1. INTRODUCTION
1.1 SCOPE
This volume of the message dictionary details the non-transparent messages handled by the Alcatel
BSS over the A interface.
As for this release both GSM phase 1 and phase 2 formats are supported, this document shows both
message formats where applicable.
2. GENERAL PRESENTATION
2.1 PRELIMINARIES
Each message is described in the same way :
- A general overview,
- A general description, with a byte per byte description
- A detailed description of all the Information Elements,
The messages dictionary includes also in this part :
- A summary of all the messages described in the dictionary,
- A cross reference of all the Information Elements. This allows to find all the messages in
which one Information Element appears.

RR Cause
SUB PARAMETER DEFINITION
RR Cause same value (and same meaning) as Assignment Failure on the Air Interface.
PARAMETER ORIGIN - ACTION ON PARAMETER
The RR Cause information, received from MS (in the "assignment failure" message), has been
stored, and is given to the MSC.
This element is optional because the BSC may send the "assignment failure" message without
having received the same message from the MS.

Only included if the length of the CIPHERING MODE COMPLETE message received on
the Air interface is greater than 2 octets.
This will only be included if the MSC indicates that more than one ciphering algorithm is
permitted. This possibility would have been indicated to the BSC in the Encryption
Information IE contained in the last received HANDOVER REQUEST or CIPHER MODE
COMMAND messages.

This IE is never sent after the immediate assignment procedure and before either TCH
assignment or external handover.
After TCH assignment or external handover, the chosen channel IE is only sent when the
channel type in either the last received ASSIGMENT REQUEST or HANDOVER
REQUEST indicates one of the following codings :
For signalling connections (i.e. SDCCH)- when the channel type indicates 'No preferences'
For Speech or Data connections (i.e. TCH) - when the channel type indicates "Full or Half
rate", with a preference, with or without changes allowed.
This will only be included if the MSC indicates that more than one ciphering algorithm is
permitted. This possibility would have been indicated to the BSC in the Encryption
Information IE contained in the last received HANDOVER REQUEST or CIPHER MODE
COMMAND messages.
Included at least when the speech version has been changed by the BSS.
