I.
The particulars of its organization, functions and its duties.
Department of Animal Husbandry & Veterinary Services in Karnataka
INTRODUCTION:
Livestock and Poultry play a vital role in the all-round development of the Countrys economy
in general and agricultural economy in particular, since agriculture in the rural areas is mainly
dependent on livestock and poultry. The mechanization of agriculture in the rural area has not
yet established its superiority over the traditional agricultural practices mainly due to the
fragmentation of land. The benefit of the improved activities with the help of the livestock is
reaching more than 70% of the total population of the State, which dwells in rural area. This
bigger sector of the rural population is mainly dependent upon agriculture and Animal
Husbandry for livelihood.
Keeping in view the importance of livestock in the overall
development of the rural economy, it has been the primary duty of the state government to
provide health care to the states livestock population and this entire responsibility has become
a part and parcel of the state dept. the Animal Husbandry & Veterinary Services. This
Department is successful in discharging its duties and functions with its network of various
Veterinary Institutions in the state through the implementation of developmental programmes.
The activities of Animal Husbandry & Veterinary Services in the state started with the
recognition of Amrith Mahal breed of Cattle in 1572. During the period of Maharaja of Mysore,
Sri. Chikkadevaraja Wodeyar (1672-1704) this department was known as Benne Chavadi
(Butter Belt). Later King Tippu Sulthan renamed it as Amrith Mahal and from here itself milk,
curds, butter and ghee was supplied to the palace of Maharaja of Mysore. The Amritmahal
department was re-established during the period of Maharaja Sri. Mummadi Krishnaraja
Wodeyar (1868). The 1868 the then Viceroy of India Lord Mayo formed a commission in which
the action taken regarding the treatment and control of Animal Diseases were reported.
Further, this Commission permitted for the establishment of marketing animal products. In the
year 1920, this Amrith Mahal Department was merged with the Directorate of Agriculture. In
1945 this department was separated from Agriculture department and came under the
administrative control of Directorate of Animal Husbandry. From 01.04.1987 with the
introduction of Zilla Panchayath system of administration in the state, the control of almost all
the departmental institutions and hospitals has been taken over by the Zilla Panchayath from
09.06.2005, the Department of Animal Husbandry & Veterinary Services comes under the
administrative control of Commissioner.
1958 our State did not have facilities for Veterinary Education. Therefore, the state government
used to select the candidates and nominate them to other states to study Veterinary Sciences.
The States first Veterinary Science College was established in Bangalore in 1958. Later in 1985
Bidar Veterinary College was established Karnataka Veterinary Animal & Fisheries Science
University was established in Bidar in January 2005.

THE INSTITUTE OF ANIMAL HEALTH & VETERINARY BIOLOGICALS:
In order to control the most devastating disease, Rinderpest in Animals the Institute first started
as a virus depot. In 1926 and later renamed as Mysore Serum Institute. Within few years, in
order to control various contagious diseases vaccines were prepared in the Institute. The
Institute of Animal Health and Veterinary Biological got autonomy in the year 1978. Presently
IAH & VB engaged in production and supply of Veterinary vaccines and Veterinary Biological,
which are extensively used for the prevention and control of common bacterial and viral
diseases of livestock and poultry. It is also engaged in research activities, training programmes
and in investigation of livestock and poultry diseases. At present this autonomous body is
attached to Bidar Veterinary University.
KARNATAKA CO-OPERATIVE MILK PRODUCERS FEDERATION LTD., :
Karnataka Co-operative Milk Producers Federation was started under National Dairy
Development Board as a part of Operation Flood-1. The aim of this unit was to upgrade local
breeds through cross breeding programmes in order to increase milk production and to control
animal diseases. Initially it started functioning in 8 districts of the State with Bangalore as a
Centre. During operation flood-2 this board became a Federation and included buffaloes in to
its programmes. Later the Federation extended its activities to all the districts of the State. The
federation is collecting the milk directly milk products to the consumers.
KARNATAKA SHEEP & WOOL DEVELOPMENT CORPORATION :
Karnataka Sheep & Wool Development Corporation was established in the State with the main
objective of development of sheep & Wool. The Corporations main office is located in
Bangalore and from here it discharging its activities to all over the State. For the welfare of
sheep farmers, Corporation has formed sheep co-operative societies. The main aim of the
Corporation is provided in put services required by the sheep breeders, weavers and creating
organized marketing facilities for sheep and its products. Under the administrative control of
Corporation sheep breeding farms are functioning at Challakere, Ullavarthi, Dhanagur, Guttal,
Suthatti. There are 2 (two) wool development schemes are functioning at Ranebennur and
Kolar. This Corporation has President, Secretary and Members.
KARNATAKA CO-OPERATIVE POULTRY FEDERATION LTD.:
Karnataka Co-operative Poultry Federation Ltd., was established in 15.03.1995. It is functioning
in the State with the aim of ;
a)
Formation of Primary Poultry Co-operative Societies in the State.
b)
Improvement of already established Co-operative Societies
c)
Imparting Training Programmes to the poultry farmers in modern method of Poultry
Farming.
d)
Ensuring the availability of quality chicks, quality feed, medicine and vaccines to the
poultry farmers.
e)
Ensuring the health coverage of birds and diagnosis of the diseases
f)
Assisting Primary Poultry Co-operative Societies to obtained loan from the National Cooperative Development Board.

KARNATAKA MEAT AND POULTRY MARKETING CORPORATION LTD :
The company was formed with the main objective of establishment of modern abattoirs. The
company failed in achievement of the same. Hence, the State Government was windup this
company on 2009 and handed over the 3 (three) slaughter houses and transferred to Bruhath
Bangalore Mahanagara Palike and employees who were working in this company transferred
to BBMP on deputation basis.

COMMISSIONER :
1.
Implementation and supervision of all other schemes in addition to various central
programmes such as ASCAD, NPRE, Livestock Census, Sample Survey, Egg, Milk and
Wool, Establishment of Taluk level laboratories, Extension and Training, Cattle
Exhibition, Drugs and Chemicals, Karnataka Livestock Department Agency.
2.
To co-ordinate with all the concerned department for implementation of various
programmes and activities of Animal Husbandry & Veterinary Services Department.
3.
To ascertain the establishment of a suitable congenial and co-ordinated arrangements
between the Project Officers of the externally aided projects and the various sections of
the Animal Husbandry & Veterinary Services Department.
4.
To look to the computerized good administration and moral code Management
information system of the Department of Animal Husbandry & Veterinary Services.
5.
Will be responsible for the subjects related to service matters, Disciplinary Action of
Group-A Officers.
6.
Will be responsible for the revision of Cadre and Recruitment Rules from time to time.
7.
Will function as member of all the important programme implementation committees of
the Department of Animal Husbandry & Veterinary Services.
8.
Will take suitable action for collection and onward submission to the Govt. of the
Performance Report and Assets and Liabilities statements of the Officers of the rank
of Joint Director and above of the Department of Animal Husbandry & Veterinary
Services. The Commissioner may collect review and approve the Performance Report
and Assets and Liabilities statements of the Deputy Directors and Assistant Directors
of the Department.

Implementation and Supervision of the matters relating to Karnataka Milk Federation.
10.
Matters relating to Karnataka Veterinary animal & Fisheries Science University.
DIRECTOR :
1.
Will supervise all the matters pertaining to the technical programmes and day to day
officers of the Department of Animal Husbandry & Veterinary Services, in addition to
the reporting of the principle matters and administrative matters to the Commissioner.

Will submit Moral Matters and Plan Proposal and all proposals to be submitted to
Government to the Principal Secretary to the Government, Department of Animal
Husbandry & Fisheries through the Commissioner, Department of Animal Husbandry &
veterinary Services.
Will look to administrative matter of Group B, C and D Officers / Staff of the Department
of Animal Husbandry & veterinary Services
Will store the performance reports, Assets and Liabilities statement of Group B & C
Officers / Staff of the Department after getting approved of the Commissioner,
Department of Animal Husbandry & veterinary Services.
Will co-ordinate the Boards / Corporations coming under the Department of Animal
Husbandry & veterinary Services.

DEPUTY DIRECTOR :
The Deputy Directors will be working in the State Sector at the Directorate, in the departmental
Livestock and Poultry Farms, in the various Centrally Sponsored Schemes and at the District

Headquarters under the administrative control of Zilla Panchayat.
The duties and
responsibilities vary according to their place of posting. However, the common duties and
responsibilities will be as furnished below :
1.
To exercise both the administrative and financial powers attached to the post.
2.
To be in overall charge of providing health care for domestic animals and poultry
population in the district when they are sick and to protect them from contagious and
non-contagious diseases.
3.
To supervise the various programmes for improving the productivity of livestock and
poultry through scientific breeding, feeding and management.
4.
To formulate programmes for providing extension services and practical training
facilities to the farmers in advanced animal husbandry practices.
5.
To work out various schemes to supplement the income of small and marginal farmers
and agricultural labourers and to help them in securing financial assistance from various
financial institutions.
6.
To implement the various socio-economic programmes such as Special Livestock
Breeding Programme, Special Component Plan and Tribal Sub-plan scheme of the
government.
7.
To assist in conducting the Livestock Census ones in five years, besides conducting the
Integrated Sample Survey every year for estimating the production of major livestock
products viz milk, meat, wool and egg and their by-products.
8.
To monitor the establishment of Goshalas and making arrangements for providing
fodder to the entire livestock in their jurisdiction drought situations.
9.
To functions to fulfil the objectives of various departmental schemes.
10.
Any other works entrusted by the Director /Commissioner.
ASSISTANT DIRECTORS :
The Assistant Directors will be working in the State\Sector at the Directorate, in the
Departmental Livestock & Poultry Farms, in the various Centrally Sponsored Schemes and at
various levels in the district under the administrative control of Zilla Panchayat. The duties
and responsibilities vary according to their place of posting. However, the common duties and
responsibilities will be as furnished below;

non-contagious diseases with the support of the subordinate Veterinary Officers and
para Veterinary Staff.

poultry through scientific breeding, feeding and management, by way of artificial
insemination, fodder development programmes etc.,
4.
To arrange for conducting various training programmes to farmers in advanced Animal
Husbandry Practices.
5.
To assist the small and marginal farmers and agricultural labourers for securing financial
assistance from various financial institutions for taking up various schemes which help
in supplementing their income.

6.
To advise for proper disposal of animal carcass dies due to contagious diseases and
disinfection of infected area.
7.
Supervision and maintenance of equipments and instruments available in the hospital.
8.
Assisting the higher officer in various developmental programmes.
9.
Conduct house to house survey for collection of information regarding animal census
and various Animal Husbandry activities.
10.
Any other work entrusted by the higher officers.

II.
The powers and duties of its Officers and Employees :
The Officers and Employees while discharging their powers refers General delegation of
powers vide G.O. No. FD/2/TFP/2010 dated 30.04.2010 and special powers delegated to this
department vide G.O. No. AHF/38/VET/95 dated. 20.05.2000 and special powers delegated to
Commission in GO. No. FD/17/TFP/2005 dated. 23.11.2005. The duties have been narrated
extensively in departmental Administration Manual and Office procedure manual issued by
Government. The same is being follow4ed by the officers and employees while discharging
their duties.
III.

The procedure followed in the decision making process, including channels of


supervision and accountability :
The letters and communication received from Government and subordinate offices (state and
central) will be put up to Director / Commissioner for perusal. After the perusal the same will
be sent to concerned sections.
After seeing the day to day Tappals by the concerned officers of the sections, the letters will be
handed over to case workers of the concerned section. After verifying the reference the case
worker will put up the file to the Superintendent with his remarks. The section Superintendent
will verify the opinion furnished by the case worker bya referring to ruels and orders. The file
is then put up to the concerned Section Head. The Section Head will put up the file to Director
/ Commissioner for final disposal. The accountability lies on the decision making officer.
IV.
The Norms set by it for the discharge of its functions :
The norms set while discharging the functions have been extensively narrated in the office
procedure manual. The same is being followed.
V.

The rules, regulations, instructions manual and records, held by it or under its control
or used by its employees for discharging its functions :
The Officers / officials will refer the Government Orders and Government Circulars issue3d
from time to time, corrigendum, Karnataka Govt. Service Rules book. The Karnataka Financial
code, the Treasury code, manual of contingencies. Budget manual, Karnataka State (CCA)Rules,
Karnataka State Conduct Rules and Central and State Acts pertaining to this department.
VI.

The functions of the Animal Welfare Board of Karnataka will be as follows:


a)
To advise the State Government on measures to prevent unnecessary pain or suffering to
animals generally and more particularly when they are being transported from one place
to another or when they are used as performing animals or when they are kept in
captivity or confinement;
b)
To take all such steps for amelioration of animals by encouraging the construction of
sheds, water troughs and the like and by providing for veterinary assistance to
animals;
c)
To encourage the formation or establishment of pinjrapoles, rescue homes, animal
shelters and the like where animals and birds may find a shelter when they have become
old and useless or when they need protection;
d)
Too cooperate and coordinate the work of association or bodies established for the
purpose of preventing unnecessary paid or suffering to animals or for the protection of
animals and birds;
e)
To encourage the formation of Animal Welfare Organizations in any local area and to
guide them in their working;
f)
To advise the Govt. on matters relating to the medical care and attention which may be
provided in animal hospitals;
g)
To endeavour to import education in relation to the humane treatment of animals and to
encourage the formation of public opinion against inflicting unnecessary paid or

h)

suffering to animals and for the promotion of animal welfare by means of lectures,
bocks, posters, cinematographic exhibitions and the like;
To advice the Govt. on any matters connected with animals welfare or the prevention of
infliction of unnecessary paid or suffering on animals.

The Deputy Commissioner of the district shall register (SPCA) under the Societies Registration
Act. The duties and responsibilities of each district level SPCA regarding welfare and care of
animals, both domestic and wild animals shall be to aid the Govt. the State Animal Welfare
Board and the local authorities in the district in enforcing the provisions of the prevention of
Cruelty to Animals Act (1960) & to assist the authorities in the implementation of Animal
Welfare measures. The Deputy Commissioners are hereby authorize to take all necessary steps
towards the setting up and running of SPCAs in their jurisdiction.

The state level review committee shall review the :


a)
Standard performance of the centres and achievement of targets fixed for them
b)
Consider minutes of the district level Review Committee and give its decision on the
points of differences if any brought to its notice by district level Review Committee.

All the activities of National Project for Cattle & Buffalo Breeding as approved by Govt. of

Implementation of Cattle Breeding Policy :


Sanction was accorded as per G.O. No. AAH/165/79 Bangalore dated. 26/29th July 1980
to constitute a committee :
to review once a year the implementation of the various recommendations made by the
expert committee constituted for chalking out cattle breeding policy and
to make such recommendations to government as deemed fit.

This Committee shall consist of the following members :

Karnataka Co-operative Poultry Federation (Ltd.,) Bangalore
The Karnataka Co-operative Poultry Federation has been registered under the Karnataka Cooperative Societies act on 15.03.1995.
Aims of the Federation :

Formation of primary poultry societies in the state in order to generate employment to


the rural youth.

Strengthening of the existing Co-operative societies

Providing health coverage and diseases surveillance to the poultry stock of the members
of the societies.

Providing loan assistance to the member societies through financial institutions like
NCDC (National Co-operative Development Corporation) Ltd.,

Imparting modernized training in poultry rearing to the farmers.


The five regional centres of the federation have involved themselves in fulfilling the aims of the
federation, the main aim being establishment of Primary Co-operative Societies in order to
generate employment to the rural youth. Presently 67 Primary Poultry Cooperative Societies
have been officiated to the Federation.
The Karnataka Co-operative Poultry Federation having been registered under Co-operative
Societies act consists of 15 member of board of Directors among whom 6 are official Directors, 5
of them elected Directors and the remaining 4 are nominated Directors. Among all these, there
is an elected Chairman.

Karnataka Sheep & Wool Development Corporation :
Karnataka Sheep & Wool Development Corporation was established in the State for the
development of Sheep & Wool Corporation has six breeding centres under its jurisdiction i.e.,
Dhanagur, Challakere, Ulavarthi, Guttal, Suthatti and Anagavadi of which sheep breeding
farms are maintaining. Bannur breed at Dhanagur, Exotic Ramboulet and cross breed rams at
Ullavarthi Centre. Exotic Ramboulet rams produced at Ullavarthi centre are distributed to the
other breeding centres of the corporation, which in turn produce cross bred rams to be
distributed to sheep breeders of the state for breed improvement.

Integrated Sheep & wool Development scheme sponsored by Central Wool
Development board, Jodhpur, it is proposed in the project areas of Mundaragi, under
this scheme, various programmes will be implemented for overall development of sheep
at an expenditure of Rs. 13.47 lakhs and 500 cross bred rams have been supplied to sheep
rearing farmers for breed improvement.

Machine shearing cum training project sponsored by Central Wool Development Board,
Jodhpur has been implemented 30 rural unemployed youths have been trained at an
expenditure of Rs. 1.97 lakhs.
*
Wool analysis laboratory and mini wool scouring plant being established at Ranebennur.
*
A total of 142 sheep and wool procurers co-operative societies have been established
throughout the State.
*
Under the health coverage programme of the board, anthelmintic has been procured for
distributing to the sheep rearers throughout the state.

Karnataka Co-operative Milk Producers Federation Limited :
Karnataka Co-operative Milk Producers Federation Limited, a Co-operative apex body in
Karnataka with implementation of its Dairy Development activities since 29 years has been
established 13 district Milk Unions covering 27 districts of Karnataka.
The main objectives of the Federation are mentioned as under :

Providing quality milk and milk products to consumers


Providing regular market to milk products
To act as a link between farmer members and consumers
Improve the financial position of Rural farmers
To purchase milk produced by the rural farmers and provide suitable remuneration
directly to the milk producers avoiding middlemen.

To provide market facilities outside the state / country to the milk and milk products
produced by District Unions.

The Karnataka Veterinary Council :
The state has adopted the provision of Indian Veterinary Council Act 1984 and constituted the
Karnataka Veterinary Council, which regulates the Veterinary education, protects the
profession and prevents quacks practicing Veterinary services without registration. The act
makes it mandatory to have registration for these who serve the Institutions financial either
wholly or partly by the State Government.

The grants for Tribal Sub-plan & Special Component Plan for 2010-11 & 2011-12
has been pooled up by the Government & released to the Social Welfare Department.
The budget allocated for infrastructural facilities for 2010-11 has been released to KMF
and there has not been any release as yet for 2011-12. All the grants released during last
two years are pertaining to plan & there have been no releases under Non-plan.
B.

Details of programmes:

1)

On going Schemes :

i) Infrastructural facilities The grants have been utilized for land development of
Dairy & Chilling unit, construction of roads, electricity charges, renovation of
central facilities like livestock feed unit, bull breeding farm, frozen semen centre
and purchase of equipments etc.,
ii) Tribal sub-plan People belonging to the scheduled tribe, who are members of
the dairy co-operative societies are provided with assistance for purchase of two
cows, each costing Rs. 9000/- with the subsidy being 76% and loan component
from banks being 25%.
iii) Special Component Plan People belonging to the scheduled caste, who are
members of the dairy co-operative societies are provided with assistance for
purchase of two cows, each costing Rs. 9000/- with the subsidy being 60% and
loan component from banks being 40%.

2)

New Schemes:

i) Hygienic & Clean Milk Production This is a Centrally Sponsored Scheme


wherein it is envisaged to provide basic amenities for implementation of clean
and hygienic milk production programmes at the district level milk unions.
ii) Centrally Sponsored Scheme on Feed & Fodder Development - Centrally
Sponsored Scheme on Feed & Fodder Development scheme introduced during the

year 2010-11 under this scheme Rs. 372.35 lakhs has been released to KMF for
implementation of schemes which consists of supply of hand driven of chaff
cutters and power driven of chaff cutters and silage making units at 50% of
subsidy the scheme also consist of establishment of Azolla cultivation units and
fodder block making units involving 50% of subsidies.
C.

Details of Expenditure:
The entire Rs. 372.35 lakhs released for 2010-11 under infrastructural facilities has
been spent as per guidelines and the utilization certificate has been submitted to
Government.

II.

Institution of Animal Health & Veterinary Biologicals, Bangalore :


Rs.300.00 lakhs is provided for this scheme. The Budget will be utilized for
production of various Biological and vaccines and for strengthening of the
Infrastructural facilities.

towards staff salary and for development of various breeds of sheep & goat,

Details of programme:

1)

Ongoing schemes : Strengthening of sheep breeding centres Shed constructions,


silvipasture development, fodder development, establishment of goat development
centre, increasing of breeding stock, procurement of pure Ramboulliet rams for breeding
etc., are being undertaken at the sheep breeding centres at Challakere, Dhanagur,
Ullavarthi, Suthatti, Guttala & Anagavadi. Rs. 620-00 lakhs in plan and 130-88 lakhs in
non-plan has been released for the purpose for 2010-11 out of which
Rs. 607-50 lakhs
in plan and 130-88 lakhs in non-plan has been spent. These activities are under various
stages progress and the amount will be completely utilized.

2)

New schemes (under proposal)


Janashree Insurance Scheme : Under the scheme, shepherds below poverty line along
with their families will be provided insurance coverage against sudden deaths, injuries,
accidents etc., and will be adequately compensated.
IV. Establishment of Veterinary and Animal Sciences University
Rs. 1305.25 lakhs is provided for this scheme of which Rs.205-00 lakhs is earmarked
for SCP and Rs. 100-00 lakhs is earmarked for TSP during 2011-12 The Budget will be
utilized for establishing and creating Infrastructure to Veterinary and Animal Sciences
University at Bidar. Funds will be utilized for salary of officers in Bidar, Hebbal,
Bangalore, Veterinary College, Shimoga, Veterinary College, Hassan, IWVR, Kudige,
Dog breeding & research central, Mudhol, Buffaloe Breeding & Research centre,
Shahapur, Staff research & 25% share to ICAR co-ordinated projects (4 posts). Outcomes
of this scheme are establishment of university, research and development in the field of

veterinary and dairy science, ultimately aiming at improving the economic conditions of
farmers.
The budget is provided for this scheme. This will be utilized for establishing, for
research work and creating Infrastructure to Veterinary and Animal Sciences University
at Bidar.

V. Establishment of Veterinary Colleges:In our state as there is shortage of Veterinary graduates, due to this, there is vacancy
in the posts of Veterinary Officer in some Veterinary Institutions of Rural areas of the
State. Since many years, to overcome this shortfall of veterinary graduates, programme
for establishment of new veterinary colleges is being implemented. In addition steps are
being taken to provide grants for providing infrastructural facility to the established
colleges. To fulfil the conditions laid by I.V.C and thereby obtaining the approval from
IVC.

1. Veterinary College at Shimoga


Rs.1000.00 lakhs is proposed in draft annual plan 2011-12 for veterinary college, shimoga to
provide infrastructure facility to the college.
The Government of Karnataka issued an administrative order No.A
193 C 2007 AP: 0208-2008. For starting of new Veterinary College at Shimoga at a total cost of `.50.00 crores. The grant of
`.34.31 crores has been released upto the end of 2009-10. Out of this grants `.29.23 crores has been
utilised for acquisition of 158 acres of land, construction of Girls Hostel / Boys Hostel, Staff Quarters
Compound Wall, Roads, UGD and Payment of Salary, Recurring & Non-Recurring Charges and

remaining amount of `.5.00 crores is deposited at PWD towards construction of first phase of College
Main building against the total estimated cost of `.23.00 crores tendered by the PWD, Shimoga. The
grants to be released during 2010-11 and out of proposed outlay of 2011-12 will be deposited at PWD to
complete the first phase of college main building.
2. VETERINARY COLLEGE, HASSAN
Rs.500.00 lakhs is proposed for veterinary college, Hasan to provide infrastructure facility to the
college. of which Rs. 100.00 lakhs is earmarked for SCP and Rs.50.00 lakhs is earmarked for TSP
in the annual plan 2011-12.
New Veterinary College at Hassan with a project cost of Rs.50.00 crores and started functioning from
16th August 2007. The college office, classrooms, various departments along with boys and girls hostel
are located in the premises of 18 buildings belonging to the Sericulture Training Institute which have
been temporarily hand over to the University by the Sericulture department, Govt. of Karnataka. This
place is located at Koravangala gate, Arasikere Road about 12KM from Hassan bus stand, in addition,
Teaching Hospital is being established at a building in KMF premises near dairy circle, Hassan, where a

3. Establishment of Veterinary college at Gadag.


Rs. 500.00 lakhs has been provided in draft annual plan for 2011-12 of which Rs. 100.00 lakhs is
earmarked for SCP and Rs.50.00 lakhs is earmarked for TSP . based on the reports of late Dr.
D.M.Nanjundappa on recommendations for readdressal of regional disparity reveals that veterinary
college be established in Gadag district.
Hence setting up of one more new veterinary college at Gadag was proposed with a budget outlay of
Rs.85.00 Crores for 5 years and Rs.500.00 lakhs for 2011-12 as a grant to university of veterinary
services in Bidar
4. EDUCATION, EXTENSION AND RESEARCH OF KVAFSU - SDP programme
Rs.955.00 lakhs is proposed for EDUCATION, EXTENSION AND RESEARCH OF KVAFSU, and
BIDAR out of which Rs.200.00 lakhs is earmarked for SDP and Rs.300.00 lakhs for SCP and
Rs.455.00 lakhs for other exp.
Maintenance of old college buildings, quarters, hostels, roads etc. the acquisition of forest land at Bidar,
Golden Jubilee building at Hebbal, Administrative block at IW&VR at Kudige and office and laboratory
buildings at CR&IC Mudhol, LR&IC Doranahalli and replacement of equipments and furnitures etc

5. SRI BAHURAO DESPHANDE VETERINARY COLLEGE, ATHANI


Rs.500.00 lakhs is proposed in draft annual plan 2011-12 for veterinary college, Athani to provide
infrastructure facility to the college.
The proposed budget of Rs 116.65 crores for establishment of Sri Bahurao Desphande Veterinary
College, Athani has been downsized to Rs 50 crores. However, Rs 50 crores will not be adequate to
create infrastructure and facilities along with the staff recruitment and recurring expenditure as per the
Minimum Standards for Veterinary Education act 2008 of the Indian Veterinary Council, hence the

Details of programmes:

i) Establishment of primary poultry co-operative societies and strengthening or


existing societies, providing marketing facilities to primary poultry co-operative
societies, providing developmental & technical advice are the main activities.
ii) Providing training to farmers on poultry rearing providing one weeks free
training on modern poultry rearing to interested farmers at Regional poultry
rearing centres at Dharwad, Gulbarga, Mysore & Belgaum are the main
programmes., Rs. 30.00 lakhs has been earmarked for meeting the travel and
food expenditure.
iii) Rearing & selling of Giriraja Chicks : Giriraja Chicks are reared for 6 to 8 weeks

at the regional centres at Dharwad & Gulbarga and then sold at rates fixed by the
department.
iv) Providing financial assistance to interested farmers through commercial banks
under centrally sponsored Schemes for Poultry, RKVY with 25% subsidy to
general Category and 33.33 subsidy to SC/ST.
Presently, 83 primary poulty co-operative societies are affiliated to the
federation.

Details of Expenditure :
The entire amount released during 2010-11 has been spent. Rs. 90-87 lakhs was released
under Non-plan for 2010-11 and the amount is being spent. Under plan
Rs. 170 lakhs
has been spent on salary & allowances.
XII.

Execution and implementation of subsidy programmes, including the amounts


allocated and the details of beneficiaries of such programmes.
Socio Economic Programme :
For upliftment of below poverty line farmers, small farmers, marginal farmers, landless
agricultural labourers the Govt. of Karnataka with central government assistance has taken up
various programmes. As these people are very poor and many of them are landless, to help
them many subsidy programmes and schemes are implemented. For upliftment of economic
states of these people financially assisted cows, buffaloes, sheep & goats, pig, rabbit and Giriraja
birds are given for rearing.
The selection of beneficiaries is carried out in presence of departmental officers and Grama
Panchayat members and programme is implemented through Deputy Directors at district
level, Assistant Directors at Taluka level and Veterinary Officers at Hobli / village level. The
unit cost will be according to the guidelines given by NABARD.
1.
Special Livestock Breeding Programme :
Beneficiaries include small farmers, marginal farmers, landless agricultural labourers. 30% of
beneficiaries will be SCs and STs. 10% of the beneficiaries under calf rearing, sheep and
piggery and 30% under poultry programme are selected from amongst the women farmers.
This programme consists of 2 components.
a)
For rearing of Crossbred calves, 50% subsidy is given for small and marginal
farmers and 66% subsidy is given for agricultural labourers
b)

For setting up of sheep, poultry and piggery units 25% subsidy is given for small
farmers, 33% subsidy is given for marginal farmers and agricultural labourers
In case of tribal participants the rate of subsidy will be 50%.
The subsidy for this programme is given for purchase of feeds to rearing of female
crossbred calves from 4th month to 37th month.
Special Component Plan Programme :
The scheme is taken up mainly to improve the economic status of the scheduled caste families
by providing them livestock units such as Cow, Buffaloes, Sheep, Goat and Pigs at subsidized
rates. Villages are identified based on the SC population who come under below poverty line

and 33% reservation for women and 5% reservation for handicapped is maintained during the
selection of beneficiaries in gramasabhas.
In presence of departmental officers and
gramapanchayat members, selection of beneficiaries is carried out. Taluk panchayat will
approve selected beneficiaries list from gramapanchayat. According to the demands from
districts and climatic conditions, units will be given.

This subsidy is given for purchase of animal feeds and for construction of animal shed. The
regular health check-up and other treatment is given free of cost by the local veterinary doctor.
Tribal sub-plan programme :
The scheme is taken up mainly to improve the economic status of the ST families by providing
them livestock units such as cow, buffaloes, sheep, goat and pigs at subsidized rates. Villages

Western Ghat Programme :
Through Zillapanchayat this programme is implemented in western Ghat areas like
Chickmagalur, Belgaum, Udupi, Dakshina Kannada, Uttara Kannada, Dharwad, Hassan,
Mysore, Chamarajanagar & Shimoga. For the upliftment of the financial status of small farmers
/ marginal farmers / agricultural labourers, rearing of Giriraja birds, demonstration of fodder
plants, crossbred cow, buffalo, sheep units & supplementary feed for the calves are given. The
unit cost of this programme is according to the guidelines set by NABARD. The selection of
beneficiaries, implementation of the programme is same as the above programmes.
Swarna Jayanthi Gram Swarozgar Yojana (SJSY) :
It is an integration of all programme for capacity building and self-employment such as
organization of poor into self-help groups, training, extension of credit, technology,
infrastructure and marketing. The objective of the programme is to provide the selected

families above the poverty line in three years by providing them income generating assets
through a mix of bank credit and Govt. subsidy.
Fodder development programme :
All livestock farms in the state are producing improved fodder seeds and these fodder seeds are
distributed free of cost to small farmers and marginal farmers during monsoon and scarcity
situations. Fodder banks are established in livestock farms to help farmers during calamities.

15% reservation is given for SC and STs and 30% reservation for women
beneficiaries.
Supply of Fodder minikits :
Under this programme Govt. of India is supplying fodder minikits to the farmers free of cost
during Kharif & Rabi reasons. This programme helps is cultivation of varieties of green fodder.
Fodder seeds like Maize seed, south Agrican Maize, Ginea grass, Rhodes, signal grass, pulses
like cowpea, Barse etc., are supplied to the farmers.
Fodder seeds produced from the livestock farmers are supplied freely to the farmers. 44330
minikits are supplied from Central Govt. and 11575 minikits are supplied from the livestock
farms during the year 2004-05.
Enrichment of fodder :
This programme comes under the Centrally Sponsored Scheme and Govt. of India is given
100% budget, Rs. 500/- is given for Rose can, black polythene sheet, 20kg urea and labour.
During the year 2003-04, 10000 enrichment of fodder demonstration were carried out in 27
districts and in 4 livestock farmers.
Amount allocated and the details of the beneficiaries of the programme are enclosed as
ANNEXURE-II and are available for office reference only.
XIII. Particulars of recipients of concessions, permits or authorizations granted by it :
Quality control of Animal and Poultry feeds :
Karnataka Poultry and livestock feed (regulation of manufacture and sale) Order 1987 is in
force under essential commodities act. Feed producers and marketers for commercial purpose
should compulsorily obtain license and the producers have to produce the feeds of the
standards fixed by the licensing authority. The quality control wing with Joint Director
(Development), AH&VS as licensing authority is enforcing this order and the technical officers
of this wing are visiting the feed plants throughout the State to review their quality control
measures adopted and draw samples for lab testing. List of manufacturers is enclosed as
ANNEXURE-III.
MILK AND MILKPRODUCTS ORDER 1992
As per the provision of Milk and Milk products Order 1992 of Govt. of India all then dairy plant
handling and processing milk in excess of 10,000 litres of milk per day need to obtain
Registration Certificate either from the Central Registering Authority or from the State
Registering Authority.
To start with the State Registering Authority issued the licences to dairies handling milk upto
75,000 litres of milk per day or 500 metric tonnes of milk products per annum. Subsequent
amendments, the powers of the State Registering Authority have been enhanced initially from

75,000 litres of milk per day to 1.00 lakh litres of milk per day and them 2.00 lakh litres of milk
per day.
So far 15 milk processing dairies have been given registration by the Central Registration
Authority and 22 milk processing dairies by the State Registering Authority out of which only
12 dairies are now functioning registered under the State Registering Authority. Particulars of
Dairies Registered under MMPO 92 in the State of Karnataka (SRA) upto 2004-05 are enclosed
as ANNEXURE-IV.

Karuhatti establishment of Vijayanagara Viceroy at Srirangapattana consisted of Hallikar Cows
brought from Vijayanagar, has initiated the Cattle Development Activity in the State.
Year : 1617 - 1704
Wodeyars of Mysore made their own additions to these stock from time to time assigning
Kavals in different parts of the Kingdom.
Year : 1672 1704
His Highness Chickkadevaraja Wodeyar, named this establishment as BENNE CHAWADI
(meaning source of butter).
Year : 1799
This name Benne Chawadi was changed by Tippu Sultan during his region, to a more pompous
AMRITH MAHAL (Amrithmahal means source of Milk to Royal Palace). He took great
interest in tyhis breed and issued regulations for improvement of the Department through
Hukumnama (Royal decree).
Year : 1799 1881
The management of Amrithmahal Department was taken over by British after the fall of Tippu
Sultan. However they adopted the same ways and means to sustain the development of
Amrithmahal Cattle for Milk, draught, warfare etc.,
The Department comprising 143 Kavals was placed incharge of Military Assistant to British
Government of India.
Year : 1897
A separate and exclusive Superintendent was appointed to oversee the Amrithmahal
Department.
Year : 1915 1916
Control of this Department was transferred under the Director of Agriculture and this wing
was placed under the supervision of a livestock expert.
Year : 1945
This establishment was separated from the Department of Agriculture and inter-alia formed a
part of the Department of Animal Husbandry & Veterinary Services in Mysore State.

Details of State sector plan schemes for the year 2010-11


Direction and Administration : (2403-00-001-0-01)
Rs.2500.00 lakhs is provided for 2011-12 under this scheme for purchase of drugs and
chemicals for the requirement of Veterinary Institutions and Livestock Farms in the State.
Drugs and Chemicals will be supplied to all the Veterinary Institutions in the state through Deputy
Directors of the concerned district based on the requirement obtained from all the 30 district
Deputy Directors and the same will be consolidated and distribution chart will be proposed based
on the cattle population and budget availability. 3 quarterly supplies of Drugs and Chemicals will
be made every year.
Animal Husbandry Activity is the major activity in Rural Areas and it comprises of Dairying
Sheep and goat rearing. Farmers in Rural areas are not in a position to purchase drugs and
chemicals, for the day to day treatment of their animals and they depend up on the government
supply.
The amount will also be utilized for opening of mobile veterinary clinics and their
maintenance. The funds will also be utilized for supply of drugs and chemicals and equipments
which are necessary for treatment of animals in the villages through mobile veterinary clinics .

National animal Diseases Reporting System- NADRP: (New)


This is a 100% Centrally Sponsored Scheme with 100% Assistance from GOI proposed to
improve diagnostic facilities, Health care breeding and service efficiency at field level. It is planned to
report disease out break in a IVRS web based manner. It is proposed to introduce computerized system
of Animal Disease reporting linking each block, districts and state head quarter to central disease
reporting and monitoring unit in New Delhi. All activities related to development of software and install
action of hardware etc., will be carried out by NIC and all the Modifiable diseases scheduled in the
Animal disease control Act included in the animal disease reporting system. A project proposal of
Rs.11.10 crores for the period of 3 years submitted for approval and in view of obtaining approval during
2011-12, a taken grant of Rs.50.00 lakhs has been earmarked in the Draft Annual Plan 2011-12.
The scheme is implemented through department under state sector.

Veterinary Extension, Education and Training : (2403-00-109-0-01)


Rs. 499.00 lakhs has been earmarked in draft annual plan for 2011-12 activities. Rs.115.00
lakhs is provided for training, participation in seminars, conduct of exhibitions, technical
conferences, workshops, seminars, crossbreed cattle and calf rallies demonstration and
transfer of technology etc., and the remaining Rs. 384.00 lakhs is proposed to provide
interest subsidy for loans at 6% to the farmers for purchase of dairy animals and sheep
units.
Grant-in-aid to Animal Husbandry Co-operatives : (Karnataka Co-operative Poultry
Federation) (2403-00-800-0-22)
Rs. 24.75 lakhs was allocated to Karnataka Co-operative Poultry Federation Ltd., for
2010-11 to support poultry marketing activities and strengthening of infrastructure
facilities, extension activities and training of farmers and the entire amount was spent.

New Scheme:- RASHTRIYA KRISHI VIKASA YOJANE:


Rashtriya Krishi Vikasa Yojane is a Centrally sponsored Scheme. The sub centers of
federation will be strengthened, Layer and broiler poultry units will be established and
Giriraja bird rearing will be promoted. Retail chicken dressing outlets will be
established in 178 taluks. Poultry products will be transported through cold chain
transport vehicles. It is also proposed to establish feed missing palnts, hatchery units,
disease diagnostic labs, cold storages and godowns at the sub centers. An amount of Rs.
2795.93 lakh has been sanctioned under this scheme. The scheme will be implemented in
a phased manner over a period of 4 years (2008-09 to 2011-12)
During first phase this will be implemented in Dharwad regional center of the
federation. Construction of building is about to complete, tender for purchase of
machinery and equipments is under progress. During 2009-10 subsidy of Rs. 7167791.00
has been sanctioned to 108 beneficiaries belonging to Dharwad, Gadag, Haveri,
Davangere, Uttara Kannada Districts. During 2010-11 direction has been given to Deputy
Directors of Animal Husbandry Department to select the beneficiaries and to send the
application to this office for release of subsidy.
Tribal component plan : (2403-00-796-0-00)
Rs. 763.00 lakhs was allocated for the year 2010-11 but the amount was pooled up.
Funds will be utilised for Dairying sheep, Pig and Poultry rearing activity
Special Component plan : (2403-00-800-0-14)
Rs. 709.00 lakhs was allocated for the year 2010-11 but the amount was pooled up by the
Social Welfare Department.
Capital Outlay : Veterinary Services & animal Health : (2403-00-101-0-01)

It is approved on 27-5-2004 that India be recognized by OIE as free from Rinderpest


disease. Under the 20 points KDP Programme to trace out any residual foci of RP,
Village route search, Stock route search, Day book search programmes have been
carrying out in all districts.
Animal Husbandry Statistics & Livestock Census : (2403-00-113-0-04)
Its 100% Govt. of India assisted scheme. Rs. 250-00 was allocated for 2010-11 to
undertake activities connected with the animal Husbandry Statistics and 18th
quinquinnel livestock census. The expenditure for 2010-11 was Rs. 100.63 lakhs.
Control of Animal Diseases : (2403-00-101-0-21)
Assistance to State for Control of Animal Diseases (ASCAD) is a 75% GOI 25% State
assisted scheme. Rs. 951.71 lakhs was provided for the year 2010-11 for the
immunization of livestock against economically important identifiable diseases, control
of zoonotic diseases, strengthening of biological production unit, Disease Diagnostic
Labs etc., and for meeting the salaries & allowances of the staff (Brucella & TB, Pullorum
and Rabies control units).

for meeting the salary component, office maintenance and for conduct of professional
efficiency development programmes so as to make it an institution for human resources
development. The entire amount was spent.

Sample Survey on Milk, Egg and Wool production : (2403-00-113-0-02)


(50% State : 50% GOI)
Rs. 130.00 lakhs was allocated for 2010-11 for meeting the salary component of staff and
other miscellaneous expenditure for carrying our enumeration of major livestock
products in 5413 villages. Rs. 130.00 lakhs was spent for 2010-11.
Integrated Sample survey is being conducted since 1976-77 for the estimation of Milk,
Egg, Meat and Wool, which are the major livestock products with an aim to study the
attendant practices of livestock in the State. The production and productivity of these
livestock products have assumed great importance in the context of meeting nutritious
requirements of the people. Livestock products have also attained much importance for
the purpose of planning and are considered as economic indicators.
The survey covers the entire state of Karnataka including Urban and Rural areas. The
survey year is divided into three seasons viz: Summer, Rainy and Winter, in order to
study the seasonal fluctuations in the production of livestock products.
INFORMATION REGARDING FODDER DEVELOPMENT
Karnataka state is one among the leading states in milk production. To produce
qualitative milk, proper feeding of dairy animals is required.
Karnataka State is 20% deficit in fodder production. To increase the quality of fodder
and production of green fodder a few schemes are being implemented with the
assistance of the Central Government.
Central Minikit Testing Programme :

Under this programme, varieties of fodder seeds for both Kharif, Rabi season are
distributed to the farmers free of cost for demonstration in their fields. African Tall
Maize, MP Chari, Red Chari, Lucerne, Berseem, Oats are the main varieties of fodder
seeds supplied under this scheme.
SDP Programme :
Rs.390.00 lakhs is (SDP) for this scheme. Under this scheme, Rs.225.00 lakhs will be
utilised to takeup Fodder Development activity in 114 backward Taluks where the
farmers rearing the animals and having irrigation facilities to encourage the perinial
fodder, cultivation in 10 guntas per farmer at a cost of Rs.6000/-. Where in the farmer has
to contribute himself Rs.2200/- and subsidy of Rs.4000/- will be provided to each farmer
remaining. Rs.165.00 lakhs is proposed for purchase and distribution of chaff cutters to
the farmers to minimise the forage waste and to maual enhance the desirability of the
fodder in animals.

Green grass is an essential component of the dairy animal food. Feeding of green grass
improves qualitative & quantitative milk production, health & productivity. Progressive
dairy farmers produce the required green fodder for their animals. The following are the

PIGGERY DEVELOPMENT

2011-12 PIGGERY DEVELOPMENT


There are five Pig Breeding Stations one at Hessaraghatta in Bangalore District, Kudige
in Kodagu District , Koila in Dakshina Kannada District, and Bangarupet in Kolar District
and Kalasa in Chickmagalur Disitrict.
FOLLOWING ARE THE MAIN FUNCTIONS OF THESE STATIONS :
Production of pure breed piglets for distribution to farmers and beneficiaries of
various socio-economic programmes.
Imparting training in modern pig rearing to farmers and beneficiaries of various
socio-economic programmes.
Preparation of project reports and extending assistance to get loans for setting up of
the pig farms.
To provide extension service to farmers living around the pig breeding stations.
To educate people about the nutritional value of pork and arrange for the sale of
good hygenic quality pork.
To help farmers in providing organized marketing to their products, to the
consumers
ACHIEVEMENTS :
More and more farmers and educated unemployed are coming forward to take up pig
husbandry on scientific lines. There are 682 small, medium & large-scale modern piggery
units in the state established with the financial assistance received from banks based on the
production of quality animal protein, the living standard of farmers also has been
improved.
NEW PROGRAMME :-

Under RKVY Scheme, the Department of Animal Husbandry & Veterinary servicesas
chosen 12 district namely Bangalore Urban, Bangalore Rural, Ramanagar, Kolar, Mandya,
Tumkur, Madikeri, Hassan, Dakshina Kannada, Udupi, Chikkaballapura, &
Chikkamagalur to form Pig Breeding Association Under the Co-operative Socrity Acts to
establish good quality of Pork & marketing Facility etc.,
