thesecondbridgetolinktheislandtothemainlandafterthe
firstPenangBridge.Thetotallengthofthebridgeis24km
(15mi)withlengthoverwaterat16.9km(10.5mi),makingit
thelongestbridgeinMalaysiaandthelongestinSoutheast
Asia.ChinaHarbourEngineeringCoLtd(CHEC),amain
contractorforthesecondbridgewasexpectedtostartworkon
thesecondPenangbridgeinNovember2007andcompletethe
projectin2011,butthecompletiondatewasthenpostponedto
May2012,andlatertoFebruary2014.[1]Constructionstarted
inNovember2008.Toreducethecostofconstruction,its
designwasthenmodifiedtoresemblethefirstcablestayed
PenangBridge.Thebridgehasbeenbuiltwithalargeloan
fromthePeople'sRepublicofChinatocontinueandmaintain
theeconomicrelationshipbetweenChinaandMalaysia.[3]The
bridgewasofficiallyopenedon1March2014at20:30MST
andwasnamedafterthefourteenYangdiPertuanAgong,
TuankuAbdulHalimMuadzamShahofKedahandwas
assignedwiththeroutenumberE28.

Intheyear1995,theideatobuildasecondbridgelinkingSeberangPeraitoPenangIslandwassuggestedby
thefourthPrimeMinisterofMalaysia'sTunDrMahathirMohammadandthe3rdChiefMinisterofPenang's
TanSriDrKohTsuKoon.InAugust2006,theMalaysianfederalgovernmentunveiledaplantobuildthe
PenangSecondBridgeintheNinthMalaysiaPlan.On12November2006,thegroundbreakingceremonyfor
thenewPenangSecondBridgewasperformedbythe5thMalaysianPrimeMinister,AbdullahAhmadBadawi.

Construction
Aftermonthsofsoilsurveyworkandtestpilingwork,CHECandUEMannouncedthattheprojectwason
trackforcompletionin2011.ConstructionworkwasexpectedtobegininJanuary2008.[5]
OnApril2008,thegovernmentannouncedthattheprojectwastobedelayedby9monthsduetoland
acquisition,designissues,andalsotherisingcostsofbuildingmaterials.[6]NewlyelectedPenangChief
Minister,LimGuanEngproposedatolldiscountforanydelaysontheproject[7]andalsoexpressed
disappointmentregardingtheconstructiondelay.[8]
OnJuly2008,JelutongMPJeffOoireportedthattheloanforthebridgeriskedbeingwithdrawnifthe
shareholderagreementbetweenUEMBuildersBerhadanditsjointventurepartnerCHECwasnotinkedby
August2008.Itwasreportedthatthereweredisagreementsbetweenthetwopartiesontheapportionmentofthe
costofbuildingthebridgealthoughtheissuewasexpectedtoberesolvedquicklyduetoUEMhavinga
variationonthepriceonitsportion.[9]

On8November2008,theconstructionofthePenangSecondBridgebyCHECfinallycommenced.[10]
On3October2012,mediareportsindicatedthatthebridgewas84%complete,andthatthebridgewasdueto
becompletedapproximatelytwomonthsaheadofthedeadlineofSeptember2013.[11]
On20April2013,thefinalclosureofthecablestayedbridgeatthemainnavigationalspanofthePenang
SecondBridgewascompletedandthussignifiedthecompletionoftheconstructionofthebridgeand
physicallyconnectingBatuMaungontheIslandandBatuKawanontheMainland.
On30April2013,thesixthPrimeMinisterNajibTunRazakbecamethecountrysfirstleadertousethe24km
PenangSecondBridgetocrossfromtheislandtothemainlandtoattendafunctioninKepalaBatas,Seberang
Perai.
Thebridgehadbeenplannedforcompletionon8November2013andtobeopenedtothepublicbytheendof
November.[12]However,theopeningdayof8November2013waspostponedandthebridgewouldbeopened
totrafficon1March2014.[13][4]

TheopeningceremonyofthePenangSecondBridgewasheldat20:30MSTon1March2014andwas
officiallyopenedbytheMalaysianPrimeMinister,NajibTunRazak.[14]Thebridgewasofficialnamedas
SultanAbdulHalimMuadzamShahBridgeafterthefourteenYangdiPertuanAgong,TuankuAbdulHalim
MuadzamShahofKedah.[15][13][16]Atmidnighton2March2014,thebridgewasopenedtotrafficat00:01
MSTaftertheofficialopeningceremony.

On6June2013,arampleadingtothestillunderconstructionPenangSecondBridgeatBatuMaung
interchangecollapsedataround7:00pm,buryingacarandtwomotorcyclesunderthedebris.Onepersonwas
killedintheincident.TherampwhichispartofthePackage3Aofthebridgeprojectwasbuiltbythe
contractorCergasMurniSdnBhdandnotUEMBuildersBerhad.
