Constitution and By-Laws
PSYCHOLOGICAL SOCIETY
Article I. NAME
Section 1.

This organization shall be known as 'Psychological Society.' For brevity,


the organization may also be known as 'PsychSoc.'
Article II. PURPOSE

Section 1.

The purpose of the organization shall be:

Section 1. a. To organize the students of Western Mindanao State University


Bachelor of Science in Psychology.
Section 1. b. To look after the academic needs and development of said
students.
Section 1. c. To involve students in co-curricular and/or extra-curricular activities
of the University, the College and the Department.
Article III. MEMBERSHIP
Section 1.

Membership in PsychSoc shall be open to all bona fide students of


Bachelor of Science in Psychology of the Western Mindanao State
University.

Section 2.

All members of PsychSoc shall be granted rights and privileges including


the right to vote or hold office in the organization as well as the following;

Section 2.a. To participate actively and fully in all general and special
assemblies of the society;
Section 2.b. To be informed fully on the importance behind programs, projects,
activities and actions adopted by the executive committee; and
Section 2.c. To question in depth and to voice out their concern as to the
decision/s made by the officers without hesitation.

Section 3.

PsychSoc will not have associated members who are non- students or
who do not meet the above criteria.

Section 4.

Eligibility for membership or appointed or elected student officer positions


in PsychSoc may not be limited on the basis of race, sex, color, age,
religion, ethnic/cultural origin, marital status, sexual orientation, physical or
mental handicap, ancestry or medical condition, except as explicitly
exempted by national law.

Section 5.

All members in good standing shall have the following duties and
responsibilities:

Section 5.a. To attend all meetings whether general or special;


Section 5.b. To comply with the provision of this constitution and by-laws, and
other rules that may be promulgated by the Officers or may be
agreed upon by the General Members;
Section 5. c. To vote in the assembly on any question or matters which may
arise therein;
Section 5. d. To attend and participate actively in all its activities and services;
and
Section 5. e. To comply with any other requirements set by the officers and/or
members.
Article IV. OFFICERS and DUTIES
Section 1.

The officers of PsychSoc shall be composed of the following: President,


Vice-President, Secretary, Treasurer, Auditor, Internal P.I.O., External
P.I.O. And two (2) Project Managers.

Section 2.

To be eligible for office, candidates must be regularly enrolled students of


Western Mindanao State University, Bachelor of Science in Psychology on
the semester where the elections shall be held. Any duly elected officers
may continue to hold their office until the end of their term regardless of
graduation.

Section 3.

The nominations for candidates shall be made by the students only. They
shall form their own party and complete the line-up.

Section 4.

Election of officers shall be made through casting of ballots on an


appointed time during the first semester. Officers from previous school
year who are not running for any posts shall comprise the Psychological
Society Electoral Committee. This committee, together with the faculty

adviser will screen the candidates as well as manage the elections to


include but not limited to campaigns and miting de avance.
Section 5.

The term of office of all officers shall be for one school year. If after the
end of the school year, an officer is not graduating, he/she becomes an
officer pro tempore and is required to render office until the next set of
officers are elected. The officer pro tempore may run for office but has to
relinquish his/her pro tempore post.

Section 6.

Vacancies in any of the position shall be filled by succession. The officer


by succession shall serve the remaining term of office as provided for in
Section 5.

Section 7.

Officers may be removed from their post during their term of office by
Conviction of any criminal offense in court, expulsion from the university,
severe medical condition, deteriorating health, resignation and by
Impeachment. The process of impeachment shall be as follows;
a.
petition for removal from office by 2/3 of all members,
b.
Investigation by faculty adviser,
c.
decision by a consensus of the rest of the officers and the faculty
adviser.

Section 8.

The duties of all officers and members shall be:

Section 8. a. PRESIDENT
i. Supervise and direct the administration of policies and regulations of
the PsychSoc and to promulgate and uphold Constitution of its own;
ii. Exercise powers, and create composition of committees;
iii. Can make rejection or refusal to any official decisions made by other
officers;
iv. To serve as the formal representative of the organization, or to
delegate such representation to any capable member of the
organization;
v.
Can call official meetings and collaborate with the Treasurer, Auditor
and Faculty Adviser in preparing the budget for various events and
activities in the organization;
vi. Veto power; and
vii. Accept resignation from the Council members.
viii. Must be in 3rd, 4th or 5th year in BS Psych.
Section 8. b. VICE PRESIDENT
i. Assist the President in the performance of duties.
ii. Assume position of the Presidency once it is vacant.

Section 8. c. SECRETARY
i. Assist the President in the administration of policies and regulations;
ii. Give a summary of the previous meeting during the next one and write
and process letters sent by the organization to various people or
offices;
iii. To document and keep all incoming and outgoing files of the
organization;
iv. To direct and disseminate all promotional materials of PsychSoc by all
means possible;
v.
To keep and ensure that all files, and documents are in good condition;
vi. Record the minutes of the meeting called by the organization;
vii. To endorse all the documents to the successor; and
viii. Must be in 3rd or 4th year in the International Studies program.
Section 8. d. TREASURER
i. The Treasurer shall assume all the responsibility of the organization's
finances;
ii. The Treasurer shall work closely with the President, Faculty Adviser and
Auditor regarding finances;
iii. To prepare the budget for activities and oversees the collection of funds
for the organization;
iv. Keeps record of the cash funds received and released by the organization,
manages the cash invoice of the organization, and the signature of those
concerned in the process shall be affixed on the records;
v.
Submits a financial report to the officers one week after any organizational
event or activity, along with official receipts;
vi. To make available a financial statement of PsychSoc at the end of every
regular semester;
Section 8. e. AUDITOR
i. The Auditor shall make a through audit of all organizational finances.
ii. Shall verify all financial reports of the organization.
iii. Shall work closely with the Treasurer.
Section 8. f. INTERNAL P.I.O.
i. In charge of recruiting manpower suited for a specific activity of the
organization, and also direct people who can work for each committee;
ii. To coordinate community building activities;
iii. To overlook all academic-related projects of the organization
iv. Coordinate with the Secretary with regards to reservation of school
equipment and facilities;
Section 8. g. EXTERNAL P.I.O.
i. To coordinate with other organization with in WMSU or outside the
university in creating activities for the organization;

ii.

To serve as official representative of the organization in case the


President and the Secretary are not available;

Section 8. h. PROJECT MANAGERS


i. To initiate the plans and perform activities of the entire School year for the
organization;
ii. To assist in gathering the members regularly and disseminate information
regarding
iii. activities and other decision making of the Officers;
iv. To assure the good attendance in all organizational activities;
Article V. FUNDS
Section 1.

The funds of PsychSoc shall be through collection of membership dues.

Section 2.

Membership due shall be 100 pesos for every member.

Section 3.

The collection of membership dues shall be during the enrollment of every


regular semester.

Section 4.

A Collection Report must be prepared by the Treasurer and Auditor and


must be approved by the Faculty Adviser.

Section 5.

The membership dues collected shall be deposited in the PsychSoc bank


account.

Section 6.

PsychSoc shall maintain a passbook account in a reputable


commercial/rural bank.

Section 7.

Disbursement of funds shall be approved by the President, Treasurer,


Auditor and the Faculty Adviser. A budget proposal stating the breakdown
of expenses shall be submitted prior to the disbursement of funds.

Section 8.

Liquidation Report must be prepared after a program or activity is


conducted using the PsychSoc Funds. Official Receipt and Cash
Vouchers must be attached as proof of expenses. As a general
requirement, expenses amounting to Php 500.00 and above shall be
accompanied by Official Receipt. Only expenses amounting to Php 499.00
and below, under particular circumstances where Official Receipt cannot
be issued, shall be allowed to have Cash Vouchers as proof.
Article VI. MEETINGS

Section 1.

General Assembly of all members shall be held once a year preferably on


the first semester of the academic year. The agenda or purpose of the

general assembly shall be determined by the officers and the Psychology


Department.
Section 2.

Regular Meeting of officers shall be twice every month to update each


other of the conduct of activities of PsychSoc and other agenda deemed
necessary by the officers.

Section 3.

Special meetings may be called to address important and urgent matters


of PsychSoc.

Section 4.

A quorum for any regular or special meetings shall be determined by the


majority of members present or quantitatively 50% plus 1 of total number
of members.
ARTICLE VII. POWERS

Section 1.

PsychSoc empowers its members and officers to get involved in important


matters within the organization, therefore it will have committees to look
after the welfare of the organization.

Section 2.

The following committees shall be formed with the following purpose:

Section 2. a. HOME AFFAIRS to look after the co-curricular and extracurricular concerns of the PsychSoc members inside the university.
Section 2. b. EXTERNAL AFFAIRS to handle external linkages and networks
with students and organizations in the similar field of Psychology
and Behavioral Sciences.
Section 2. c. FINANCE To manage all assets and financial resources and
concerns of PsychSoc.
Section 2. d. COMMUNICATIONS To handle all dissemination of information
to all members of PsychSoc to include external communications to
partners, networks and linkages.
Section 2.e. DEVELOPMENT To look after activities, projects and programs
necessary to help the members develop their learning and practice
in the field of Psychology.
ARTICLE VIII. AMENDMENTS
Section 1.

No amendments shall be made more than once on the same article in one
school year.

Section 2.

All amendments shall be made only upon approval of the 2/3 of the
Officers present.

Section 3.

Amendments to or revisions of this constitution shall be made whenever


deemed necessary.
ARTICLE IX. EFFECTIVITY CLAUSE

Section 1.

This Constitution and By-Laws shall be effective upon approval by 2/3 of


all members through a referendum to be conducted by the elected
officers.
