ConservationwillopenonAugust1andcloseSeptember
15forthisyear.
Eligibleapplicantsincludelocalgovernments,nonprofitgroupsandeducational
organizations.A5050matchisrequiredandthereisaminimumgrantawardof$50,000,
meaningupto10grantswillbeawardedstatewide.
Eligibleactivitiescoveredbythesegrantsincludelandowneroutreach,bufferdesign,site
preparationandbufferinstallation,plantmaterialsandtreeshelters,andshorttermmaintenance

(approximately3years).
Thesenewgrantsareinadditionto
DEPsGrowingGreenergrants
,whichalsoinclude
fundingforforestbufferplantings.InMay,
DEPawarded$25.1millioninGrowingGreener
grants
for2016.Nonewgrantroundhasbeenannounced.
Pennsylvaniahasagoalofplanting95,000acresofstreamsidebuffersby2025.
Oneofthebestpracticestoimprovethequalityofourwaterwaysistoplanttreesalong
themtopreventsedimentsandnutrientsfromthelandfromenteringthem,andtoprovideshade
tohelpkeepwatertemperaturescoolerfortroutandotherstreamlife,DCNRSecretaryCindy
AdamsDunnsaidataneventattheBridgerFarminCrawfordCountytoday.Toassist
landownerswithplantings,DCNRisdedicating$500,000toapilotgrantprogramthisyearand
willgivesomeprioritytobufferplantingsinourfuturegrantrounds.
Toexpandontheexistingstreamsidebufferoptionsforlandowners,DCNRispilotinga
multifunctionalbufferoption
thatiseligibleforgrantdollarstoprovidegreaterflexibilityin
landownereligibility,bufferdesigns,widths,plantspeciesandoffertheoptionofplantingsome
incomeproducingcropsinthebufferzone.
ThousandsofacresofbuffershavebeenplantedinPennsylvaniaoverthepast15
years,Dunnsaid.Thisnewoptionisintendedtoexpandthelandownerswhoareeligiblefor
grantassistance,andalsoofferfarmerstheoptiontocontinuetoproducesomeincomefromthe
streambufferzonebyincorporatingsomecropplantingsofspecifictreesandplantspecies.
Likeallgoodsolutions,streamsidebuffersoffermultiplebenefitsandsolvemultiple
problemsatonce,saidDEPActingSecretaryPatrickMcDonnellatameetingoftheState
ConservationCommissioninStateCollegetoday.Streamsidebuffersimprovelocalwater
qualityandhabitat,andimprovethequalityofthewaterdownstream.Thisprogramwillpay
benefitsfarbeyondjustwherethetreesareplanted.
Withassistancefromthe
CrawfordCountyConservationDistrict
,theDCNRBureauof
Forestry,andlocalhighschoolstudents,JohnandAmyBridgerplantedabout2.5acresofforest
buffersalongatributarytoFrenchCreeknexttothebarnyardoftheirfarminCambridge
Springs.
Plantingstreambuffersallowedustoreduceerosionandcreateaclearpathwayfor
drainagealongourhayfieldsandpastures,whichiscriticalforoverallhealthofthefarm
ecosystem,AmyBridgersaid.Wealsowerethrilledthatlocalstudentswereinvolvedinthe
plantingwhichraisesawarenessoftheroleoffarminginfoodsupplyandconservationeffortsas
wellasthewonderfullifethatfarmingcanoffer.

localparktoenjoytheoutdoorsandtakeadvantageofthewiderangeof
recreationalopportunitiesPennsylvaniahastooffer.
Familieswillhikethemilesoftrailsthatspanthestate,stopping
foraswimandpicnicastheymarvelatabaldeaglesoaringoverhead.
Youngchildrenwillracetoplaygroundstoswingontheswings
andslideontheslidesastheiroldersiblingsplayapickupgameof
basketballonthenearbycourt.
Communitieswillenjoybarbecuesandconcertsunderthestars
astheygathertogetherandturntheirlocalparkintotheircollective
backyard.
JulyisNationalParkandRecreationMonth,andassceneslike
theseplayoutacrosstheCommonwealth,the
PennsylvaniaGrowingGreenerCoalition
is
workingtoensurethatresidentsandvisitorscontinuetohaveaccesstoparksandrecreational
opportunitieswellintothefuture.
TheCoalition,whichisthelargestcoalitionofconservation,recreationandpreservation
organizationsinPennsylvania,hascalleduponGov.TomWolfandtheLegislaturetoprovide
adequatefundingforconservation,recreationandpreservationprojectsbyinvestingina
GrowingGreenerIIIinitiative.
Sinceitsinceptionin1999,thestatesGrowingGreenerprogramhasfundedhundredsof
localparksandtrailprojects,conservedmorethan50,000acresofthreatenedopenspaceand
protectedhundredsofmilesofstreamsandwaterways.
However,fundingforGrowingGreenerhasdecreasedfromanestimatedaverageof$200
millioninthemid2000stoapproximately$50millionthisyear.Thatisa75percentcut.
Inthelasttwobudgetsalone,communitiesandnonprofitorganizationslikethe
PennsylvaniaRecreation&ParkSocietyhave
lostatotalofmorethan$30million
instate
fundingforcriticalprojectsandprograms.
Pennsylvanianeedstobedoingmore,notless,toprotectitsparks,trailsandopenspaces
andtokeepitswaterwaysclean.
Parksandrecreationalopportunitiesareessentialservicesthatoffertremendousbenefits
by:
Improvinghealthandwellness.
Providingarefugefrombusylivesandacommunitycommonsthatconnectspeopletonature

andeachother.
Creatingmoredesirablecommunitiesandasenseofplace.
Increasingpropertyvaluesandmunicipaltaxrevenues.
Protectingopenspace.
Increasingtourismandvisitorspending.
InPennsylvania,recreationisthethirdmostprofitableindustryinrelationtotourism
(behindtransportationandfoodandbeverageservices),generatingroughly$6.4billionin
spending,accordingto
PennsylvaniasStatewideComprehensiveOutdoorRecreationPlan
.
However,theneedforincreasedinvestmentinourparksandrecreationalareasisasreal
asthevaluethatparksandrecreationcontributetoourcommunities.
Thestatehasmorethan5,700localparksandmorethan11,000milesoftrails,mostof
whichwerecreatedinthe1960sand70sandareinsignificantneedofupgrades.
Manyofthe900publicfishingandboatingaccessareasaresufferingfromdeferred
maintenanceorareclosedbecausetheyareunsafe.
Further,morethan
19,000milesofstreamsandwaterwaysaredesignatedasimpaired
andareinneedofcleanup.
Investmentsinparks,recreationandcleanwaterthroughPennsylvaniasGrowing
Greenerprogramhavelongenjoyedbipartisanpublicsupport.
A2014surveyassociatedwiththestatesComprehensiveOutdoorRecreationPlanfound
thatamajorityofrespondentsbelievethestateshouldincreaseitspermanentsourceoffunding
forparkandrecreationopportunitiesbasedontaxrevenues.
Respondentsalsoindicatedamajorityofthismoneyshouldbereinvestedinto
improvementsofexistingparkandrecreationareas,alongwithconservinglandsandprotecting
wildlifeandfishhabitat.
Additionally,a
2015PennStatepollfoundthat90.7percentofPennsylvanians
surveyed
wouldsupportincreasingstatefundstoconserveandprotectopenspace,cleanwater,natural
areas,wildlifehabitats,parks,historicsites,forestsandfarms.
ThereislittlequestionthatPennsylvaniansvaluetheopportunitiesandbenefits
associatedwiththestateslocalparksandrecreationalareas.
AswecelebrateNationalParksandRecreationMonth,itisimportanttorememberthatin
ordertoprotecttheseopportunitiesandbenefitsforfuturegenerations,weneedtoinvestinthem
today.

About19,000milesofPennsylvaniaswaterways
aredamaged
bypollutionandPennsylvaniahasdevelopeda
CleanWaterBlueprint
toreducethenitrogen,
phosphorus,andsedimentthataredegradingthem.
Earlierthisyear,theCommonwealthannouncedthatitwas
rebootingefforts
toreduce
pollution,byconductingmorefarminspectionsandplantingmorestreambuffers.Implementing
thenewstrategycouldbeacatalysttoBlueprintsuccess.
ButtheEnvironmentalProtectionAgencyhas
reportedthatPennsylvaniaisnotontrack
tomeetitsBlueprintgoals
ofhaving60percentofthepollutionreductionpracticesnecessaryto
restorewaterqualityinplaceby2017and100percentinplaceby2025.
Withoutthenecessarycommitmentofresources,PennsylvaniasrebootanditsClean
WaterBlueprintaredestinedtofail.Sadly,Pennsylvaniasgeneralfundbudgetforfiscalyear
201617fallsshortofprovidingthefundingneededtosuccessfullyfollowthroughoneitherone.

CleanWaterFarmAwardduringitsannualconferenceinStateCollege,PA.
Thehonorisawardedannuallytofarmerswhomanagetheirdailyfarmoperationsinan
environmentallyconsciousmannerthathelpstoprotectPennsylvaniaswaterquality.
ThisyearsawardrecipientsarefromChester,Greene,Lawrence,Union,andYork
Counties.The2016CleanWaterFarmAwardrecipientsare:

BarclayHoopesownsadairyfarminLandenberg,PA.
Thefarmhas100acresofcroplandand20acresofpasture.TheHoopespropertyliesatthe
headwatersofatributarytothewildandscenicWhiteClayCreekinChesterCounty.Best
managementpractices(BMPs)installedonthefarmincludeforestedbuffersandover1,500feet
offencingtoexcludecattle.Hehasusednotill,covercrops,andcontourstripsfordecades.
TheDistrictcommendstheHoopesFarmforitsparticipationintheprogressiveanalysis
ofBMPsandhowtheyaffectdrinkingwaterdownstream,saidtheChesterCounty
ConservationDistrict.

Felton,PA.BMPsinstalledonthefarmincludenotill,aheavyuseprotectionarea,avegetated
treatmentarea,andawastestoragefacility.
IthasbeenapleasuretoworkwithRandallandhisfamily.Oncehesconvincedthat
somethingistherightthingtodo,hegoesaboutitenthusiastically.Hereallycaresaboutdoinga
goodjob.Andhedoesagreatjobonhisfarm,saidWendyZwally,theirlongtimeNatural
ResourcesConservationServiceconservationplanner.

Sinceelectedin2013,Rep.SankeyhasbeenverysupportiveofnotonlytheClearfield
CountyConservationDistrict,butconservationdistrictsandenvironmentalissuesstatewide.He
hasmadeitaprioritytounderstandacidminedrainage(AMD)restorationactivities,touring
severalpassivetreatmentsystemsinstalledbythedistrict,aswellassitesstillinneedof
restoration.
In2013heworkedwiththeDeerCreekWatershedAssociationonatirecleanup
downstreamofthefutureDeerCreekPassiveTreatmentSysteminClearfieldCounty,wherehe
helpedvolunteersremoveover312tiresfromthebankofDeerCreek.
InanefforttopromoteAMDcleanupstatewide,heintroduced
HouseBill1825
,which
clarifiesliabilitiesforcoaloperatorswhoprovidewatertonaturalgasdrillersforuseintheir
operations,animportantsteptowardsaddressingPennsylvaniasAMDproblem.

BoardPresident,thisawardisgiven,atthediscretionofthePresident,toanindividual,
organizationoragencyinrecognitionoftheiroutstandingeffortsthathaveresultedinfurthering
theaccomplishmentsofPACD.
Chriswasselectedforthisawardinrecognitionofhisadvocacyforconservationdistricts
duringtheChesapeakeBayReboot.Chrishasbeenfullyengagedinthisprocessfromthe
beginning,attendingmanymeetings,workingwithpartners,andadvocatingforconservation
districtinvolvementthroughouttheprocess.

Thisisnosurprise,however,asChrisregularlygoesaboveandbeyondfordistricts.In
2012,whilewiththeYorkCountyConservationDistrict,ChrisreceivedthePACDConservation
DistrictEmployeeExcellenceAwardinrecognitionofhisworkwiththePACDEducationand
OutreachCommittee.
Since2012,ChrishasmovedintothepositionofdistrictmanagerfortheLancaster
CountyConservationDistrictandhisdedicationtopromoteconservationdistricts,bothlocally
andacrosstheCommonwealth,hasonlygrownstronger.
AnnRuddSaxmanConservationDistrictDirectorExcellenceAward:KennethMeck
(Lancaster).
Thisawardisgiventoaconservationdistrictdirectororassociatedirectorforhis
orheroutstandingvolunteereffortswhichhavefurtheredtheactivitiesandaccomplishmentsof
conservationdistrictsonastatewidebasis.
KenhasbeenactivelyengagedwiththeLancasterCountyConservationDistrictsince
1998.Overthose18years,Kenhasservedonallboardcommitteesandiscurrentlyservinghis
secondyearasChairman.
HehasrepresentedLCCDasaPACDvotingdelegateformanyyears,attendedseveral
NationalAssociationofConservationDistrictmeetings,andhasservedaseitherSecretaryor
TreasureronthePACDExecutiveBoardsinceJanuary2008.
Athome,Kenisalifelongfarmerwhohasraisedalfalfa,barley,corn,gladiolus,tobacco,
soybeans,wheat,porkfarrowtofinish,beeffinishing,andpullets.Hecurrentlyhas150headof
steersand260,000pullets.
Hiscommunityactivitiesextendbeyondtherealmofconservation.Heisactiveonthe
WestLampeterCommunityFairBoard,isaStrasburgTownshipSupervisor,andisamemberof
theStrasburgTownshipPlanningCommission.
ConservationDistrictEmployeeExcellenceAward:KarlKerchner(Lebanon).
This
awardisgiventoaconservationdistrictemployeeforhisorheroutstandingeffortsthathave
furtheredtheactivitiesandaccomplishmentsofconservationdistrictsonastatewidebasis.
KarlhasbeenwiththeLebanonCountyConservationDistrictsince1999andhis
statewidecontributionsaremany.Since2011,hehasbeenaninvaluablememberoftheplanning
teamfortheannualErosionand
SedimentPollutionControl(E&S)trainingfordistricttechniciansacrossthestate.He
alsodevelopedseveralusefulspreadsheetsthathefreelyshareswithotherdistricts,and
contributedtotheE&SProgramManualpublishedinMarchof2012.
Whetheritbegeology,erosion,soils,infiltration,orconstruction,Karliscomfortable
sharinghisknowledgeandproblemsolvingskillswithanyone.Manyofhiscounterpartsfrom

TheOceanConservancysInternationalCoastalCleanupisthelargestvolunteereffort
aimedatimprovingthehealthoftheocean,bringingouthundredsofthousandsofvolunteers
fromaroundtheworldtoremovemillionsofpoundsofplasticsanddebrisfrombeaches,lakes
andwaterways.
Thiseventhasgrowntoincludeparticipationbyall50statesandU.S.territoriesand90
countries,withthenumbergrowingeachyear.InternationalCoastalCleanupDayitselfwillbe
heldSeptember19.

reductioninbaselinecarbondioxideemissionsinPennsylvaniaby2050.
Whilenotstrictlyanappealofthatdecision,thecasewasbroughtbyFunkandother
petitionerstorequiretheCommonwealthtodevelopacomprehensiveplantoachievethe
necessaryreductionsincarbondioxideemissionstoprotectPennsylvaniasnaturalresourcesand
publichealth.
TherulingagreedwithargumentsbytheGovernorandDEPexistingstatelawsdonot
compeltheagenciestoadoptcarbondioxideemissionlimitstocombatclimatechangeinthe
manneraskedforbyFunkandtheotherpetitionersinthecase.
TheCourtsaid,Petitionerspointtonolegislativeenactmentsorregulatoryprovisions,
andwehavefoundnone,thatmandateRespondentstodoanyoftheactionssoughtinthewrit.
Underthecurrentscheme,decidingwhethertoconductparticularstudies,promulgate
regulationsorissueexecutiveordersdetailingtheprocessbywhichenvironmentaldecisionsare
made,andtoprepareandimplementcomprehensiveregulationsaddressingclimatechangeare

HostCommitteesustainabilityeffortsfocusedon
fourcategories:Energy,WasteReductionandDiversion,EventsandCommunityEngagement,
andTransportation.

Asthenationslargestproducerofzerocarbonenergyfromacombinationofnuclear,
hydro,solarandwindgenerationsources,ExelonisuniquelypositionedtomeettheHost
Committeesgoaltooffsetcarbondioxideemissionsfromallconventionrelatedvenues,offices
andeventsfortheweek.
ThecompanywillprocureacombinationofRenewableEnergyCertificatesand
EmissionFreeEnergyCertificatesfromnuclear,solar,windandhydrogenerationsourcesto
counterbalancetheconventionscarbonfootprint.
Purchaseofthecertificatessupportsexistingzerocarbongenerationandhelps
incentivizethedevelopmentofnewprojects.
ExelonisproudtosupporttheHostCommitteessustainabilitygoalsforthe2016
DemocraticNationalConvention,saidWilliamA.VonHoeneJr.,seniorexecutivevice
presidentandchiefstrategyofficerforExelon.Webelievethatbuildinganextgeneration

expected50,000visitorscomingintothecityfortheDNC,theinfluxwilllikelyaddtothe

ConventiondelegatesandvisitorstoSEPTAheadquartersat1234MarketStreetmaytour
andridethebatteryelectricbusonJuly25from1p.m.to5p.m.andonJuly28from9a.m.to5
p.m.PECOhasworkedcloselywithSEPTAandProterratoprovideEVbuscharging
infrastructureduringtheconvention.
"Welookforwardtodemonstratingoursharedcommitmenttosustainabletransitby
providingtestridesonanAmericanmadeemissionfreeelectricbus,"saidRyanPopple,CEOof

Duringthe1800sand1900stheareasknowntodayasBrownsFarmwasoncea
productivefamilyfarm.Nowthebarnandnearbypropertyareusedforeducationprograms,with
afocusonwatersheds,agriculture,historyandsoundlanduse.
ThebarnandgroundsarepartoftheAsburyWoodsNatureCenter,astateoftheart
regionalnaturecenterwithover205acresand4.5milesofhikingtrails.

WearesoexcitedthatDCNRishelpingtofundthisproject,saidLarryBerrin
PresidentandCEOoftheAsburyWoodsPartnership.Brown'sFarmisnotonlyarecreational
gembutalsoanimportantoutdoorlaboratorytodeliveroureSTEMcurriculumsincethisisthe
siteforourmiddleschoolwatershedscienceprogram.Notonlythat,butbypreservingthis
greenspaceweareprotectingthissectionofWalnutCreekwhichhadbeenrecognizedbythe
statedepartmentofEnvironmentalProtectionasanimpairedstream.

ThisprojectisagreatexampleofhowourColcomRevolvingFundforLocalLand
Trustscansupportorganizationseffortstoprotectlandandimportantcommunityassetsthat
havegreateducationalandrecreationalvalue,saidMikeKuzemchak,WesternPennsylvania
Conservancysdirectorofoperationsforlandprotection.Thisfundisdesignedtohelp
organizationsacquirepropertybeforepermanentfundingissecured.ThankstoColcom
Foundation,werepleasedtoadministerfundswheneverpossibletosupportlandconservation
projectsintheregion.
AsburyWoodsPartnershipInc.acquiredtheAsburyWoodsNatureCenterandGreenway
Complex(205acres)fromMillcreekTownshipSchoolDistrictinJune2016.Totalcostofthe
projectwas$1.5million.
DCNRsgranttowardthisprojectwasoneof32awardedstatewideforland
conservation.TotalfundsawardedbyDCNRforlandconservationinthepastyearapproach
$8.5million.

visitorstowatchandmonitortheannualpassageof
raptormigrantsastheymovesouthduringtheAutumn
HawkWatch,helddailyAugust15throughDecember
15attheSanctuarysfamousNorthLookout.
Trailfeesapplyfornonmembersandcost$9foradults,
$7forseniors,and$5forchildrenages6to12.Members
areadmittedfreeyearround,andmembershipscanbe
purchasedonlineorattheVisitorCenter.
Duringthecount,Sanctuarystaff,trainees,and
volunteerswillbestationedatthelookoutstohelpvisitorsspotandidentifyraptorsincluding
broadwingedhawks,kestrels,vultures,ospreys,andbaldeagles.
Anaverageof18,000raptorspasstheSanctuaryeachautumn.Forraptorenthusiastsand
thosewhocannotmakeittoHawkMountain,
dailycountsarepostedonline
throughoutthe
season.
Equippedwithbinocularsandafulldaypack,visitorsareinvitedtospendthedayat
NorthLookouttoenjoythebreathtakingautumncolorsandsoaringraptors.Binocularscanbe
rentedattheVisitorCenter,andstaffmemberstherecanoffertipsandsuggestionsfortrailsand
lookouts.
ThenearbySouthLookoutmaybepreferabletothosewithsmallchildrenorwithlimited
mobility,anditcanbereachedusingthenewwheelchairaccessibleSilhouetteTrail.
"HawkMountain'slookoutsgivepeopleanunparalleledviewofhawksinflight,"said
LaurieGoodrich,DirectorofLongtermMonitoring."Onwindydays,hawksandother
migratingbirdshugtheridgepassingclosetowatchersbelow.It'sanamazingsight."
Duringthefallmigration,therewillalsobeweekendprograms,freewithpaidtrailfee,
onSaturdaysandSundays,September3throughNovember13.
Additionally,onSaturdaysinSeptemberandOctober,severalnotablespeakerswillgive
talksontheirexperiencesandexpertiseaspartoftheFallLectureSeries.Informationaboutall

Whoishe?ThatcouldbeaquestionmanyofyoumaybeaskingsinceIamarelatively
newcomertotheenvironmentaleducationfield.Butdon'tletthatfactdeteryoufromgettingto
knowmebetter.
Ihavebeeninvolvedwiththeoutdoorsallofmy35+yearsofprofessionallife,albeitin
slightlydifferentcapacitiesyetconnectedbyacommonthread:nature.
AftergraduatingfromSlipperyRockStateCollege(yep,I'mdatingmyself)Ibeganmy
careerasacountyparksdepartmentgroundskeeper,advancedtoamunicipalparksand
recreationdirector,thenmadeaswitchtoworkingatDCNRBureauofRecreationand
ConservationinHarrisburgforseveralyearsbeforesettlinghereatWildlandsConservancyas
thevicepresidentofeducation.
DuringthosemanyyearsItraveledtheCommonwealthfromcornertocorner.Iworked
withandmetsomeofthemostinspiring,dedicatedandhonestpeopleI'veevermet.
Thisplacewecallhome,Pennsylvania,isrichwithdiversecultures,historyand,of
course,thegreatoutdoorswesodearlywanttoprotectforgenerationstocome.
Iamblessedtobemarriedtothemostwonderfulpersonfor35years,havetwo
extraordinaryadultsonswithequallyimpressivecareers,alovelydaughterinlawanda2year
granddaughterwhojuststealsmyheart.
Ilovespendingtimewiththefamily,fishing,hunting,photography,boating,landscaping,
homeimprovementandgoingtotheJerseyshoreorourcottageintheheartofthePoconosfor
downtime.
Ievenmakepeoplelaughsometimesandhavebeencalledsuchnamesasworkaholicor
perfectionist.Icontinuetryingtofindthatperfectbalanceofhomeandworklifetoojustas
manyofyoudoI'msure.
ForthenexttwoyearsIwillbeyourPresident.Iamhonoredtohavecolleaguesonthe
boardwhoaresopassionateaboutenvironmentaleducationinPennsylvaniaandalsoseethe
hugepotentialofwhatPAEEiscapableof.
Wewillcontinuetostaytruetoourstrategicplan,striveforfinancialsustainabilityand
lookuponourmemberstohelpusgrow.
Ourpastpresident,EdMcCrea,usedhisextraordinaryskillstohelpusfocusonand
establishafeasibledirection.
Forthat,wewillforeverbegratefulforhiseffortsandIpersonallylookforwardto
tappinghisexpertiseasourpastpresident,anewboardpositioncreatedtoeasethetransitionof
newpresidentsanddiminishanyquicklossofinstitutionalknowledge.
However,PAEEneedsyourinvolvementtobesuccessfulandinthecomingmonthswe
willseekyourassistance.
Inthemeantimeifyouhaveadesiretobecomeinvolvedsoonerpleasecontactmeorany
otherboardmember
andwewillbemorethanhappytodiscussoptionswithyou.Untilthen,
