Job Description

Perform review of different aspects of project plans including, structural


analysis;

Assisting the analysis and evaluation of dam designs;

Help with reviewing hydrological and hydraulic analysis of dam projects;

Contributing to professional development of water dams staff and


providing staff training;

Developing proposals that are responsive to the needs of the dam


projects in particular;

Participatory Quality Control and Program Monitoring and Evaluation;

Travel on regular basis to various MEW dams project locations to provide


technical advices and management support;

Assess dams projects staff capacities and develop training needs


recommendation plans for MEW staff;

Assist in coordinating technical staff training for the current MEW dam
management team when necessary;

Provide other technical advice and duties as requested;

Review the feasibility study reports with in the specified


time frame;
Review of the detailed design structures reports;
Review the technical specification of the project;
Review of the design packages (structure, hydraulics, civil
part);
Review of the concrete and Asphalt mix design reports;
Review the structure design drawings and calculation of
the water intake structures, headrace channel, fore bay,

penstocks, power house, and tailrace canal;


Review the hydraulic and structural calculation of canals,
tunnels, siphons, aqueducts, supper passages and
retaining walls;
Review the design packages of culverts and bridges;
Attending the technical boards meetings, meetings with
MEW and meetings with contractors and others;
Design of the above mentioned structures;
Preparation of the monthly activity reports.

Required Qualification

Bachelor or masters of civil, hydraulic or structure with a proven


practical background in Afghanistan water Sector;

Proven experience with the design and construction of dams

Knowledge of participatory techniques and experience in designing and


implementing programs requiring high levels of stakeholder
participation;

Working knowledge of hydraulic, hydrology, hydraulic structures and


surveying;

Good managerial and training skills including experience in staff


supervision in complex working environments, and demonstrating
proven ability in capacity building;

Familiarity with applying international standards;

Computer skills including finite element method analysis, design


programs, MS Office, MS Project, e-mail and Internet applications; and

Excellent command of English language.

Ability to maintain effective performance under pressure or tight


schedule; managing own personal growth and development
continuously; managing emotions and stresses positively, adapting to
change;

Taking decisive actions to achieve goals in formulative environments and


changing contexts; analyzing and diagnosing problems with depth and
insight; displaying sound judgment, and decision making; providing

Bachelor degree in civil engineering, hydro technique or water resources

management, with a Masters degree preferred;

5 to 15 years of experience in the design and construction of dam and/or


water resource projects

Experienced with design of rock and earth fill dams, RCC dams, and
reinforced concrete Portland Cement gravity dams

Knowledge of geotechnical engineering, testing, embankment etc.

Experience working in regional countries an advantage, especially


working with World Bank, ADB, USAID

Outstanding interpersonal and team building skills.
