Answer these questions based on this reading passage below.

The Situation Prior to Program Commencement


At the time the program was initiated, there was no inclusive education policy in
Indonesia. Schools were not expected to enrol students with moderate to severe disabilities nor
were school facilities accessible to people with physical disabilities. Schools were often located
on slopes, which made access for students with mobility difficulties a real challenge. School
sanitation facilities were generally too narrow to accommodate wheelchairs.
Local communities traditionally perceived that students with major physical or
intellectual disabilities should be accommodated in special schools rather than mainstreamed into
general schools. Families of children with intellectual disabilities were often very sensitive to the
needs of their children and kept them away from formal schooling as a way to protect them.
These physical, attitudinal and institutional barriers meant that it was unlikely that more
than a small minority of children with intellectual or severe physical disabilities were able to
complete the first six years of primary schooling. For those students with disabilities that did
attend school, it was common practice to attend special schools rather than mainstream schools.

Nationalism in the national curriculum

The controversial new curriculum excludes science, English and social studies courses in
favor of Indonesian, nationalism and religious studies.Education Minister Nuh claimed the
changes would maintain Indonesias Human Development Index score, which the United Nations
Development Program calculated at 0.629 in 2012, up slightly from 0.617 in 2011.Nuh noted
that per capita income had grown from $1,177 in 2004 to $3,592 in 2012, and that it is predicted
to stand at $5,000 by 2014, which will categorize Indonesia as a middle-income country.
President Susilo Bambang Yudhoyono has called for a consistent annual increase in the
education budget to improve access to and quality of education.Yudhoyono said the extension
was aimed at ensuring 97 percent of Indonesians aged between 16 to 18 would have a high
school qualification by 2020.He vowed to continue improving the quality of Indonesias
education services by improving teachers skills through certification programs and the
implementation of the new curriculum.
The Education Ministry also pledged to train 1.7 million teachers ahead of the
implementation of the new curriculum at more schools nationwide next year.The government
says it will increase next years education budget by 7.5 percent to Rp 371.2 trillion in a bid to
improve the quality of education and ensure an even distribution of services across the nation.
The additional funds will be concentrated on developing the new curriculum introduced
this year, and on the ministrys drive for universal secondary education. Under the new program,
compulsory participation will be extended from nine years to 12 years of schooling.
