledwaterbowls.Intheoutdoorenclosures,thesame

situationoccurswithinthesmallpoolsthathavebeenrepeatedlynotedtobestagnant,dirty

orsoiled.

SUMMARY

EventhoughtheTigerTemplehassufficientfundingtosupplyallthetigerswithan

appropriatelivingenvironment,150+tigersareforcedtoshareapproximately20outdoor

enclosures.Thecagestheyspend90%oftheirlivesinsidearewet,dirtyandwithout

enrichment.Thisdoesnotallowthetigerstolivefreefromdiscomfortbyprovidingan

appropriateenvironmentorcomfortablerestingarea.

From2007to2015itwasobservedthatmultipletigersbecameillwiththesamesignsand

symptomsofunsteadygait,shakingeyes,chronicdiarrhoeaprevalentwithnearlyalltigers

andnoticeablefungalinfectionsespeciallyonthefeet.Currentlytherearestilltigers

displayingallthesesignsandsymptoms.

Asmentionedabove,thetigerswithintheTigerTemplearesubjectedtomultipleunhygienic

Overtheyearsinvestigatorshaverecordedthatcrowdedtigercageswerenotcleanedfor

daysatatimewithfoodlayingfly­blownandrottingonthefloor,inadditiontonoavailable

freshwater.Thetigersareingestingacocktailofpotentiallyhealththreatening

bacteria/disease.

Thefood,waterbowls,cementflooringandthetigersthemselvesarelightlywashedwitha

lowgradedetergentwhichisthennotremovedproperlyandthecementfloorsremain

puddled,wetandslipperyforhours.Thetigersareoftenobservedslippingandfalling

heavilyontothecementfloor.

ThetypeofdetergentsusedrotatesbetweenNonionicandAnionic(dishwashingliquid). IngestionofNonionicandAnionicdetergentscancausemultipleailmentstocatswith symptomsincluding:profusedrooling,difficultybreathingduetoformationofconsiderable amountsoffoaminthemouthinvolvinganaspirationrisk,epidermalirritationand inflammation,vomiting,abdominalpain,lackofappetite,corrosivemouthinjuries,eye oedema,cornealerosionandulcers,organdamage/failureandatworstdeath.Themost commonsymptomatlowdosesandshorttermingestionisvomitinganddiarrhoea.These

symptomshavebeenobservedconsistentlyoveran8yearperiodwithmostoftheTiger

Templetigers.

LongtermeffectsofNonionicandAnionicdetergentfromrepeatedingestioncaninclude

chronicdiarrhoea,consistentoral,esophagealandabdominalpain,dose­dependent

haemolysiswhichpresentsastiredness,potentialformulti­organfailureasaresultofdirect

cytotoxicity,haemolysis,anaemiaand/orchemicalpneumonitis.Manytigershavebeen

observedwithwhatisthoughttobedirectlyrelatedillnessesincludinggastrointestinal

problemssuchaschronicdiarrhoea,eyeinfections/conjunctivitis,ulcers,longperiodsof

lethargyandapatheticbehaviour,pussandbloodexcretions,injuredlegs,muscles,

ligamentsandtendons.

Between2008and2015therewasamassiveriseinthepopulationoftigersfrom18in2007

to150presenttoday(seeEvidence16).Thisspeedbreedingishighlyunethicalandshows

noconcernforthehealthofthefemaletigersoranyunderstandingofgeneticinbreedingor

crossbreeding.Overbreedingisthecauseoftheovercrowdedtigerpopulationwhichthen

promotesabnormalbehaviourbetweentigersincloseproximity.

Ayoungtigercubreportedlyalmostlostitsfrontleftlegduetoincorrectveterinarycare.

Aftertreatmenttoawound,abandagewaswrappedsotightlyaroundthelegofthetigercub

CHRONICDIARRHOEA

Overeightyears,Cee4lifehasobservedupto¾ofthepopulationoftigers(includingcubs)

withintheTigerTemplesufferingfromchronicdiarrhoea.Itissocommonthatstaffhave

beennotedtoappearunawareofitsabnormality,sometimesevenseenlaughingatthis

ailment.

Additionally,therearemultiplecomplaintsmadebythepubliconthenegativeanddisturbing

experiencestheyhavehadattheTigerTemple.Manyvisitorstelloftheunhealthytigers

theyhavewitnessed.

OthertouristsandvisitorstoTigerTemplehavecapturedaphotographicdiaryofwhatthey

haveexperienced,witnessingtherampantchronicdiarrhoeaproblemsofthetigersinpublic

blogs,suchasthefollowing:

TigerTemplereleasedstatementstotheeffectofthisbeingaterribleaccident,however

witnessesrelayedtoCee4lifethatthisveryactivecubspersonalitywasnottakeninto

ThereisnodenyingthattheTigerTempletigershavethecompanyoftheirownkind.

Howevertheextentofthecloseproximityofthesetigerstooneotherreachesthedepthsof

severeneglectandabuseandplacesthemunderhighstresscausingunnaturalchangesto

theirbehaviourwhichhavelonglastingeffects.

Tigersinthewildholdtheirownterritoriesandspendagreatdealoftheirlivesalone.The

TigerTemplehasapproximately20enclosuresthathaveoutsideareasthroughwhich150

tigersarerotatedforvaryinglengthsoftime.

Cee4lifeconductedaninterviewwitharecentlyformerTigerTemplestaffmemberin2015

whostatedthatmanyofthetigersarenotrotatedthroughtheoutsideenclosuresandmany

spenddayswithouttouchinggrassorfeelingsunshine.Thisstaffmemberalsodetailedthe

abusivesituationfortigerswhohavebeenagitatedor“disobedient”forvaryingreasons

throughoutthedaysandare“punished”byvariousmeans,onebeinglockedinsidetheir

cementcagefordaysonend.

Confinementandovercrowdinginunethicalcementcages,withorwithoutenrichmentitems,

isoneofthemaincausesofwhatisknownasstereotypicalbehaviour.Stereotypical

behaviourcanbedescribedasapatternofmovementsuchaspacing,self­mutilationetc,

whichisrepeatedmultipletimesandwhichhasnoobviousfunctionorgoal.Thisbehaviour

isnotseeninwildanimalsandthereforewhenseenincaptivityisasignofstressdueto

unethicalcaptivecircumstances.Stereotypescanalsomanifestthemselvesfromfear,

boredomandfrustration,theinabilitytoactonnaturalbehavioursorinstinctsdueto

restraints(beingcaged,chained)anddeliberatetorment.AllmembersoftheFelidaefamily

areverysusceptibletostereotypesandrequiregreatcareincaptivitytoavoiddeveloping

theseabnormalstressbehaviours.

TigerTemplevolunteersmentionedonapublicforumdiscussionboardthattheywitnessed avarietyofabusesinflicteduponthetigersincluding:hitting,punching,beltingwithobjects

andbeinglockedinsmallbarrencages.The2008reportCWIreleasedidentifiedmultiple

abuseswithaccompanyingvideoproof.Furthermorebetweentheyearsof2008to2015

TigerTemplepridesitselfonbeingoneoftheonlyplacesintheworldwherehumanscan

havecloseandprolongedinteractionwiththecriticallyendangered,protectedapexpredator.

ThereareplacesinwherehumansareseentointeractwiththeGreatcatshoweverthe

human/touristonslaughtuponthetigersintheTigerTemple,foraphotograph,isbeyondthe

highestrisklevelsforhumansandlowestlevelsofethicalcareforananimalincaptivity.This

hasalwaysbeenofgreatconcernastheTigerTempleitselfhasstatedthattheyhaveno

ideaofhowtocarefortigers.

Fortheapexpredatorstohaveupto600peopletouchingandposingforphotographswith

themeveryday,aparticulartypeof“discipline”hasbeeninstilledattheTigerTemple.This

“discipline”howeverstilldoesnotremovethethousandsofyearsofgeneticcarnivore

ancestryorthefactthattigersarepowerfulcreaturesthathavethecapabilityoffatality

injuringahumanbeinginasplitsecond.

Therearenumerousvideos,photographsandstatementaccountsmadebyandtakenby

formerstaff,volunteersandinvestigatorsoftheTigerTempleregardingthemultipleabuses

inflictedontheTigerTempletigers.

Thementalsufferingofananimalincaptivityispreventableonlyifthecaptorallowshigh

ethicalstandards.Thisispossibleonlyif:1)Thecaptoriseducatedoriswillingtobe

educatedand2)Thecaptorisconductingbusinesshonestlyandwiththeanimalswelfare

andinterestsaspriority.

TheTigerTemplehaveastancewheretheymustcontinuetobreedmorecubsinorderto

entertainthetouristsandkeepbusinessgoing,howevertheyheavilylacktheabilityto

ensureanytigerwillreceiveethicalcare,safetyandprotectionasacuboraftertheirdaysof

“performing”forthepublichaveceased.

Onerecentexvolunteerstatedthat,“theyhavetoomanytigers,notenoughspaceandnot enoughexperiencedstaffthatunderstandorreallycarefortheanimals.”Thiscanbe

believedconsideringthereare150+tigersandonlyapproximately20outdoorenclosures.

Howeverevenwhentherewereonly18tigerswithintheTigerTemple,thetigersstill

sufferedthesametreatment,monotonousroutineandlivingconditionsasmanystilldo

today.

Oneoftheextremeexamplesofthebreedingregimeisawellknowntigress,nownearly16

yearsold,whoisestimatedtohavehadatleast30­40littersofcubstodate.Undernatural

circumstancesinthewild,afemaletigerissexuallymatureat3½yearsoldandthencares

forhercubsuntiltheyareupto2yearsold,sheisthenreadytohaveanotherlitter.Thewild

tiger’slifeexpectancyis16–20yearsold,howeverincaptivityatiger'slifespanincreases

duetofewerthreats,reaching20–26+yearsold.Thenormalnumberoflittersatigress

wouldhaveinalifetimeis8–10.ThismassbreedingwitnessedintheTigerTempleshows

disregardtothefemaletigersphysicalandmentalhealth.Eachlitterofcubsareremoved

fromtheirmotherstoenterthetourismcycleat7­12daysold.Ithasbeenoftenwitnessed

thatthesecubsarehousedwithinearshotofthemotherwhospendsweekscallingforthem.

Thenaturalmilkproductionofthemothertigressiscompromisedasitisabruptlycutoff

whichcanleadtoinfectionssuchasmastitis.Inadditionthemothertigersarenevergiven

supplementssuchascalciumorirontoreinforcetheirbodiesduringgestationoraftergiving

birthtocubs.

SUMMARY

TheTigerTempletigersarenotfreefromfearorabuse.Therearemanydocumented

examplesoftheabuseanddistressinflictedupontheTigerTempletigersintheformof

statementsandvideoandphotographicevidencefromformervolunteers,animalwelfare

Corruption

In2010,APjournalistAndrewMarshallinvestigatedcorruptionwithintheTigerTempleand

foundittobedonating700,000BahttothelocalKanchanaburipolice.Thisraiseshigh

suspicionofcorruptioninvolvedintheillegalwildlifetraffickingofanimalsintoandoutof

TigerTemple.

SinceFebruary2015whenthenewswasrevealedthatthreeadultmaletigersdisappeared

fromtheTigerTempletheinvestigation,runbytheSaiYokandKanchanaburipolicehas

reportedlylearnednonewinformation,madenoprogress,recordednosuspectsandmade

noarrests.

IthasbeenrevealedtoCee4lifethatthetwofoundations,theTigerTemplefoundationand

theWorldBuddhistSanctuaryfoundation(bothheadedbyPhraWisuthisarathera)are

linked.AThailegalsourcehasconfirmedthatthepaperworkinvolvedintransferringanimals

fromonefoundationtoanotherisextensiveandtakesagreatdealoftime.IftheTiger

Templeisfoundguiltyofwildlifetradingtheywillnotbegrantedazoolicence.

CurrentlytheWorldBuddhistSanctuaryisalsoapplyingforazoolicence.IftheDNP

relocatestheTigerTempletigersandtheWorldBuddhistSanctuaryweretobegrantedthe

zoolicence,theycouldretaketheTigerTempletigers,howeverlegallyunderadifferent

name,spotlessfrombeingassociatedwithwildlifetrade.Thismethodwouldalsopreventthe

TigerTemplefromhavingtogothroughtheextensiveandtimelyprocessexplainedabove.

TheTigerTemplehasbeenlinkedtonumerouspeoplewithinpoweroutsidethemonastery itselfbutforlegalreasonsandsoasnottointerferewithorinhibitthecurrentlyongoing

PoliceinvestigationCee4lifeisunabletocommentfurtheronthisinthepublicreport.

abovephotograph.SoasnottodisrespecttheBuddhistfaithinanywayCee4lifewillnot

shamemenwholiveasmonkswithinthetempleorextendfurtherdetailsinthepublicreport

butwillgivefullassistancetotheBuddhismAuthorityifrequested.

ArguablyitismostshockingthattheTigerTempleisconductingthewildlifetradeoftigers, whilsthidingbehindamaskofBhuddismtofacilitatecriminalactivitiesandavoidlegal consequences.Ithasalsobeensuggestedbywitnessesincludingbeingintimatedbythe

AbbotofTigerTemple(seeevidence4)thatthetigersarekilledontheTigerTemple

groundspriortotheirtrade­ashamefulbreachofthereveredBuddhistfaith.

DuetothemanybreachesoftheThaiWARPAActandtheCITESAgreement,weurgethe ThaiDepartmentofNationalParks,WildlifeandPlantConservation,CITES,Interpol,Police (LocalandFederal),Military,NationalBuddhismAuthorityandallotherrequired DepartmentsandOrganisationstoconductanunprecedentedinvestigationintothe

allegationsandevidencegatheredbyCee4lifewithinthisreport.

If,throughathoroughinvestigationbyDepartmentofNationalParks,WildlifeandPlant

Conservation,CITES,Interpol,Police,Military,NationalBuddhismAuthorityandallother

arebroughtintocustodyinconjunctionwithDNPbyBangkokPoliceand/orMilitary

andinterrogatedtouncoverthedetailsofwhathappened,whowasinvolved,

middlemencontactsandthetraffickingrouteofillegalinternationalwildlifetrade

withinThailandandtoitsbordersandbeyond.

● TheAbbotPhraWisuthisarathera,managerJakkritandallotherTigerTemplestaff workersfoundinvolvedintheillegalwildlifetraffickingoftigersareheldaccountable under theThaiWARPAActforillegalimportandexportofmultipleanimalsviathe illegalinternationalwildlifetradeandpunishedtothefullextentofthelaw.

● Thateachoffenceisdealtwithindividuallyandeachindividualoffencehasthe

maximumpunishmentappliedforincarcerationandfinancialpayment.

foundtohaveactedasanaccomplicetothecrimesbynotreportingthemtothe

relevantauthorities;beremovedfromtheTigerTempleimmediatelyandbeheld

accountableundertheThaiWARPAActpunishment,CITESandanyhomecountry

lawsthatmaybeapplicableandneverbepermittedtoparticipateinanybusiness

withinThailandrelatedtoanimals.

● ThattheDNPaidCee4lifehelptobringallForeignStafffoundtohaveconcealed

andaidedintheillegalwildlifetradeoftigers,whetherbyaction,complacencyorthe

deliberateactionofsilence;tojusticewithintheirowncountries.

● Thatallattemptsaretobemadetoretrieveanytigersoranyotheranimalsfromthe

TigerTemplethatmayhaverecentlydisappearedintotheillegalinternational

wildlifetrade,wherethereisapossibilitythattheyarestillalive.Thatiffound,these

animalsaretobegivenprotectionandsafetyinanethicalfacilitywithinThailandor

anyotherfacilitydeemedtohavehighethicalstandardsthatadherestotheFive

Freedomsforcaptiveanimals.

partnerwithauthenticanimalandconservationorganisations,bothThaiand

International,toassistandhelphandsonwiththeethicalcareoftheremainingTiger
