Thepurposeofthisprocedureistoprovideforasystemandinstructions,andtoassignresponsibilities:

DeterminingEMSawarenessandtrainingneeds;

Implementingawarenessprogramsandprovidingtraining;and
Maintainingtrainingrecords.

APPLICATION

ThisprocedureappliestoallEMStrainingprograms.

RESPONSIBILITYANDAUTHORITY

TheEMRisresponsiblefordevelopingandimplementingEMSawarenessprograms,andforcoordinating
allEMSrelatedtraining.

Departmentalmanagersareresponsibleforidentifyingpersonnelwhoseworkcancausesignificant
environmentimpacts;fordeterminingthelevelofskillandcompetencerequired;andforproviding
appropriateskillandcompetencetraining.

HumanResourcesdepartmentisresponsibleforprovidingEMSgeneratedorientationtraining,andfor
maintainingtrainingrecords.

PROCEDURE

General

TheobjectiveofourEMSawarenessandtrainingprogramistoensurethatallpersonnelknow

Theimportanceoftheenvironmentalpolicy,procedures,andtheEMS;andtheirrolesinachievingthe
policyandmaintainingtheenvironmentalmanagementsystem;

Actualandpotentialenvironmentalimpactsoftheirwork,potentialconsequencesofdeviatingfrom
procedures,andbenefitsofimprovedpersonalperformance;

Emergencypreparednessandresponserequirements.

Theprogramalsoensuresappropriatelevelofskillandcompetenceforpersonnelwhose

workcancreatesignificantenvironmentalimpacts.

GeneralOrientationandAwarenessTraining
2.1
EMSGeneralOrientationTraining:HumanResourcesprovidesthistrainingtoallnew

andexistingemployees.Itpresentsbasicconcepts,principles,andrequirementsofthe

EMS;discussesthecompanysenvironmentalpolicy;andexplainsthecompanys

significantenvironmentalaspects,objectives,andtargets.Thetrainingalsoinstructsemployeesonhow
tousetheenvironmentalsystemandonhowtheycancontributetomaintainandimprovethesystem.
Participationinthegeneralorientationtrainingisrecorded.TherecordsaremaintainedbyHuman
Resources.

EnvironmentalManualandProcedures:TheseprimarydocumentsoftheEMSarewidelydistributed
throughoutthecompany.Allpersonnelatalllevelsareinformedwheretofindthedocumentsandare
encouragedtoreadthem.Personnelwhoarerequiredtouseparticularproceduresreceiveadditional
trainingtoensurethattheyarefullyfamiliarwith,andunderstand,theprocedure.Procedurespecific
trainingisprovidedinternallyinthedepartmentwheretheprocedureisused.

EnvironmentalBulletinBoard:Theboarddisplaystheenvironmentalpolicy;informationabout
environmentalobjectivesandprograms;newsabouttheEMSandenvironmentalissues;recognitionsof
individualemployees;andothersuchinformation.Thepurposeofthebulletinboardistomaintain
employeeawarenessandinvolvement(refertoProcedureEOP4301,InternalCommunication).

EmergencyPreparednessandResponseTraining

EmergencyEvacuationProcedures:Allpersonnelarefamiliarizedwithproceduresforevacuatingthe
facility,orindividualbuildings,intheeventofamajoruncontrolledreleaseofahazardoussubstance,
fire,orotheremergency.TheEMRisresponsibleforensuringthatevacuationplansandproceduresare
accessibletoallpersonnel,andthateveryoneistrainedintheiruse.Evacuationdrillsarealsoconducted
whenpracticable.

EmergencyResponseTraining:Personnelassignedwithspecificresponsibilitiesinimplementing
emergencyresponseproceduresaretrainedinhowtocarryoutthetasksandactivitiesassignedtothem.
Forexample,thistrainingmayincludemethodsforshuttingdownpumpsandclosinglines;operating
emergencyequipment;notifyingexternalemergencyservices;andsoforth(itisintendedforemployees
toberesponsibleforemergencyresponsebeyondshuttingdownsystemsandevacuation).TheEMR
ensuresthatallpersonneldesignatedforspecificemergencyresponseactivitiesareadequatelytrained.
Trainingmaybeintheformofdemonstrations,drills,classroominstruction,selfstudy,participationin
externalseminarsorconferences,andsoforth.Allemergencyresponsetrainingisrecorded.

CompetencesandSkillTraining

Departmentalmanagersareresponsibleforensuringthatpersonnelwhoseworkcancauseasignificant
environmentalimpactaresufficientlycompetentandskilledinperformingtheirwork.

Foreachsignificantaspect(refertoProcedureEOP3102,SignificantEnvironmentalAspects),departmental
managersidentifyspecificpersonnelwhoseworkisdirectlyrelatedtotheaspect,anddefinethelevelof
competenceandskillrequired.Typically,functionsinthiscategoryincludepersonnelinvolvedinprocessing,
storing,transporting,orotherwisehandlinghazardousmaterials;operatorsofprocessthatemitorproduce
hazardoussubstances;personneloperatingormaintainingtreatmentequipment;etc.

Toupgrade,reinforce,orsupporttheircompetenceandskills,thesegroupsofpersonnelmaybe
additionallytrainedand/orprovidedwithwritteninstructionsonhowtoperformthejob.Trainingmay
beintheformofonthejobtraining,classroominstruction,

demonstrations,andselfstudy,participationinexternalseminarsorconferences,andsoforth.All
competenceandskilltrainingisrecorded.

Personnelwho,priortoimplementationofthisprocedure,haveprovenexperienceinoperatingrelevant
processesandequipmentdonotneedtodemonstratetheircompetencebyeducationortraining.
Competenceacquiredthroughexperiencemaybeidentifiedandrecordedbytheirdepartmental
managersordirectsupervisors.

ExternalandSelfStudyTraining

HilalTanneriesLimited.hasaneducationalreimbursementpolicyforemployeeswhoparticipatein
approvedseminars,conferences,andotherformsofexternaltraining.HumanResourcesevaluateand
processesrequestsforexternaltraining.

Personnelonalllevelsareencouragedtoreadprofessionalreports,journals,andbooks.Requestsfor
journalsandbooksareevaluatedandprocessedbyindividualdepartments.Selfstudymaybe
consideredinformalrecognitionofcompetenceandskills.Toberecognized,selfstudymustbe
recordedandcertifiedbydepartmentalmanagerorsupervisor.

IdentificationoftheNeedforNeworAdditionalTraining

Toidentifytheneedforneworadditionaltraining,theEMRanddepartmentalmanagersreview
environmentalrecordsandconsiderrelevantevents,reports,anddata,suchas:

ChangesintheEMS,suchasneworrevisedprocedures,orchangesintheenvironmentalpolicy;
Changesinproducts,materials,processes,oroperations;
Changesinapplicablelaws,regulations,andotherrequirements;
Newsignificantenvironmentalaspects,objectives,ortargets;

Newmanagementprograms;
Correctiveandpreventiveactions;
ResultsofinternalauditsoftheEMS;
Noncomplianceagainstapplicablelaws,regulations,andotherrequirements;

Nonattainmentofspecifiedenvironmentalperformance,ordecreasingperformance;
Inadequateperformanceofindividualsorgroupsofpersonnel.

TheEMRisresponsibleforreviewingandevaluatingnewEMSrelatedtrainingprograms,andfor
incorporatingtheidentifiedtrainingneedintheEnvironmentalManagementProgram.
