1. Make sure that the reference in the form of regulations, standard
operating procedures manual is still valid and accountable
2. Determine whether the potential hazard can be eliminated, if it can't be
eliminated, it must be controlled based on procedure.
3. Ensure the scope of work clearly, decisive step in working with procedures
and good regulations
4. Explain all subject matter to all involved workers clearly and establish
backer from each step of the work, limitation of authority and
responsibilities
5. Decide firmly every step of work that can be accounted for by all related
parties.
