FALSE/FRAUDULENT, INCORRIGIBLE BEHAVIOR, INDOCTRINATION

PROPAGANDA CAMPAIGN TACTIC LETTER.
Jannet, here is your response to the June 20, 2016 fraudulent propaganda letter.
Dear Mrs. Patsy Keever (Aycock), NCDP Chairperson
Im in receipt of your letter dated June 20, 2016 wherein you, as usual, deliberately ignored the
NCDP POO Authority, The Council of Review Committee (COR) jurisdiction and the factual
and verifiable Petition with evidence you were personally served with on June 8th, 2016. Its
quite obvious you refuse to cease your divisive divide and conquer, covert defaming and
conspiratorial discriminating propaganda scheme against the African American Caucus
Auxiliary, and I personally.
First, before I address the content and context of your letter, Id like to express my appreciation
for your endorsement of my more than 20 years of personal and sincere devotion and concern
while serving the North Carolina African American Democratic County communities, and the
North Carolina Democratic Party (NCDP). Had you employed due diligence, you would have
known that our legally official Auxiliary is the only African American Caucus that attend to and
serve and provide most of the educational, resource and political educational needs to the African
American Communities, and we do not operate based on self-serving profits, as your wrongfully
recognized incorrigible rogue group.
Second, I find the slogan (We believe in equality, opportunity.) printed on the NCDP
letterhead somewhat disenguinious, in light of your improper acts, conduct and behavior, if not
(in our opinion and belief) illegal during your tenure as NCDP Chairperson to date (Feb. 7, 2015
to June 20, 2016).
Third and most important, during my 20 plus years of service I gave to and worked for the
NCDP, I have not ever witnessed and experience first hand, such cavalier attitude and disrespect
for the African American and minority community voters. Especially your inability to adhere to
and carry out, with perfection, your NCDP chairpersons duties; your lack of respect for the
AAC-NCDP Auxiliary By-Laws, refusal to comply with the NCDP Plan of Organization (POO)
and Rule of Law. Truth and Justice under Law.
Fourth, and very important as well, you have again for the 3rd time wrote and deliberately
published and distributed another false, fraudulent defaming (and libel per se) letter wherein you
had no personal knowledge of the facts or truth of the issues and matters, you specifically
addressed in each letter. In particular, the letter you addressed to the State Board of Election
(SBOE) you were not personally present on January 31, 2015 and May 2, 2015 or having
employed due diligence to verify the fraudulent hear-say gossip you accepted verbally. You,
without having any personal knowledge and expertise, to fairly without bias, decipher the actual
facts, issues involved on those specific dates, established yourself, without authority, as an
appeal board and trier of fact and evidence, without having one scintilla of credible and

verifiable evidence. In the absence of having any personal knowledge or credible and verifiable
factual evidence, you knowingly and deliberately made and filed false statements under the
lawful penalty of perjury with the State Board of Election (SBOE) to aid, abet and persuade a
wrongful decision.

Fifth and finally, as you are well aware that we. the lawfully elected officers of AAC-NCDP
Auxiliary did remove the incorrigible Willie Flemings in accordance with the AAC-NCDP
Auxiliary By-Laws for malfeasance-1.) misuse of AAC-funds for personal use 2.) Wrongfully
solicited and collecting fees for AAC-NCDP endorsement, 3.) fraudulently enter the AAC
election for President without being a qualified member of AAC-NCDP, 4.) creating a fraudulent
unauthorized caucus organization and filing said false organization with the SBOE. We also
removed incorrigible Linda Daniels (Wilkinson) in accordance with the AAC-NCDP Auxiliary
By-Laws, who participated in assisting Mr. Fleming in the malfeasance via collecting moneys
and did not report same to the treasurer, and she Wrongfully solicited and collected fees for
AAC-NCDP endorsements from candidates, she also fraudulently entered the election for a vice
President officer position without being a qualified AAC-NCDP member. Chairperson Keever,
you had personal knowledge of all the facts and creditable verifiable evidence of the removal of
the incorrigible Mr. Fleming and Mrs. Linda Daniels (Wilkinson). Yet, during your tenure (Feb.
7, 2015 to June 20, 2016) as chairperson, you ignored the creditable facts and verifiable
evidence. Thereafter you conjured up a scheme to promote your strategic divisive divide and
conquer political indoctrination propaganda conspiracy tactic to discriminate and disenfranchise
the African American and minority community voters.
To address your false unauthorized authority to issue a cease identifying yourself as the
President of the African American Caucus of the North Carolina Democratic Party, I respond as
follows:
1. Your statement for me to cease stating that I, Jannet Barnes, is the President of the
AAC-NCDP Auxiliary
Please be advised that I, Jannet Barnes was officially and legally elected as President
of the AAC-NCDP, by the certified County Member Caucus General Body on August
1, 2015 in accordance with the AAC-NCDP Auxiliary By-Laws.
Also, as I and others have stated before and herein to you, Mr. Fleming and Mrs.
Daniels were properly removed (on January 31, 2015 and February 18, 2015
respectively) for cause. Yes you are the NCDP Chairperson. HOWEVER, you are
not trustworthy and you have no authority to interfere or participate into AAC-NCDP
Auxiliarys disputes or grievances Pursuant to NCDP provision 9.01. And You have
no authority to elect or appoint an Auxiliary Officers. Also, you nor the Executive
Council or the Council of Review Committee have any authority to do the wrongful
and intrusive acts to discriminate and disenfranchise an Auxiliary lawfully elected
officers. You are prohibited from interfering with the administration, management and
operation of the AAC-NCDP Auxiliary.

IF YOU HAVE any AUTHORITY TO supersede THE NCDP POO PROVISION 4.05
and 9.01 and our by-laws PLEASE PRODUCE IT. And, if you have any other clearly
identifiable and lawfully recognized Court authority that permits you to ignore and
negate the removal decision of the AAC-NCDP Auxiliary lawfully elected Executive
officers and certified General Body County caucuses June 6, 2015 ratification to
remove Mr. Willie Fleming and Mrs. Linda Daniels please provide. Otherwise, I will
be forced to take the necessary steps to rectify your deliberate, vicious fraudulent acts
defaming my character.
You have 5 business days to publish and distribute an apology, and correct all
the wrongful, threatening and intimidating letters.
2. You stated that I am to cease using the letterhead of the AAC-NCDP Auxiliary.
As I have stated to you, and the NCDP POO provision 9.01 clearly states, you do not
have any authority or jurisdiction to interfere with the administration of the AACNCDP management and operation, especially as to who can use or not use the alleged
personal property letterhead of the AAC-NCDP Auxiliary. Again you have personally
exceeded your authority as the NCDP chairperson, and usurped my authority, along
with infringing on AAC-NCDP officially elected officers pursuant to the AAC-NCDP
By-Laws. You have continued to personally aid and abet Mrs. Daniels to violate each
of our members property rights. As for as our use of the letterhead, the letterhead
design is the legal Property of Mr. Brandon Johnson, and you (as chairperson Patsy
Keever) nor Mrs. Daniels does not have any right to use or affect the use and
ownership of the letterhead.
3. As for your notifying and recommending to all Democratic County chairs and the
SBOE to persuade them to discriminate against the legally 0fficial Democratic members. And to
prohibit them from using the Counties headquarters is again another one of your personally
planned tactic to accomplish you discriminating and disenfranchisement of the Counties
Democratic African American Members and voters within the 100 NC Counties.
As for the Content and context of the letters you have written, published and distributed via your
covert/under cover discriminating propaganda scheme, to further a campaign to defuse and dilute
The African American Voters vote in 53 of the 100 NC counties.
It is no secret that you have used Mr. Fleming and Linda Daniels, individuals who have a very
limited knowledge or expertise to assess a countys needs and services. They do not know or
have insight into the complexity and many needs of the African Americans, due to the
communities lack of knowledge and understanding of the NC electoral process in the 53 counties
out of the 100 NC counties. And you, Chairperson Patsy Keever, is well equipped to assess and
provide, promote and disseminate damaging propaganda targeted to be divisive and disruptive.
Mr. Fleming and Mrs. Linda Daniels have served you well in your year long tenure as
chairpersons causing dissention in minority communities to frustrate and dilute the African
American voters.

If you continue to use your propaganda campaign to discriminate and disenfranchise the African
American voters in NC with your false/fraudulent and defaming letters, along with your verbal
and closet snide, coded and offhand remarks we will be forced to galvanize the thousands upon
thousands of NC African Americans and minority voters. Such acts and conduct in our opinion
and belief appears to be reminiscence of North Carolina Negro Americans being discriminated
against and disenfranchised.
Your strategic pattern to indoctrinate and use the incorrigible rogue Willie Fleming and/or Linda
Daniels/Wilkinson individuals to promote dissention and discord in the NC African American
communities. TO HINDER THE PROPER AND LAWFUL AAC-NCDP MEMBERS FROM
GALVANIZING AND PROVIDING THE 53 NC HIGHLY CONCENTRATED AFRICANAMERICAN COMMUNITIES WITH MEANINGFUL NC POLITICAL ELECTORIAL
PROCESS TRAINING.
DESPICABLE DEFAMING AND DEMONIZATION OF JANNET BARNES AS THE
PRESIDENT OF THE PROPER AND LAWFULLY ELECTED AAC-NCDP FOR THE
BENEFIT OF PLACING INCORRIGIBLE CRIMINAL BEHAVIOR OF THE LIKES OF
WILLIE FLEMING AND LINDA DANIELS TO SERVE AS NCDP CHAIRPERSON PATSY
KEEVER (AYCOCK) DIVISIVE DIVIDE AND CONQUER SURROGATES.
Mrs. Patrica Keever (Aycock) You have continued (based on our members knowledge, info,
opinion and belief, based on the creditable facts and verifiable evidence) to act in a fraudulent
and illicit manner. Your deliberate conduct and behavior encouraging and providing cover,
without authority, for the rogue AAC-NCDP Auxiliary individuals (Linda Daniels and her
wrongfully installed officers) are totally non-compliant with the AAC-NCDP By-Laws, NCDP
Plan of Organization (POO) and violate the 14th, 15th amendments of the Constitution and the
Voting Rights Act, culminating into discrimination and disenfranchisement of the 53 NC
African-American counties voters.
PLEASE BE ADVISED, this unauthorized letter shall be included in the current filed Petition to
remove you, which you are aware has been properly served and received by Zack Hawkins too
be process in accordance with the POO.
