Narrative
On August 16, 2014 at approximately 1950 hours, I responded to the intersection of 22nd Avenue North and 34th Street, in reference
to Sheriff Gualtieris traffic stop. The final stop was at the Regions Bank, located at 3463 22nd Avenue North in the south parking lot.
Upon arrival, I observed the Sheriff open the drivers side door and attempt to remove the black female driver, later identified as
Jacqueline Ferrarini, from the vehicle, but she pulled away from him. I then approached the vehicle and attempted to grab Ferrarinis
right arm as the Sheriff had her left arm, but her skin was covered in sweat and slipped from my hands. Ferrarini continually yelled,
I didnt do anything while she was resisting.
Ferrarini then grabbed the steering wheel of the vehicle with her right hand to prevent being removed from the vehicle. I then
grabbed Ferrarinis left leg and pulled forcefully until she was finally removed and taken down to the asphalt. Ferrarini then
continued to resist by placing, bracing, tensing, and pulling away from myself and the Sheriff. Ferrarini placed both of her arms
underneath her chest as we rolled her onto her stomach, to prevent being handcuffed.
I then gained compliance of her left arm and pinned it to her back. Ferrarini kept her right arm tucked underneath her body and
refused to release it, despite repeated orders to stop resisting. Once Deputy Habercom arrived on scene, he delivered a drive-stun
to Ferrarinis upper back with his electronic control weapon (ECW). Ferrarini then released her right arm and was secured with
handcuffs. See Deputy Habercoms supplement for additional information.
Once Ferrarini was stood up, she continued to attempt to pull away from Deputies and refused to get into the back of my patrol
vehicle. Due to this, Deputy Habercom then discharged a cartridge from his ECW into Ferrarini for a full 5-second cycle and she fell
into the back seat of my vehicle. Ferrarinis legs were still sticking out of the vehicle and she refused to get inside, so another
5-second cycle was delivered to gain her compliance.
Ferrarini finally complied and was secured. I then asked Ferrarini for her name and she told me it was Cassandra Bonds. I asked
Ferrarini to spell it and she advised me of several different spellings, stumbling over her letters and words. I advised Ferrarini that it
was a crime to provide a false name to a Law Enforcement Officer and she insisted that her name was Cassandra.
Deputy List located a passport inside of Ferrarinis purse, which revealed her real name. A search of the rest of her purse revealed 2
small glass pipes with burnt white and black residue inside. The pipes were located inside of a cigarette box. The pipes tested
positive for cocaine with a field presumptive test. Deputy List photographed the paraphernalia. See Deputy Lists supplement for

Ferrarini then refused to answer any additional questions and Corporal Eastty arrived on scene to conduct field sobriety tests. Due
to Ferrarinis demeanor, she was transported to CBT for evaluation. See Corporal Easttys supplement for additional information.
It should be noted that Ferrarini appeared to be intoxicated by her slurred speech, delayed responses/reactions, and the odor of an
alcoholic beverage coming from her person.

Narrative
On August 16, 2014, at approximately 1950 hours, I responded to 3463 22nd Avenue North to assist Sheriff Gualtieri on a traffic stop.
On my arrival, I observed Sheriff Gualtieri and Deputy Hellstern on the ground struggling with a female, later identified as Jacqueline
Ferrarini. Sheriff Gualtieri and Deputy Hellstern were attempting to take Jacqueline into custody for fleeing and eluding. Jacqueline
was resisting their efforts and not allowing them to gain control of her right arm because she had it tucked under her body.
Jacqueline would not listen to our commands to put her hands behind her back. At that point, I unholstered my Electronic Control
Weapon (ECW) and applied a drive stun to the upper part of Jacquelines back. The ECW had the desired effect; and Jacqueline put
her right arm behind her back for Sheriff Gualtieri to place handcuffs on her.
Deputy Mandakunis and I escorted Jacqueline to rear of Deputy Hellsterns patrol car. While attempting to place Jacqueline in the
back seat, she stated she was not going in the back of the car. Jacqueline continued to resist me by tensing her body and not
allowing Deputy Mandakunis and me to put her in the patrol car. Jacqueline was bracing her body against the door frame. After
multiple commands were given to Jacqueline to sit in the back of patrol vehicle, she did not comply. To overcome Jacquelines
resistance, I deployed my ECWs probes, striking Jacqueline in the right side of her abdomen. This had the desired effect, and
Jacqueline stopped her resistance and got in the back of the patrol car.

While on patrol I heard Sheriff Gualtieri calling on a traffic stop via the radio on 34th Street in St. Petersburg near 54th Avenue.
Sheriff Gualtieri then advised the vehicle was not stopping, but was not actively fleeing at the moment. Shortly after I heard Sheriff
Gualtieri advised the vehicle was stopped at 22nd Avenue and 34th Street. Sheriff Gualtieri notified radio that he had the driver in
custody and requested the assistance from the DUI Unit. I responded to the traffic stop location and spoke with Sheriff Gualtieri; he
advised me that he was attempting to stop the vehicle for unlawful speed and erratic driving. After stopping the vehicle Sheriff
Gualtieri said forced had to be used to get the driver out of the vehicle. Sheriff Gualtieri noted the driver showed indicators of
possible impairment. For further information in reference to the traffic stop and initial contact see supplement report by Sheriff

I then made contact with the driver Jacqueline Ferrarini (identified by her United States Passport) as she was in custody in the rear of
a patrol vehicle. I informed Jacqueline as to why I was called to the scene which was to gain my own observations of her possible
impairment. While speaking with Jacqueline I could smell a distinct odor of an alcoholic beverage on her breath which became
strong when she exhaled and spoke. I also noted Jacqueline had slow, low and raspy speech and her eyes were glassy and
bloodshot. Jacqueline appeared very lethargic during my contact with her. While looking at Jacquelines eyes it appeared she was
wearing colored contacts which made her eyes appeared to be hazel. I asked Jacqueline what colored her eyes were and she replied
they were brown, but I informed her that they appeared to be hazel from her contacts. Jacqueline then said she has hazel eyes and
she was not wearing her contacts. Jacqueline stated she is far sighted and wears contact lenses to correct her vision, but was
adamant that she was not wearing her contacts. I should be noted that when looking at her eyes later on while performing Horizontal
Gaze Nystagmus (HGN) I could easily see the contacts in her eyes.

Sheriff Gualtieri advised me that he was criminally charging Jacqueline with fleeing to elude and Driving While License Suspended or
Revoked (DWLSR) with knowledge. I advised Jacqueline that I was going to transport her to Central Breath Testing (CBT) to conduct
Standard Field Sobriety Tests (SFSTs) in a more controlled and safe environment. I then transported Jacqueline to CBT and upon
arrival I first read Jacqueline her Miranda warnings via my agency issued Miranda card. Jacqueline understood her rights and agreed
to speak with me and continue with the investigation into her possible impairment. I first conducted the Horizontal Gaze Nystagmus
(HGN) with Jacqueline. I observed Jacqueline to have equal pupil size, equal tracking, and no resting nystagmus. I noted Jacqueline
to have a lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and an onset of nystagmus prior to 45
degrees. Vertical gaze nystagmus was not present. It should be noted that it was difficult to complete HGN with Jacqueline as she
would constantly close her eyes, she was on the nod and when I asked Jacqueline to open her eyes she said they were open.
Jacqueline would also move her head and not follow the stimulus at times and she had to be reminded numerous times not to move
her head and follow the stimulus. I then asked Jacqueline some medical questions to determine her suitability for performing SFSTs.
Jacqueline said she has lower back problem, but would perform the Walk And Turn (WAT) and One Leg Stand (OLS). I then observed
the following clues of impairment: Walk And Turn (WAT) stops while walking, doesnt touch heel to toe and steps off line. One Leg
Stand (OLS) uses arms for balance and puts foot down.
Due to Jacquelines complaint of a lower back problem I also conducted the alternate SFSTs which are the Finger to Nose and
Romberg Alphabet. I observed the following clues for the Finger to Nose: Does not return arm to side and index finger does not
touch nose. I then observed the following clues of impairment for the Romberg Alphabet: Sways and alphabet recited incorrectly. It
should be noted Jacqueline stated she has her Doctor of Philosophy (PHD) degree and knows all the letters in the English alphabet. I
then conducted an interview with Jacqueline and she denies consuming any alcoholic beverages or controlled substances.
Based on my investigation and the totality of the circumstances it was obvious Jacqueline was impaired and not able to operate a
motor vehicle safely. I then added for DUI and for results of SFSTs see video and SFST worksheet for details. I then requested
Jacqueline provide breath test samples to determine her Breath Alcohol Concentration (Br.A.C.). I then read Jacqueline implied
consent which she stated she fully understood and agreed to provide breath test samples to determine her Br.A.C. Jacqueline was
observed at 2105 hours. Jacqueline was not burping nor did she regurgitate in her mouth. Jacqueline also did not have anything or
put anything in her mouth during the twenty minute observation period. At the end of the twenty minute observation period
Jacqueline became angry with her criminal charges and refused to provide breath test samples. Jacqueline stated she wanted to talk
to her attorney and a refusal given to Jacqueline. The instrument used was the Intoxilyzer 8000, serial number: 80-001005. I
completed the breath alcohol test affidavit and refusal affidavit and Deputy M. Szeliga notarized the affidavits.
It should be noted after checking Jacqueline in NCIC/FCIC she had numerous alias names and Social Security numbers. Jacqueline
was later booked into the Pinellas County Jail and they had her finger prints checked in the Rapid Identification system to which no
records were found.
This incident was captured on digital video from Coban at CBT which was uploaded to the TSB server. I issued Jacqueline one
Uniform Traffic Citation (UTC) for DUI on UTC# A2OL7AE with a South County Traffic Court date of Call of The Court.

While on patrol I heard Sheriff Gualtieri calling on a traffic stop via the radio on 34th Street in St. Petersburg near 54th Avenue.

Narrative
On August 16, 2014 at approximately 7:50 p.m., I observed Jacqueline Ferrarini operating a 2013 black Chevrolet Camaro southbound
on 34th Street North of 54 Avenue North, St. Petersburg. Traffic was moderately heavy and Ferrarini was weaving in and out of lanes
to pass traffic and get to the head of the line for traffic that was stopped for the red light at 54 Avenue North. Ferrarini ended up
being the first car in the curb lane. I was two cars behind Ferrarini in an unmarked Chevrolet Tahoe.
Upon the traffic light turning green, Ferrarini gunned it rapidly and accelerated southbound on 34th Street. Traffic south of the
intersection was light. I began to pace Ferrarini and paced her for over two tenths of mile at 75 mph in an posted 40 mph zone. As
she travelled southbound, Ferrarini was drifting between the middle and curb lanes and, at some points, traveling in both lanes. Just
north of the hump in approximately the 4400 block of 34th Street, a pedestrian was crossing the roadway from west to east in the
southbound lanes while Ferrarini passed him at 75 mph. The pedestrian was in the curb lane as Ferrarini was in the middle lane.
As we crossed over the hump north of 38th Avenue, traffic became heavier because the light at 38th Avenue was red. I was now
directly behind Ferrarini and decided to wait for the green light before activating my emergency equipment and effecting a traffic
stop.
Upon the light turning green, I activated my emergency lights and Ferrarini continued southbound without stopping. She was in the
curb lane and traveling at approximately 30 mph. Ferrarini turned on her right turn signal and I initially thought she was looking for a
place to pull over. However, Ferrarini turned around, looked at me and kept going, passing many parking lots and other places
where she could have pulled over. I activated my siren along with the emergency lights but Ferrarini kept traveling southbound at
approximately 30 to 35 mph. She frequently turned around looking at me but kept traveling southbound.
Just north of the intersection of 22nd Avenue North, Ferrarini turned west into the parking lot of the CVS store. She briefly and
abruptly stopped a few times in the parking lot, but continued driving through the parking lot southbound. She turned west in the
parking lot and proceeded to the exit on 22nd Avenue North and entered the roadway proceeding westbound. In the parking lot,

Narrative
Following Jacqueline's arrest for DUI, I monitored the phone calls she made while incarcerated at the Pinellas County Jail. Jacqueline
appears to call her boyfriend Jim at phone number: 727-433-2400.
While listening to phone calls Jacqueline appears to call her boyfriend Jim (to number listed above) on August 17, 2014 at
approximately 1252 hours. Jacqueline informs Jim that she was arrested and that she was Tazed. Jim tells Jacqueline that she
needs to be careful in Clearwater and that he didnt know she had left the house. Jacqueline tells Jim that she put him to bed, went
out and got lost. It should be noted that Jacqueline told me numerous times that she just drove down today from Chicago which took
approximately 18 hours and she drove straight through. Jacqueline advised Jim that one of her charges was drug paraphernalia
and Jim told her not to carry that stuff when she goes out.
Jacqueline calls the same number on August 17, 2014 at approximately 1322 hours. Jacqueline talks with Jim again and goes over
each one of her criminal charges. Jacqueline said she is charged with possession of drug paraphernalia and Jim replies I told you
dont fucking carry that shit with you. Jim also tells Jacqueline that he doesnt want her going out by herself Fucked up.
Jacqueline tells Jim that she doesnt want to leave the house by herself again. Jim replies Well you can do it; you cant do it
fucked up. Jim said he gets worried when Jacqueline leaves the house fucked up after partying. Jacqueline tells Jim that they
got her going 75 Miles Per Hour (MPH) in a 40 MPH speed zone. Jim replies I dont doubt it
Jacqueline calls the same number again on August 17, 2014 at approximately 1224 hours Jacqueline calls Jim again and they
speak about her arrest further again. Jim tells Jacqueline that she has to be careful driving after shes been partying.
Disposition: Case remains closed solved with arrest.

Narrative
On the above listed time and date, I arrived on scene of Sheriff Gualtieri's traffic stop. I observed a female physically resisting
several deputies on scene. An Electronic Control Weapon was eventually deployed on the female, and she was then taken into
custody without further incident.
I then performed an inventory search of the vehicle prior to impound. I located a glass pipe inside a cigarette pack inside the
arrested subject's purse which would later test positive for cocaine residue.
I left the contraband in the possession of Deputy Hellstern and assisted with the impound of the vehicle. I then left the scene for a
higher priority call.
I have no further knowledge of this case.
Disposition: Case remains closed, solved with arrest

Narrative
On 08/16/2014, I was contacted by Corporal Eastty and told to respond to Central Breath Testing. Corporal Eastty advised Sheriff
Gualtieri arrested a suspect, Jacqueline Ferrarini, for driving on a suspended license and fleeing to elude.
Corporal Eastty was at Central Breath Testing upon my arrival. Corporal Eastty began conducting a DUI investigation in the SFST
room. I stood by while Corporal Eastty conducted his investigation. Jacqueline appeared to be holding her lower back and leaning as
if she was in pain. I retrieved a chair and positioned it in the SFST room for Jacqueline.
Corporal Eastty completed his investigation and advised he would be charging Jacqueline with DUI. Jacqueline refused the breath
test after Corporal Eastty read implied consent from the agency form.
Corporal Eastty and Sheriff Gualtieri completed paperwork and I stood by with Jacqueline. I was told Jacqueline did not provide any
information about the registered owner of the vehicle and kept stating that she drove straight down from Chicago to Florida 18 hours
straight. I asked Jacqueline for the registered owners phone number so I could relay to him where his vehicle was and how to
retrieve it. Jacqueline provided me with a phone number.
While speaking with Jacqueline, I detected a distinct odor of alcoholic beverages emitting from her person which grew stronger
when she spoke and exhaled. Jacquelines eyes appeared bloodshot and glassy. She would change her mood from agitated about
the situation to crying to pleading then back to agitated. Jacqueline also stated while trying to get the phone number for her
boyfriend that she was trying to leave her live in Chicago behind her and that whatever yall found in the car is carry over from the
life Im trying to forget.
I called the phone number provided by Jacqueline. A male answered the phone and identified himself as James Bauer, date of birth
01/18/1959. James stated he was Jacquelines boyfriend and they moved down to Florida a few months ago. I explained to James
how to retrieve his vehicle. I also asked James if he was drinking alcoholic beverages with Jacqueline and he replied that he did not
want to comment on that.
Corporal Eastty transported Jacqueline over to Pinellas County Jail booking area. Jacqueline quickly stood up from the bench and
spun around to be secured in handcuffs. I commented that she moved quickly without issues even though she was complaining of
back pain. Jacqueline replied that the pain comes and go.
