Mr. Branko R. Babic is worthy of ANY award the Queen of England or the President of the United States could bestow
on a human. When the CPP as described and modified for the riser cut with flange section over the same I do know IT
WILL SEAL THE WELL YET STILL ALLOW BP OR ANYONE TO CAPTURE THE OIL, GAS, WATER AND KEEP IT MOVING
TO THE SURFACE. My insistence on several SHUTOFF VALVES obviously comes from EXPERIENCE and knowing a
TSUNAMI WAVE could rise a ship or rig 50 feet or so into the air SHATTERING ANY RISER CONNECTION thus
everything must be protected at all costs.

There must be some 200 WELLS and RIGS in the entire GULF and IMHO ALL ARE IN DANGER with no shutoff
capabilities for a TSUNAMI WAVE FROM AN EARTHQUAKE which can push water 50 feet high and at some 500 MILES
PER HOUR as we have seen on CNN. I am particularly worried that those rig workers do not have proper reflective
vests or shirts like I wear for day or night visibility when working on a highway or Construction Job …. Recovery of 11
dead men will take time looking on the bottom when wearing DOT REFLECTIVE PATCHES SILVER AND RED would
show up INSTANTLY IN A SPOTLIGHT !

No doubt the U.S. Officials will REVIEW the SPRINKLER SYSTEMS NOT ON THOSE RIGS NOW THAT ONE HAS MELTED
FROM HEAT ON A BLOWOUT ! All should have special salt water sprinkler systems which allow Ships of the U.S.

Naval Fleet to become INVISIBLE with water wash down for ABC OR NBC warfare purposes. Ask someone with a
DEEP WELL on land about the SUBMERSIBLE PUMP and how much water it will pump in a 12 inch steel line up to the
RIG tanks then hook up special high capacity FIRE PUMPS PRESSURIZING THE WATER and have SUPER FAN
SPINNING OR STATIONARY HEADS UP AND ACROSS THE RIG SO THAT IN AN EMERGENCY THE RIG LOOKS LIKE
NIAGRA FALLS.

Also remember OSHA or DOT safety Vests and SEWN ON REFLECTIVE TAPE LEGS, SIDE OF LEGS, ARMS, WRISTS,
NECK, BACK to allow a worker who FALLS OVER THE SIDE TO BE SEEN EVEN WITH A FLASHLIGHT OR HELICOPTER
OR BOAT SPOTLIGHT. The workers should have inflatable life vests in a FANNIE PACK with S.P.O.T. GPS signaling
item in a ZIP LOCK BACK if they get washed over the side and that S.P.O.T. has a battery which must be changed but
the owner can send a MAYDAY signal to the SATS which pinpoint the person in the water in SECONDS and RESCUE
units such as USCG and USN can home in immediately to those COORDINATES.

Sadly WE ARE NOT A FAN of DP Mode because should someone SHUT DOWN THE GPS system for any reason, the DP
Mode vessels will drift OFF COURSE causing piping to be shattered on the rigs perhaps or pulling out the system. WE
ALSO SUSPECT HYDRAULIC LINES PRESSURIZED FROM THE SURFACE 5,000 FEET WITHOUT CHECK VALVES
KEEPING LINES PRESSURIZED ON THOSE 90 FOOT SECTIONS BUT GE AND OTHER PROFESSIONALS WILL HAVE TO
REALIZE THE FAILURE OF NOT HAVING SUCH PROTECTION ON ALL RIGS IN THE GULF ! I think a round wheel full
bore shutoff should be installed in each RISER section when it attaches to the BOP and it should be above the BOP
flange with it’s own flange made up to another section of pipe PLUS one flange shutoff at the link just before the
surface in case IT IS DAMAGED OR PULLED OUT then ROV can shut it down from the assisting vessel on station.

Mr. Branko R. Babic has given the KEY to BP, President, Governor of LA and Florida, Officials and Corporations to save
lives and environment. I have professionally reviewed each and every suggestion, added the larger sleeve above the
beveled washer welded to the flow through 18 inch OD thick wall pipe and added the 30,000 WEIGHT STEEL ROUND
SECTIONS UP THE OUTGOING SIDE OF THE PIPE BEFORE THE SHUTOFF AND FLANGE. I believe Mr. Babic will agree
that once placed to the bottom by the Crane the ROV can position over a cut section of pipe and weight will force
same over the 21 inch RISER, push down the special beveled thick washer and with the weight of the steel sections
SEAL PERFECTLY the riser to the CPP with Flow Thru Pipe allowing BP to have connected a riser tube with SHUTOFF
VALVE ROUND CLOSURE WHEEL plus take oil, gas and water to the surface ship. ONCE AT THE TOP into the barge or
rig or ship then the valve on top can be shut down, riser floating piping just below the surface MARKED WITH A BOUY
perhaps or just GPS then the support vessel can close it off at the surface and above the BOP, try to shut down the
BOP and if that works unhook everything at the FLANGE above the BOP and ABOVE THE CPP then place a protective
sealed section with flange over the upward FLANGE of the CPP then clean up the Gulf area and recover not only bodies

but all piping so the full USCG/USN/FBI investigation can confirm ACT OF GOD, ACCIDENT, CRIMINAL NEGLIGENCE,
MURDER OR TERRORISM . At a later date the WELL might be opened again but that will be up to the U.S. Government
and professionals to determine.

My comments are from too many YEARS working as a Welder, Professional Plumbing Contractor, Military Investigator
and Law Enforcement Professional and make no MISTAKE we are the MESSENGER and some of those items like Jet
Swet and even pipe increasers or dowels WE HAVE FORCED INTO LINES so Mr. Babic’s invention CPP with pipe and
shutoff WILL WORK but sadly no one seems to actually REALIZE HOW SIMPLE IT IS AND WOULD WORK. Everyone is
looking for a COVER which will push up too much Oil, Gas and Water perhaps underneath and NO ONE wanted to make
a solid PLATE with welded bolts in place then punch holes in the TOP HAT idea and wrapping rubberized material with
holes cut out to CAPTURE the pipe then put the PLATE under the pipe with rubber wraps and bring down the TOP HAT
over the leak….as was tried in a POOL or LAKE first.

HERE with CPP consisting of special thick pipe welded with flange to go over the 21 inch riser and beveled washer
with weights then above weights shutoff plus flange to allow shutting down the well, trying to secure the BOP or
leaving it shut down or even OPEN to draw off the oil and gas plus water topside ….. NO ONE TRIED IT WITH PERHAPS
$4,000.00 and 6 HOURS tops to make it! Now we have a NATIONAL EMERGENCY AND EXPECT BILLIONS OF DOLLARS
WORTH OF DAMAGE AND LOST REVENUE PERHAPS GOING INTO THE TRILLIONS AS THE GULF TRIES TO REPAIR THE
DAMAGE FOR THE NEXT 10 YEARS. ALL BECAUSE OF WHAT?

ALL BECAUSE BP HAD NEVER WORKED IN 1991 EMERGENICES NOR ASSISTED PEMEX IN 1979 GIVING THEM ADVICE
LIKE BRANKO R. BABIC AND RALPH CHARLES WHITLEY, SR. DID WITH SUCCESS !

I nor Mr. Babic are MOVIE STARS or the PRESS WOULD HAVE PICKED UP ON THIS CPP WITH PIPE AND SHUTOFF
perhaps back in 042610. SADLY WE ARE IN A NATIONAL EMERGENCY AND THE SOLUTION HAS BEEN RIGHT THERE
BUT THE PRESIDENT NEVER BROUGHT IT TO THE U.S. NAVY DIVERS NOR HAD ANYONE ORDERED TO MAKE ONE
THEN USE SUPER COMPRESSED AIR AND PROVE IT SHUT EVERYTHING DOWN IN 8 HOURS TOTAL TIME.

As they say: NOW IS THE TIME FOR ALL GOOD MEN TO COME TO THE AID OF THEIR COUNTRY !

I think in this case, from all I know, with my own connections to the oil industry, Robin may well have reason to worry. There is a lot of
pressure from this leak and to stop it, as some claim, in eight days, is quite a laugh.

All this dates from the Bush era when he permitted the oil companies to do what they want without any controls. Everything that man
touched brought damage, so when is the US taking this ex-President to prison?

At that depth drilling it is no wonder we have a MAJOR PROBLEM

How do we know if they did not fracture the earth at this depth and
opened a crack in the floor that has created more of horrible event yet
to come.

You cannot simply drill or go into unknown without risks. Anyone knows
that you cannot play the odds that you know what the outcome is. I
think they figured they would get away with something but it backfired
like all those in Washington they like to hide the dirty tricks and then
play dumb and blame.

I believe that they created a fracture in which we are yet to feel the
outcome. How will they stop a vein a oil if this where the oil is
coming from how can they tap something that is cracked and for how is
it. Just a thought.

What if they opened up something that could destroy the planet. would
it spread like the ring of fire.

No one knows, Blame, stop this and fix it, Colin P said you break it
you buy it. Well there may be no fix.
