- Emphasized the democratic traditions and practical application of law and
principles.

Public Health & Welfare

Minimized the spread of diseases and improved health of people.


Epidemics were either prevented or minimized by establishing Quarantine
Service.
Introduced new methods of prevention and treatment through health
education (of sanitation and hygiene).
Created Board of Public Health (1901) intensified campaign for the
eradication of superstition and ignorance.
Provided facilities for the release of human misery and misfortune (e.g.
asylums for the orphans, the insane, the juvenile offenders)
Improved standard of living.
Replaced salt-and-rice nutrition by balanced diet.


Trade, Commerce, and Industry

Passed Payned-Aldrich Tariff Act (1909) : partial free trade relations between
the Philippines and US were established.
Passed Underwood-Simmons Tariff Act (1913) : abolished quota limitations on
Philippine export products.
Textile, fishing and fish-canning, alcohol distilleries, sugar centrals and
cigarette factories multiplied.
Mining became the backbone of Philippine economy.
Overall effect : placing Philippine economy at the mercy of the Americans.
Transportation & Communication

Bridges and culverts numbered.


Means of transportation improved.
Cars, trucks, and railway cars speeded up the means of transportation.
Brought far-flung provinces nearer Manila by extending railroad lines to the
North and South of Luzon.
Developed water transportation to connect islands of the south with the
provinces of Luzon.
Encouraged interisland shipping.
Opened more than a hundred ports to domestic shipping.
Progress in communication was notable.
Introduced telephone lines in Manila in 1905 and radio-telephone service in
1933 (linking towns and provincial capitals).
Overall : American altruism was engrafted with profit motive.
Individual Freedoms

Extended the democratic principile of equality in rights and obligations as well


as in opportunities.
Sedition Law of 1907 : considered it seditious of any Filipino to advocate
independence.
Flag Law of 1907 : prohibited the display of the Filipino flag.
Filipinos enjoyed freedom of religious worship, freedom of press, freedom to
assemble peaceably for the redress of grievances, freedom to change
domicile, and freedom of speech.
Applied the principles to the poorest and illiterate common tao.

Political Consciousness

Brought partisan politics.


Imposed political pattern: issues were outlined; platforms were prepared;
speeches were delivered; and political chest funds were accumulated.
Control of the law-making body and Filipinization policy of Harrison led to
deep political consciousness.
Language & Literature

Development of Filipino literature in English.


Adoption of American words and phrases in Philippine languages.
Negative Results

Most westernized country in the Orient.


American goods and services were considered luxuries.
Resulted to neglect and consequent death of Filipino industries.
Stateside (American goods) is the best, if made in Philippines it is inferior.
Softened the Filipinos by pampering their stomach.
Filipinos suffered a partial loss of their heritage.
Love of their language and culture has been replaced by the adoration of
American language and culture.
Movies : purveyor of American materialism which implied success.
Success is measured in terms of material possessions.
American gangsterism displayed machine guns and brilliant strategy which is
imitated.
